As per a report in the ‘Financial Express’, BSNL is preparing for 4G services. The report is given below:
“State-run BSNL has started the process to roll out 4G services across the country with an outlay of around Rs 11,000 crore. The company has come out with a tender for installing 50,000 new 4G sites in north, east, west and south zones and around 7,000 new sites for Delhi and Mumbai zones (for MTNL) entailing an investment of Rs 8,697 crore. The last date for vendors to apply for contracts is May 8 and bids will be opened on May 9. Apart from that, around 43,000 2G and 3G sites of the company will be upgraded to 4G, costing another Rs 3,500-Rs 4,000 crore.
According to the bidding document, the company with the lowest evaluated price of the technically and commercially responsive bids (L1) will be given the choice to select any three of the five zones for which the tender has been floated. The L2 bidder, thereafter, will be given the choice to select any one of the remaining two zones at L1 price.” (Courtesy: Financial Express)

14th April 2020 is the 129th Birth Anniversary of Bharat Ratna Dr. B.R.Ambedkar, the architect of the Indian Constitution and the saviour of the down trodden. We pay homage to Dr. Ambedkar on this day.
Every year, 14th April, Ambedkar Day, is declared as a Holiday for central and state governments, but in the last moment. Why can’t it be declared along with other holidays before the new year starts. This was question was raised earlier also, but no convincing reply received so far.

One of the darkest chapters in the British Rule was the Jallianwala Bagh massacre of hundreds of innocent Indians who had assembled to protest against the Rowlatt Act/hear the speeches of the freedom fighter leaders. This was on 13th April 1919.
The Rowlatt Bill, which curtailed the rights of the Indian people and enabled the government to impose stringent punishments was strongly opposed by the Congress and the freedom movement. Mahatma Gandhi called for observance of protest strike and disobedience movement against the same. It was also decided to observe 30th March 1919 as protest day by fasting, hartal etc. Five people died in the firing by police in Delhi on that day. Protesting against this, countrywide demonstrations were held participated by thousands all over the country. The entire country was in a protest move.
In Punjab, the situation was more tense. Dr. Saifuddin Kitchlew and Dr. Satyapal, who were organising the 1919 All India Session of the Congress in Punjab were arrested and taken away to some secret place. The people who started protesting were fired upon and some were killed.
A big public meeting was organised to protest the atrocities of the British on 13th April 1919 at Jallianwala Bagh in Amritsar. More than 20,000 gathered in the place to hear the leaders. When the meeting started and leaders started speaking, all of a sudden, General Dyer came there with about 150 troops both British and Indian. Immediately,without any warning, he ordered fire against the people gathered there. It is recorded that 1600 rounds were fired and was stopped only when they ran out of ammunition.
It was terrible. Hundreds of people were killed on the spot and thousands were seriously wounded many of whom died later. There was no warning before the firing or at least the people did not know. And even if known, there was no way to disperse. The maidan was surrounded by walls/ houses and there was only a narrow path to go out through which even a vehicle could not pass. According to Government there were 400 killed and more than 1000 wounded. But this is far less than the actual casualty. General Dyer later told arrogantly that he wanted the people to be punished for defying the law. The British cut the water and power supply in the whole of Amritsar. People were fogged for coming out in to the streets. A terror was let loose.
The entire country rose in anger. Protest actions continued for days together. Revolutionary activities increased against the British. General Dyer who returned to England was shot dead by Udham Singh, a youth from Punjab who went to England to avenge the Jallianwala Bagh massacre.
101 years have passed since this brutal massacre of the Indian people. We have got freedom. Every year on 13th April, the day is observed at Jallianwala Bagh, where a martyrs column is erected in memory of those killed, with massive participation, speeches, homage to the martyrs etc.
I had the privilege to attend and pay my respectful homage to the martyrs there, about 10 years back. All over Punjab and many centres in India, the day is observed as Jallianwala Bagh Martyrs Day. The day was celebrated with all solemnity with participation of hundreds of people. I was given a chance to speak in the meeting held afterwards by the CITU state committee near the spot.
We all pay our respectful homage to those martyrs who have sacrificed everything at the altar of the freedom of the country. They will always be an inspiration in our future struggles and advance march.

