Com.K.G.Bose, the Guiding Star of P and T and CG employees’ Movement

7th July 2020 is the 100th birth anniversary of Comrade Krishna Gopal Basu (Com.K.G.Bose), who transformed the P and T as also the Central Government employees trade union movement in to a fighting force based on the working class ideology and progressive thoughts. He was an employee of the Posts and Telegraphs Department for only about 7 years having been dismissed in connection with the proposed strike in 1949, but his entire life was dedicated and sacrificed for the cause of the Central and P and T employees in particular and the working class in general.
He was born as the third son of his parents Shri Jaya Gopal Basu and Smt. Nivanani Basu. Jaya Gopal Basu was a teacher, as also a well-known poet and writer. Both his father and elder brother died in an accident in 1926 and his eldest brother became invalid due to serious illness and passed away in 1937. KG’s mother had to struggle hard to maintain the family consisting of KG, younger brothers and sisters. Both KG and brother Moni completed their studies with the help from Ramakrishna Mission. First KG worked in a private company and then got appointed as a clerk in the office of the Divisional Engineer Telegraphs, Calcutta in 1941. It was a great relief to the struggling family. While studying he was very active in the Marxist Study Group there.
From his joining the department, he became active in the Indian Telegraph Association (ITA) formed by the great pioneer, Henry Barton. He became Branch Secretary in no time. His brother Moni Bose also got job in the same office in 1945.

There were a number of unions in P and T at that time, including All India Post Office and RMS Union started by Babu Tarapada Mukherjee, Postmen and Lower Grade Staff Union started by V.G.Dalvi Bar-at-Law and Indian Telegraph Association. Most of them were led by reformist leadership.

It was at this time that the Postmen and Lower Grade Staff Union declared indefinite strike from 11th July 1946. Although started as Postmen strike it spread to all wings of the P and T Department. Under the inspiring leadership of Coms.B.N.Ghosh (Dada Ghosh) and K.G.Bose the strike was complete in Posts and Telegraphs in Bengal. The strike and rally organized by the Trade Unions in support of the strike on 29th July 1946 in Calcutta was the biggest rally in the city till that time, participated by about 15 lakhs workers engulfing the entire city.

The strike spread throughout India and the British Government was compelled to discuss with the unions and fully concede the major 12 demands raised in the strike notice. After 23 days, strike was withdrawn on 3rd August 1946. It was a big success. In Bengal the strike continued for three more days and another demand “Good Conduct Pay” was achieved. The P and T Strike in 1946 is considered as part of the great freedom movement as in the case of the Naval Mutiny.

In the formation of the Union of P and T Workers (UPTW) in 1946, merging most of the Unions in P and T, though a youngster, K.G.Bose took a prominent role. The strike planned by UPTW in 1949 could not materialize since all the leaders and many of the delegates who reached Madras for the Supreme Council to take final decision were arrested and jailed. Com. K.G.Bose and many others were arrested from Calcutta itself and jailed. The proposed strike was crushed ruthlessly.

Both Coms. K.G.Bose and Moni Bose were dismissed / terminated from service in connection with the 1949 strike. The case against the dismissal of KG continued for a long time, but finally his dismissal was confirmed in 1961. Moni also was not reinstated.

KG became a full time union worker. National Federation of P and T Employees (NFPTE) was formed on 24th November 1954 through the realignment scheme, merging all the existing unions in the Federation. Through the realignment, a Federation with nine affiliated all India unions was constituted. It was a great achievement in bringing unity. Com.K.G. became one of the most important leaders of NFPTE in Bengal.
The 5 Days Glorious Strike of 1960 by the Central government employees was the biggest strike in Independent India till that time, participated by lakhs of workers. Com.KG took a leading role. Com.K.G.Bose was elected as the Circle Secretary of the Postal Class III Union and later elected as the All India President in 1963.
12th July Committee, a Co-ordination Committee of Central, State, Public Sector, Local Self-Government Employees’ Unions etc. was formed in Bengal in 1966. He was elected as its first Joint Convener appreciating his great contribution in bringing the unions together to form the Committee.

