BSNL Issue in Parliament.

BSNL Strike Issue raised by Hon’ble MP Sri Sankar Prasad Datta(CPIM –Tripura West) in Lok Sabha on 22.4.2015, under Special Mention, during zero hour

SHRI SANKAR PRASAD DATTA (TRIPURA WEST):

Hon. Speaker, Madam, all of us know that people of the country are concerned about the BSNL employees who are on strike for the last two days, yesterday and today. What is their demand? Their demand is for the survival of the BSNL. Their main demand is to save the BSNL. It is a PSU, Public Sector Undertaking. The BSNL employees are demanding to save the BSNL. They have 20-point demands. We know that earlier when the BSNL was started, there were 3.5 lakh employees. In the meantime, 1.4 lakh employees have retired. (d2/1315/vr/sk) At present, the BSNL is having 2.25 lakh employees. BSNL was a profit making body upto 2007 and near about 48,000 had been profited by BSNL. That is why, the employees of BSNL are demanding that no merger should be done with MTNL. Their other demands are: vacant posts of Directors should be filled up; refund of spectrum charges to the tune of Rs.6,700 crore should be done; free spectrum should be allotted to BSNL and there should be a recruitment drive for filling up of vacant posts in BSNL. With these words, I conclude my speech and hope that the Government will look into the issues pertaining to the BSNL employees. Thus, it would save the BSNL and save the nation.
HON. SPEAKER: S/Shri Adv. Joice George, P.K. Biju, Jitendra Chaudhury, A. Sampath, and P. Karunakaran are allowed to associate with ==Shri Shankar Prasad Datta.             ( This is meant that the other Members of Parliament mentioned above also has sought the permission of the speaker to raise the same issue and it is also recorded).

Forum expresses its thanks to all these MPs.

BSNL strike, CITU, support

Com.A.K.Padmanabhan, President, CITU, has issued the following statement:

CITUSupports the Strike in BSNL

CITUcongratulates the 2.25 lakhs of employees of BSNL, including 40,000 executives
for their successful countrywide united strike for 48 hours on 21st and 22nd April
2015.
The strike call given by the Forum of BSNL Unions/Associations, an umbrella
organization of all the unions and association of employees and executives. It was after
4 months of their strike notice, they have gone on strike.
The issues raised by the Forum are the issues of saving the public sector telecom
enterprise which is being derided of all support from the Government and at the same
time the private players in the sector are favoured and supported.
It is unfortunate that the employees of a telecom PSU are forced to go on a 48 hour
strike for procurement of equipments like mobile lines, broadband modem etc. All the
demands including filling up of vacancies are aimed at strengthening the enterprise.
It is condemnable that the concerned Minister or the Department Secretary did not
even call the unions for a discussion on their demands.
CITU urges the Government to take necessary steps to save this crucial PSU. CITU
assures all support to the employees and executives in their struggle in defence of the
PSU and calls upon them to be prepared for united actions of all public sector
employees in defence of public sector undertakings in the country.
(A.K.PADMANABHAN)
President CITU

21-04-2015, First day Strike

The first day of the Two Days Strike has been Magnificent. Despite provocations from some quarters, the strike at all places has been more than 90% at least. A perusal of the report received by the Forum Convener and General Secretaries give the determination of the workers at the Circle and field levels to make the strike a complete success. this is also a warning to the BSNL Management and the Government that  workers will not tolerate inaction on the part of the authorities.

Some of the reports received  are given below:

Strike is organized 100% successfully in Assam Circle – CS, Assam + 100% strike in Andaman. Except CGM and GM all are out of office. Demonstration against the government wrong policy was highlighted  +  As per circle office official report strike is 93% in Madhya Pradesh Circle + Strike is 100% in Indore District – DS, Indore+ 98% in Narsinghpur District+  95% strike success in Gujarat + 100% strike in Junagadh SSA + In Jamnagar SSA, out of total 592 (including Executive and Non-Executive) employees 566 employees are on strike + Strike in Tamil Nadu is very jubilant and near total. Except few GM(O)s all other offices, telephone exchanges, CSCs & CCs completely closed + In UP (East) Circle total offices CSCs, exchanges are closed. 100% success with full enthusiasm + In Lucknow SSA, strike is 100 % + Over all strike in Punjab Circle is 95% + There is almost 100% strike in Patiala SSA + Strike is 100% successful in Telecom Stores circle + Strike is 100% in UP(West) Circle+ Successful strike on 1st day with massive participation of executives & non-executives outside office at Kolkata+ Strike is 100% success in NE-I + Almost 100% strike in J&K + There is complete strike in Jharkhand + 100% strike in Rajasthan Circle + Strike 100 percent at Jaipur SSA, all offices and exchange are locked + 100% strike in Haryana circle + 100% successful strike observes in Inspection Circle, Jabalpur + In Odisha except CGM & GMHR all employees and officer are on strike. 100% success + strike on first day is totally success in khammam district + The 1st day strike in Krishna district was successfully organised +Total  Karnataka circle strike is 96.62 percent+ Chandigarh 100% strike + Indore 100% + 93% in MP as per BSNL report + Mandya and Karwar literally 100% + Strike success in Kutch Bhuj + Kerala Circle all offices exchanges complete strike.Only CGM, PGM, GM attended + W.Bengal, as usual is complete strike+  NTR and Corporate Office have tremendously improved in the strike situation + More reports are coming.

