As per call of BSNLEU, SNEA and BSNLCCWF, protest demonstrations were held in the CGM office premises protesting against the victimisation of union leaders and demanding the immediate transfer of Kerala CGM MSS Rao, against whom corrupt charges are alleged. Kerala Telecom workers in struggle for the last one and half months against the CGM’s wrong actions and on the demand of the casual and contract workers. They are starting Satyagraha and Non-cooperation movement from tomorrow in Kerala Circle.

In Corporate Office, BSNL, New Delhi, also demonstrations were held. Coms. V.A.N.Namboodiri, President, BSNLCCWF, Swapan Chakraborty, Offg. GS BSNLEU, G.L.Jogi, Chairman SNEA, A.A.Khan, President SNEA and K.Sebastin, General Secretary SNEA addressed.

After the demonstration, the union leaders served notice on the BSNL Management intimating their decision to go on Hunger Strike from 17th September on the above issues and demonstration in Circle/SSA Offices.

Kerala Struggle – BSNLEU, SNEA, BSNLCCWF call for hunger strike from 17th September 2015

Demanding the transfer of the arrogant, anti-worker CGM, MSS Rao and against victimisation of union leaders in Kerala, the CHQs of BSNLEU, SNEA and BSNCCWF have decided to organise Hunger Strike at Corporate Office, New Delhi from 17th September 2015. The assurances made by the Director (CFA) during the talks with the union leaders on 20-08-2015 are yet to be implemented. In the meantime 16 leaders of all the unions have been suspended and cases filed against them by the CGM.

The CHQs have called upon all the SSA/Circle units to organise massive protest demonstrations at their respective places on the same day. Make the programmes a big success.

A well attended meeting was organised at the Conference hall of BSNL Jaipur on 5th September 2015 under the auspices of BSNLEU, AIBDPA and BSNLCCWF.  About 250 comrades participated, despite the fact that it was holiday for Janmashtami. The meeting was addressed by Coms. V.A.N.Namboodiri, Swapan Chakroborty, Acting GS BSNLEU, Ashok Pareek, Circle Secretary, BSNLEU Rajasthan Circle, Vijay Singh, Org. Secy, BSNLEU, K.P.Sharma, All India leader AIBDPA, S.K.Anand, CS, AIBDPA, Nagpal, Acting CS AIBDPA, A.K.Jain and other leaders. Com. VAN Namboodiri, in his speech mentioned about the orgnaisational issues and the demands of all the three organisations and the workers. He severely criticised the anti-worker policies of the government and congratulated the Rajasthan comrades for their excellent participation in the 2nd September National Strike.

History created – 15 crore workers on Strike

2nd Sept. Strike, complete success

Once again history is created. The General Strike today is estimated to have been participated by more than 15 crore workers. The call given by the  10 Central Trade Unions and the federations and associations of various sector unions, including CG Employees, Defence, State Govt. employees, PSUs including telecom/BSNL, have been an unprecedented success.

In BSNL, the strike has been almost complete. BSNL Employees Union had participated in all the strike called by the Central trade Unions till date.

The Casual and Contract Workers all over India participated in a big way. In states like W.Bengal, Kerala, T.Nadu, Karnataka, Assam, the strike has been complete. Reports of successful strike is pouring from all the circles.

BSNL _DOT Pensioners on the call of AIBDPA organised demonstrations in support of the Strike in many places.

The government’s claim that it is addressing the concerns of the workers has been completely rejected by the workers. Modi Government has failed to settle even one demand raised by the CTUs. While lakhs of crores of rupees are gifted to the corporates through tax waival, concessions etc. the workers and the people at large are completely ignored.

The struggle will continue for abetter deal to the workers and the common people!

Protest Telegrams to DOT demanding recognition to Com. Moni Bose

As per the direction of the CHQ hundreds of telegrams/Savingrams were sent by the District /Branches of the E.III Union  to the Secretary, DOT demanding recognition of Com. Moni Bose as General Secretary. It was felt that the DOT will be compelled to accept the democratic verdict of Bhopal AIC.

All India Trade Union Convention on 17th September 1991

The collapse of the USSR in the 1980s changed the equation of world powers. The capitalist countries  led by USA with a uni-polar power centre had its implication world over. India was no exception. The Congress government with Prime Minister Narasimha Rao initiated the anti-worker new economic  policies by the early 1990s.  Attacks on the working class increased.  Many proposals for privatization loomed large. CITU and other progressive trade unions strongly opposed these anti-people and anti-worker industrial policies. The All India Trade Union Convention held at New Delhi on 17th September 1991 by the Central trade Unions, called for an Industrial General Strike on 29th November 1991 against these anti-people policies.