Com.K.G. Bose toured all over India in preparation and for organizing the One Day Token Strike of Central government employees in 1968. The central government dealt the strike in a ferocious way arresting, terminating, dismissing and punishing tens of thousands of workers. 17 comrades became martyrs to the brutalities of the police / CRPF and also crushed under the trains when picketing. Com.K.G. along with others made herculean efforts for vacating the victimization.
The fight against the reformist and revisionist leadership continued. In 1970 Vijayawada Federal Council, contest took place and defeating the revisionist leadership, KG Bose was elected as the President of NFPTE with Com. A.S.Rajan as the Secretary General. For the first time in the history of NFPTE, a Worker President was elected. Till that time, it was only Members of Parliament or Central TU leaders, who were elected as President.

In the next Federal Council held in 1971 at Calcutta, OP Gupta group floated a parallel list of office-bearers and disrupted NFPTE. Some of the affiliated unions and the Confederation of CG employees were also disrupted.
In 1969, KG was elected as an MLA in W.Bengal Assembly and later nominated as a Member of the Pay Commission for the State Government employees. Both the responsibilities he fulfilled with credit.

Com. K.G.Bose played an inspiring role in the massively participated P and T Convention, EDA Convention and Bonus Convention held at Delhi in 1972. It was a show of strength by the KG-Iyer-Adi progressive leadership in the Federation.
All these hectic activities had a disastrous effect on his health. On a checkup it was found that the dreaded cancer has caught with him. But he continued his work without break.

It was during this period in 1973 that he came to Calicut. He was given a warm reception at the Railway Station by hundreds of P and T and sister unions and he addressed largely attended meetings. We never knew at that time that he was suffering from cancer. He did not tell also.

He was taken to London for expert treatment. But to the extreme sorrow of all, sad news came that our dear Com.K.G. left us forever on 11th December 1974. He was only 53. He left behind his wife Smt. Parul Bose, a trade union leader herself and their son Dipankar Bose and family. KG’s younger brother Com.Moni Bose was also in the leadership of the movement and was the first Patron of the BSNL Employees Union and earlier General Secretary of the E.III Union.

The following extract from his letter from London Hospital to the Calcutta Comrades shows his anxiety and keen interest in workers, even when was seriously ill:
“I want to survive and continue my uncompromising fight against all injustices and in this struggle I am not alone. Thousands and thousands of comrades are with me and they are the source of my inspiration…. “We cannot be a party to any proposal which may be considered as surrender of the principled stand by the common workers”.
The own building of BSNL Employees Union in Delhi purchased in 2010 was named “ K.G.Bose Bhawan” in his memory.

I had a long association with Com.K.G. since 1963 when I met him at the Trivandrum All India Conference of E.III Union and where his intervention with the P and T Board Member Mr. Sen Gupta resulted in the cancellation of Rule 14 charge sheets imposed on me and other 7 others for organizing a strike at Kannur. Since then, in the All India Conferences and Federal Council Meetings he was the guiding force for all of us. He visited Calicut twice on our invitation and addressed widely attended meetings. The P and T Union office at Calicut is also named after him and inaugurated by his wife Com. Parul Bose, probably the first building dedicated to his memory.

It is heartening to note that the birth centenary of Com. KG Bose is being observed for one year from 7th July 2020 by various organizations.

In this juncture, when more and more attacks are coming against the working class and whatever gains they achieved through struggles are being taken away, the memory of Com.K.G.Bose will strengthen us to continue our struggle and forward march.

Com.K.G.Bose was the guide, ideologue and leader, who led the P and T and CG employees movement on the correct path. He was a Shining Star for a whole generation of young comrades like me.

Magnificent Strike – Magnificent Achievement.

