Meeting of the NCCPA at New Delhi on 27th April 2015

A meeting of the executive committee of NCCPA was held at New Delhi presided by Com. Mathur, Vice-President. Com. R.L.Bhattacharjee, President could not attend due to illness. Com.Pabitra Chakraborty, Acting General Secretary welcomed all.

The meeting paid homage to Com.S.K.Vyas, the legendary leader of the CG Employees as well Pensioners and former Secretary General of NCCPA, who passed away a month back.  The report presented by the Acting SG was unanimously adopted.

The Meeting took the following decisions:

1. Com. Pabitra Chakraborty will function as Secretary General. The next All India Conference will be held in Kolkata in November 2015.

2. The question of holding a Convention of NCCPA at Hyderabad will be finalised after finding out the declaration of the CG Employees Parliament March on 28-04-2015. The SG is entrusted to take decision in consultation with available comrades.

3. NCCPA comrades will participate in the May Day programmes with CGE etc.

4. Issues of Pensioners and VII CPC  memorandum etc. were discussed.

Most of the executive committee members participated.

Lakhs of  Central Government Employees will be marching to Parliament on 28th April 2015 focusing their  demands including Merger of DA with Pay, Interim relief, early submission of CPC report etc.

It is time that the government take immediate action on these issues.

The All India Working Committee of the National Co-Ordination Committee of Pensioners Associations (NCCPA)  will meet at New Delhi on 27th April to discuss about organisational issues and the struggles to be organised to settle the urgent demands. The meeting will be held at Telegraph Place Quarters at 02.00 PM. This is the first meeting being held after the death of Com.S.K.Vyas, the Secretary General of the NCCPA.

TWO DAYS STRIKE COMPLETE SUCCESS – HEARTY CONGRATULATIONS!

BSNL employees have once again shown that they will do everything possible to save BSNL. The example is before us. The Two Days Strike on 21-22 April 2015 has been a complete success with maximum participation by the employees, both executives and non-executives. Sufficient time was given to the BSNL Management and the government to discuss and sort out the matter. Though BSNL Management held discussion with the Forum, former could not assure  anything since almost all the issues are to be decided by the  DOT/Minister.

The SAVE BSNL Campaign has reached crore of people. About 35 lakhs signature have been collected for the Memorandum submitted to the Prime Minister. More are coming from the circles/SSAs/Branches. These are all being sent to Prime Minister. In places like Kerala our employees have organised hundreds of meetings in rural areas and reached the ordinary people in support of the BSNL. Many circles have taken their own method for reaching the people. The BSNL Casual and Contract Workers, who are also a party to the 2 Days Strike has campaigned well, despite threat from the contractors and management that they will be retrenched.

But there has been no discussion, no settlement. This is a strange situation. If issues are not discussed and settled, the Forum will be compelled to organise further struggles including strike. Let us be ready for the same.

I take this opportunity to thank all the employees for the excellent strike.

LET US MARCH AHEAD WITH DETERMINATION AND COURAGE TO SAVE BSNL.

Confederation extends support and solidarity to BSNL Strike

Com.M.Krishnan, Secretary General, Confederation of Central government Employees and Workers have extended solidarity and support to the two days strike on 21-22 April 2015 by the BSNL employees demanding Revival of BSNL. The Forum of BSNL Unions/Associations has sent letters for support from all the central trade Unions and Federations of Central/State Govt. Employees, PSU Unions etc. The copy of Confederation letter is given below:

SOLIDARITY TO BSNL EMPLOYEES

                           All Affiliates & State Committees (COCs)

Dear Comrades,

  As you are aware BSNL Employees are organizing TWO DAYS NATIONWIDE STRIKE on 21st & 22nd April 2015. Their main demand is “SAVE BSNL & SAVE NATION” ie:; to change the anti-BSNL and anti-people Telecom policy of the NDA Govt which is aimed at destroying the public sector BSNL paving way for for eventual privatization. After Modi Govt coming to power, the same policy is being vigorously pursued in all Central Govt services including the biggest departments like Railways, Defence and Postal. Needless to say that success of our struggle against this policy of the Govt depends upon the success of the struggle of BSNL workers. .

National Secretariat of the Confederation calls upon all affiliates and COCs to express solidarity with the fighting BSNL workers by holding demonstration in front of BSNL offices at all important centers during the two day’s strike.

6% DA increase for CG Employees w.e.f. 01-01-2015

DA/IDA Merger

Government issued orders for 6% increase of DA for Central Government employees from 01-01-2015, thus increasing the total DA to 113% from the present 107%.

