Central Govt. should come forward with positive approach to save BSNL & other telecom PSUs

  BSNL is passing through a difficult time for the last four years and now facing an acute financial crunch. During these four financial years, BSNL has posted ‘Net Loss’. It is a matter of grave concern. Because, BSNL is not mere a company; entangled with it is the genuine and legitimate interest of the nation and millions of common citizens along with about two and a half lakh regular employees, more than one lakh casual and contract workers and thousands of pensioners. This dismal situation is neither warranted, nor should it have arisen.

Why? We have to search the answer deep inside the annual Balance Sheets of BSNL. An analytical compilation of important financial data collected from all the hitherto published Balance Sheets of BSNL from its inception i.e. October 2000 to March 2012 has been published in the CHQ organ of AIBDPA ‘TELE-PENSIONER’, Year-2, No.-4, Oct-Dec 2012 (authored by this writer). All these data are BSNL’s official data. Let’s do a bit of exercise with those data.

1.BSNL had posted net      profit continuously during nine years from its inception, the total amount      being rupees 44,993 crore. On the other hand, during three recent successive      years of 2009-10, 2010-11 & 2011-12, for which Balance Sheets are      available, the total amount of loss comes to rupees 17,057 crore. Thus,      the ‘Cumulative Net Profit’ of BSNL comes to rupees 27,936 crore. Even if      the tentative loss of about 8,100 crore for the year of 2012-13 is added,      the amount of ‘Cumulative Net Profit’ comes to about 19,800 crore. This      figure is ‘Positive’ – not ‘Negative’.

 

  1. Then, why BSNL is in      severe cash crunch? Where all these amount have gone? It is observed that      from the net profit, BSNL has paid to Central Government upto March’12 an      amount of rupees 5,556 crore as Dividend and an additional amount of      rupees 804 crore towards Tax on Dividend. The remaining amount has been      transferred to Balance Sheet as ‘General Reserve’. But there is virtually      no cash in the possession of BSNL for carrying out not only developmental      work but even day-to-day maintenance work also. The reason is, the Central      Government has sucked about 18,500 crore rupees in the name of 3-G and BWA      Spectrum Fees.

 

  1. The government and      BSNL management are conveniently spreading the canard through various      media that the cause of loss of BSNL is the exorbitant expenditure on      account of employees’ remunerations. It is also being mischievously      propagated that 48 per cent of the income is going to pay the employees.      It is being done to hide the real truth by creating confusion.  It may be mentioned in this context that      there had been statutory wage revision for Executive and Non-executive      employees with effect from 1st January 2007. Salary of ITS      officers had also been increased in a big way as per VI-CPC      Recommendations from 1st January 2006. But the actual fact      projects an altogether different picture. It is a matter of fact that      during the three years when BSNL has posted loss, expenses on employees’      remunerations not only stood at almost a static position, but marginally      declined in 2011-12 compared to previous two years. Even then, why the      quantum of loss is increasing year by year? The precise cause is – BSNL’s income      is falling at a galloping pace. And obviously for this reason, the      percentage ratio of employees’ remunerations in respect to income is also      increasing. The following table will vindicate the contention.

  1. In a single year, BSNL      earned highest income of rupees 40,177 crore in 2005-06. Compared to that,      income in 2011-12 has declined by rupees 12,243 crore i.e. 30.47 per cent.      The government and the management are meticulously trying to hide this      stark truth in a mischievous manner to absolve themselves from the sin      they have committed. The responsibility of decline can’t be vested in any      way on those employees who have earned more than 40 thousand crore rupees      for the company in a single year. It is the responsibility of the      government and the BSNL management only to give tenable answer and also      show the way of survival of BSNL.