Meeting with Secretary DOT

Shri P.J.Thomas, Secretary DOT held a meeting with the JCA leaders. While discussions were cordial, there was no clear decision or assurance.
Meeting with State Minister of Communications
The Minister of State, Communications, Shri Gurudas Kamath called for a meeting with the JAC leaders on 26th March 2010. The Minister heard the demands, but could not give any favourable decision. He only stated that appropriate action will be taken.
In preparation for the strike, the JAC issued press release and printed posters and circulated the same in large numbers. Detailed circular was issued calling upon the workers to fully and actively participate in the strike. State level conventions were organized in many centres. This resulted in massive propaganda amongst the workers and public.
A meeting with the Minister Communications, Shri A.Raja was held on 16-04-2010 on the strike demands including against the recommendations of the Sam Pitroda Committee. But there was no favourable decision.

Magnificent Strike – Magnificent Achievement

The strike on 20th April 2010 was magnificent on all counts. The strike which started at 0600 AM on 20th April saw hundreds of BSNL executives and Non-Executives gathering in front of BSNL Offices / Exchanges and demonstrating in support of their demands in the strike. By about 0900 hours almost all the workers had gathered in big cities like Kolkata, Chennai, Bangalore, Hyderabad Pune, Lucknow, Jaipur, Thiruvnanthapuram, Ahmedabad Patna, Bhuvneswar, Bhopal etc. and at circle and SSA headquarters and started demonstration. All offices, exchanges were deserted. So many offices stood closed, as there was nobody even to open them. The banners of Joint Action Committee and its constituent unions / associations were fluttering over the premises. The workers shouted slogans in support of the important demands. It was an exhibition of complete unity of all the executives and non-executives for a common cause. In many centres, leaders of Postal, Central government, State government, Insurance and other PSUs as also Pensioners Associations were present to convey their solidarity and support. The striking workers were addressed by Central trade Union leaders in many places.
Central trade Unions including INTUC, BMS, CITU, AITUC, HMS, TUCC, UTUC, AUTUC etc. had already adopted resolutions supporting the strike. CITU in its All India Conference at Chandigarh called upon all its units to extend full support to the strike. All India Insurance Employees Association called upon all its units to organize demonstrations in front of BSNL Offices in solidarity. AIBDPA and BSNLCCWF, Confederation and NFPE gave similar call. AISGEF extended its support. We received support from many PSU unions. We got so much support mainly due to the fact that the issues focused were issues of not only BSNL employees but they were general issues and against the anti-worker policies of the government. The complete unity of the JAC was another factor.

In the Rajya Sabha, Com.Tapan Sen, M.P. raised the issue in the presence of the Prime Minister. Com. Basudev Acharya M.P. raised the same in the Lok Sabha.
The management became panicky. The Minister of Communications Shri A.Raja immediately called for a meeting with the JAC along with Secretary DOT Shri P.J.Thomas, Member Services Shri S.C.Mishra, CMD BSNL Shri Kuldip Goyal, Director (HR) Shri Gopal Das and other senior officers.
The meeting started at 11.00 hours. Com. V.A.N.Namboodiri, Convener, JAC, conveyed to the Minister that we wanted concrete decisions on the issues raised and that we are not satisfied with vague assurances. All the issues raised in the strike notice were discussed which continued for more than two and half hours. Despite the fact that Parliament was in session, the Minister patiently heard our demands and viewpoints.

The main assurances from the minister were as follows:

1. A Cabinet Note will be prepared, referred to other concerned ministries and then sent for consideration of the Cabinet on ITS absorption issue. This will be done within 4 months. In the meanwhile BSNL will start the process of recruitment of DGMs and Management trainees. How many numbers will be recruited shall be decided by BSNL.
2. Considering the strong opposition of the unions, before taking final policy decision regarding disinvestment of BSNL, the unions will be consulted and taken in to confidence.
3. In the same way, in the case of VRS, Outsourcing as well as infrastructure sharing, the unions will be consulted before any final policy decision is taken.
4. The Unions impressed the urgency of at least minimum 36 million (3crores) mobile lines being procured for this year. CMD BSNL assured that 20 million lines are already available and 10 more millions lines will be obtained.
5. The JAC insisted that order for IDA Pension Revision for officials retired before 01.01.2007 should be issued without further delay. DOT and Management stated that this cannot be done without Cabinet approval since there are no rules at present in the matter. It was directed by the Minister that a Cabinet Note shall be finalized by the end of this month and after circulating to the concerned ministries, it should be submitted to cabinet within next three months for consideration.
6. When the delay for DOT approval for wage revision for BSNL non-executives was brought to his notice, the Minister directed DOT to resolve the issue expeditiously within 15 days.
7. The question of grant of 78.2% IDA instead of 68.8% IDA was brought to the notice of the Minister, who asked BSNL to discuss the issue with the unions.
After the draft minutes were received, the Joint Action Committee met and after discussion decided to call off the strike and the same was conveyed to the Minister and the final minutes of the meeting were issued. Accordingly, the magnificent strike which started in the morning was called off after 15.30 hours.
Impressive Achievement

