The First Asian Regional Conference of the Trade Union International (Pensioners & Retirees) will be held on 3rd December 2016 at Kathmandu, Nepal. After the formation of the TUI(P&R) in the Congress held at Barcelona in 2014, this is the first Regional Conference of Asia-Pacific Region. It is expected that  delegates from about 20 countries will attend including India, Pakistan, Bangladesh, Sri Lanka etc.

From India, Comrades K.K.N.Kutty (NCCPA), K,Raghavendran (AIPRPA) and V.A.N.Namboodiri (AIBDPA) will be participating.

In the entire capitalist countries not only the rights of the workers are being attacked, but the  pensionary benefits and other concessions granted to the pensioners are being withdrawn. In the name of austerity, attack on the toiling masses continues. It is in this context that the Regional Conference is being held. The Nepal Comrades under the leadership of Com. Mohan Bahadur, Vice-President, TUI(P&R) are making all arrangements for the comfortable stay and holding of the Conference. WFTU and TUI(P&R) leaders also will be attending.

The First Asia-Pacific Regional Conference of the Trade Union International (Pensioners and Retirees), affiliated  to World Federation of Trade Unions (WFTU), will be held at Kathmandu (Nepal) on 3rd December 2016. The Conference is being organised by the Retired Employees Association of Nepal under the guidance of Com.Mohan Bahadur K.C., Vice-President TUI(P and R).

Com. V.A.N.Namboodiri, Advisor, AIBDPA will attend on behalf of AIBDPA.

Dear Comrade,

ALTERNATE ARRANGEMENT FOR PENSION PAYMENT IN CASH DEMANDED.

CHQ has demanded DOT to make alternate arrangements for payment of pension in cash to DoT and BSNL pensioners in the wake of riotous situations in banks and post offices consequent on demonetization of Rs.1,000 and Rs.500 currencies. A detailed letter written in this regard to the Secretary, DoT and Member (Finance) were delivered personally by Com.K.G.Jayaraj, General Secretary on 18-11-2016. In the absence of Secretary, DoT the issue was discussed with Shri.Prahlad Singh, Member (Finance) who agreed to examine and do whatever is possible.

PENSIONARY BENEFITS TO BSNL PENSIONERS ON IMPLEMENTATION OF 7TH PAY COMMISSION RECOMMENDATIONS.

General Secretary had a discussion with Member (Finance) and Director (Establishment), DoT on 18-11-2016 regarding extension of pensionary benefits to BSNL pensioners based on the amendments made in the CCA (Pension) Rules, 1972 consequent on implementation of the 7th Pay Commission recommendations. General Secretary pointed out that BSNL pensioners are covered under the CCS (Pension) Rules, 1972 amended from time to time and accordingly pensionary benefits were extended to BSNL pensioners after implementation of 6th Pay Commission Recommendations. Therefore action has to be initiated for early issue of orders for extension of DCRG, Commutation, Leave encashment, additional pension etc at the new rates to BSNL pensioners. The Director (Establishment) agreed to process the issue.

ODISHA AND BIHAR CIRCLE BRANCHES FORMED.

AIBDPA Circle branches have been formed in  two more important circles, Odisha and Bihar. Now, we have 26 circle branches and cover almost all the major circles.

ODISHA CIRCLE.

The Circle Branch was formed in a well attended meeting of pensioners at Bhubaneswar on 14-10-2016. Veteran leader and Circle President of BSNLEU, Com. P.R.Das presided over the meeting. Com.V.A.N.Namboodiri, Advisor, inaugurated the convention with an elaborate speech covering the important issues of the pensioners in general and DoT-BSNL pensioners in particular. He also stressed the necessity of formation of AIBDPA and appealed all to strengthen it to safeguard the interests of the pensioners. A host of leaders including Com.S.R.Das, Circle Secretary, BSNLEU, addressed the meeting . Office bearers were elected unanimously with Com.P.R.Das (Patron), Com. A.C.Mohanty                            ( President) and Com.Sahdeb Biswal (Circle Secretary)

BIHAR CIRCLE.

The meeting for  formation of circle branch witnessed large delegation of pensioners from all the SSAs in Bihar at the Telecom Recreation Club Hall, Patna on 19-11-2016. Com.V.A.N.Namboodiri, Advisor inaugurated and narrated the issues confronting the pensioners. He also explained how 78.2% IDA merger and annulment of 60:40 condition were achieved through sustained struggles. The meeting was addressed by Com.B.P.Singh, Circle Secretary, BSNLEU, Com.Suniti Chauhan, All India Organising Secretary, BSNLEU etc.  A team of office bearers with Com.B.P.Singh (Patron), Com.R.N.Singh (President) and Com.N.K.Shrivatava (Circle Secretary) have been elected unanimously.

