A meeting of the United Forum of BSNL Unions will be meeting at 1500 hours on 24th September to review the preparations for the One Day Strike on 27th September on the major demands of the BSNL Workers.

The Forum of BSNL Unions/Associations is scheduled to meet on 25th September to review the activities after the 3rd August National Convention as also plan further activities for the “Revival of BSNL.” The meeting will start at 16.00 hours.

The Forum of BSNL Unions/Associations have addressed letters to all the Chief Ministers in the country requesting for support in strengthening BSNL and enabling it to provide better service to the customers. It also requested the CMs to give mandate to the government departments and state PSUs to use only BSNL services.A copy of the Declaration adopted by the National Convention on “Revival of BSNL” held at Mavalankar Hall, New Delhi, on 3rd August was also attached.
The Forum has sent similar letters to more than 100 Members of Parliament earlier. Some of them have addressed the Prime Minister asking to address the concerns of the workers and to take necessary action to revive BSNL.
Conveners of Forum at Circle / SSA levels can meet the MPS and CMs and persuade them to take necessary action in the matter.

The Chief Labour Commissioner has called both the Forum and the BSNL Management for conciliation on 29th August 2013 on the demands raised by the Forum on the proposed strike of 12th June ( which was withdrawn after settlement with management). The meeting will take place at 11.00 AM at Shram Shakti Bhawan.

Comrade Khagan Das, Senior Member of Parliament from Tripura, has written to Prime Minister Dr. Manmohan Singh and Finance Minister and Chairman of GoM for ‘Revival of BSNL’ asking to positively consider the demands of the Forum of BSNL Unions/Associations submitted to them on the ‘Revival of BSNL’ and for a Better Service.

The Central Secretariat Meeting of BSNLEU has called upon the BSNL employees to organise One Day strike on 27th September 2013 on the urgent demands included in the 30 point a Charter Of Demands submitted to the management.
The first two face of agitation have been seen completed successfully with massive participation. The next phase of One Day Strike will now be organised on 27th September 2013.
Make all preparations for the Success of the strike.

It is reported that the meeting of the GoM on Revival of BSNL and MTNL has discussed the following and consensus reached:
1. The pay scales of BSNL may be brought to the level of MTNL pay scale by the next wage revision of 2017.
2. The pension for MTNL absorbed staff will be paid by the Government on the basis of X + 1, in which the pension equivalent to the pay scale of BSNL will be paid by government and the pension for the balance will be paid by MTNL.
3. The opinion/suggestion of the MTNL Unions/associations will be sought and taken in to consideration.
The details of the proposals/ decisions are yet to be confirmed.

The reply given by BSNL vide its No. 1-9/2012-PAT (BSNL) dated 08-08-2013 to DOT stating that since 78.2% pay fixation orders are only “effective from this date (10-06-2013), the issue of pay revision, notional or otherwise, of those employees, who retired between 01-01-2007 and 09-06-2013 does not arise” is completely atrocious,unwarranted and in violation of the agreement reached between the BSNL Management and the Forum of BSNL Unions/Associations. We strongly oppose this clarification of BSNL denying the right for 78.2% pay fixation for those retired between 01-01-2007 and 09-06-2013 and demand the management to withdraw its clarification and issue revised clarification granting the pay fixation to those employees, who retired before 10-06-2013 als.
We demand the DOT to reject the clarification of the BSNL and issue orders for payment of pension to post-2007 retirees granting the 78.2% pay fixation.

As per the decision of the Forum of BSNL Unions/Associations, State Conventions are to be held on the line of the National convention to focus on the “Revival of BSNL.” Kerala Circle has taken the initiative and the State level Convention on “Revival of BSNL” will held at Trichur on 13th August. Com. V.A.N.Namboodiri, National Convener, Forum will attend the Convention.
Other circles are also planning their Conventions to be held at the earliest.

It is reported in the press that DOT has suggested to GoM that the debt of MTNL and BSNL can be taken care of by the government, instead of refunding the charges paid by BSNL and NTNL for the broadband spectrum which has been surrendered. The amount paid by BSNL and MTNL for the spectrum is Rs. 8,300 crore and Rs. 4,500 crore respectively.
But this news could not be got confirmed from the DOT.
