Central Executive Committee of BSNLEU at Ghaziabad

The Central Executive Committee meeting of BSNL Employees Union is being held today and tomorrow at Ghaziabad, (UP West). It will discuss about the wage revision, Pension Revision and other important issues and take suitable decisions. The conduct of the All India Conference scheduled to be held in Mysore in December may also come up for discussion.

Perhaps this may be the first CEC meeting of BSNLEU since its formation in 2001, that I am not participating. CEC meetings were not only for discussion and decisions,but it is a forum where you can meet senior comrades and old friends and renew the friendship. It givers energy to all the participants.

Time passes away quickly. It was on 2nd September 1958 that I entered the P and T Department and 60 long years have passed. I have become a member of the then union immediately after joining the Dept. and have been in the active field for the last 60 years or so.

Our comrades fought for the correct policy in the union and we could succeed. The revisionist leadership was defeated in 1991 Bhopal Conference; but the next ten years were a long internal fight in which we could succeed. The BSNL was formed in October 2000 and BSNLEU was formed on 22 March 2001.

I am proud to have been elected as the Founder General Secretary of BSNLEU in the foundation conference held at Visakhapatnam and continued in that post till 2010 after which continued as All India President till 2014. It was the sole recognised union for years. My request to relieve from the post was kindly accepted by the house, but the AIC elected me as Patron, which was not a constitutional post. I was relieved from that post also in 2017. Though not an office-bearer, the close bond continues with BSNLEU. That will never be broken.

My Hearty Congratulations and Greetings to all the members of the CEC! Let the CEC take important decisions for the forward march of the union and the workers!

BSNL’s financial problems – truths and rumours.

BSNLEU wishes to convey this message to the employees, with regards to the financial condition of BSNL. It is true that BSNL is in the midst of a severe financial problem. The Company is managing to pay salary to it’s employees every month only with much difficulties. The Corporate Office is unable to allot funds for payment of medical bills and other bills. Payment of contract workers wages is being terribly delayed, due to non-allotment of funds by the Corporate Office.

At the same time, utilising the financial problems of the Company, some mischief makers are trying to create panic among the employees. Due to the various rumours being spread by the mischief makers, employees are terribly confused and are worried about their future. Hence, it is the duty of BSNLEU to give a clear picture about what is going on. We wish to make it clear that BSNL’s financial position was severely affected only due to the tariff war started by Reliance Jio from September, 2016.

Not only BSNL, but also Airtel, Vodafone and Idea, have gone into loss. In fact, the entire telecom industry has become “stressed”. However, BSNL’s condition is much better then the condition of Airtel, Vodafone and Idea. All the private companies are having huge debts. For example, Airtel’s debt is Rs. 95,000 crores. The total debt of the Vodafone-Idea is Rs.1,20,000 crores. Comparatively, it is a good news that BSNL’s debt is only a few thousand crores.

Moreover, even under severe competition from Reliance Jio, BSNL’s customers’ growth continues to be remarkable. In fact, in 2017, BSNL’s mobile customer growth was higher than the growth of Airtel, Vodafone and Idea. In 2017, BSNL’s mobile customer growth was 11.50%, whereas Airtel’s customer growth was only 9.13%. Vodafone’s growth was only 3.83% and Idea’s growth was only 3.14%.

The only problem of BSNL is that, it’s revenue collection has gone down drastically. However, Telecom Industry Experts are of the opinion that the present tariff war will not continue for long, but may go only upto March, 2019. According to them, thereafter, the tariffs will start rising. It means, the revenue of the telecom companies, including that of BSNL will start increasing. As a result, BSNL’s present cash problem will slowly go away.

Further, because of the continuous struggles of the AUAB, BSNL is going to get 4G spectrum soon. Within 6 months of the allotment of 4G spectrum, BSNL will start providing 4G service in all the circles. The AUAB has already launched the movement called “BSNL At Your Door Steps”, requesting the employees to massively involve in sales and marketing activities. Further, the AUAB has demanded the BSNL Management to curtail wasteful expenditures. The AUAB has also demanded that austerity measures should be imposed for the top officers, for cutting down their luxurious / lavish expenditures. The AUAB will continue to fight to implement this.

Hence, BSNLEU wishes to inform all that the financial problems of BSNL is going to end soon. BSNL is having a very bright future. Let us not believe rumours and the stories being spreaded by mischief makers. Let us confidently march ahead for a better future. Undoubtedly, the future is ours.