MADHYA PRADESH, KEARALA and NORTH EAST II CIRCLE CONFERENCES HELD.

MP Circle had its conference held on 23-10-2016 at Jabalpur under the presidentship of Com.S.C.Shrivastava, Circle President. Com.V.A.N.Namboodiri, Advisor, inaugurated the conference and a host of leaders including Com.Prakssh Sharma, Circle Secretary, BSNLEU, addressed. Com. S.C.Shrivastava and Com.H.S.Thakur  were reelected as Circle Secretary and President, respectively.

Com.M.B.Rajesh M.P inaugurated the open session of the4th Biennial Kerala Circle Conference at Thrissur held on 1,2 November, 2016. Com.R.Aravindakshan Nair, Circle President controlled the proceedings. Com.V.A.N.Namboodiri, Advisor delivered the keynote address. Prominent leaders of sister organizations including Com.K.Mohanan, Circle Secretary, BSNLEU addressed the open session. The subject Committee session was inaugurated by Com.K.G.Jayaraj, General Secretary. A seminar on ‘Globalisation and the Pension Community’ was inaugurated by Com.K.K.N.Kutty, Secretary General, NCCPA. Coms.R.Aravindakshan Nair and N.Guruprasad were reelected as President and Circle Secretary.

North East II Circle Conference was held successfully at Imphal on 09-11-2016. Com.M.B.Singh, Circle President was in the chair. An open session also was held in which Com.           Shanta, General Secretary, CITU, Manipur was the Chief Guest. Coms.K.G.Jayaraj, General Secretary, Prabir Dutta, CHQ Vice President and other leaders spoke. Com.M.B.Singh and Com.M.Kulla Singh were reelected as Circle President and Circle Secretary respectively.

West Bengal Circle conference is scheduled to be held on 11,12 February, 2017 at Midnapore and Karnataka on 25,26 February, 2017 at Mysuru. Tamil Nadu also has decided to hold the conference in March, 2017 at Tirunelveli.

CENTRAL EXECUTIVE COMMITTEE MEETING AT MYSURU ON 23, 24 FEBRUARY, 2017.

Karnataka Circle has agreed to host the next  Central Executive Committee meeting at RTTC, Mysuru on 23 & 24 February, 2017. The meeting will start at 10AM on 23-02-2017 and conclude in the afternoon of 24-02-2017. Circle Secretaries and CHQ office bearers are requested to reserve their to and fro tickets in advance to ensure the participation of all. The official notice will be issued in due course.

PARLIAMENT MARCH OF CONFEDERATION ON 15-12-2016.

Confederation of Central Government Employees & Workers is conducting a phased programme of struggle culminating in a strike against refusal of modifications sought in the unilateral implementation of 7th Pay Commission recommendations by the government. The demands also include implementation of Option 1, ie parity in pension, the only positive recommendation of the pay commission for the pensioners. CHQ has decided to support the agitation of the Confederation demanding genuine issues. The third phase of agitation is the Parliament March on 15-12-2016 at Jantar Mantar at 10AM. So Circle Branches of NTR, UP (E), UP (W), Rajasthan, Haryana and Punjab are requested to arrange participation of maximum pensioners from their circles in the Parliament March.

SUPPORT THE AGITATION AGAINST FORMATION OF SUBSIDIARY TOWER COMPANY.

All the unions and associations, both executive and non-executive, have decided to unitedly fight against the move of the central government to form a separate tower company with the ulterior motive of weakening the BSNL and subvert the revival efforts. The meeting of all unions held on 16-11-2016 at New Delhi has decided to conduct Mass Dharna on 25-11-2016 at SSA,Circle and Corporate office level and one day STRIKE on 15-12-2016. AIBDPA is committed to support the struggle and calls upon all its units to participate en masse in the Dharna on 25-11-2016 and extend solidarity to the strike on 15-12-2016.

BSNLEU ALL INDIA CONFERENCE AT CHENNAI FROM  31st DECEMBER 2016 TO 3rd JANUARY, 2017.