DA for the CG Employees is revised twice every year in January and July. In the PSUs IDA is revised four times in the year in January, April, July and October. For the contract workers it is being revised twice in a year.

The DA /IDA has crossed 100% for both CG employees as also PSU employees. The government should immediately issue orders for merger of DA/IDA with pay. Any delay is causing strong reaction from the workers.  The VII Central Pay Commission refuses to recommend merger stating that it has not been  included in the Terms of Reference given to the CPC.

The Central Government Employees are going for a strike on demands including DA merger. We fully support the struggle.

Parliament March on 28th April 2015 by the Central Government Employees

A March to Parliament by the Central Government employees, including Railways, Defence and Postal will be held on 28th April 2015 on the demands raised by the Confederation and other Federations. The demands include VII CPC recommendations to be effected from 01-01-2014, Merger of DA with Pay, Interim Relief, Stop FDI in Railways and Defence, No corporatisation of Postal Services etc.

We fully support the struggle of the Central Government employees.

The 7th CPC had asked the JCM Staff Side to present their case before the Commission for wage revision on 23rd and 24th March 2015. Accordingly, the Standing Committee of the Staff Side met on 22nd March and again 23rd March 2015. The presentation was made on 23rd and 24th March 2015 before the Commission.
We have discussed the memorandum, chapter wise and the Commission made a very patient hearing and interacted with us seeking clarifications on certain matters. It is not possible to provide a detailed account of the discussions. However, we are to inform you that we came out of the discussion with a very good impression and satisfaction.
1. The Commission will adopt Minimum Wage Concept(Dr. Aykhrod Formula) as the principle of wage determination. They will however, collect the retail rates of the commodities that go into the basket.
2. We have pleaded for the adoption of the best international practices while fixing the highest salary.
3. On the demands for Interim Relief and Merger of DA, the Commission finally said that those can only be considered if Terms of Reference are amended.
4. The Commission agreed that there had been reduction in the sanctioned strength and working strength over the years despite the increased workload.
5. They have also noted that there was substantial reduction in percentage terms of the expenses on salary and wages over the years.
6. The Commission enquired, as to how multiplication factor of 3.7 was arrived at. The same was explained in detail.
7. Fitment Formula and the demand on Fixation of Pay on Promotion, were appreciated as the rationale was explained.
8. Date of effect: No commitment or comment was made by the Commission. The Staff Side explained, as to how they compromised by shifting the date from. 01.01.2011 to 01.01.2014.
9. The institution of Special Pay, especially in the wake of de-layering was explained.
10. Common Categories: We have requested the upgradation and amalgamation of the cadres of LDC with UDC and the need for bringing about parity in pay scales of the Subordinate Offices with the Central Secretariat. The problems of Staff Car Drivers were also elaborated. The contractorisation and casualisation at lower level positions and the consequent exploitation of the labour were discussed at length. The Commission has made a proposal to do away with the contractorisation/casualisation. Staff side will discuss the proposal and will send its views to the Commission in due course.
11. Classification of Posts: Our proposal has not been found favour.
12. GDS: While sympathizing with the Staff Side, the Commission wanted them to approach the Government with a view to amend the Terms of Reference.
13. Allowances and Advances: Detailed discussions were held on HRA, CCA, Transport Allowance, CEA and Special Allowance for personnel posted at North East Region. Chapters dealing with the facilities was also discussed at length, including compassionate appointment. On holidays, we have requested to include May Day in the list of holidays. The background of observance of May Day was enquired by the Commission and explained.
14. Pension and Retirement Benefit – NPS: Commission stated categorically that NPS being an Act of Parliament, they will not make any comment thereon.
Pension Computation: The rationale of 67% was explained and appreciated.
 
Minimum Pension: our demand for 2/3rd of the Minimum Wage was also explained.
Parity in pension of past and present pensioners was fully explained, linked with one rank -one pension scheme for Defence Personnel. We have pleaded that Civilian Pensioners should not be discriminated against. Demand for Additional Pension for both Pensioners and Family Pensioners was explained. All matters concerning Family Pension were also discussed. So also, gratuity to be computed in accordance with the Gratuity Act.
There was good response for the demands from the Commission.
Restoration of commuted value of pension: The Commission will enquire the views of the Government as to what is their objection to the demand.
Medical facilities for pensioners and discrimination between Pensioners in CGHS area and CCS(MA) Area as also the Postal Pensioners was brought home including the higher Fixed Medical Allowance for ESI persons.
Certain clarifications/elucidations have been asked for by the Commission. To provide such clarifications, another meeting with the Commission might be held after the Commission’s interaction with other organizations. The Staff Side may meet the Commission after their interaction with the other organizations are over.