It can be seen that in almost all places, the strike per cent is more than 90% and in some places 100% itself. This shows that the workers are ready for a serious struggle to save BSNL and make it strong.

On behalf of the Forum, Revolutionary Greetings to all comrades for the successful strike!

This is surprising ! Nobody cares for BSNL?

BSNL strike

It is surprising and unusual! The 2.25 lakh employees in BSNL are on a complete strike for two days from today, 21st April. The demands mainly pertain to the domains of  Government and DOT. The Notice for the strike given was postponed twice so that sufficient time will be available to discuss and settle. The Notice for the strike from 21st April was given six weeks back as per rules.

But so far neither the Secretary, DOT nor the Communications Minister did find time to call the Forum of Unions/Associations for a meeting before the strike. Yesterday it was informed that a meeting is fixed with Secretary DOT on 25th April, ie. after the strike.

The Officers and the Minister, who have got sufficient time to meet the captains of Industry and heads of corporates umpteen times during this period, are unable to meet their own workers and their representatives. Is this the good governance that we are promised? Our earlier experience in BSNL was different. When such strike issues came, both the Secretary, DOT as well as Communications Minister called us and discussed the issues. Why this policy change?

However, whether meeting or no meeting, the workers will continue their sustained struggle to save BSNL. It is our bread and butter and we are in the middle of a ‘Do or Die’ battle. Go out to the people and get their support. They are your real support which ensure your victory.

The strike reports from Kerala is much inspiring. The strike is total in such a way, that except the CGM and 4 GMs there is nobody  in the circle Office. In the SSAs, it is informed that only the PGM/GM have attended.

Hearty Congratulations to Kerala Comrades and all the unions/associations!

BSNL strike, Press release

FORUM OF BSNL UNIONS/ASSOCIATIONS

D-7, Telegraph Place, Gole Market, New Delhi – 110001

————————————————————————————————————————–

Press Release                                                                                                                                    20th April 2015

BSNL Employees’ Two Days Strike on 21-22 April 2015 Demanding Revival of BSNL

As per the call of the Forum of BSNL Unions/Associations, the BSNL Employees, both executives and non-executives numbering around 2.25 lakhs, will resort to Two Days Strike on 21-22 April 2015 demanding immediate action from the Government and BSNL Management for the Revival of BSNL.

Bharat Sanchar Nigam Limited was the No.1 telecom company in India and was having an annual  revenue of about Rs.40,000 crore and profit of about Rs 8,000 – 10,000 crore  till 2006. The non-implementation of the government assurances on financial viability, continued cancellation of the BSNL tenders of mobile equipment, confiscation of the cash balance of the company by the government on one pretext or other, discriminating BSNL in favour of private companies -all these deliberate decisions have pushed BSNL in to loss for the last five years.

The government has withdrawn from its assurance to pay ADC, refund of licence fee and liberal subsidy from the USO fund, for compensating BSNL for the loss of about Rs.10,000 crore per year for providing services to the villages and rural areas in the country which is as per the universal connectivity policy of the government. The present loss of the company around Rs. 7,000- 8,000 crore per year will be covered and there will be profit for BSNL if these assurances are honoured and implemented.

Immediate purchase of various equipments for providing mobile, broadband etc. services are most important. Sufficient funds are required for the same, which BSNL is not having at present.

An amount of Rs. 6,700 crore is due to be paid to BSNL by Government towards the cost of spectrum, which the BSNL has surrendered. An amount of Rs. 1,250 crore, allotted to BSNL in lieu of ADC for providing loss making   connections for 2012-13, is still pending payment.  The employees are demanding that these two amounts be paid immediately so that BSNL can purchase required equipment.

The Forum of BSNL Unions/Associations has suggested various proposals for providing better service to the customers on which also no action is taken.

The Forum also demands that BSNL should start 4G services without any delay. It also has demanded that it should be made mandatory for the Central/State Governments and PSUs to take BSNL service as was done in the case of Air India.

The strike Demands submitted by the Forum are mainly intended to improve the services and to better the financial viability of the company. However, neither the Secretary, Department of Telecom nor the Communications  Minister have so far called the Unions/associations for any discussion or settlement of the issues.  The entire responsibility for the strike and its adverse affect on the services and difficulties to the public lies upon the Government and the Management.

The Two Days Strike on 21-22 April will start from the mid-night of 20-21 April 2015. We solicit the support of all in our effort to improve the BSNL services and revive it.

V.A.N.Namboodiri
