Along with CHQ BSNLEU comrades Swapan Chakraborty, Dy.GS, S.Chellappa, AGS, R.S.Chauhan, Org. Secretary and T.A.Biju Office Secretary, me and my wife reached Ahmednagar on February 16th noon to attend the CEC of BSNLEU. We left Ahmed Nagar in the evening of 21st February 2016 after the CEC  was over.

During all this time, from the reception at the Railway Station till saying good bye, the Ahmed Nagar and Maharashtra comrades were there to make everything easy. Whether at the Conference Hall,  or at the time of food, they were always there to help us. It was just like you were with your family. And always the presence of senior comrade and Advisor Reception Committee, Appa Saheb Gagare was there. Others were not behind.

The surprise came after General Secretary Com.P.Abhimanyu had completed his summing up and the President Com. Balbir Singh was to make his concluding speech. The Reception Committee leaders came to the stage and honoured me and my wife Pankajam (who is a BSNL Pensioner) with shawls, bouquet etc.  I felt a bit embarrassed but, I understood that they loved us and this was an expression of the same.

I express our  sincere thanks to and appreciation of the dedicated service of the Reception Committee comrades for making the CEC a complete success. Maharashtra Circle Secretary Com. Nallwade and CHQ AGS, Com. John Verghese ensured that there is nothing massing in making arrangements.

My heartfelt thanks to the Reception Committee  and Maharashtra Circle comrades!

Why BSNLEU is always the First in Membership Verification

An examination of all the membership verifications of non-executive unions conducted in BSNL since 2002, it can be seen that BSNL Employees Union is the only union which has been the recognised union since the II verification. It was a surprise that despite thousands of employees retiring every year, it increased the membership for many years.

Why BSNLEU is increasing its strength continuously which no other union is able to do? the following are some of the reasons:

  1. BSNLEU upholds the working class ideology. Since 1991 Bhopal AIC where Coms. VAN Namboodiri and Moni Bose have been elected as President and General Secretary respectively, a big change has come in the telecom unions. The reformist ideology which the earlier leadership has been imposing has been replaced by the forward, progressive and working class ideology and the workers are happy. After formation of BSNL Employees Union, it continued the great tradition of K.G.Bose. The majority of the workers have taken BSNLEU to their hearts.
  2. A trade union has as its most important task, the settlement of issues of the workers, big or small. BSNLEU since its inception has been implementing this responsibility with success. Whether it is wage revision, promotion or any other issue, BSNLEU has taken the issue and settled.
  3. BSNLEU is part of the national and international  working class. It is affiliated with CPSTU and has implemented all the calls given by the Central Trade Unions since its inception. It is affiliated to Trade Union International (Public Services) which is part of the World Federation of Trade Unions(WFTU).
  4. BSNLEU always function democratically from top to bottom. Conferences and committees are held in time and democratic discussions take place. The opinions of the members and functionaries are given importance and acted upon.
  5. As long as this connection with the workers is maintained, no union can defeat BSNLEU.

BSNLEU applied for participation in Membership Verification

BSNL Employees Union, the Main Recognised Union, has applied for participation in the Membership Verification for recognition of unions to be held on 10th May 2016. Shri A.M.Gupta, GM(Restructuring) has been appointed as the Returning Officer. The verification by secret ballot will take place on 10th May and results declared on 12th May 2016.

This is the seventh Membership Verification in BSNL, the first starting from 2002. BSNLEU won in all the verifications except the first, which it lost to NFTE for a small % of votes. Consequent to the change in the Recognitions Rules, now there are two recognised unions BSNLEU and NFTE, the Main and Second Recognised Unions, respectively.

All India, Circle, SSA and Branch functionaries as also common workers have to be in the campaign to ensure the BSNLEU win with a good margin. 50% or should be the target of BSNLEU in this verification, which is possible if  our comrades work in a planned manner meeting all the workers and explaining the gains achieved under BSNLEU leadership.

Let us start our campaign forthwith.

 Door Sanchar Sangharsh Samiti formed.

It is in this context to enable united action that “Door Sanchar Sangharsh Samiti” was formed with representatives of E.III, T.III, Administrative Union, P&T Industrial Union, JTOA, TESA (Delhi), ITI Employees Union, ITI Office Assn etc. with Com. A.K.Kaushik as Convener.