 

  1. BSNL’s income from      services has been declining continuously during last six years to touch      the bottom. The real reason behind this downfall is the conspiratorial      activities of the government and the management in unison to keep BSNL at      bay, so that it could not stand in front of private companies as a rock in      the fiercely competitive mobile telephony market. This period has      witnessed an explosion in growth of mobile phone connections. It is a      public knowledge, how this vicious circle has disabled BSNL by sabotaging      and killing all the big tenders for procurement of equipments for the      expansion and development of its mobile network. Even the management has      shown utter negligence to ensure steady supply of essential materials for      upkeeping the landline and broadband network. All these actions together      have pushed BSNL backward and backward. Above all, there is the policy and      programme of central government to destroy the public sector to ensure      unhindered profit of private sector.

 

  1. BSNL has paid to the      central government exchequer a whopping amount of rupees 45,040 crore      towards different tax, license fee, spectrum fee, dividend etc. in 12      years (upto March’12). In addition to this, there is advance payment of      about 18,500 crore rupees for 3-G and BWA Spectrum and at least rupees 10      thousand crore towards Pension Contribution. In return, the government has      gradually stopped all legitimate assistance to BSNL. BSNL has been      providing various non-remunerative social services to the nation as a      responsible public sector enterprise. But waiver of license fee and      spectrum charges, as well as ADC & USO Fund allocations, as promised      by the government to compensate such losses, have all been withdrawn. Even      the payment of USO Fund special allotment of rupees 1500 crore for the      year of 2012-13, as also the refund of spectrum fee to the tune of 6,500      crore rupees towards surrendered BWA spectrum, has not been done. This has      put BSNL into further trouble.

 

 

In the light of the above factual discussion, it can be unquestionably concluded that there is no logical ground for BSNL embracing disaster. Everything is imposed on it with an ill intention. The owner – the Central Government is forcibly pushing this precious organisation to ruin.  The unions and associations of non-executive and executive employees under the leadership of BSNL Employees Union have resorted to sustained joint movement to resist the multi-prone attack. Simultaneously they have launched a unique programme of ‘Customer Delight’. But the Central Government and BSNL management are not interested at all to reciprocate this praiseworthy gesture in a dignified and positive manner. Their only prescription is the hackneyed VRS and disinvestment. Employees’ organisations have resisted this attack till now through joint struggles. If this prescription actually be a panacea, then why the dismal condition of ITI and MTNL is not improving, despite repeated administering of the same prescription? Government and management are duty bound to give convincing reply to this question also.

 

It is learnt from media reports that the security departments of the central government firmly hold that there should be continuous presence of public sector in telecom service sector. Because, in emergency situation, government will depend only on public sector for telecom services – not on the private telecom service providers. When this is the requirement, government is duty bound to play its due role to ensure not only sustenance, but sustenance with good health of the concerned Public Sector Telecom Enterprises viz. BSNL, MTNL & ITI during peace time also. It is to be kept in mind that in a vast country like India with its geographical diversity, telecom network can’t be built up overnight.

 

Recently, the Prime Minister has constituted a high power group of ministers (GoM) for revival of BSNL and MTNL. Forum of BSNL Unions and Associations has already submitted a detailed memorandum on the issue to the GoM demanding immediate financial and other supports for these two PSUs. They have also approached the MPs to impress upon the GoM. A national convention will be held at New Delhi in the first week of August followed by State and District level conventions. At the same time, Forum and BSNLEU have called upon the employees to render their best to improve the services. AIBDPA fully supports this initiative of the unions and associations.  It is to be seen what the GoM would prescribe.

 

In this situation, Central Government should come forward immediately with required financial and other assistance for the survival and revival of BSNL, MTNL and ITI. This is no charity – this is legitimate right in the overall interest of the nation. When the central government doles out more than five lakh crore rupees every year to safeguard the profit and other interests of the big private corporates, it can’t be comprehended that it is unable to assist its own telecom enterprises in the overall interest of the nation. The employees are already vocal on the issue. The urgent requirement is that the right thinking people exert pressure on the government. We appeal to the trade unions, employees’ organisations, mass organisations, pro-people political parties, parliamentarians and all patriotic people to come forward and compel the government to accept the demand to save the nation’s precious assets.