All India Convention of CG Employees & Workers on 10-11-1911

An All India Convention of the Central Government Employees and Workers was held at Azad Bhawan Auditorium, New Delhi on 10th November  1991 to discuss about the new developments. The Confederation, All India Defence Employees Federation (AIDEF), NFTE and NFPE were the sponsors. AIRF and other Federations were participating. A total number of 357 delegates from the Federations and different State Co-ordination Committees participated. The Presidium consisted of Comrades  O.P.Bhasin(Confederation), K.Adinarayana (NFPE), S.Jagannathan (NFTE) and Ganguly (AIDEF).

Com.S.K.Vyas, Secretary General of the Confederation of CG Employees & Workers presented the Declaration for the consideration of the All India Convention, which narrated the latest developments and the need to fight back the anti-worker economic policies of the central government.  The Declaration was supported by the various speakers including Comrades K.M.Mathew (AIDEF), K.Adinarayana (NFPE), O.P.Gupta (NFTE), G.L.Dhar (Secretariat Employees Fedn), Bhangu (AIRCE), K.K.N.Kutty (ITEF), Baroda Bhattacharjee ( CGCC W.B), Prabhakaran Nair (CGCC AP), Moni Bose (E.III), M.B.Vichare (CGCC Bombay) and Bhavani Bhattacharjee (Audit & Accounts). Most of the speakers stressed upon the necessity of not only extending solidarity and support but also directly participating in the strike called by the Central trade Unions.

The Declaration adopted by the Convention decided to organize country wide campaign on the following demands:

  1. Reformulate the industrial trade and Economic policies in consultation with the trade unions.
  2. Stop privatizations of government departments and no computerization without employees consent.
  3. Concede wage parity and grant 20% wage increase
  4. Regularise ED/Casual employees
  5. Lift ban on recruitment and fill up vacancies.
  6. Grant bonus to all employees drawing pay up to Rs. 3,500 per month
  7. Income Tax exemption for those drawing salary up to Rs. 3,500 etc.

The convention called upon the CG employees and workers to express solidarity to the strike by holding rallies, demonstrations, wearing of badges etc. as also direct participation in the 29th November 1991 strike called by the All India Trade union Convention.

The Postal and telecom unions decided for direct participation in the strike and call was given for the same.  Certain other federations also gave call for strike. The new leadership in E.III took the strike call in right earnest and made all out efforts for the same.

Nationwide Industrial General strike on 29th November 1991

The 29th November 1991 General strike was a big success. Railways, banks, insurance, transport, heavy industries all were seriously affected by the strike. Discontent of the workers against the new economic policies was expressed through the strike.

The CG employees participated in large numbers. The new leadership in E.III union gave valuable contribution in taking the correct decision by the workers. In E.III, there was complete strike in Kerala, W.Bengal, Assam, N.E.Region. In T.Nadu Circle, E.III Union observed one hour strike, while a full day strike was observed in Madras Telephone District.  Where full day strike was not possible, the workers participated in mass demonstrations, dhrnas etc. en masse with virtual stoppage of work. The CG employees have joined the fight along with the working class in one form or another. This was a unique feature.

In Delhi, a massive rally was held on 29th November 1991 at Boat Club, participated by thousands of CG employees. The same was addressed by Coms. S.K.Vya, OP Gupta, K.L.Moza, G.L.Dhar, O.P.Bhasin, Moni Bose and others.

The role of the new leadership in E.III was much appreciated by the entire central government employees and their organizations. Within 2 months after the Bhopal AIC, the workers understood the change for the better.

Massive Signature campaign

The Meeting of the Central Secretariat of E.III Union held on 3rd February 1992 strongly protested against the non-recognition of Moni Bose as General Secretary and congratulated the branches for the large number of telegrams/savingrams sent to the DOT demanding recognition. The meeting decided to organize a massive Signature Campaign on the issue. The members were called upon to sign a  Memorandum addressed to the Chairman, DOT on the following demands:

  1. Recognise Shri Moni Bose as General Secretary of All India Telecom Employees Union Class III.
  2. Stop Privatisation of Telecom Services and Telecom Industry and
  3. Stop all measures resulting in reduction of staff, redundancy and mass scale transfers on account of closure and conversion of Telephone exchanges.

The signature campaign was a big success with many thousands of employees signing the same and sending to DOT. (To be continued)

Wage Revision of BSNL Employees

If the period for wage revision is taken as 10 years, as in the case of central Government Employees, the BSNL employees are due for wage revision in January 2017. If the demand of BSNLEU is accepted for 5 years, the wage revision is due from January 2012. For the executives in BSNL, pay revision depends upon the Pay Revision Committee to be appointed by the government. For the non-executives, it is through direct negotiations between the Management and the Recognised Unions.