All India Convention against Telecom Privatisation – 20-04-1995

About 2000 delegates reached from all parts of the country to attend the All India convention against Privatisation of Telecom held at Mavlankar Hall, New Delhi on 20th April 1995. The Convention was presided over by a Presidium consisting of Coms. Moni Bose, M.K.Bagchi, Pabitra Chakraborty, Sisir Bhattacharjee, Salim, Manjunataswamy and Naresh Kumar.

Com.V.A.N.Namboodiri,, GS, E.III welcomed all including the chief guests and explained the  reasons for holding the convention.

Justice P.N.Bhagavathy inaugurated the Convention lighting the lamp. He urged the workers to be more conscious about their duties and oppose corruption. S/Shri S.M.Agarwal, Former Chairman, P&T Board, D.K.Sanghal, former Chairman, Telecom Board, P.R.Kumara Mangalam, M.P. and former Minister, N.Ram, Editor, Frontline, E.Balanandan, M.P. and President CITU, A.B.Bardhan, General Secretary AITUC, Neelotpal Basu, M.P., Prabir Purkayastha, Delhi Science Forum, Manjunatha Swami, G.L.Jogi, Moni Bose, P.S.Ramankutty, GS T.III, and other leaders addressed. A resolution on the  Programmes of Action to be implemented was adopted. The Convention appealed to all telecom workers to oppose NTP and privatization and to be prepared for sustained struggles.

The Convention called upon the employees to organize Day Long Dharna on 05-05-1995, holding of Circle/SSA level Conventions in preparations for the strike and Relay hunger Strike from 09.00 hours on 23rd  to 1800 hours on 24th May 1995 against NTP and privatization.

March to Prime Minister’s Residence

More than 3000 employees and officers participated in the March to the Prime Minister’s residence. The procession was stopped by police, where a rally was held. Coms. A.K.Koushik(TESA), Convener, DSSS and other leaders addressed.

A delegation consisting of Coms. V.A.N.Namboodiri. A.K.Koushik, G.L.Jogi and salim(ITI) went to PM’s residence and handed over the Memorandum protesting against the proposal for privatization of telecom and  connections of the government and demanded to put a stop to the proposals.

The largely attended Convention and March enthused and inspired the workers for militant struggles against privatization.

E.III Meeting

The meeting of E.III comrades participated in the convention was held in the Hindu Mahasabha Hall presided by Com. Moni Bose, President.  The future programmes were discussed and decided. The meeting decided to continue with the agitation against privatization of telecom sector.

DA and Interim Relief

The Confederation of Central Government Employees & workers called upon the workers to organize protest demonstrations on 31st May 1995 demanding immediate grant of DA merger and Interim Relief, since the report of the CPC is being delayed. E.III Union called upon its workers to fully implement the call jointly along with other organizations.

Recognition of Unions withdrawn

Since the New Recognition Rules were implemented, the recognition of all the Unions/Federations in Telecom was withdrawn w.e.f. 05-05-1995. However, it was assured that JCM will continue and the facilities to the unions will not be withdrawn.

Dharna against Privatisation

As per the call of the Door Sanchar Sangharsh Samiti, massive demonstrations were conducted all over the country on 05-05-1995. In Delhi, a very impressive dharna was organized at Khurshid Lal Bhawan, which was addressed by Coms. K.Adinarayana, General Secretary, P.IV Union, K.K.N.Kutty, General Secretary ITEF, M.K.Bagchi, V.A.N.Namboodiri, G.L.Jogi, Pabitra Chakraborty, A.K.Kaushik, K.Mohanan Pillai, Chhidu Singh and other leaders.

The representatives of the Door Sanchar Sangharsh Samiti, V.A.N.Namboodiri, M.K.Bagchi, Pabitra Chakraborty and A.K.Kaushik  met the Chairman, Telecom Commission, R.K.Takkar and protested against the decision to allot space in departmental offices to the private companies. They also protested against privatization proposals.

In the meeting of the 3 Federations with Communications Minister Sukh Ram on 2nd June 1995, the leaders strongly opposed the move for privatization. But the Minister justified the National Telecom Policy and privatization. V.A.N.Namboodiri participated on behalf of E.III Union.

3 Federations serve Indefinite Sit-in-Strike Notice

As per the decision taken by the three Federations, NFTE, FNTO and BTEF, notice was served on Chairman Telecom Commission for organizing Indefinite Sit-in-Strike from 19th June 1995 demanding “Stop Privatisation of Telecom”. This was signed by O.P.Gupta (NFTE), R.Venkatraman (FNTO), Suresh Kumar(BTEF) and Raghubir Singh(Leader Staff Side, JCM). E.III union issued circulars calling upon the employees to fully participate in the strike. The three Federations also issued detailed circular exposing the arguments of the government for privatisation. This was an indictment of the government.

