BSNL – Utilise the Works Committees effectively and positively

At last,  the BSNL Management has issued strict instructions to hold the Works Committees in all SSAs without fail. Reports  have been called for about whether such committees have already been formed  and whether such meetings  are taking place etc. The Staff Side, National Council has been demanding the holding of the Works Committees for a very long time. The order has come now, though delayed.

It is for the workers and the management to utilise the Works Committee to maximum benefit of the company and for better service. The Committee is intended to discuss the issues connected with the development, expansion of services, efficiency etc. and not for staff issues. For Staff issues, there is the Local Council. The Unions can bring to the notice of the management, the difficulties being experienced including lack of equipment etc. as also where and how to expand the services, provide new connections etc. Management can utilise the opportunity in explaining the developmental plans etc. , how to provide better service and so on.

If both the management and the unions/staff side plan well, discuss and find out solutions for the problems, it will be a great achievement. It is not a blame game. Our maximum efforts should be to find out ways and means for a better service to the customers, expansion of services and more revenue for the company so that BSNL can come of the present financial crisis.

Private telecom companies are allowed to reap undue benefits by DOT.

Reproducing below a report from “Business Line” on the CAG report on Telecom.   

“The Telecom Ministry has sought legal opinion on a CAG report that stated undue benefits were extended to companies including Reliance Jio, Bharti Airtel, RCom and Tata Teleservices on a number of issues.

According to a source: “The Ministry has sought legal opinion on the matter so as to undertake further course of action.”

Taking note of CAG’s findings, Telecom Minister Ravi Shankar Prasad has asked the ministry officials to seek legal opinion, sources said.

Raising concerns over various policy issues in the telecom sector, the Comptroller and Auditor General (CAG) has recently flagged financial gaps to the tune of over ₹31,000 crore including towards non-imposition of fines and the undue gains to private operators.

Reliance Jio Infocomm got undue benefit of ₹3,367.29 crore after the Department of Telecom (DoT) allowed it to provide voice calling facility under the new licensing regime, the Comptroller and Auditor General (CAG) had said in its report.

Whereas Bharti Airtel made an undue gain of ₹499 crore because of DoT’s decision to merge Chennai telecom circle with Tamil Nadu in a hasty manner in 2005, the government auditor said.

Reliance Communications and Tata Teleservices got undue benefit to the extent of ₹882.06 crore (2009-10 to 2013-14) after the DoT granted telecom licences for dual technology in October 2007/January 2008, the CAG said.

The companies concerned had maintained that there was no wrong doing on their part

The CAG had also said the DoT allowed operators to enter into mutual commercial agreements for intra-service area roaming in 2008 resulting in adverse financial impact on revenues.

The auditor had also highlighted undue favour to CDMA operators when the DoT decided not to auction 800 MHz spectrum for enhanced voice data optimised (EVDO) services in 2010 though they were providing 3G EVDO services with the available 2G spectrum (800 MHz) without liberalisation of spectrum.”

How the telecom department was supporting the private companies is very clear from the above report. While the government is not prepared to give any assistance to the BSNL, thousands of crores of rupees are allowed to be pocketed by private companies on various counts.

Full MNP by July 2015 – You can dial distant numbers without ‘0’ or ’91’

Good News! At last full MNP is going to be implemented by July 2015. Once it is implemented there is no need to dial STD ‘0’ or ’91’. By dialing the 10 digit number you will get any number in India.

The private companies have been delaying implementation of MNP stating that much funds are required for the technical alternation for full MNP. It is hoped that they will not put more pressure on the government for further delay in  implementation of full MNP.

Warning Bells for BSNL Management and Workers – Connections decreased, market share down

While the BSNL Management and workers are unitedly trying to strengthen BSNL and also to provide more connections, the statistics as on 31-03-2015 by the TRAI give a non-positive picture. BSNL has gone down on the number of connections and market share. While other operators have increased their connections and market share, the actual connections of BSNL, both in landlines and wireless have gone down. The total market share has down below 10% and in wireless it is around 8% only and in the sixth position.

It is a real warning bell. The government, BSNL Management and employees have to jointly work with maximum effort and turn the trend and bring back BSNL to better position.

The statistics as on 31-03-2015 for BSNL is given below:

Total Wireless Connections: 970 million     BSNL : 77 millions  Market Share  8%

Total connections (Landline and Wireless) : 996.1 million BSNL : 93.24 million Market Share : 9.4%

Broad band connections : 15.54 Millions BSNL: 9.8 millions Market Share : 65%

BSNL Connections declined – Market Share Down

BSNL released a few figures delineating its market share and tele-density in the country for the first quarter of the year. Out of the total telephone connections of 996.1 million as of March 31st, 2015, 93.24 million telephone connections are provided by BSNL.