‘India lives in villages’. Though the cities are growing continuously, still the majority people are living in the country side. But unfortunately, the villages and rural areas are ignored whether it is development, education, industry or any kind of improvement. Communication services are also not different. Though the private companies hold maximum market share in the telecom services, their contribution, whether in land line or mobiles, are not significant in the remote areas. It is BSNL which connects the lakhs of villages and rural areas. It is the same with the border areas like J&K, Andaman & Nicobar, Lakshadweep, North East states, naxal affected areas etc. The private companies are least interested in providing the services, since there is hardly any profit. BSNL is providing maximum telecom services in these areas with huge losses and risk. Each land line  provided  and maintained will result in significant loss to the company.

BSNL is not providing these connections with profit motive. It is the bounden duty of the government to provide communications in all parts of the country, and as a fully government-owned  company, BSNL has got the responsibility to implement the same. The Post Office is doing the same. While the loss of the India Post, it being a government department,  is borne by the government, in the same way being a fully government owned company, it has got to compensate BSNL by liberal assistance. This has been assured at the time of formation of BSNL, in 2000. BSNL was to be paid Access Deficit Charge (ADC) collected from the private telecom operators so that BSNL, the incumbent operator will be compensated. About Rs. 3,000 to Rs. 4,000 crore was being paid through ADC in the initial stage, but the government discontinued it after a few years. What was the justification for the same? After much persuasion by the Forum as also BSNL, the TRAI proposed Rs. 1500 crore to be paid in 2012-13 and Rs.1,250 in 2013-14 to BSNL from the USO Fund in lieu of ADC.

Even after approval by USOF and clearance by DOT months back, the Rs. 1,500 crore for 2012-13, is still to be paid to BSNL. The Forum approached both Administrator USOF as also DOT for early release of the fund. But both expressed inability to release the amount stating that the fund has been taken back by the Finance Ministry for the time being due to preparation of the budget. Now that the financial  year is over and the budget is presented and approved, there should not be any delay in releasing the Rs.1,500 due to BSNL. BSNL is in dire necessity for funds for procurement of equipment etc. and the release of this amount will be a timely help. The Forum has already demanded the DOT / USOF for early action in the matter. DOT should take immediate action.

In the same way, the amount of Rs.1,250 for 2013-14 also has to be released.

One of the main points raised in the Memorandum by the Forum of BSNL Unions/Associations to the Group of Ministers on Revival of BSNL & MTNL is that the government should take a basic position that BSNL is a fully government-owned Public Sector Unit (PSU) providing service all over India (except in Delhi and Mumbai where another PSU,  MTNL, provides service) including the lakhs of villages and rural areas which are loss-making and where the private companies shy to enter and requires total support from the Government. BSNL is suffering huge losses to provide and maintain service in the nook and corner of the country as part of the universal service obligation of the government.  It is the same with providing services in the border states like J&K, North-East etc. More than 70% of landlines, which cater to a large number of ordinary people, are still with BSNL. It is the incumbent operator with a tradition of more than 160 years of excellent service in telegraph/telephone which helped the nation to develop its communication, infrastructure etc. with sincerity, dedication and determination.  All these aspects the government has to recognise and accept that BSNL is the nation’s requirement and has to be supported in all ways.

Instead of giving priority and most favoured status to BSNL, unfortunately the government is helping and favouring the private telcos. Only a few examples will suffice. Private companies were given mobile licence in 1995-96, while BSNL got licence after six years  in 2002 only, which gave a lot of advantage to the private telcos. When the  3G and BWA spectrum was allotted, BSNL was compelled to shell out Rs. 18,500 crore for pan India service, while the private companies paid  about Rs.5,000 to 7,000 crores only for the same and by cartelising, they are also providing services all over the country. Private companies were allotted spectrum which can be utilised for new advanced technologies, BSNL was allotted spectrum of lesser standard. While the government says of equal field, in fact there is no equal field anywhere. This kind of discrimination against BSNL should be reversed.