The workers were agitated over the government move for privatization and were fully ready to go on Indefinite Strike.  (To be continued)

A REPORT FROM BSNL TELESERVICES IS GIVEN BELOW FOR INFORMATION

“We all are seeing the BSNL rejuvenating plans which are becoming the success stories. Yes, BSNL did it. BSNL has declared a new achievement which is, it has got 2 million gross new subscribers for BSNL Mobile in the month of Jan 2016, a new millstone for the efforts they have put in. BSNL is going like a bullet train and very aggressively with its new plans and decisions to make itself one of the best in class service provider for its sector.

Being a Public Sector enterprise, any change is a great deal. BSNL the only PSU in the telecom segment is able to push new boost among its own employees and its stake holders. BSNL strategies and adoptions of market expectations are quite dynamic. On the prima face, we thought that BSNL is trying to stand after a great surge. After a couple months it started running with its new BSNL Mobile Plans and Broadband Plans catalyzing the change in BSNL plans which were quickly accepted by large consumer base making BSNL to drive like a bullet train.

The financial year 2015 16 have given a bight scope of agility among BSNL stake holders. BSNL agenda, to make the company customer centric rather than a monotonous PSU company. To make this realized by its subscribers BSNL had implemented many plans and approach routes and bridged the gap between the subscriber and BSNL.

In this new record, BSNL Employees, Unions, Associations supports with their hard work to achieve this new mile stone, and in this new record Bihar, Jharkhand, Rajasthan records top most growth and Assam, UP East, UP West, HP, Madhyapradesh, Maharashtra and Tamilnadu followed the record of acquiring highest volume of new mobile customers.”

Yes, BSNL is on the way to recovery by the joint efforts of the Unions/Associations and the Management. Let us continue this magnificent effort to bring BSNL to its past glory!

‘Service With A Smile’ – Review after two weeks

Two weeks have gone since ‘Service With  A Smile’ (SWAS) has been started jointly by the BSNL Management and the Forum of BSNL Unions/ Associations for giving a better service to the customers. Though it is a very short time, it is necessary to have a preliminary review of the same. Whether it is implemented in all SSAs/Circles, how it is implemented, what is the reaction of the employees as also the customers, what is the role taken by the local management etc. are to be reviewed.

This is necessary for further planning and continued implementation .

VII Membership Verification Process in BSNL Started

The process for the VII Membership Verification of Unions in BSNL for grant of recognition has started. The preliminary meeting to discuss the same with the unions is scheduled to be held at 10.00 AM on 11th January 2016 on the 9th Floor Conference Hall of BSNL Corporate Office.

It is necessary that certain undemocratic conditions in the revised Recognition Rules of 2014 need to be changed. This may also has to be discussed in the meeting.

Chennai Circle Union of BSNLEU under the leadership of Com.K.Govindaraj, Circle Secretary, has taken the initiative to supply rice and other materials to the flood affected employees and contract workers in Chennai. Materials worth about Rs. two lakh have been distributed. Many of the BSNL employees and workers have lost heavily due to floods. It is time that maximum help is given to the affected employees and workers. The circle unions in other circle can also help in a big way.
The working class has always been in the forefront to help the people in distress.

Extended CEC Meeting of BSNLEU at Pune in February 2016

Maharashtra circle is hosting the forthcoming Central Executive Committee meeting of BSNLEU. The meeting will be held at Pune in the third week of February, 2016. The exact dates of the meeting will be announced within a day or two. Apart from the Circle Secretaries and Central Office bearers, all the District Secretaries shall also be attending this Extended CEC meeting. VII Membership Verification in BSNL – Membership Campaign

It is learnt that the VII Membership Verification for electing the recognised non-executive union/s in BSNL will be tentatively held on 26th April and result declared on 28th April 2016.
In all the five membership verifications since 2004, BSNL Employees Union has won and has been recognised. In the VI Verification, two unions have been recognised as per the new rules and BSNLEU is the Main recognised union.

There is no doubt that BSNLEU will be the first union in this verification also. However, the effort should be to improve the % of votes from the last verification. It can surely be done.

As part of the campaign, the membership month from 16th December 2015 to 15th January 2016 should be effectively used to enrol maximum new members in BSNLEU. Branch/District Secretaries should start the membership campaign immediately, if not already started.