BSNL Workers resumes agitational programme on Wage / Pension Revision etc.

The AUAB resumes agitational programme – calls upon the employees to get ready for strike.

A meeting of the AUAB was held yesterday. General Secretaries / representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, BSNL MS, ATM and BSNL OA participated in the meeting. The meeting reviewed the progress in the implementation of the assurances given by the Hon’ble Minister of State for Communications.

The meeting expressed it’s severe disappointment that even after the lapse of 8 months, the DoT has not prepared the Cabinet Note, to get relaxation to BSNL, from the affordability clause of the 3rd PRC. Further, the meeting also observed that, the DoT has not taken any action for the implementation of the other assurances given by the Hon’ble Minister of State for Communications, such as Pension Revision, Allotment of 4G spectrum to BSNL and Payment of Pension Contribution on the actual basic pay. The meeting came to the unanimous conclusion to resume the agitational programme, including that of strike. Therefore, the meeting called upon the employees to successfully organise the following programme of action, with the view to mobilise the employees for a strike action.

Holding of press conferences at circle and district levels on 29-10-2018, and explaining the demands, especially the anti-BSNL and pro-private policies of the government.
Dharna at all levels on 30-10-2018.
Rallies at circle and districts levels on 14-11-2018.
Mobilise the employees for further serious struggles, including strike, if the demands are not settled early.

CHQ calls upon the circle and district unions to immediately get into touch with the other unions and associations, and organise the above mentioned programme effectively. BSNLEU All India Conference on 17th to 20th December 2018

The next All India Conference of BSNL Employees Union will be held at Mysuru, Karnataka, from 17th to 20th December 2018. The dates fixed earlier for the AIC in January 2019 has been preponed in view of the declaration of the central trade unions for two days strike on 8-9 January 2019.

The Mysuru Reception Committee is making all arrangements for the successful  conduct of the Conference.

Wage Revision for non-executives in BSNL.

The 6th meeting of the Joint Committee on wage negotiation of the Non-Executives, was held today. All the members of the Staff Side, as well as the Management Side, were present. Discussion continued on finalising the pay scales. Based on the live cases received by the Staff Side, demand was raised in today’s meeting, that the maximum of the NE-4 and NE-5 should be modified, so as to give the provision for one more increment. This is necessary to avoid stagnation. The Management Side accepted to examine the demand of the Staff Side. Further, the Staff Side demanded that, the agreement on pay scales can be signed and sent immediately, for the approval of the DoT. To this, the Management Side replied that, the inputs regarding the financial implication for revision of allowances and perks also has to sent to the DoT, along with the proposal of revision of pay scales. In view of this, it is decided to discuss the revision of allowances and perks in the next meeting to be held on 09.10.2018. (Courtesy: BSNLEU website)

Early Wage Agreement in BSNL required

The wage negotiation in BSNL has started after serious agitation and pressure. Now it is necessary that a favourable agreement is reached early for obvious reasons. The workers can not wait long. The BSNL management should come forward for a favourable settlement early, in the interest of the company and the workers.

BSN Wage Negotiation meeting starts on 20th July 2018

At last, after a lapse of more than one and half years, the wage negotiation for BSNL non-executives starts tomorrow. Sustained agitational programmes were organised, including strike, to compel the Management and the DOT to agree for negotiation, who were refusing the same on the plea that BSNL is in loss for the last three years. But at last the BSNL management has conceded for discussion and DOT had also given approval. Hard bargain is unavoidable. The representatives from the staff side are eight with five from BSNLEU and three from NFTE.

Let us hope for a good agreement.

After sustained agitations, strike and meeting with the Communications Minister by the AUAB, the wage negotiation committee has been formed and the wage negotiation is expected to start from 20th July 2018. The wage revision is due from 01-01-2017. One and half years have already passed. Indian Dollar Millionaires increased by 20% in 2017.

As per the study of the French Tech Firm, Capgemini, the number of High Networth Individuals (HNI) in India has increased by 20% in the year 2017. An High Networth Individual is defined as the one who is having investable assets of over 1 million US Dollars. According to this report, the number of such Dollar Millionaires in India comes to 2.6 lakh people. Their asset worth is a whopping 1 trillion US Dollars! It is also worth mentioning here that, the International Rights Group, Oxfam, has reported that in India, 73% of the wealth created in 2017, has reached the hands of the top 1% of the population, whereas the bottom 67 crore Indians have got only 1% of this wealth.