The government should issue directions to all the central/state governments, PSUs and govt. assisted organisations to take connections from BSNL only as they have directed in the case of Air India. As far as BSNL is considered, on the insistence of BSNL Employees Union, many agreements like loan have been from PSU banks, group insurance scheme with LIC etc. In the same way other PSUs should take connections from BSNLEU.

These are a few of the immediate action that can be taken by the Government.

BSNLEU Mumbai CTO opposes closure of Telegrams

The meeting of the BSNLEU CTO District Branch Mumbai held on 17th June 2013 at the CTO Conference Hall expressed its strong protest against the decision of BSNL Management to close the telegram services from 15th July 2013. It demanded the management to cancel the ill-motived and ill-timed decision. More than 300 comrades participated including a good number of ladies.

Comrades Purushotham Gedam, Circle Secretary Maharashtra, S.S.Ubhe, Dist. secretary, CTO, Dist. Secretary, Raighar and other leaders addressed. Com.V.A.N.Namboodiri, President BSNLEU and Convener, Forum of BSNL Unions / Associations spoke in detail and briefed the house about the decision of BSNLEU and Forum to oppose the decision of Management. He also spoke on the recent settlement of 78.2% IDA pay fixation, movement of Forum for Revival of BSNL and for better Service and the memorandum submitted to the GoM. He called upon the workers our task to improve the services.

A Press conference was  held after the meeting at the Press club. Coms. V.A.N.Namboodiri, Purushotham gedam and S.S.Ubhe told in detail about our opposition to the closure of Telegram services. It was also told to the press about the decision of the Forum to organise an All India Convention on ‘Revival of BSNL’ and its memorandum to ‘GoM’.

BSNL FOR BETTER SERVICE – GoM ‘ON REVIVAL OF BSNL’

The Government has now appointed a Group of Ministers (GoM) with Finance Minister P.Chidambaram as Chairman for ‘Revival of BSNL &  MTNL’. Other members of the committee are Dy. Chairman Planning Commission Dr. Montek Singh Ahluwalia, Communications Minister Kapil Sibal,  Commerce & Industry Minister, Anand Sharma, Minister for Information % Broadcasting Manish Tiwari and Minister of State for Personnel, Public Grievances & Pension  V.Narayanasamy.  The constitution with these heavy weight ministers shows that high priority has been given to the issue.

Of course, telecom has always been an important sector for the government. Hence it was always under the direct control of the government as a Department, first P&T and later Department of Telecommunications. The Cabinet Ministers who looked after the Ministry include celebrities like Rafi Ahmad Kidwai, Jagjivan Ram, I.K.Gujral,  C.M.Stephen, Shankar Dayal Sharma, Sushama Swaraj  and others. The growth of telecom infrastructure and services have always been a priority with the government, since it is closely connected with the growth of the country itself.

But that priority given earlier has been changed now, after the introduction of the neo-liberal policy for the last two decades. Now the priority is to allow the private players to maximise their profits at the cost of the PSU telecom companies and the country. The naked support to the MNCs and private companies can be seen in each and every decision taken by the government and the discrimination against BSNL & MTNL.

Hence the priority for the GoM on Revival of BSNL & MTNL will naturally focus on further growth of the private companies. The GoM is certain to be in favour of disinvestment and VRS both of which BSNL Employees Union and the Forum have been able to stop through united struggles. It may also decide some insignificant support to BSNL & MTNL with harsh conditions.

The workers can not allow such decisions which will gradually  put a lid on the existence of BSNL, as the government has now decided in the case of telegram services by deciding to close the same unceremoniously  by 15th July 2013.

It is why the Forum has given a detailed Memorandum to the GoM with effective and practical suggestions, which if implemented, will completely change the present scenario and will strengthen BSNL and ensure a better service. The Forum has also decided to organise programmes including an All India Convention at Delhi for wide publicity for our demands and support from the people. The workers have to come forward to implement the programmes and restore the great tradition of the Telecom services in the past.

