Telecom Factories – name them BSNL Factories

At present there are seven telecom factories under BSNL. They are at Alipore, Gopalpur, Kharagpur (all in Kolkata/W.Bengal), Jabalpur,Richai, Bhilai(all in M.P.) and Mumbai.

The telecom factories were earlier called P and T Workshops. They were manufacturing  equipment, instruments etc. for the Telegraph, later P and T Department. There were a total of about 15,000 workers employed in these factories. Now it is reduced to less than half, due to retirement and non-recruitment. Recruitment should take place to fill up the vacancies. There is need to modernise and start production of latest equipment from these factories.

Nowthat  they are under BSNL, it should be appropriate to call them as BSNL Factories, instead of Telecom Factories.

Inspiring joint meeting at Mumbai on 14th March 2016

A joint meeting of the BSNL Employees Union and Contract and Labour Contract Union was held at CGM Offices premises, Santa  Cruz Mumbai. More than 1,000 workers participated, including a number of women workers. Before start of the meeting, a huge procession was held. The workers garlanded the statues of Chhatrapati Shivaji and Dr.B.R.Ambedkar before the commencement of the meeting. Coms. Appa Saheb Gagre and G.Mathpati, Circle presidents of the unions presided. Com. Balachandra mane, ACS, welcomed all. Coms. Wankhade, Nana Chauhan, Circle Secretary, Contract workers union, Nagesh Nalwade, Circle secretary, BSNLEU,  Animesh Mitra, Secretary General, BSNLCCWF, V.A.N.Namboodiri and other leaders addressed.  They spoke in detail about the demands of the regular employees and also contract workers. They called upon the workers to strengthen the organisations. The question of wage revision, payment of minimum wage, EPF, ESI etc. were explained and prepared the workers for further struggle. The VII verification and the need to make it  grand success for BSNLEU were stressed.

Though the meeting continued till 03.00 PM, all the participants remained in the hall hearing the speeches. After the meeting the leaders met GM(HQ) and presented the demands of both the unions.

The joint meeting and the deliberations inspired the entire workers. They are prepared for sustained struggles to achieve the demands.

BSNL Debt Rs. 7,666 crore, MTNL Debt Rs. 13,530 crore

The Communications Minister Ravi Shankar Prasad informed Lok Sabha today, 10th March 2016, that BSNL has a debt of Rs. 7,666 crore and for MTNL a debt of Rs. 13,530 crore. He also mentioned that these debts have arisen due to the purchase of spectrum. BSNL was compelled to pay Rs. 18,500 crore for spectrum, both BWA and 3G Spectrum and MTNL Rs. 11,097 for the same spectrum. BSNL has returned the BWA spectrum, but the amount of more than Rs.6,600 crore is yet to be paid back by government. For purchasing the spectrum the PSUs took the above loans.

What the government should do is to refund the charges for spectrum which has been returned already by BSNL  as also Rs. 1,250 crore from USOF which is pending payment for more than two years.

A revisit on Telecom Sector needed

Telecom is one sector which had outgrown all other sectors during the last few decades. The private sector has outgrown the public sector companies in telecom due to the massive capital investment through FDI and loans from the banks. Another reason is the division of the Telecom services under the DOT in to many companies through corporatisation, like  BSNL,MTNL and VSNL. They  would have grown much more than the private telecom companies had the government has not continued its anti-PSU, anti BSNL-MTNL-VSNL policy. VSNL is privatised and is now Tata Telecommunications. More than 46% shares of MTNL have been sold.

In between, further division of BSNL has taken place by forming BBNL by bifurcation of the former. Move is afoot to form a Tower Company out of BSNL with the intention of privatising the same. Making all these PSUs in to loss is in preparation for privatisation.

This is a critical period. While through the initiative of the  BSNLEU, Forum of BSNL Unions/Associations and the BSNL Management a gradual change for the revival of BSNL is taking place, such a move is yet to take place in MTNL.

It is in this context that the workers and their unions/associations have to revisit the entire strategy to strengthen the public sector telecom companies and providing an excellent service to the customers.  The following points needs consideration.

  1. What is the possibility of merging the telecom PSUs including BSNL, MTNL and BBNL as also C-DOT? What will be the impact of such a merger? What should be the criteria and conditions for such a merger, if the same is to be demanded.
  2. What is the pros and cons of such a merger?
  3. The employees in most of the private telecom companies are  not organised as far as the available information. Much exploitation is taking place. Is it not necessary to organise the workers in these companies? What is to be done in this matter? Why can’t the unions/associations in BSNL/MTNL take the initiative?
  4. Is there any possibilities of forming a composite union for both the executive and non-executive employees in these PSUs? The example of Unions in Nepal Telecom can be examined.
  5. Workers participation in Management is not only an idea. it is to be practiced. At least one post of Director in these PSUs should be granted to the recognised union/s.

Many such suggestions may come if a fruitful discussion take place in the matter. There is no doubt that a revisit is necessary for saving the telecom PSUs.

‘SWAS’ – out of 100 days, 60 days are over; What is the Update?

Out of the 100 Days programme for Revival of BSNL under “SWAS’ (Service With A Smile), started from 1st January, 60 days are completed by 29th February 2016. it is utmost necessary to have an up-date in the matter after 60% of the period is over.

What is the actual increase in (a) Telephone connections (2) Market rate (c) revenue (d) satisfaction level of the customers and other connected matters? This is very much necessary to plan the future programmes. The BSNL Management and the unions should assess the situation and plan for the next stage.

