SAVE BSNL, SAVE INDIA – We have to go to the Customers.

26 Monday Jan 2015

Whether the customer should come to the BSNL or  BSNL should go to the customer? This is a moot question to be discussed and answered.

At the time, when the P and T Department or the DOT was the only telecom service provider, the public had no other way but to approach the Department for getting the services. Three four decades earlier, a person who wanted a telephone connection had to wait for months and sometimes years together to get a telephone after submitting application and remitting the required charges. People used to inquire with unlimited patience to get the telephone connection. He/she was at the mercy of the Department and the officials.

The times have changed. Private telecom companies have arrived on the scene. The mobile services have started. BSNL and MTNL, the government telecom companies, together are having only about 10% of the total connections both in Land lines and Mobiles. 90% market share is with the private companies, including MNCs. There is stiff competition. The private companies do not wait for the customer to reach their premises ; instead they find the prospective  customer, go to him and provide their services. They send capable, well educated and trained personnel to them, canvass and make them in to customers. It is an art, a campaign and a success story.

BSNL, without much realising that its base is fast eroding, or even after understanding the  reality, has failed to act upon or whatever action taken has taken, has failed to achieve the results. This is a sad commentary on the government, BSNL top management and the workers including the executives and non-executives.

The anti-BSNL / PSU policy of the government is well known. The fight has to continue  against to change it. But still, the management and the workers can do a lot for improvement in the services to the customers and for bringing new customers. They have to go to the customers, there is n other option.

In  my opinion, at least 60-70% of the employees, both in the executives and non-executives should be engaged in the field. Just like any other service provider in the telecom industry, where fiery competition is there, sitting in the office and waiting for customer to come to you is foolishness to say the least. Go to the people, speak to him, canvass for our products and get him as our customer. BSNL still has a reputation, though tarnished to a certain extend during the last few years,  due to our failure to provide good and reliable services. Explain to them why this has happened, how we were denied equipment, pro-private stand of the government etc. and assure that in future our services will be better.

There are two parts – one, to meet the people and make them our customers. Second, provide better service to the customers, after finding out their grievances and attending to them. At present it is mostly the casual/contract worker, the RM and the TM who attend to the customers in the field and the Senior TO, TTA and JTO in the Customer Service Centres. This is not sufficient. The subscribers are well educated, they understand new technologies and also mostly know what they want. They have many questions about new services. Are the contract workers and the the present staff capable of answering all their questions and convincing them about taking our services. Their dedication and efforts are appreciated, but that alone is not sufficient. The subscribers ego also need to be attended to.

The field staff and the employees at the CSC should be well trained about our products and services. There should be executives also with them for explaining about them. Meeting and interacting with the customers should be considered as a pleasure, as our dedicated service.

The top management should take the initiative. Even the CMD, Directors, CGMs and GMs should go to the customers and show an example. The executives are highly technically trained officers. The new recruits have high technical qualifications and knowledge. They should not be kept in the offices and administrative work alone. The should be engaged in the fields also. The non-executives will get much experience and knowledge while working together in the field with the executives. The customers will much appreciate the top officers visiting their premises.

In short, the BSNL Management should a plan a strategy to employ maximum of the executives and non-executives, including the ITS officers for the marketing and customer service functions. This will create more demand and a good name. The Management should also ensure that sufficient equipment are made available for expansion as well as maintenance.

The past glory of the DOT/BSNL has to be restored. This is not impossible. The two and half lakh of BSNL employees are capable to do that. Let us make all out efforts for the cause of the people, the nation and for ourselves included.

Ensure one crore signature in the Memorandum to Prime Minister

One Crore Signature, Revival of BSNL

The Forum of BSNL Unions/Associations of Non-Executives and Executives has decided to submit a Memorandum to the Prime Minister on the day of the Parliament March on 25th February 2015, signed by one crore people demanding actions from the government for the Revival of BSNL, the telecom PSU, fully owned by the Government of India, the people of this country.  The people  want the service of BSNL, as they had been accustomed for the last one and half century from the P and T Department.

How to get the one crore signature? BSNL workers are only about 2.3 lakhs. It means that each employee has to meet  people and after convincing them about the issues of BSNL, get their signature in the memorandum. You can sit near the Railway Station, Bus Stand, at meeting places – wherever people are there, you go and explain to them and get the signature. For this purpose alone. you can have separate meeting of the trade unions, explain the situation and get the signatures. Go to the offices of Central and State government, PSU employees and get their signature. Like this there are so many methods, how you can contact the public and make the issue very relevant. Prepare yourself with our main demands for the revival of BSNL and give wide publicity through the media. Organise press conferences and get the news published. Meet your MLA/MP and other representatives of the people and request them to raise the issue in the various forums. There are so many methods by which the issue can be propagated. Do all these and organise the people in our support. You will certainly get not one crore signature, but more than that.

The Forum in the circle must have a target of at least 50 times or more signatures of their staff strength. Then only we will be able to reach the target. Plan accordingly.

The time is very limited only two months for the Parliament March. Start immediately. All the collected signatures have to be brought  with you at the time of the Parliament March, so that it can be handed over to the Prime Minister.

News about reducing Retirement Age from 60 to 58

11 Thursday Dec 2014

60 to 58, retirement age.

A lot of reports are coming in the news papers about certain proposal of the Central Government to reduce the retirement age of its employees from 60 to 58. The same kind of news are spread about the retirement age of BSNL Employees also.

It is stated that this will increase employment chances to young generation. It is also mentioned that it will reduce government expenditure. Some other justifications are also spelt out.