The widespread strike has woken up the management, which was taking the strike in a casual way. Concrete decisions on time bound basis have been reached.
With regard to disinvestment, outsourcing, sharing of infrastructure as also VRS etc. the JAC has expressed its strong opposition and that the workers will never agree to any such proposals. Minister Shri A.Raja was fully sympathetic, but these are government policies. We have been able to stop them now. We have been assured that that the unions will be consulted before taking any final decision. The Telecom Commission which was to meet and take decision on BSNL IPO on 21st April 2010 postponed the meeting in view of the latest developments. The unions cannot be complacent and will have to be prepared for further struggles if the government proceeds with anti-worker decisions. This is the third time that JF / JAC is stopping disinvestment of BSNL during the last few years. Thus the strike has temporarily halted a major offensive of the government. (To be continued)

Mighty Protest Action on 3rd July 2020 by Central TUs against Centre’s anti-worker policies.

The 10 Central Trade Unions – INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA, AICCTU, LPF and UCTU – organised country wide protest actions on 3rd July 2020 opposing the anti-worker, anti-people policies and decisions of the central government. BMS kept away due to political reasons, but its workers are also completely unhappy against the attack on the workers.
Utilising the Covid situation, the central and state governments under BJP has increased the working hours from 8 to 10 or 12, PSUs are being privatised, ban on recruitment and wage freeze are being imposed. Labour laws are mutilated to the disadvantage of the workers. The latest to be privatised are the Railways by introducing private trains. EPF and ESI rules are being weakened taking away the social security of the workers. The demand of the CTUs for financial assistance to the workers who are without work and income has not been conceded.
BSNLEU and other Unions and Federations in central and PSUs have also participated in the protest action.
AIBDPA had given full support and solidarity to the programme. The struggle will certainly continue against the anti-worker policies. (Courtesy:AIBDPA website)

Modi government takes major step to privatise the Indian Railways.
The Modi government has taken a major step in privatising the Indian Railways. It has invited “Request For Qualification (RFQ)” from Indian and foreign corporates for operating 109 pairs of high-speed passenger trains. These 109 pairs of high-speed trains have been formed into 12 clusters to run across the Indian Railway network. The drivers and guards of these trains will be from the Indian Railways. The other employees will be of the private operators. It may be remembered that the Modi government has already allowed 100% FDI in the Indian Railways.(Courtesy: BSNLEU website)

BSNL Pensioners are restive. Do not ignore them.

The lakhs of BSNL pensioners are unhappy and restive since their most important issues are being delayed by the BSNL management and central government. Neither medical reimbursement nor medical allowance has been paid for the last one and half years.  15% Pension revision due from 01-01-2017 is not settled, though three and half years are over.

VRS Pensioners are not fully paid their due Ex-Gratia amount.

This injustice is being done against the the sincere and committed workers who have provided yeomen service to the people of this great  country during their service of 35 to 40 years under all difficult and different situations. They were part of the great Posts and Telegraphs Department earlier, before they were forcibly converted in to the BSNL corporation. Had  they  continued in the government service, just like the ITS officers, there would have been no difficulty in the pension revision and medical bills / allowance.

