5G spectrum auctioning is not likely to be held in 2020.

There are a lot of expectations among Indians about the launching of the 5G service in India. However, as per media reports, 5 spectrum auctioning will not be held in 2020. It is understood that auctioning of 4G spectrum will be held this year and 5G spectrum auctioning is being deferred to 2021. The reasons behind this delay in the auctioning of 5G spectrum are as follows:-

The biggest reason for the delay is said to be the uncertainty, whether Huawei and ZTE will be allowed to deploy 5G networks in India.
Telecom Companies feel that the base price of Rs.492 crore per unit of 5G spectrum is very high.
There is uncertainty over the quantum 5G spectrum available for telecom companies, since Department of Space and Ministry of Defence are pressing for the allotment of more 5G spectrum to them.
Media reports also say that, Vodafone Idea and Airtel want 5G spectrum auctioning to be delayed, since both these companies are in financial trouble. (Courtesy: BSNLEU website)

The All India Conference of AITEE Union Class III (N) at Erode from 13th to 17th May 1999 was one of the biggest and most important conferences in participation, discussion and decisions taken. More than 3,000 delegates participated. No AIC could be held for long 5 years due to the court cases imposed upon us by the revisionist group on membership verification, all kind of attacks from the DOT, including creating difficulties in publication of journals etc.
The Reception Committee with Com.S.Mohan Doss as President and Com.S.Chellappa, Circle Secretary as Convener, had made excellent arrangements for accommodation, food and conduct of the Conference. Coms. K.Adinarayana, Secretary General NFPE, John Moses, General Secretary, Janatha Dal, S.K.Vyas, Secretary General Confederation, Moni Bose, former General Secretary, E.III Union, P.S.Raman Kutty, GS T.III Union, K.Ramani, former M.P., Brinda Karat, K.Noorjehan, PMG, R.N.Goyal, Member (Telecom Production), DOT, V.R.Chandrasekharan, GS, ITEU, R.S.Yadav, Veteran leader from U.P., P.Abhimanyu, AGS, Viduthalai Virumbi, M.P. and many other leaders addressed. Com.K.D.M.Tripathy, President, presided. About 60 delegates participated in the discussion.
A grand reception was given to the former office-bearers of the Union, including Com.Anantha Bhattacharjee, J.Renganathan etc. Com.KDM Tripathy was elected as President and Com.V.A.N.Namboodiri as General Secretary.
The AIC also finalized the Charter of Demands including ‘No Privatisation’ and decided on the agitational programmes.
It was a wonderful Conference

April salary yet to be paid by BSNL Management

Despite the assurance of the DOT and BSNL Management that the payment of salary etc. will be normalised once VRS is implemented, the payment of salary to employees is still a question mark. The April salary has not been paid, though it is 11th May today. The society dues deducted from the ex-gratia and leave encashment from the VRS pensioners are yet to be paid to the co-operative societies causing much financial difficulties to the societies as well as the pensioners.

BSNL should take immediate action to settle the above issues.

Prime Minister should intervene to save BSNL

Despite many assurance about the Revival of BSNL, the government is trying to scuttle the efforts of BSNL to purchase 4 G equipment and start services. Objections raised by the private companies are being considered and tender being frozen. AUAB has strongly opposed and wide publicity is given in the press also.

If the government is sincere about the Revival of BSNL, then immediate action is to be taken to purchase equipment on the basis of the tenders floated and start 4 G services.

The Prime minister should intervene and set right the matter.

Meeting with CMD BSNL on22nd July 2006.

In the backdrop of the decisions taken by the Joint Forum and the serious preparations for the agitational programmes including strike, a meeting was arranged by the CMD BSNL Shri A.K.Sinha on 22nd July 2006. BSNL senior officers were also present.
Detailed discussions took place in the meeting, the gist of which is given below:
1. No Disinvestment of BSNL – The Joint Forum strongly opposed to the proposal of IPO worth 10% of the paid up capital over and above the existing shares, which will be only moving to privatization. CMD stated that there is no requirement of additional funds now and that there need not be any apprehension about IPO.
2. No unbundling of local loop – Though a committee under the chairmanship of Secretary DOT has been formed, no decision has been taken so far in the matter. The committee will look in to all options. He also mentioned that the earlier assurance of the Minister in this matter still holds good.
3. No sharing of BSNL infrastructure – The JF strongly opposed the move to share BSNL infrastructure. The move to erect towers of private companies in BSNL premises was also pointed out. CMD stated there is no proposal at present.
The JF also demanded that there should be no reduction in revenue sharing by the private companies. The delay in grant of Navaratna status to BSNL was pointed out with the demand that it should be granted early. The immediate need for grant of autonomy for BSNL, Expansion of Mobile and Broadband services and amicable settlement of ITS absorption issue were also discussed.
Demonstrations on 27th July and sending of Telegrams to the Prime minister were successfully organized. (To be continued).

Conspiracy to deny 4G equipment supply to BSNL – AUAB writes to the Prime Minister, seeking his intervention..

The TEPC (Telecom Equipment and Services Export Promotion Council), an association of the Indian Telecom Equipment Manufactures, has complained to the government that, BSNL has violated the “Make in India” policy, in the procurement of 4G equipments. In the 4G tender floated by BSNL on 20.03.2020, the BSNL is laid down the following two conditions.

The bidding company should have the previous experience of providing 20 million 4G line network.
The bidding company should have Rs.8,000 crore turn over in the previous two financial years.