We are not in a position to state what exactly is the present position of the government’s proposal. But as far as the employees are concerned, they are completely against the reduction of retirement age from the present 60 to 58. It is to be remembered that when the government increased the retirement age from 58 to 60, it was not the demand of the employees or their unions. It was a decision purely by the Government. In fact, the Confederation of the Central Government Employees and Workers opposed it, stating that it will adversely affect the employment opportunities. Despite the opposition, the government implemented it.

Now, again to restore the 58 as retirement is not practicable. The employees and the unions are opposed to it. The reasons are simple. All the employees,at least those who are going to retire within 5-10 years, have planned the retirement at 60th age and also financial adjustments. They have taken advances, they have planned construction of houses, marriage for their children etc. etc. based on the present retirement age. How all these can be changed in one stroke of the pen? You can reduce the retirement age, if the government is very particular, to only those who are being recruited now. The Pension rules were changed only for the new recruits.

But, if the government proposes to reduce the retirement age from 60 to 58, despite all these, the employees are going to resist it. As far as the BSNL employees are concerned there will be serious opposition from the employees and their unions. This attack on the employees will not be tolerated and struggles will be launched.

Homage to Com. K.G.Bose on his 40th death anniversary

K.G.Bose, KG Bose Death Anniversary

44 years are over after the departure of Comrade K.G.Bose from our midst. It was on 11th December 1974 that our beloved leader Com. K.G.Bose passed away in a London Hospital, at the comparatively young age of 53.

But the  contribution of Com. K.G.  to the P and T Trade union movement during that period is beyond description. Born on 7th July 1921, he entered the P and T Department as a clerk in the DET Office, Calcutta in 1941. From the date he joined till his death in 1974, he was completely merged in the union activities, leading and guiding thousands of committed workers all over the country. His role in the 1946 P and T Strike, in the formation of NFPTE in 1954, exposing the revisionist leadership and leading the workers on the correct line – all are well known to the P and T workers. Thousands of young comrades like me have been inspired by him and became active workers of the union.

Com.KG was a fighter, a revolutionary, a leader who mingled with the workers and understood their aspirations and capabilities and molded them in to dedicated and determined activists. He was elected as President of NFPTE in 1970 and led the movement on the correct line. He was elected to the Bengal Legislature and was a Member of the Pay Commission for the State Govt. Employees.

His last days were in a London hospital, where he was taken for treatment of dreaded cancer. Though expert treatment was given, he could not recover and passed away on 11th December 1974, leaving all of us is complete darkness.

A few words from his last letter to the comrades in India is reproduced below:” I want to survive and continue my uncompromising fight against all injustices,  and  in this fight  I am not alone, thousands and thousands of comrades are with me and they are the source of my inspiration.”… ” We can not be a party to any proposal which may be considered as surrender of the principled stand by the common workers”.

The own building of BSNL Employees Union in New Delhi is named “K.G.Bose Bhawan” in his memory. There are many such union offices all over the country which are named after him. His wife, Com. Parul Bose, herself a staunch union worker, also passed away a few years back. Com. Moni Bose, the veteran trade union leader and one of the First Patrons of the BSNL Employees Union, who passed away in 2010, was his younger brother.

Recently when I was searching some old papers at my home at Calicut, I got a few letters which have been sent by Com. KG and which I have kept safely as a memory of the great leader. I feel fortunate that I could meet and be a dedicated follower of Com.K.G.Bose.

Red Salute to Com. K.G.Bose, the Eternal Revolutionary!

National Protest Day

The National Protest Day on 5th December 2014 called by the 11 Central Trade Unions, shows the determination of the working class to fight  against the anti-labour, anti-people policies of the government without any break. The day will be observed all over the country, jointly by the Central trade Unions and Independent Federations of the Central, State, PSU employees and others.

It is necessary that joint demonstrations are held every where. We should be part of this great movement, with maximum participation. It is also expected that the Central Trade Unions may take decision on the next phase of programme.

BSNL, Casual and Contract Workers, One day strike

The two lakh BSNL Non-Executive Employees and one lakh casual and contract workers have started their one day strike today, 27th November 2014, from 00.00 to 24.00 hours. The reports getting from various centres are very positive and a full strike is taking place. The Call is given by the JAC of Non-Executive Employees and the BSNL Casual and Contract Workers Federation.

The strike is taking place due to the utter negative and insensitive attitude of the BSNL Management in not settling the long pending issues of the non-executives, despite continued persuasion. In the case of casual and contract workers, it is mainly the non-implementation of the government and BSNL C.O. orders. The casual and contract workers engaged for more than 20-25 years are still not regularised so far.

The reports so far received indicates a full strike in all the places. The workers are angry and unhappy that the management has denied their justified demands.

Hearty Congratulations and Warm greetings to all the workers and labours, who have made the strike a mighty action.

Make the 27th November Strike a Historical one

27th November Strike in BSNL

The adamant and negative attitude of the management to the long pending and fully justified demands of the non-executive workers have made the strike on 27th November 2014 a must. It can be understood that how casually the management has taken the strike is evident from the discussion yesterday between the management and the JAC. Neither CMD was present nor even a Director of the BSNL Board. There were 4-5 GMs, who can only intimate the decisions taken so far by the management; and there were no decisions. It was only requesting the workers to withdraw their strike.  This insult has to be replied with a mighty strike, that they will not forget.

The conciliation by the Regional Labour Commissioner was also not different. The management representatives had nothing more to offer. It was also destined to fail.

The Strike by the Non-Executive workers on 27th November 2014 has to be made a big success. Ensure the participation of all workers.

The BSNLCCWF has also called for a strike of the casual and contract workers in BSNL on the same day with their Charter of Demands. Both the strikes has to be co-ordinated and made successful.

Towards Strike! Towards victory!