The BSNL Management and Centre is doing great injustice. They should immediately rethink the matter and ensure that the medical allowance / reimbursements are paid as also the Pension revision is made.

In the same way, the claims of the VRS retirees like Ex-Gratia should be paid without any further delay.

AIBDPA , the Biggest pension association in BSNL, has taken up all these issues with the government and is making all out efforts to get the same settled.

PUBLIC SUPPORT

The student’s movement in Calcutta was very strong. Inspite of there being different student’s organizations, all of them such as Students Federation, All Bengal Students Association, Students Congress, Forward Block Students Bureau , Muslim Students League, and the Women Students Congress, stood by the strikers. The entire student committee not only of Calcutta but also of the entire Bengal and Assam made common cause with the P&T workers strike. Shri. Kanti Bose the Chairman of the Joint Council of Action Calcutta was also at that time the President of the All India Trade Union Congress, the only trade union centre in India. Its affiliated branch B.P.T.U.C. gave splendid support to the cause. The Congress leadership , Maulana Abdul kalam Azad, shri’ Sarat Chandra Bose, Shri. Surendra Mohan Ghosh, President of the Bengal Provincial Congress Committee kept close touch with the strike committee and helped the council from time to time with valuable advice.

Different leftist political parties excepting the Congress were found all the days the strike was on, arranging meetings in different perks and maidans in support of the struggle which it will not be too much to say took the shape of the national strike for liberation of the country. The historic strike was able practically to give the last kick to alien Rule in India. In fact, the negotiation between the Congress and the Muslim League on the issue of formation of interim Government on the one side and the Viceroy of India representing the British Cabinet on the other , which had broken only a week before the strike, became fruitful just after the successful termination of the strike. The P&T Strike was succeeded by the strike by the workers of Imperial Bank of India and so on. The care taker Govt. which due to post war political situation and labour unrest was naturally a weak Government, was practically preparing for departure with bag and baggage, and had to invite once again the Congress and the League to form the interim Government.
The Joint Council of Action was being arranging public meetings in the wellington Square. The rally was being attended every day by more than lakh of people. Besides the different political parties were arranging meetings in different parks. Just after the strike began I felt much relieved. During those days I had no other business but to address the meetings organized by the Joint Council of Action as well as by the different political parties. It is significant that excepting myself no other P&T worker had over addressed my public meeting organized by the different political parties. It is also noteworthy that the Congress Committee in Calcutta or elsewhere in Bengal and Assam did not organize any meeting either in Calcutta or in any part of the Bengal and Assam in support of the strikers but individual Congress workers and even leaders had taken part in addressing meetings and helping the strikers cause.
That the demands of the workers were legitimate and that the Congress also was taking some interest in their case is evident from the following statement issued to the press by Pandit Jawahar Lal Nehru , President of the Indian National Congress.

“Many people had heard of the coming postal strike, but this, but this morning all India suddenly became conscience of it, and if no specific stop is taken it is likely to be actually conscious of it for a considerable time. A Postal strike is always a calamity to the public and is to be avoided as far as possible. In labour disputes generally and more particularly in regard to essential services, a civilized Government and society provide other methods of settlement than that of the strike.
Unfortunately, our Government and social structure function differently. I am not in a position to express an opinion about the detailed demands of the postal employees although during the last five or six months the matter has come up before me on several occasions. “Prima facie the Postal employees are badly paid and live a hard life. Their service is known for its hones of integrity and hard work and inevitably one’s sympathy goes to them. One fact which is significant is that the Postal Enquiry Committee which functioned a year and a half ago under the Chairmanship of Mr. Krishnan Prasada, the present Director General, Posts and Telegraphs, presented a report in April 1945 which was suppressed. Why was it suppressed by Govt. although from all accounts it was a unanimous report? This suppression does not bring credit to Government nor does it incline one to its present argument in this dispute.
“As I have said, I am unable to express any specific opinion about the demands, but I am quite convinced that this matter as a whole ought to have been referred to adjudication or arbitration. One very small aspect of the question relating to interim relief to men on the scales of pay was referred to adjudication and the award is expected soon. But this does not cover the main points at issue. I would strongly urge both the Government and the All India Postal Union to accept a full adjudication of arbitration of the entire dispute. There can be a time limit fixed for this and any recommendations or decision made be made subject to the future findings of the Pay Commission which had begun considering the whole subject of official salaries etc. If this step is taken it will be fair and honourable to all concerned and will bring relief to the public also who are suffering from this strike.