BSNL is a Central Government fully owned company providing telecom services all over the country, except in the metropolitan cities of Delhi and Mumbai. BSNL was formed on 1st October 2000 as part of the neo-liberal policy of the government, corporatizing from the Department of Telecom (DoT), which was providing the telecom services earlier.  The telecommunications services in India have a long history spanning more than one and half century.

As per information available it was the Telegraph Services which started first. On 5th November 1850, the first telegram was sent from Calcutta to Diamond Harbour, a distance of 50 miles, by the British authorities thus inaugurating the telegraph services in India. First it was for the use of the government, but it was later extended to the people by 1855. It is reported that the telegraph services was effectively used by British for supressing the First War Independence, which they termed as ‘Sepoy Mutiny’.

The telegraph services expanded quickly and were the fasted communication available for many decades. By the 1930s, telephone was invented, and came to India also. Telephone Exchanges were started in big cities like Calcutta, Bombay, Madras and Delhi. The growth of telephones was spectacular.  Almost all major cities and towns were covered by telephone services within one or two decades.  Both the telegraphs and telephones continued side by side along with the limited signals service in the Postal side. Till 1985, it was the Posts & Telegraphs Department which provided  the telegraph and telephone services. In both telegraph and telephone services,  new technologies were introduced one after another which not only improved the services, but also made it faster and faster, which was the requirement of the government and the people. In 1985, Department of Telecommunications was formed, bifurcating the P&T Department, breaking the uninterrupted connection of more than one century.

The new liberalisation policy of the Central Government introduced under Narasimha Rao Government in the 1990-91 period, affected the telecom services also. In 1994-95, the private companies were given licences for providing mobile services, which were not available till that time. It was for the first time that any private company was allowed to function in the telecom sector. (Of course, I am not forgetting the brief period in the 1930s when certain private companies provided telephone services in the major cities which were all taken over by Government). This was a major deviation from the Indian Telegraph Act of 1886 and the existing policy of the government to keep this crucial sector in the hands of the government.

The next step was corporatizing the telecom service was by formation of  Videsh Sanchar Nigam Limited (VSNL – Overseas Communications), Mahanagar Telephone Nigam Ltd ( MTNL – telephone services in Delhi and Bombay) and Bharat Sanchar Nigam Limited (BSNL – telecom services in all parts of the country including telegraph services in Delhi and Bombay). VSNL was formed first, MTNL second and the last BSNL on 1st October 2000. Corporatisation was the step towards privatisation, as already seen in the case of VSNL, which has been handed over to Tatas and is now a private company, Tata Communications.

Growth of BSNL

Despite gross discrimination by the government, BSNL started improving from start and was growing convincingly in the newly introduced mobile services till 2007, when the government got cancelled the 45.5 million mobile tender BSNL, which was intended to tap the fast  growing mobile market. Further tenders were also scrapped due to one or another reason. These were all done to help the private companies to expand in a big way. Even the minimum procurement could be ensured only after the workers went on strike in 2007 under the leadership of the Joint Forum of BSNL Unions / Associations.

In the landline and broad band services, BSNL is having the biggest market share, but in the fast growing mobile, it is having about 13-14% only. While in the first 9 years BSNL posted good profits, in the last four years it has been only losses.  However, in this year, the losses have come down marginally, which is a good sign.

People want BSNL services, but due to various reasons, anti-PSU policy of the government and  inefficiency of the management, workers are not able to provide services as required. The mind-set of the workers has also to be changed for the better towards  customer-oriented. There is no doubt that better service can be provided.

The Forum of BSNL Unions / Associations, the co-ordination committee, has been continuously making sustained efforts to get the anti-PSU policy changed, pressurising the management for procuring equipment etc  and motivating the workers for providing a better and courteous service. Through the “Customer Delight Year” campaign, it has been able to get the service better, though in a limited way.

The Government has formed a  Committee of Group of Ministers (GoM) with the Finance Minister P.Chidambaram as Chairman with other five members including Communications Minister Kapil Sibal as members for ‘Revival of BSNL’. The intention of the government is well understood. Its main agenda will be disinvestment and VRS. But the workers cannot sit idle. This challenge has got to be converted in to an opportunity for saving and strengthening BSNL and for providing a better service to the Nation. The past glory of the telecom services has to be restored.