According to the data, BSNL occupies fifth position as an operator, with a market share of 9.4 percent. During March 2015, BSNL witnessed a decline of 0.2 percent in market share. Also, for the tenure of 2014-2015, the provider has registered a decline of 3 percent.

Number of telephone connections of the provider has decreased by one million during March 2015. 20 million connections are lost during 2014-2015.

Out of the total 970 million wireless connections, 77 million are provided by BSNL. The operator acquired sixth position as wireless service provider, with a market share of eight percent. Although the wireless industry has grown by 7.2 percent, an 18 million decrease in connection is found for BSNL during 2014-2015.

For broadband (wired) services, 9.98 million out of the 15.54 million are provided by BSNL. BSNL has been at the first position as a broadband (wired) operator with the market share of 65 percent as of February 28th.

As an operator with the total number of telephone connections in a single license area, BSNL holds 2nd position in Himachal Pradesh, Karnataka and Kerala circles, reported BSNL in a release. (Coutesey: Voice and data)

Market Share, Profit/Loss of BSNL Circles – Review Necessary

The loss/profit and marker share of  each circle of BSNL have been published in this blog and also are well known to the leaders of the Forum at Circle/SSA levels. In some circles, the market share is even low up to 5 to 3%. This means that out of 100 telephones provided in the circle only 5 to 3 telephones only are from BSNL. Is it not a pathetic situation? Expenditure has not come down any where. In fact, it might have increased also.

The Forum leaders at Circle level should sit together and discuss why this has happened, and how it can be improved within the limitations the company and workers are in. Even a slight increase in the market share will be a matter of pride. BSNL workers have to show that they are not behind any body in their duties and they are doing everything to improve services to the customer.

Any suggestion from any visitor will be much appreciated.

Can BSNL reduce expense on electricity, petrol, diesel ?

After salary of the employees, the second biggest expenditure in BSNL is that of electricity, diesel and petrol.  This comes to thousands of crores of rupees. BSNL in financial crisis and the target should be to increase the revenue and reduce the expenditure.

The biggest expenditurein BSNL is the salary of the employees. It can not be reduced. However, by withdrawing Medical Allowance with out Voucher, Restricting LTC, not increasing the rates of various allowances, denying Bonus etc. the BSNL Management has reduced the expenditure, though the staff side did not agree.

Now what about the second biggest expenditure; expenditure on energy. It can  be reduced to a certain extent. Install solar energy  wherever possible. Reduce the expenditure on car by officers by sharing travel. The petrol and diesel expenditure can be reduced a lot. The lights and fans in the offices can be switched off  when nobody is there. ( In many offices, it is seen that the lights and fans are on, even when nobody is there).

By circulars and directions alone this can not be implemented. Each and every worker has to take care that energy is not wasted and is used only when required. The BSNL Management can organise a “Save Electricity Month” with careful planning and see how much  expenditure on energy can be saved. The same with petrol and diesel also.

Is there a portal for complaints by BSNL Customers? If not, why can’t it be installed?

Complaints from many BSNL customers are reaching me with regard to non-functioning of telephones, cable faults not repaired, no Modem for broadband etc. I am trying my best to see that these complaints are attended to, by contacting our circle Secretaries/District secretaries. Once the complaint is attended to, some of these subscribers contact/email me and convey their thanks.

During the travel in Air India, the staff brought some  forms and requested our feed back on the service. It seemed a good idea to find out what is the opinion of our customers about BSNL. I do not know whether any portal is there by BSNL C.O. to which people can complaint and get immediate action.

If yes, well and good. If such a system is not there, my suggestion is that BSNL Management can install a portal for this purpose and take immediate action for settling the complaints. I hope the BSNL Management will consider such an option so that we can know the ground reality and help our customers.

We are very unhappy and angry when our train, bus or flight is late, because it will delay our reaching the destination in time and spoil our plans and programmes. We are angry when the news paper boy does not bring the paper in time. We are also angry if there is delay in breakfast or lunch. We are, in fact, not happy when others are late or delayed.

But what about ourselves? Are we in time to attend office? Are we in time to attend faults? Have we completed our work in time?  The answer is up to you to give.

Revival of BSNL is a ‘Do or Die’ battle for us. We can not be casual in this. Each and every employee, executive and Top Management have to jointly make all out efforts to bring BSNL out of the present crisis and rejuvenate it. Is it possible. IT IS!