“These same considerations also apply to the Telegraph Employees who have given notice of a strike. I could urge that their case also should be referred to adjudication or arbitration”
Inspite of the above sympathetic press statement issued by the Congress President, the official congress which was aiming at forming the Interim Government, was not wholly in favour of the strike, which is apparent from the following statement issued on the 19th July 1946 by Shri. Sathya Narayan Sinha, the Chief Whip of the Congress party in the Central Assembly, condemning the strike notice.
“I consider this move of the All India Telegraph Union is ill-advised, I advise, therefore, employees of the Posts and Telegraphs Department to be guided by the Federation of the Posts and Telegraph Unions.”

Referring to the strike of the Postmen and Lower Grade Staff Mr. Sinha said: “ My investigation on the spot has forced me to the conclusion that Mr.Dalvi has called his men out of thought by any means exhausting the possibility of an amicable settlement”. Sardar Vallabh Bhai Patel, however rebuked Shri. Sinha for his statement. The genuine feeling in the country was that the Congress opinion and views in strike were divided. The majority of the Congress leadership wanted peaceful atmosphere might go on unhampered and smoothly.
The All India Trade Union Congress, however, played their part splendidly. It stood by the workers and rendered every help to the P&T worker’s struggle. Madras observed one day general strike of all workers in the city on July 23 in sympathy with the Posts and Telegraphs workers strike, at the call of the Madras Provincial Trade Union Congress. There was complete stoppage of all trams, buses and other transport service including tongas and taxies and thousands of workers participated in the token strike. The Postmaster General had ordered the closure of all post offices in the city and mofussils. On the 22nd July, at the call of the Bombay Provincial Trade Union Congress and also on an appeal issued by 70 labour unions, there was complete one day token strike in Bombay to show sympathy to the Postmen on strike. In short, Bombay witnessed an unprecedented situation. The city was cut off from rest of India as the entire communication system had virtually been paralysed. One thousand Telegraphists and Telegraph Office Clerks and Telephone Operators who were already on strike in obedience to the strike notice of All India Telegraph Union felt encouraged by this public sympathy.