BSNL on Revival Path, But much more to be done

BSNL is on the revival path after a weak performance for 4-5 years. It has increased its wireless connections systematically during the last few months at an accelerated rate of 1.41% putting Bharti Airtel, Vodafone and Idea behind in increase of numbers. BSNL market share has been increased to 8.16% from the earlier 8.06%. However, BSNL has to much improve its revival package to compete with the private companies:

As per the TRAI report for December 2015, the statistics are as below:

I. Land Line Sector

First position BSNL with 59.31% market share.

II. Wireless Sector

  1. Bharti Airtel : 24.07%
  2. Vodafone     : 19.15%
  3. Idea            :  17.01%
  4. Reliance      :    9.98%
  5. Aircel          :    8.47%
  6. BSNL          :    8.16%

III. Broadband

  1. Bharti Airtel  : 23.07%
  2. Vodafone      : 18.98%
  3. Idea             : 15.54%
  4. BSNL            : 14.54%

Both the BSNL Management, the Unions and the workers have to make maximum efforts to improve the financial position of BSNL as also the service to the customers. It is not as simple and easy as telling. The main obstruction is the anti-PSU policy of the government which refuses to assist BSNL and even deny the financial dues to be paid by Government. Now the BSNL Management and Unions have initiated the ‘Service With A Smile’ (SWAS) programme, which has improved the BSNL position. But still, BSNL is far behind, except in the Landline sector, where it is still in the leading position with about 60% market share. The strategy should be to maintain and improve its position in Landlines and improve in the other sectors.

Let us make the ‘SWAS’ campaign a great success through dedicated and efficient work and save BSNL and its workers.

Wage Revision demanded by BSNLEU

The Extended CEC Meeting of BSNLEU held at Ahmednagar on 19-21 February 2016 has demanded for Wage revision for the employees from 01-01-2017. Only 10 months are left for the date. Hence BSNLEU CEC has demanded the DOT and the CMD BSNL, through a resolution, to start negotiation immediately.

Federations withdraw the strike

On the basis of a letter from the Chairman, Telecom Commission, NFTE, FNTO and BTEF withdrew the strike, once again betraying the interests of the telecom workers. E.III Union strongly protested. Branches all over the country sent protest telegrams. Massive Dharnas were organized at all major centres protesting at the betrayal of the Federations.

National Convention on 21st June 1994

The National Convention  on 21st June 1994 called by the National Platform of Mass Organisations  held at Talkatora Stadium, New Delhi against the IMF prescribed economic policies of the government and the Dunkel draft was participated by thousands of workers from various parts of India. It severely criticized the neo-liberal policies being implemented by the government and decided for protest actions. It decided for one day country wide General Strike and Hartal on September 29, 1994.  E.III Union delegates, including General Secretary, participated in the Convention.

Sustained Struggles against privatization

The government was moving fast on privatization. Letter of intent was given to US WEST company for pilot projects in 4 districts of T.Nadu. This was vehemently opposed by telecom workers.

V Central Pay Commission – Memorandum submitted

The Staff Side of the National Council in its meeting on 24-05-1994 appointed a Drafting Committee with S.K.Vyas, S.Madhusudan and K.Ramamurthi to draft the I Part the  Memorandum to the V CPC. The separate federations/ unions will have to prepare the memorandums on their departmental issues. It was also decided to demand interim relief and merger of DA. E.III CWC had formed a committee to prepare the sectional demands. The Main Memorandum was submitted by the Staff Side. The E.III Union Memorandum was submitted on 31st August 1994 to the V CPC.

General strike on 29th September 1994

The General Strike called for by the National Platform of Mass Organisations was a big success. E.III Union also gave the call and it was a big success in the telecom also.

Red Carpet to Private Sector to telecom

Communications Minister, Sukh Ram in his Press statement  outlined the method of granting licence to the private companies for operating telecom services. It mentioned how to give licences, regulatory authority , pilot project, period of licencing etc. It was a red carpet welcome for the private operators to enter the lucrative sector.

Minister also announced the companies elected for cellular services as follows:

Delhi: Bharti Cellular and Sterling Cellular

Bombay: Max Hutchinson Ltd and BPL Systems and & Project Ltd.

Calcutta: Usha martin Telecom and Indian Telecom Private Ltd.

Madras: Sky Cell Communications and Mobile Telecom Services.

A large number of companies were proposed for private participation in basic telecom services. Thus the map was drawn for the entry of the private companies both in Cellular and basic services.

New Technology Workshop at Calcutta

In continuation of the Workshop conducted at Haldia last year, another Workshop was organized at Calcutta by the Commonwealth Trade union and CITU together on 25-27 October 1994. The main topic was New Technology in various sectors. In both the workshops V.A.N.Namboodiri attended and submitted papers on the Telecom Sector.

Interim Relief, DA Merger

As per call of the Confederation demonstrations were organized in telecom also on 19th January 1995 demanding Interim Relief and DA Merger. The programme was a grand success.

Tenders called for telecom services.

The government was moving fast on privatization. Tenders were called for providing cellular and basic telecom services from private operators. Letter of Intent was given to US WEST company for pilot projects in four districts of T.Nadu. This was strongly opposed by the workers. As per the call of the  federations/unions, telecom workers organized demonstration on 17-01-1995. (To be continued)

The joint programme of the BSNL Management and the Forum of BSNL Unions/Associations named “Service With A Smile” has started from the New Year Day 2016. The 2.20 lakh officers and employees are determined to make the SWAS a great success and have started the work. We shall restore the past glory of BSNL.

VII Membership Verification Process in BSNL Started

The process for the VII Membership Verification of Unions in BSNL for grant of recognition has started. The preliminary meeting to discuss the same with the unions is scheduled to be held at 10.00 AM on 11th January 2016 on the 9th Floor Conference Hall of BSNL Corporate Office.

It is necessary that certain undemocratic conditions in the revised Recognition Rules of 2014 need to be changed. This may also has to be discussed in the meeting.