Whatever be the position, it is high time that the wage negotiation starts. Last time it took about more than three years of hard negotiation and struggles including strikes to reach an agreement. (Of course, it was a very good wage revision). Even if the negotiation takes about one year, it is time to start the same. There need not be any delay in the matter.

There should be no discrimination between the upgradation of cities for grant of HRA between Government and PSU

The government has recently issued orders upgrading the cities as per the 2011 census report as also on other grounds including urban agglomeration and granted HRA accordingly. BSNL and other central PSU employees are deprived of the same, since the criterion for the PSUs based on population only and not all the criterias as eligible for CG Employees. This is a gross discrimination. For example in the recent orders, Ahmedabad and Pune are upgraded as “X” class Cities (former “A” class ), while this status is denied for the BSNL employees for grant of HRA. In the same way there are many cities upgraded to “Y” class( former “B” class)  for CG employees, while not for the BSNL employees.

This discrimination should end. The government should declare all these upgraded cities are applicable for increased HRA for BSNL employees also as in the case of CG Employees.  The wages of the contract workers also should be increased on the same basis in these upgraded cities.

Why Women workers are not coming to the leadership?

I had the opportunity to attend and address the extended CEC meeting of the BSNLEU in a Circle recently. The meeting was well attended, the discussions were good, as also the decision to make the 2nd September Strike a full success. It was a well organised meeting.

What hit me was that there was only one woman worker in the meeting among hundreds. She spoke in the meeting and presented the subject matter in a very effective way. I started thinking why the women workers are not coming in to the union activities in a large way.

I remember the old days, may be about 40-50 years back. In the meeting of the telecom unions, there used to be a very good number of women comrades. They were taking an important role also. Of course, a large number of employees in Telecom was women at that time, due to the feminised exchanges and priority given to women operators. It is true that times have changed and that the ratio of women workers has changed.

But that is not the only reason. The main issue is the ban on recruitment implemented about 30 years back. Most of the employees are above 50 years of age. In this age, the women workers have to look after the family, many might have become grandmothers, more responsibility lie upon them etc.

In Kolkata, Chennai, Pune, Ahmedabad, Bengaluru, Hyderabad etc., where still there are large number of women employees, there is a good gathering of women employees in the meetings and conferences. This is to be much appreciated. At the same time, though the number of women employees may be less, there are many other places, where also they attend in adequate numbers.

This shows one thing. If the union leadership sincerely make efforts, it is possible to bring the women workers to the front and active leadership. While Kerala, T.Nadu, W.Bengal, Kolkata etc. circles have formed Mahila Committees in the BSNLEU, most of the other circles have not made that effort. It should be done. At the All India level, while  Women’s conventions are held, there is no Women’s Committee so far.

A determined, consistent effort is to be made to bring more women workers in to active union work. It is the responsibility of the leadership. This will benefit the working class very much. I have seen that in many countries, the women cadres take very leading role. One of the Central Trade union, SEWA, is led by women workers. The General Secretary of the Postmen Union (NFTE) is a woman. When the women are called ‘better half’, how can any body, especially progressive unions, ignore them?

Now it is our job to bring maximum number of women employees to the front and leadership. We can do it.

Kerala Agitation settled – Strike, Non-Cooperation withdrawn- Congratulations!

Information has been received from Kerala that on the basis of the discussions between Shri N.K.Gupta, Director(CFA), BSNL and BSNLEU, SNEA, BSNLCCWF and the decisions arrived at, the Strike by the BSNLCCWF and Non-Cooperation by BSNLEU, SNEA has been withdrawn. The details will be intimated later.

Hearty Congratulations and Revolutionary Greetings to the militant workers of Kerala Circle BSNL for their sustained struggle and mighty achievement! We express our appreciation to the Management for the discussion and settlement. We hope that whatever the service has suffered during the 45 days of agitation will be made good and that the Kerala Circle will continue to lead both in better service and more profit.

BSNL advances – SIM Card sales increased by 85.68% in two months.

It is good news for BSNL! There is growth in SIM sales!

According to reports received, BSNL has increased its SIM card sales by 85% within the two months June and July 2015. The total sales in May was 8,67,086, which increased to 11,76,143 in June  and to 16,10,061 in July 2015.

While the maximum % of increase is in Kolkata ( 793%) and UP West ( 431.95%).   Maximum number of SIMs sold in July  are in UP(East) ( 1,91,660) and A.P.(1,50,478).

The increase is naturally due to the new schemes and cheap rates. In addition, the “Save BSNL Campaign” started by the Forum had its own effect.

Hearty Congratulations to all the Comrades who made this growth! We have to continue and increase our efforts for the revival of BSNL.