The enthusiasm of the P&T workers in Calcutta and the rest of Bengal and Assam reached its climax on the 29th July, 1946. Shri.Mrinal Kanti Bose, the President of the All India Trade Union Congress and also the President of the Joint Council of Action had issued the following statement to the press:
“The General Council calls upon all its affiliated Unions throughout the province to observe a one day strike on Monday the 29th July.”
“The council confidently looks to the industrial and transport workers, Govt and commercial Employees to come forward in response to this call and to conduct this strike in a peaceful and disciplined manner.”
“This council further appeals to all sections of public students, merchants, traders and shopkeepers to help in making the days strike success by observance of general “Hartal” and by participating alongside the workers in rallies, meetings, and demonstrations, thus itself sympathetic to the sorrows of Indian millions.
“The council of the opinion that the water works of the city should not be stopped on the day of general strike.
“The railway service is exempted from the operation of general strike.”
On the 29th July, Calcutta during 200 years of British Rule had the Biggest Strike involving nearly 15,00,000 workers. All vehicular traffic, transport, buses, motor cars, taxies, rikshaws etc had suspended work for the day. All the schools, colleges, the secretariat, mercantile firms, police courts, high courts and civil courts remained closed. Hundreds of labour organizations including the Dock and Jute Mill workers joined the demonstrations. The entire student community were in the maidan to join this unique demonstration. The twenty thousand P&T workers of Calcutta joined in a single procession and reached the Maidan meeting at the foot of the Oothorlony Monument. Various political organizations and public of all shades of opinions had joined the demonstration. The army men under south East Asia Command mostly from U.S.A stationed in Calcutta were found attending demonstration.
Shri.Mrinal Kanti Bose presided. The leaders of different political parties and news papers representatives addressed the meeting. I was the only P&T worker who was called upon by the president to address the meeting. It was the most glorious moment in my life that I got an opportunity to address a mammoth gathering of one and a half million people drawn from the student community, middle class wage earners and the working class. At the very outset of my speech I had congratulated the class III employees for their giving up false vanity and joining the struggle launched by the Postmen and Lower Grade Staff. I remember to have said “Mahatma Gandhi observes silence once a week to gain in strength. The P&T workers who have been observing silence for years together, must have acquired immense strength which is exhibited today in this Maidan and also through this historic struggle”. I closed by saying that a postal runner possessed the energy which is comparable to atomic energy.
Dr. A.M.Mallick, M.L.A moved the following resolution:
“This public rally expressing the will of all section of the Indian people throughout Bengal on this historic day of 29th July, congratulates the workers and employees of the Postal, Telegraph, Telephone and RMS workers on the exemplary spirit of solidarity and courage with which they have conducted their great India –wide strike.
“This rally whole heartedly supports the just demands of the Post and Telegraph, Telephone and RMS Staff, who are only asking for such wages and service conditions as every worker in India is determined to secure himself, in order to enjoy a human standard of living.”
“This rally therefore considers that the Postal and Telegraph strikers are fighting the battle of all workers and employees, and expresses its determination to render all out assistance to their struggle against the Govt, which is the largest and most powerful employer in the country.
“This rally strongly condemns the callous and bureaucratic attitude of the Govt., its obstinate refusal to concede the strikers’ demands and its malicious attempts to disrupt the strike. The rally warns the Govt that public opinion will no longer tolerate this treatment of its hardworking and ill paid employees, and demands immediate concessions for an early settlement of the strike.
“This rally greets the countless strikers who have responded to the call of the Bengal Provincial Trade Union Congress and have given a mighty demonstration of public feeling against the alien govt whose rules has brought poverty and starvation of our millions. This rally is confident that this historic general strike will open a new chapter of unity and militancy for the working class movement of the country,” which was adopted unanimously amidst thunderous cheers by a million and a half people gathered in the rally on the occasion.
A large number of American army men who were present in the rally later called at the post office of the Provincial Union and paid some dollars as contribution to the strike fund.
The Bengal Legislative Council at its meeting on the 26-7-46 adopted the following resolution urging upon the Govt. of Bengal to represent to the Govt. of India the urgent necessity of an immediate settlement of the strike of the province.
“In view of the grave inconvenience and hardships caused to the public of this province by the strike of the Postal, Telegraph and Telephone employees in the Province thereby causing serious dislocation in the communications, this council urges upon the Govt. of Bengal to represent to the Govt. of India the necessity of an immediate settlement of the strike and the restoration of the normal services.”.
The sponsor of the resolution, Mr. Hamidul Haq Choudary (Muslim League) addressed the council fully supporting the workers cause. Shri. K.K.Dutta(Congress), Mr.G Morgan (European) supported the motion.
Prof: Humayun Kabir said that the people had been suffering and not the Govt. The employees of the P&T department were poorly paid and any civilized Government should sympathies with the just demands of the labours and employees, he said.
Shri.Gopinath Bardolai, Chief Minister of Assam had sent wire to Pandit Jawahar Lal Nehru and the Govt. of India urging them to take immediate steps for solution of the postal disputes.
It is therefore an historical truth that the P&T strike in Bengal and Assam which got the support from one and all assumed the shape of a national struggle which practically gave the last blow to the British imperialism in India which was already shaken by the Naval uprising in Bombay, and earlier by liberation of Andaman Island and Manipur and Kohima by the Indian National Army.
It is not that the 29th July was observed in Calcutta alone. Complete hartal was observed throughout Bengal and Assam in all the district headquarters and all the sub-divisional towns in all business centres to show sympathy with the strikers. Everywhere, there was mass rallies in which all the people of the locality belonging to all caste creeds and of all political parties took part. It was a unique occasion. The P&T strike in Bengal and Assam at least will go down in history as one of the events having bearing with the national uprising for liberation of the country by paralysing the communication system though the P&T workers themselves had launched their struggle at the first instance mainly on economic grounds.
It will not be too much to say that the general strike of July, 1946 in Bengal will come to be recorded by the future historians along with the Naval uprising of Bombay as the greatest event of the year. Really, the unprecedented demonstrations of the 29th July had shaken the Britishers in Calcutta from where they had been ruling this vast sub-continent for 150 years, and created high hopes and enthusiasm in the middle end working classes who had been struggling heard to be free from socio-economic bandage. Respected Sir,