Both these conditions are very much required to ensure the quality of 4G equipments and also their prompt supply. Based on the complaint of the TEPC, the Commerce Department and the DoT have objected to BSNL’s tender. The whole intention of the TEPC is to see BSNL does not start it’s 4G service. If BSNL does not launch it’s 4G service expeditiously, naturally it is the private companies like Jio, Airtel and Vodafone Idea which are going to get benefitted. So, we can understand whose hands are there behind the complaint of TEPC. Similar conspiracies have been hatched earlier also, to kill BSNL. Now, it has become the duty of the unions and associations of BSNL to ensure that BSNL gets 4G equipments from this tender. As a first step, the AUAB has written to the Prime Minister, seeking his intervention. If necessary, the AUAB has to take more serious steps to ensure that, BSNL gets 4G equipments. BSNLEU issues press statement against the freezing of DA of Central government employees and pensioners

BSNLEU has issued the following press statement today, against the freezing of the DA of the Central Government employees and pensioners, for the period from 01.01.2020 to 01.07.2020. BSNLEU has stated categorically in the press statement that, when the government can make available lakhs of crores of rupees to pamper the big corporates of the country, there is absolutely no justification to freeze the DA of the Central Government employees and pensioners. BSNLEU has demanded the government to immediately withdraw it’s decision to freeze the DA.(BSNLEU Website)

Issues settled; Strike on 5th January 2005 deferred.

Full preparations went on for the One Day Strike on 5th January 2005. Protest demonstrations, rallies etc were held and workers energized for the strike.
The Joint Forum leaders were meeting at FNTO Office at about 19.30 to finalise last minute preparations for strike. While proceedings were going on, call came from Secretary DOT intimating a meeting at his office to discuss the strike issues immediately. JF was skeptic about meeting with DOT in the last minute and especially when neither Communications Minister nor State Minister was in Delhi. Hence, JF decided that only Convener need to go.
Though it was about 21.00 hours when I reached Sanchar Bhawan, the security directly took me to the Secretary’s room. Shri J.S.Sharma, Secretary, DOT was alone. He asked me what are the important demands for the strike and I explained briefly and gave him a copy of the strike notice. He gave certain assurances, but I wanted it in writing. He called the Additional Secretary, Shri Yashwant Bhave and dictated the following letter and gave me a copy:
The letter was addressed to Shri A.K.Sinha, CMD BSNL. The full letter is given below:
Dear Shri Sinha,
Mr. V.A.N.Namboodiri, General Secretary of the BSNL Employees Union met Secretary (Telecom) today on behalf of the Joint Forum and expressed the following concern to him in connection with the notice of the strike given by the union.
1. Disinvestment in Bharat Sanchar Nigam Ltd.
2. Unbundling of the local loop.
3. Grant of Navaratna status to BSNL.
4. Views of the union in connection with the proposed Telecom Policy.
The Secretary assured Mr. Namboodiri as under:
a) That there is no proposal regarding disinvestment in Bharat Sanchar Nigam Ltd.
b) That unbundling of the local loop is not under consideration
c) That all efforts will be made towards obtaining the Navaratna status to BSNL
d) That the views of the union will be duly considered as and when the draft Telecom Policy is formulated.

The JF considered the letter and the strike was deferred as per unanimous decision. It was a great success since the disinvestment and unbundling was stopped. (to be continued)

Memorandum to CMD BSNL and CMD MTNL on urgent issues

A large number of urgent problems were pending, which required immediate attention of the government, DOT and the BSNL Management. These included the issues of No FDI, ADC, USOF, No Outsourcing, No MTNL – BSNL Merger, Absorption of ITS officers, No unbundling, Broadband etc.
The JF which met on 14th March 2005 decided to submit a memorandum to the CMD on the above subjects and the same was handed over to the CMDs on 19th April 2005. It was signed by all the General Secretaries and they also participated in the meetings with CMDs.
The JF leaders had met Secretary, DOT Shri Nripendra Mishra on 11th February 2005 and requested for early action at the government level. On 15th March 2005, DOT issued letter ensuring government pension to BSNL retirees, which gave a big relief to the workers and pensioners. Another letter was also received on 28th September 2005 from Shri J.S.Sharma, Secretary DOT that the Prime Minister has intimated that the recommendations of the TRAI to unbundle cables has not been accepted. This again was another victory.
Meeting with Communications minister on 25th November 2005.
Since other issues were still pending settlement, the Joint Forum Convener V.A.N.Namboodiri and other leaders met Communications minister Shri Dayanidhi Maran on 25th November 2005 and had a long discussion, but no decision was reached. DOT Secretary was also present.
Agitational Programmes
The JF of BSNL Unions had a 5 days marathon meeting from 20th November and decided for agitational programmes including one day strike on the following demands:
1. No disinvestment in BSNL.
2. No Increase in FDI
3. 3No opening of last mile copper.
4. No reduction in Revenue sharing and ADC
5. Grant of Navaratna status to BSNL.
6. Expand mobile and Broad band services
7. Grant autonomy to BSNL
8. Absorb Group A / ITS Officers.
As part of the agitational programmes, Lunch hour demonstration on 8th December, and Dharna on 21 December 2005 was organized at SSA levels all over the country. Notice for One Day Strike on 5th January 2006 was issued to DOT and BSNL Management. (to be continued)

Funds for One month wages to Contract labours released.

It has been intimated that funds for  one month wages for contract workers have been released by the corporate office. While speaking to Shri P.K.Puwar, CMD he had assured me that releasing of funds will be considered when funds are available. To day the same has been released. Thanks to CMD for immediate response.

The non-payment of wages was also  taken by the Kerala Chief Minister as well as BSNLEU and BSNLCCWF CHQs.

The balance of wages also may be paid early.