The 7th All India Conference will be held at Chennai from 31st December, 2016  to 3rd January, 2017. AIBDPA circle branches of Tamil Nadu and Chennai Telephones are closely associating with the Reception Committee to make the conference a grand success.

ASIA PACIFIC REGIONAL CONFERENCE OF TUI (P&R) AT KATHMANDU.

The Asia Pacific Regional Conference of Trade Unions International (Pensioners & Retirees) is being held at Kathmandu, Nepal on 03-12-2016. Com.V.A.N.Namboodiri, Advisor, will participate representing AIBDPA.

GENERAL SECRETARY AT CHQ

Com.K.G.Jayaraj, General Secretary, has joined CHQ on 12-11-2016 and will be available in New Delhi up to 16-12-2016.

78.2% IDA MERGER- CIRCLE ASSOCIATIONS SHOULD INTERVENE FOR EARLY PAYMENT OF ARREARS.

As per directive contained in the order issued by DoT on 18-07-2016, the arrears are to be paid latest by 31-12-2016. CHQ had directed all circle branches to effectively intervene to ensure that arrears are paid to the eligible pensioners well before the last date. According to reports received so far while good progress is visible in a few circles, most of the circles are very slow making it doubtful to pay before the target date. So Circle Secretaries and CHQ office bearers are again requested to take it seriously and exert pressure wherever required for early payment of the arrears.

DONATION OF Rs.1000 TO BE COLLECTED.

As already intimated in the last circular, earnest efforts be made to collect  donation from all members at a minimum Rs.1,000 and distributed at the same rate of quota, viz District 40%, Circle and CHQ-30% each.

Historic Circle Conference of AIBDPA, Kerala Circle

It was enthusiasm all along the two days of November 1,2 -2016 at Tagore Centenary Hall, Thrissur where the 4th biennial Kerala Circle Conference was held in a most befitting manner. The conference kick started with the flag hoisting by Com.V.A.N.Namboodiri, beloved leader and Advisor at 10 AM on 01-11-2016.

The open session held at 1030 AM was inaugurated by Com.M.B.Rajesh. MP with an educative and elaborate speech. Com.V.A.N.Namboodiri delivered the key note address. Coms. Venkiteswaran (CGPA), K.Mohan (Circle Secretary, BSNLEU). V. Sreekumar (State President, Confederation), Sudhir (SNEA),B.Vijayakumar (AIBSNLEA), N.R.Somasekharan Nair (CCLU) and R.Padmanabhan Nair(Security Staff Association) addressed. Com.N.Guruprasad, Circle Secretary welcomed the gathering and Com.P.M.Gopalakrishnan, General Convenor, Reception Committee proposed vote of thanks. Com.R.Aravindakshan Nair, Circle President presided.

The Delegate session was at 2.30PM was inaugurated by Com.K.G.jayaraj, General Secretary. The biennial report and audited accounts were presented by Com.N.Guruprasad, Circle Secretary and Com. K.J.sanalkumar, Treasurer, respectively.

An effective seminar  at 6 PM on “Globalization and the Pension Community” was inaugurated by Com.K.K.N.Kutty, Secretary General, NCCPA. Com.K.G.Jayaraj was the moderator in the absence of Com.P.V.Chandrasekharan who could not attend due to ill health. Com.V.A.N.Namboodiri presented the subject. Com. P.K.Muraleedharan, Circle Convenor, NFPE spoke. Com.K.Damodaran, Circle Organising Secretary welcomed and Com.C.Sadanandan, Joint General Convenor, Reception Committee proposed vote of thanks.

In the subject session resumed at 9 AM on 02-11-2016, 34 comrades actively participated in the discussion on report and organisational issues. Coms.N.Guruprasad, Circle Secretary and K.G.Jayaraj, General Secretary replied appropriately after which both report and accounts were passed.Resolutions on important issues presented by Com.K.Padmanabhan were adopted.

557 delegates participated out of which 76 were lady comrades.

Office bearers were elected unanimously with  Com.P.V.Chandrasekharan ( Advisor), Coms.V.Kesavan, M.R.Chandran, K.Arjunan, Karayi Sreedharan, K.Krishnan and P.V.Unnikrishnan (Patrons) Com.R.Aravindakshan Nair (President), N.Guruprasad (Circle Secretary) and K.J.Sanalkumar (Treasurer). Celebrate Foundation Day of AIBDPA on 21st October 2016

It was on 21st October 2009 that All India BSNL DOT Pensioners Association was formed at a grand nATIONAL Convention held at Gharwal Bhawan, New Delhi. It was inaugurated by  veteran Trade Union leader Com.M.K.Pandhe, President of CITU. During the last seven years AIBDPA has become stronger and has taken up and settled many issues of the pensioners. It continues to be the champion of the DOT and BSNL Pensioners. It is part of the National Co-Ordinating Committee of Pensioners’ Association and also the Trade Union International (Pensioners and Retirees).