Sub: – Breach of assurance in the payment of ex-gratia to BSNL VRS Retirees and Revival of BSNL- reg.

We are constrained to bring to your kind notice the following issues of utmost importance for your kind consideration and favourable action.

VRS was declared for BSNL employees as part of the Revival Package of BSNL in October, 2019. There was an unprecedented response from the BSNL employees to the VRS, mainly due to the comparatively attractive ex-gratia. Accordingly, as many as 78,569 employees availed the VRS. It was assured by the government that the ex-gratia will be paid in two equal instalments, 1st in March and 2nd in June, 2020.
Many of the employees availed the VRS in the hope that they could utilise the ex-gratia amount for the marriage of their daughter, to purchase a house etc. But all these hopes stand shattered due to the breach of assurance in the payment of ex-gratia. Contrary to the assurance, the first instalment paid in March,2020 was only 31.3% instead of 50%. This Association, through a letter dated 08-06-2020 had brought this issue to the notice of Secretary, DoT and demanded the balance of 68.7% ex-gratia should be paid in June,2020. But to our dismay, only 22.5% is paid in June,2020, putting uncertainty in the payment of the balance 46.2% ex-gratia. This has naturally caused widespread disappointment and mental agony to the VRS retirees. Therefore, we request your kind intervention to cause necessary action for immediate payment of 46.2% ex-gratia to the BSNL VRS retirees.
Sir, we are equally concerned about the future of BSNL. Many people appreciated your personal efforts in bringing out a comprehensive Revival Package for BSNL and believed in early revival of BSNL. The main components of the Revival Package were; (1) Immediate grant of 4G spectrum to BSNL (2) Sovereign Bond of Rs.15,000 crore (3) Monetisation of BSNL assets and (4) VRS to the employees.
But the fact remains that the government and the top officers of DoT and BSNL were enthusiastic in implementing only the VRS to their full satisfaction. And the Revival of BSNL is put into the cold storage. The late initiative of BSNL for the 4G service has been stalled by the PMO on flimsy grounds, presumably at the behest of Reliance Jio. The intention of the government is exposed with awarding the work of installation of 51 towers in Ladakh to Reliance Jio, neglecting BSNL. The other components of the Revival Package also remain as nonstarter. The apprehension of a section of the people that the Revival Package is only a ploy to retrench the employees in the name of VRS is proved to be correct.
When the Revival Package was declared, BSNL was supported by oxygen cylinder and now, after 8 months, BSNL is on ventilator. Salary of employees are in arrears for two months, contract workers are not being paid their wages for the last two years, unable to provide the most attractive FTTH to the customers due to paucity of funds to procure necessary accessories etc.
Most importantly, BSNL Retirees are not being paid their medical bills, medical allowance since 2018. One time payment made to CGHS is also not being reimbursed. The abnormal delay in payment of medical bills and allowance is causing much difficulty and disarray to the Pensioners. This burning issue was brought to the notice of CMD, BSNL several times and also Hon’ble Prime Minister and your good self. We once again request you to do something to mitigate the sufferings of the poor Pensioners considering the Covid-19 pandemic situation.
We also make a fervent request to your good self to kindly do the needful for the Revival of BSNL in the best interest of the people and the country and to keep up the credibility and sincerity of the government.
