The March to Sanchar Bhawan, the head quarters of Department of Telecom, on 23rd February 2018 called by the All unions and Associations of BSNL is a timely decision. BSNL is fully owned by DOT and it has got full responsibility to ensure the rights of the workers as well as the improvement of BSNL. Instead, DOT and Government are moving to weaken the PSU and hand over the same to the private corporates. Formation of a separate Tower company with the 70,000 and odd BSNL towers is intended to disable BSNL from its effective functioning. There is no indication of the wage revision due to the workers from 0-01-2017, though one year has passed.

Sustained struggle is the correct path for the workers to achieve their demands. Make the programme a big success. AIBDPA and BSNLCCWF have extended solidarity and support and will participate in the programme. Saving BSNL and ensuring settlement of wage and pension revision is necessary for their advance.

BSNL Management should allot funds for payment of wages for contract workers.

Reports have been received from many circles about non-payment of wages to contract workers for months together. How can the poor workers manage their households, if no wages are not paid? The workers are in real distress. Circle heads are stating that they have not received funds. Nonpayment of wages for months together is cruel and inhuman. BSNL which can pay salaries to its employees and officers should be able to pay wages to the contract workers also who are doing their work well for the company.

We demand the BSNL Management to urgently allot sufficient funds for the payment of the wages with arrears.

Why DOT and BSNL is keeping silence?

The one lakh eighty thousand executives and non-executives working in the BSNL as also the one lakh casual-contract labourers have gone on two-days strike on 12th and 13th December 2017 as per the call of the All Unions & Associations in BSNL and also BSNL Casual and Contract Workers Federation. The strike has been completely successful with almost all the employees on strike and the 30,000 or more BSNL offices almost closed. The demands are fully justified and do not need any further explanation.

In such a situation, why the DOT, BSNL and the Chief Labour Commissioner (Central) keeping silence? Of course, the pressure from the BJP government will be there to ignore the struggle of the workers as seen in the case of CG employees, GDS etc. But workers will not keep silence. More and more struggle will erupt.

We demand that DOT and BSNL start discussion with the Unions and associations and settle the issues.

Kerala BSNL Casual Contract Workers on Indefinite Strike from 5th January 2018

The Unions representing the BSNL Casual and Contract Workers in Kerala has jointly issued a call for indefinite strike with effect from 5th January 2018 on the following demands:
1. Payment of bonus
2. Payment of wages latest by 7th of every month.
3. Fixing duty hours on the basis of 4 hours and 8 hours as agreed in the meeting on 11.7.2017.
4. No reduction in the number of labourers
5. Completion of categorization work
6. Implementation of minimum wage notified by the Central Labour Ministry
7. Service weightage
8. Issue of Identity cards
9. Equal wage for equal work
10. Payment of 26 days’ wages including that of second Saturdays
11. Implementation of the agreement signed on 11.7.2017
12. Ending of corruption and unholy nexus between officers and contractors.

The strike has been compelled on the workers due to the completely negative attitude of the management and the denial of the fully justified and rule -based rights of the workers. Extend full support to the strike.

BSNL Contract workers to go on strike from 5th January 2018

Demanding implementation of the labour laws and payment of Bonus, the Casual and Contract Labour Union (CCLU) Kerala and other contract unions have jointly decided to go on Indefinite strike from 5th January 2018. The notice given by the Unions are given below:

“To
Sri.Dr P.T.Mathew,

Kerala Circle
Thiruvananthapuram
Sir,
Sub: Issues of contract labours – Notice for Agitation.
The demands of the contract workers of Kerala circle which were agreed to during the
discussion in the presence of Regional Labour Commissioner (Central) Trivandrum on 11.7.2017, with
the representatives of unions, management and contractors were not implemented so far. It was
decided in the meeting that the contractors and administration should find ways to pay bonus to the
workers. It was also agreed that the minutes of the meeting will be circulated among the SSAs
enabling them to implement the decisions. As all these issues were put in cold storage by the
administration as well as the employer, we were compelled to approach the RLC to have a conciliatory
meeting. As such, a meeting took place in the conference hall of CGMT, in the presence of Regional
Labour Commissioner (Central) Trivandrum on 20.12.2017 in which representatives of unions,
administration and contractors were present. Since no positive step either from the administration or
from the contractors emerged, the unions were compelled to announce their decision to resort to
trade union action including indefinite strike and boycotted the meeting. The following are the
demands to be settled immediately.
1. Payment of bonus
2. Payment of wages latest by 7th of every month.
3. Fixing duty hours on the basis of 4 hours and 8 hours as agreed in the meeting on 11.7.2017.
4. No reduction in the number of labourers
5. Completion of categorization work
6. Implementation of minimum wage notified by the Central Labour Ministry
7. Service weightage
8. Issue of Identity cards
9. Equal wage for equal work
10. Payment of 26 days’ wages including that of second Saturdays
11. Implementation of the agreement signed on 11.7.2017
12. Ending of corruption and unholy nexus between officers and contractors.
If the issues are not settled before 31st December 2017, the unions have decided to go on an
indefinite strike from 5.1.2018. It is requested to avoid any labour unrest and take the initiative to
sort out all these issues.”