Deputy CLC, Tamil Nadu & Puducherry, directs CMD BSNL to pay wages to the contract workers.
The Deputy Chief Labour Commissioner of Tamil Nadu & Puducherry has written to the CMD BSNL, yesterday the April 10, 2020. In it’s letter, the Deputy CLC has referred to the complaint received from TNTCWU (Tamil Nadu Telecom Contract Workers Union), over the non-payment of wages. The Deputy CLC has stated that non-payment of wages during the curfew period violates the provisions of the “Disaster Management Act” and has directed to sort out the issue immediately. Sub. : – Non-payment of 10 months’ wage arrears of BSNL contract workers – reg.
We wish to bring the following burning issue to your kind notice, for favour of necessary intervention please.
The nation is passing through an unprecedented crisis due to the COVID-19. The crisis has brought a more serious
situation to the casual and contract workers. The Labour Ministry, as well as the Finance Ministry, have issued
serious instructions a week ago, advising that the contract workers should not suffer from non-payment of wages,
on account of lock-out, lay-off and also due their absence from work, in view of the lock-down. All these instructions
only show that the government is very particular that the workers belonging to the downtrodden section should not
suffer in a situation when the nation is facing a crisis from COVID-19.
However, we are constrained, as well as extremely saddened, to bring to your kind notice that, the contract workers
in BSNL have not been paid wages for the past 10 months. Despite non-payment of wages for such an unusually
prolonged period, the contract workers continue to work, contributing to the uninterrupted and efficient maintenance
of BSNL’s networks.
It is true that these contract workers have to be paid only by the contractors who have engaged them. However, the
contractors could not pay the wages, in view of the fact that the BSNL Corporate Office has not allotted funds to the
circles for the payment of the bills of the contractors. The net result is that, the contractors have not paid wages to
the contract workers for the past 10 months.
In the present scenario, when the government is issuing various instructions to ensure that the vulnerable sections
of the people do not suffer, we deem it appropriate to bring to your kind notice that, all the instructions of the
government are thrown to the winds, so far as the contract workers of BSNL are concerned.
Under these circumstances, we earnestly implore upon you to kindly ensure that, necessary funds are immediately
released by the BSNL Corporate Office, so that the contract workers are paid their wage arrears, which remains
pending for the past 10 months.

Thanks to Chief Minister Shri Pinarayi Vijayan!
He has assured in today’s Press Conference that he will take up the issue of non-payment of wages to BSNL contract workers with the Central Government..
I never expected such quick response. Of course he is our CM who acts immediately. Only yesterday night the following email was sent to him with copy to Finance Minister and Labour Minister.

I am bringing the following issue to your kind notice for early, sympathetic and necessary action.
There are about 5,000 contract labours, working in BSNL in Kerala circle. For the last one year, they have not been paid wages, either by the contractor or BSNL management on the plea that funds are not available. Agitations were organized, but no result. Two workers had committed suicide in Kerala due to mental agony, being unable to maintain the family. Many workers were retrenched but most of the others continue to work, though not getting wages. Our M.P.s have raised the issue in the Parliament, but no results.
The condition of these workers has become worse in the Covid 19 period.
It is requested that some urgent relief may kindly be granted to these contract workers on humanitarian ground urgently.

Despite all out efforts on the part of BSNLCCWF, BSNLEU and AIBDPA and agitations, it is disheartening that the BSNL management has not cleared funds for the payment of wages to about 40,000 – 50,000 contract workers through out India for the last more than one year. Contract workers belong to the lowest paid employees and they manage to live literally from hand to mouth. Whatever savings, if any, has all been gone. They are unable to return the money taken on loan to manage their lives. No money to purchase dress for their children. They are living in real hell.
The issue was several times raised in the Parliament by many Honorable Members of Parliament belonging to different parties, including that of the ruling party. But still no action.
BSNL is not allotting funds on the plea of lack of funds. At one time it was a fact. But now the salary of the employees are paid upto date, including the highly paid officers, the bank loans are being paid, the payment to societies are made etc. etc. But still no payment to contract workers.
The BSNL expenditure has been got reduced for the last two months due to the VRS and retirement of about 80,000 workers. There might be savings of about Rs. 1,200 crore at the lowest.
The DOT and BSNL management should not become inhuman towards its workers. This is Covid 19 period and the suffering has increased.
DOT and BSNL Management should ensure that the wages along with arrears are paid at the earliest.
