Massive Meeting at Vellore

BSNLEU, AIBDPA and BSNLCCWF jointly organised a massive meeting attended by more than 250 comrades at vellore on 31st July 2014. The meeting venue was decorated with banners and festoons of all the three unions. The Meeting was presided over by Com.V.Elumalai, District President of AIBDPA. District Secretary, Com.Jothi Sudanthiranathan welcomed the participants who have from all parts of the District. All the leaders on the dais were honoured by offering shawls. AIBDPA All India Organising Secretary Com. R.Arumugham, Circle Secretary, AIBDPA Com. C.K.Narasimhan and District Secretary BSNLEU Com.C.Gnanasekharan addressed. Com. Palani, District President, BSNLCCWF and other leaders were present.
Com.V.A.N.Namboodiri, President BSNLEU & BSNLCCWF and Advisor AIBDPA in his address spoke in detail about the demands raised by the three unions as also the struggles that have been organised in the past. The necessity of unity and strong organisation was stressed.
Com. R.Anbazhagan, Dist. Org. Secretary proposed vote of thanks.

Unions will be consulted on Revival plan of BSNL including merger of BSNL and MTNL.

Communications Minister Ravi Shankar Prasad in a reply to the parliament has stated that the unions will be consulted before taking the decisions on the revival proposals of the government, including the merger of BSNL and MTNL.
But so far the minister has not called the Forum, which has given a detailed memorandum with a request for meeting. We hope that Forum will be called shortly as per the assurance of the Minister in the parliament.

Meeting of Central Secretariat of BSNLEU

The meeting of the Central Secretariat of BSNLEU was held at KG Bose Bhawan, New Delhi on 20th July 2014. Com. V.A.N.Namboodiri presided.The report presented by Com. P.Abhimanyu, General secretary was adopted after discussion.
The meeting decided to continue pressure and sustained struggle if the demands raised in the charter by the JAC are not settled. It strongly opposed the proposal for merger of BSNL and MTNL without settling the issues raised by the Forum.
It was also decided to organise District level conventions to propagate on the 10 point charter of the Central trade unions, Communal harmony and against the neo-liberal policies.

JAC of Non-Executives on the Struggle Path

The meeting of the Joint Action Committee of the Non-Executive Unions in BSNL was held on 17th July at the BSNLMS Office presided by Com.K.Jayaprakash, General Secretary, FNTO. Com.P.Abhimanyu, GS BSNLEU and Convener, JAC reported about the discussion with the BSNL Management on 27th June on the 30 Point Charter of Demands. All the comrades participated in the discussion. The members were unhappy that the management was negative and the issues are not settled. After detailed discussion, it was decided to resort to agitational programmes for achievement of the genuine demands. As the first step, it was decided to observe 7th August 2014 as Demands Day, by organising Badge Campaign on the day and also conducting Lunch hour demonstration. It was specially stressed that all the unions should make massive campaign on the demands in the meanwhile and organise the Demands Day with massive participation.
The next meeting of the JAC will be held on 11th August 2014.

Let us make massive preparation to make the DEMANDS DAY a great success.

78.2% IDA for Pensioners – DOT Replies to Dept. of Expenditure

The DoT after keeping the file for long time has now replied to the Dept. of Expenditure giving the clarifications required. The Forum, AIBDPA, BSNLEU and all other organisations have been pursuing the issue vigorously. But still there are still some issues to be sorted out like the 60: 40 issue ie. the pension liability of the Government should not increase more than 60% of the payments being made by BSNL to Government. The AIBDPA, Forum and BSNLEU has already taken up this issue also.

What are the necessary elements for a successful organisation of the workers?

1. A strong feeling of class consciousness.
2. There should not be a single worker who is not member of the union. In his/her own interest everyone must join the union.
3. There should be substantial reserve fund for the union. Without a strong finance backing, satisfactory work can not be done.
4. Wide publicity to be given to the grievances through the Press.
5. Legislative assembly to be used for focussing our issues.

These are the five main elements required for a successful organisation as stated by Babu Tarapada Mukherjee, in his written speech read out in the Second Session of the Provincial Postal and RMS conference of Bengal and Assam at Mymensingh on 25th April 1921.

These are still relevant. But much more is required in the present situation, where much more complexities exist, than when the country
was under the British.

CITU General Council started at Bellary Today.