Celebrate AIBDPA Foundation Day by organising meetings, demonstrations etc.

Govt. should allot spectrum free to BSNL

Com.V.A.N.Namboodiri, Advisor, AIBDPA met Shri J.S.Deepak, Secretary DOT and requested that spectrum be allotted free to BSNL. He pointed out that 700 Mhrz and 800 Mhrz has not been bid by the private telcos citing its high basic price. Com.Namboodiri stated that if 700/800 Mhrz spectrum is given free to BSNL, it can provide the 4G services and also compete with the private companies. It will  compel the private telcos to bid for the same spectrum resulting in good amount to the government. BSNL will become profitable and if necessary the price for spectrum can be paid in installments.  Secretary heard the same patiently.

Com.V.A.N.Namboodiri, Advisor, AIBDPA met Shri J.S.Deepak, Secretary, DOT today,18th October 2016, and requested that the October pension be paid in advance to celebrate Diwali festival which comes in the last week of October.  A letter in this respect signed by Com.K.G.Jayaraj, General Secretary was handed over to Secretary DOT.  Secretary DOT appreciated that the issue has been raised and assured that the matter will be favourably considered.

Com.V.A.N.Namboodiri, Advisor AIBDPA and Founder Convener of the JAC/Joint Forum/ Forum addressed the following letter to Shri Manoj Sinha, Minister of state for Communications, requesting allotment of free spectrum to BSNL and also asking to implement the assurances given at the time of formation of BSNL.

Respected Sir,

Sub: Assistance to BSNL – reg

You are fully aware that BSNL is struggling to improve it’s finances, provide a better service to the customers and restore it’s past glory.

After 4 years of loss, it has posted operational profit in 2014-15 as also in 2015-16 and is expected to be profitable by 2017-18. The programmes implemented and continued to be implemented like “Customer Delight Year”, “Service With A Smile” etc. as also the beneficial packages for the customers, BSNL will improve it’s position, financially as well as providing service.

The main issue for BSNL is the scarcity of funds. For the last six months or so, BSNL has been providing maximum number of mobile connection, say 20 lakh or more and still continues to be the leader. It sufficient funds are made available, there will be much more progress.

It was not that BSNL was not having funds. The Rs. 40,000 crore surplus fund was mostly taken for spectrum charges to the extent of Rs.18,500 crores, refund of an imaginary loan of Rs.7,500 crore at high interest rate etc.

BSNL was assured financial assistance at the time of it’s formation, like ADC, refund of licence fee and liberal assistances from USOF for providing loss making services in villages and remote areas for implementation of the universal connectivity policy of the government. All these, except USOF support, are arbitrarily discontinued putting BSNL in a fix.

Now that the spectrum auction is over and the government have received about Rs.66,000 crore from the same, it is our request that a portion of the same, say about Rs.10,000 crore be given to BSNL as assistance or as refundable loan without interest. This will help BSNL in a big way for recovery. As promised earlier, either the licence fee for BSNL be waived or refunded. It is also requested that the government honour it’s assurances and commitment made at the time of formation of BSNL, on which 3.5 lakh workers got absorbed themselves in the PSU.

As a representative of the DoT & BSNL Pensioners Organisation, I may submit that many of our issues are also connected with the future of BSNL.

NFPE Federal Council demands scrapping of NPS for CG employees

The 10th Federal Council Meeting held at Guwahati from 07th to 9th September 2016 has adopted a strong resolution demanding the scrapping of the NPS for those recruited from 01-01-2004 and demanded that all those employees recruited from 01-01-2004 also should be made eligible for the Defined Benefit  Pension Scheme. In the Strike Notice issued by the National JAC of Central Government employees also, the same demand has been raised.

This is fully justified. The Forum of BSNL Unions/Associations should also demand that all the employees appointed from 01-10-2000 ( date of formation of BSNL) should be granted the Defined Statutory Pension as in the case of the DOT appointed and BSNL absorbed employees. The discrimination between the two set of employees should be removed and justice given to the BSNL appointed employees.