Inauguration of renovated P and T House at Thiruvananthapuram

The inauguration of the renovated P and T House at Thiruvananthapuram will take place on 11th March 2015. This has been the office of the P and T Co-Ordinating Committee since 1960s. Now it is the office of both the Postal Unions Co-Ordinating Committee and BSNL Employees union.

P and T house has got a great tradition. It has always been a centre for all unions of workers to come and discuss their problems. It continues as such now also. It has been the centre where many many agitations have been planned and implemented successfully.

I have four years of happy memory of P and House, when I used to work in Thiruvananthapuram as the Circle Secretary of the All India Telecom Employees Union Class III.

Now the building has been renovated and more facilities for office and residence are provided.

My Hearty Congratulation and Best Wishes to the Kerala Postal and BSNL Union movement and the leaders who keep the unity still intact!

Red Salute to Com. N.P.Padmanabhan

N.P.Padmanabhan - NFPTE - 1968 strike - Kerala

5th March 2015 is the 21st death anniversary of Com. N.P.Padmanabhan, former Secretary, NFPTE and the Convener of the powerful Co-ordinating Committee of P and Unions, Kerala, for a tumultuous period of more than 10 years. Meetings will be held in all centres in Kerala to pay homage to this great leader.
Com. Padmanabhan was a charismatic and revolutionary leader. Appointed as Postal Clerk in 1945 in Calicut, within no time he became active in the union. He participated in the successful Postal Strike of 1946. After the formation of UPTW, he became an active worker of the same. When NFPTE was formed in 1954, Comrade Padmanabhan along with Coms. T.M.Janardhanan Master, Ananadan Master, K.Bhaskaran Nair and others organised it in the Malabar area. When the Kerala P and T Circle unions were formed at the Trivandrum Conference in 1961, Com.N.P. was elected as the Asst. Circle Secretary of Postal Class III Union and in 1966 Kollam Conference as the Circle Secretary. Next year at the Palakkad Conference, he was elected as the Convener of the P and T Co-ordinating Committee.
THe Historical One Day Strike of 1968 became a battle ground between the Central Government and Communist Government in Kerala.Central Government wanted all state governments to crush the 19th September 1968 strike of the Central Government employees with an iron fist using the drastic Essential Service Maintenance Act (ESMA). But the Kerala Government led by Com. E.M.S.Namboodiripad bluntly refused to implement the ESMA against the striking employees. Enraged, the Central Government was proposing to dismiss the state government. Anyhow,this did not happen. But the Indira Gandhi Government at Centre saw to that maximum victimisation was imposed on the employees of Kerala. Hundreds of criminal cases were filed, thousands of Rule-14 Charge Sheets issued, 300 workers terminated and hundreds of employees suspended.Even in 1960 strike, such victimisation did not take place.
The situation was tense. All the Circle and district leaders were either under suspension or termination. To face this brutal attack was not easy. The P and T Co-Ordinating Committee under the leadership of Com. N.P.Padmanabhan organised sustained and continuous struggles against the victimisation. It took about three years to take back all the terminated employees and to reinstate the suspended. But Com. Padmanabhan was not re-instated. He was dismissed from service.
The P and T House, the office of P and T Unions at Trivandrum was the centre point of many unions to get advice and support for their struggles. He was elected as the Secretary of the NFPTE in 1978 and shifted to New Delhi. He continued in that position till 1981.
His health started deteriorating due to the hard work and strain and went back home to Kannur in the late 1980s. He continued his activities from there. On 5th March 1994, he left us forever.
Since 1958, when I joined the P and T and got transfer to Kannur from Kottayam, he had been my leader and guide. It was under his indomitable leadership that we all went on in the 1960 five days strike. I had the opportunity to work with him at Trivandrum during my tenure as Circle Secretary and till his death.
Com. Padmanabhan was a real leader in all respects. The entire P and T movement and especially Kerala comrades lost a revolutionary leader in his death. His body was cremated in the Payyambalam Beach, Kannur, where a memorial is constructed for him among the memorials of leaders of the working class like Coms. A.K.Gopalan, E.K.Nayanar and others. When I went to Kannur to attend the AIBDPA All India Conference in February in 2013, I went there and paid my homage along with Com.P.V.Chandrasekharan, Patron of AIBDPA, A.K.Bhattacharjee, President AIBDPA, K.G.Jayaraj, General secretary AIBDPA and Com. Bhaskaran AIBDPA leader at Kannur.
