The Core Committee of BSNL Unions/Associations met today, 25th July and decided about the arrangements of the National Convention to be held at Mavlankar Hall on 3rd August. More than 1,000 delegates from all over India are expected. S/Shri Dr. Sanjeeva Reddy, M.P. President, INTUC, Gurudas Dasgupta, M.P.General Secretary AITUC, Swadesh Dev Roy, Secretary, CITU, B.N.Rai, General Secretary BMS and TKS Elangovan M.P. LPF and other leaders will address.

A Declaration on the Revival of BSNL will be adopted by the Convention.

The Forum of BSNL Unions/Associations have been meeting and pressing the DOT / USOF for early payment of the already approved Rs. 1,500 crore to BSNL in lieu of the ADC for the year 2011-12. The amount has now been paid to BSNL and the latter has utilised it towards payment of the loan taken earlier.

The Forum is now making efforts to get the Rs.1,250 crore which has been recommended by TRAI in lieu of ADC for the year 2012-13.

The Core Committee of the Forum of BSNL Unions / Associations will meet the CMD BSNL at 1030 AM on 22 July 2013 to discuss about the immediate actions to be taken to improve and expand the BSNL services. A detailed letter on the subject will also be handed over in addition to the copy of the Memorandum submitted to the Chairman of the GoM on Revival of BSNL/MTNL.

Law Ministry approves amendments to Telegraph Act

The Law Ministry has approved amendment of the Indian Telegraph Act to pave the way for Bharat Sanchar Nigam Ltd (BSNL) to roll out mobile networks in naxal prone regions across ten states bypassing the bidding route, a top official in the telecom department told ET.

The amendment is necessary since the Indian Telegraph Act does not allow the government to directly mandate BSNL to handle mobile coverage in naxal infested regions since the Rs 3,046-crore project is being fully subsidised by the Universal Services Obligation Fund (USOF). BSNL has to act fast to ensure that the mobile networks in the naxal areas are rolled out efficiently and with speed. This will increase the credibility of BSNL

BSNL Loss – due to less revenue and not due to salary increase

BSNL, DOT and Government continuously propagate that the loss to BSNL is due to the excess staff and one lakh surplus workers should be reduced through VRS. What are the facts?

There was 3.97 lakh employees when BSNL was formed in October 2000. As on 31st March 2012, the strength of employees was only 2.58 lakhs. Within 12 years, 1.39 lakhs have been reduced by retirement etc.
What about the profit/loss? When there were 3.97 lakhs BSNL was having profit. All the first 9 years from 2000-2001 to 2008-2009, when there was much staff then at present, mostly above 3 lakhs, there were good profits. Thus the argument of the management that the loss is due to salary of employees is completely devoid of facts. The % of salary to revenue/expenditure has been increased only because the revenue has gone down during the last 4 financial years. Who is responsible for the revenue loss? It is not the workers. It is due to the anti-PSU policies of the government and the lethargic BSNL management which utterly failed in expanding and developing the services. The cut-throat competition is also another reason.

The BSNL Management is continuously mentioning that the salary of the workers is the reason for loss of the company is only to cover up their mismanagement which resulted in the loss of revenue and hence the loss.

Revival of BSNL/MTNL – GoM to meet on 30th July

The Group of Ministers (GoM) on Revival of BSNL/MTNL will meet again on 30th July. The first meeting was held on 12th June.

In the last meeting the DOT has presented the position of both BSNL and MTNL and requested for grant of Rs. 22,964 crore on issues connected with spectrum, preference for MTNL and BSNL for providing services in government departments, PSUs etc. and and also for entry in to the broadcast segment.

MTNL has posted a loss of Rs 5,321.12 crore for 2012-13, compared to Rs 4,109.78 crore in 2011-12. BSNL posted loss of about Rs 8,198 crore for 2012-13, compared Rs 8,851 crore in 2011-12.

Forum of BSNL Unions/Associations had submitted a memorandum to the GoM with detailed suggestions for the revival of BSNL. It was also requested for a meeting to present the views. But so far no communication has been received from the GoM. As per the decision of the Forum many comrades have met the Members of Parliament in their areas and presented the Memorandum with the request to take up our demands with the GoM. A massive campaign among the BSNL workers and outside on the demands raised by the Forum is necessary to get support of the people.

Forum Calls for protest action against 100% FDI in Telecom

The Forum of BSNL Unions / Associations in its meeting held on 17th July has strongly protested against the decision of the government to increase the FDI in Telecom Sector from 74% to 100% and in defence from 26% to 49%. This decision is completely against the security concerns of the nation. The Indian telecom companies will be taken over by the foreign companies, since they can own up to 100% as per this decision. Pumping of so much foreign money in to the sector will jeopardise the future of BSNL and MTNL.

The Forum, therefore has decided to organise agitatioanl programmes against the increase in FDI. Lunch hour demonstrations will be organised on 25th July 2013. The employees will wear badges protesting against the FDI increase and demanding dropping of the unwise decision. The badge will have the following slogan: DROP DECISION TO INCREASE FDI IN TELECOM AND DEFENCE”
Forum will continue the struggle against the FDI increase.

100% FDI in Telecom – Risk to National Security

The decision of the government to increase the Foreign Direct Investment (FDI) in telecom is nothing short of inviting serious risks to national security. The Forum of BSNL Unions / Associations  strongly protests against  the move and will meet today to discuss the issue and plan agitational programmes.

Already 74% FDI is allowed in the telecom sector. This has resulted in majority influence of foreign MNCs in some of the private telecom companies. The case of Vodafone is well-known. Neither they agree to the restrictions of the government of India on many occasions, but they are also openly violating the regulatory conditions. They refuse to pay due income-tax levied on them. If 100% FDI is allowed as decided now, many of the Indian private companies will be taken over by the Foreign MNCs with disastrous result for India. The snooping by the US Intelligence Agency through the mobile companies are well exposed and known to all. Under such circumstances any increase in  the FDI and giving a free hand to foreign companies in the telecom sector, which is the second line of defence, will be suicidal.

The increase in FDI will seriously and adversely affect the growth of BSNL. Pumping of huge money to the private telcos and lack of funds for the PSUS, BSNL and MTNL, will lead to the marginalisation of the latter. This in turn will be utilised by the private companies to increase the rates for calls and other telecom services on a large-scale and the customers will have to pay more.

The Forum of BSNL Unions/Associations expresses its strong protest and demands the government to desist from the move to increase the FDI to 100%,  failing which the unions in BSNL will be compelled to resort to agitations programmes.

Telegram Services – buried alive. Will it come back?

The nation will never forgive the BSNL Management, DOT and the Government for burying the telegram services, while it was still alive. There was no demand from the people to close it. They were still using it. The argument that the telegram service was in loss is a myth. Telegram services  is part of the telecommunication services, which is in loss for the last three years and naturally the telegram services also had their share. But there was no justification to close it.

The people loved it. They had used it at one time or another. They had nostalgia about the telegrams.

The workers protest against closure has been ignored by the BSNL which put a stop to the living telegrams. But still the case in the Chennai High Court is there. Let us hope that telegram services will come back with alive to serve the people.