Extend full support to the strike. The demands are fully justified.

AIBDPA Comrades participated in the Maha Dharna at Dlhi

A large number of AIBDPA comrades from the nearby states participated in the Maha Dharna at the Parliament Street today, 10th November 2017, supporting the 12 demands raised by the 10 Central trade Unions. This was as per the call of the AIBDPA CHQ. They came from Haryana, Punjab, UP (E), U>P(West), Rajasthan and other states.  The BSNL pensioners have always stood with the fighting BSNL and other workers for their fully justified demands. It was only a few days back that thousands of BSNL DOT Pensioners participated in the Dharna organised by NCCPA in front of megh Doot Bhawan, New Delhi.

AIBDPA comrades will be participating in the Human Chain being organised by All Unions and Associations of BSNL on 16th November demanding wage revision.

Gratuity for casual labours

Gratuity issue for the casual labours —Corporate Office issued another quarries to the circles.
Corporate Office issued another reminder to collect the number of casual labours who have expired or left the dept after formation of BSNL. Though most of the circles where casual labours are recorded in big number had sent the figure long days back. But the management is not so serious to settle the issue. They are passing the time without any logic. The govt rule is very clear that any labour who is in 5 years continuous service in any establishment is eligible to get the benefit of Gratuity.

BSNL Casual and Contract Workers Federation has taken up the issue of Gratuity for the casual and contract labours with the BSNL Management. BSNL Management has also taken up the issue in the board meeting. BSNL employees union has also taken up the issue in the 35th National Council meeting. Perhaps the next NC meeting will be held on 13th of this month. That’s why they have asked the circles about the latest information. In the last occasion when we met Dir.(HR) and made a request to settle the gratuity issue without further delay. Hope, this time we will get some new information to settle the gratuity issue. Meeting with CLC by BSNLCCWF leaders

A delegation of BSNLCCWF leaders including Coms. V.A.N.Namboodiri, President, Tapas Ghosh, Working President and Animesh Mitra, Secretary General met Additional Chief Labour Commissioner om 24th October 2017 and pointed out that the Casual labour are not being paid the minimum wage of the CG employees ie. Rs.18,000, as per the orders of the government. The relevant government orders in this connection was also handed over. It was also requested that the BSNL management be directed to implement the same. They also pointed out about the non-payment of minimum wage announced by the central government to the contract workers in U.P. Extreme exploitation is taking place. They requested for immediate action. The Additional CLC assured that the matter will be seriously taken and the Dy.Chief Labour Commissioner UP will be contacted in the matter.

BSNL CCWF met CMD BSNL on casual labour wages based on 7th CPC.

BSNL Casual Contract Workers Federation has expressed it’s strong resentment to the CMD BSNL for the decision taken by the Management to continue the casual labours wages based on 6th CPC lowest pay scale. Today, 26th October 2017, morning, Com. V.A.N. Namboodiri, President, Com. Animesh Chandra Mitra, Secretary General and Tapas Ghosh, Working President, met CMD BSNL in his chamber and submitted the letter on this subject. Com. Animesh Mitra has told to CMD BSNL that how the casual labours will accept to continued in 6th CPC pay scale when the High Rank Officers in BSNL are drawing the 7th CPC pay scale. They have also reminded the fact to CMD that it was a practice for BSNL to endorse the CPC recommendation to make the calculation of casual labour wages. The casual labours are getting the wages based on CPC scale since DoT period. The representatives demanded that justice be done by paying the minimum of the VII CPC scales. BSNL should ensure Bonus to the Contract workers

The contract workers engaged in BSNL have not been paid the Bonus for  this year. The plea that there are no funds is not tenable. Bonus is a right of the workers as per Bonus Act and BSNL is liable to pay it.

BSNL Casual and Contract Workers federation has taken up the case with the management. The BSNL Management should look in to the matter urgently and ensure that the same is paid early.