This is the immediate challenge. BSNL workers are prepared to accept the challenge and change the situation for the better.  The workers will have to make maximum efforts for a better service to the people.  BSNL stands for Better Service.

The Core committee of the Forum of BSNL Unions / Associations in its meeting on 14th June elaborately discussed about holding of an All India Convention as already decided by the Forum. Tentatively, the Convention will be held on 3rd August. Trade Union leaders and Members of Parliament will address the Convention. The main intention of the convention is to propagate our demands and suggestions on the ‘Revival of BSNL’, get maximum support from the people and also to educate the employees to provide better service to the people.

Within the next three months such conventions will be held at Circle and District levels.

The Forum has called upon all workers to make these conventions a big success by participation and providing valuable suggestions.

The Forum of BSNL Unions/Associations which met today, 13 June 2013, called upon the entire BSNL employees to unitedly face the crisis and determinedly to make all efforts to revive BSNL, both financially and also in providing a better service to the people. The Forum sought meetings with the Finance Minister, who is the Chairman of the Group of Ministers on  Revival of BSNL and MTNL as also Communications Minister to present its view points included in the Memorandum submitted to them.

The meeting also decided to organise an All India Convention at New Delhi in August 2013 to be followed by Circle and State Conventions in the next three months to propagate its views and suggestions and get maximum support from the people for the revival of BSNL.

A very important meeting of the Forum of BSNL Unions / Associations is scheduled to be held at 03.00 PM tomorrow ( 13th June 2013)at the FNTO office. The meeting was fixed in the Forum meeting held yesterday for calling off the strike after the issue of the 78.2% IDA pay fixation. It was unanimously agreed that the next immediate priority should be the revival of BSNL, for which the Forum can take a pivotal role. A detailed memorandum has already been submitted to the Group of ministers (GoM) appointed for the purpose. The intention of the govt. may be to introduce VRS, start disinvestment etc. This challenge has to be accepted and the crisis should be made an opportunity for improving the services and revitalising. We can never agree to VRS or disinvestment. We have given specific suggestions for making BSNL viable and improve services.

All these issues will be seriously discussed in the meeting tomorrow and suitable decisions taken.  Suggestions in this connection are welcome.

Closure of Telegram Services opposed

I express my strong protest against the decision of BSNL to close the telegram services. BSNL has issued orders stating that the telegram services will be closed with effect from 15th July 2013.

This decision has been taken by the management without discussing with the recognised unions. Telegraph Services were started in India by the British in 1850. On 5th November, the first message went between Diamond harbour and Calcutta.First  it was only for use of the government and later extended to the people. Telegraph was the fastest mode of communications till the telephones services started in the 1930s. Still telegraphs continued as a major method of communication.

The Central Telegraph Offices in Calcutta, Bombay, Delhi, Madras etc. employed hundreds of Telegraphists, Telegraph Clerks and Telgraphmen on duty round  the clock. It was not  much different in other cities. The cut-cut-cud-cut of the telegraph machines filled the Instrument Rooms. The traffic was so busy that sometimes the staff have to forego even tea-break.

Of course, everything has changed during the last two decades. 90% of the telegrams have been reduced. Now it is being used in the rural areas, by the military and military personnel, some banks, medical rpresentatives and by some others for legal and record purposes etc.

BSNL management might have issued the order  to reduce its losses being incurred for running the services. Nobody will deny that justification. BUt as in the case of loss making telephone services in the rural areas, the telegram service also has to be maintained. Further, before taking such a drastic action as closing the service completely, the recognised unions of the employees have not even been consulted. The Management also should have considered the people who are still using the telegram services. Telegraph is to be treated as a Heritage service and maintained at least in the District HQrs as at present.

I express my strong protest against this closure of one of the earliest service in the country. The BSNL Management should urgently discuss the matter with the unions/associations so that the issue is solved in an amicable way.