The General Council Meeting of CITU started at Bellary, Karnataka today and will continue for four days till 14th July. About 500 delegates are attending representing the more than 60 lakh members. Com.A.K.Padmanabhan, President CITU in his inaugural speech called upon the working class to be prepared for serious united struggles to defend the rights of the workers.
The General Council meeting is important since it will have to review its activities since the CITU All India Conference at Kannur in 2013 and plan the future in the present situation after the BJP has come in to power. The united struggle of the 11 Central Trade Unions on the 10 Point Charter of Demands they have placed before the government and the future programmes will also be discussed. The issues of Casual and Contract workers and unorganised workers is an important item in the agenda.
Com. P.Abhimanyu, General Secretary, BSNLEU, Com.M.Krishnan, Secretary General, Confederation of CG Employees and Workers are attending as Fraternal delegates to the General Council.

BSNL C.O. Issues Strict Reminders for Implementation of Minimum Wage, EPF, ESI etc. for Casual/Contract Workers.

The BSNL Management has issued stern reminder orders dated 08-07-2014,to all the CGMs directing them for payment of Minimum Wage, implementation of Social Security measures like EPF, ESI etc. to the Casual and Contract Workers. The CGMs have been asked to bestow personal attention and file returns that the effect the orders have been strictly implemented. This follows the meeting of the BSNLCCWF President Com. V.A.N.Namboodiri with the CMD BSNL, GM(Admn), GM(Estt.) and other concerned officers and discussion on the issue. The order is put in the BSNLCCWF Website bsnlccwf.com

Leaders of BSNLEU and BSNLCCWF are requested to utilise this opportunity to meet the GM and other local officers and pressurise them to pay minimum wage and implement the social security measures in their particular SSA. They are also requested to verify whether any wrong report is being sent from the SSA to higher authorities on this count. Such information may be immediately sent to BSNLEU and BSNLCCWF CHQs to pursue the case at C.O.level.

Council Seats – BSNL Management’s Stand is untenable

In the VI Membership Verification of Unions in BSNL, two unions, BSNLEU and NFTE have been granted recognition and allotted seats in the National, Circle and Local Councils at the ratio of 9:5. BSNLEU CHQ has nominated 9 names to the National Council for the allotted 9 seats. But unfortunately the BSNL management has accepted only 5, stating that the other 4 names, being members of other unions, will not be accepted. For the last more than one year after the formation of the new council, 5 seats are vacant due to the adamant stand of the management. This also is the situation in many circle and Local councils. The names nominated by BSNLEU are that of members of its allies in the verification.
From the First Membership verification onwards, the names of alliance unions were being nominated. Though the Management did not agree at first, it was compelled to accept the nominations on the strong protest from the recognised union. This convention continued till the V Membership Verification. Thus it can be seen that the stand of the Management is completely wrong.
The recognised union represents the entire workers and it has got the right to nominate any employee, whether he is a member of be the recognised union, of any other union or no member at all. It is the right of the union and it can not be objected. This is completely unfair labour practice. It is an infringement on the right of the trade union.
BSNL Management should come to its senses and take a correct decision to allow the nominated officials as Staff Side members in the National, Circle and Local Councils.

BSNLEU Convention at Rewari, AIBDPA Unit formed.

A well attended Convention was held at Rewari (Haryana ) on 5th July at the BSNLEU office at the Telephone Exchange premises. Though Rewari is a small SSA, the place was fully packed with many workers standing due to lack of space. The meeting was presided by Com. Krishan Chand Yadav, District President of BSNLEU. Com. Ramesh Sharma, District Secretary welcomed all and stated the objective of the convention for Revival of BSNL, propaganda against the neo-liberal policy and for Communal Harmony. Com. V.A.N.Namboodiri, All India President BSNLEU and Advisor AIBDPA in his inaugural speech touched upon the major issues of the workers, the struggles of the working class on major demands, communal harmony, issues of Pensioners and casual and Contract workers etc. Coms. M.S.Kadian, Circle Secretary Haryana, Kuldeep Singh, Asst. Treasurer, BSNLEU, Hari Kishan Sharma, Circle secretary AIBDPA, Dharamvir Phogagh, Circle Organising Secretary BSNLEU and other leaders addressed.

After the meeting the BSNL / DOT Pensioners met separately under the Presidentship of Com.Hari Kishan Sharma, Circle Secretary and discussed about the Pensioners issue. After discussion it was decided to form the District Union of AIBDPA and unanimously elected Coms. Lekh Ram Yadav as President, Des Raj Singh Chauhan as Dist.Secretary, Om Prakash Sharma as treasurer. Other office-bearers were elected.

Congratulations to the Rewari Comrades who arranged the Convention and the formation of District Union of AIBDPA.
