The proposal of the BSNL Management to conduct the Membership Verification for recognising union through check off system, instead of the present system of secret ballot, is mischievous and merit no consideration. 7 Membership verification through secret ballot have been undertaken and all appreciated the process, which is fool proof. From the many experiences in the various PSUs and also in the government, we have deliberately chosen the Secret Ballot as the best method. Check off system is not fool proof and can be trampled by unscrupulous officers and management. The management should drop the new proposal for conducting membership verification through check off system and continue the present arrangements.

London, Mar 14 : Stephen Hawking, the legendary British theoretical physicist who explored the mysteries of the universe from his wheelchair and went on to become an inspiring figure globally, died today at his home in Cambridge.
His family said that Hawking, 76, died peacefully in his home near Cambridge University, where he did much of his ground-breaking work on black holes and relativity.
Hawking’s children, Lucy, Robert and Tim said in a statement: “We are deeply saddened that our beloved father passed away today.
“He was a great scientist and an extraordinary man whose work and legacy will live on for many years. His courage and persistence with his brilliance and humour inspired people across the world,” the statement said.
“He once said, ‘It would not be much of a universe if it wasn’t home to the people you love.’ We will miss him for ever,” it said.
Hawking was born in Oxford, England, on January 8 — the 300th anniversary of the death of astronomer and physicist Galileo Galilei.
Hawking suffered from ALS (amyotrophic lateral sclerosis), a neurodegenerative disease commonly known as Lou Gehrig’s Disease, which is usually fatal within a few years. He was diagnosed in 1963, when he was 21, and doctors initially only gave him a few years to live.
But he went on to study at Cambridge and became one of the most brilliant theoretical physicists since Albert Einstein.
The disease left Hawking wheelchair-bound and paralysed. He was able to move only a few fingers on one hand and was completely dependent on others or on technology for virtually everything — bathing, dressing, eating, even speech.
Known for his unique way of speaking while living his life in a wheelchair, Hawking became an emblem of human determination and curiosity.
Hawking’s first major breakthrough came in 1970, when he and Roger Penrose applied the mathematics of black holes to the entire universe and showed that a singularity, a region of infinite curvature in space-time, lay in our distant past: the point from which came the big bang.
Hawking’s seminal contributions continued through the 1980s. The theory of cosmic inflation holds that the fledgling universe went through a period of terrific expansion. In 1982, Hawking was among the first to show how quantum fluctuations – tiny variations in the distribution of matter – might give rise through inflation to the spread of galaxies in the universe.
But it was ‘A Brief History of Time’ that rocketed Hawking to stardom. Published for the first time in 1988, the title made the Guinness Book of Records after it stayed on the Sunday Times bestsellers list for an unprecedented 237 weeks. It sold 10 million copies and was translated into 40 different languages.
Hawking won the Albert Einstein Award, the Wolf Prize, the Copley Medal, and the Fundamental Physics Prize. The Nobel prize, however, eluded him.
Despite being a British citizen he was awarded the Presidential Medal of Freedom, the US’s highest civilian honor, in 2009 by President Barack Obama.
He was the subject of the 2014 film ‘The Theory Of Everything’, which starred Eddie Redmayne and Felicity Jones.
Hawking once said, “I want to show that people need not be limited by physical handicaps as long as they are not disabled in spirit.”
Hawking leaves behind three children and three grandchildren, according to his website.
Hawking warned Artificial Intelligence could end human race
Eminent astrophysicist Stephen Hawking, who died today, had warned that the efforts to develop artificial intelligence (AI) and create thinking machines could spell the end of the human race.
Hawking, known for his work on black holes and relativity, was regarded as one of the most brilliant theoretical physicists since Albert Einstein.
He was suffering from amyotrophic lateral sclerosis, more commonly known as Lou Gehrig’s disease since he was 20.
Despite being told that he had just two more years to live in 1963, Hawking continued to make path breaking contributions to science till the age of 76.
In the last few years, Hawking repeatedly warned about the threat of climate change, artificial intelligence, population burden and hostile aliens.
“The development of full artificial intelligence could spell the end of the human race,” the cosmologist told BBC News in 2014.
In an interview last year with the WIRED magazine, Hawking said AI will eventually reach a level where it will essentially be a “new form of life that will outperform humans”.
“I fear that AI may replace humans altogether. If people design computer viruses, someone will design AI that improves and replicates itself. This will be a new form of life that outperforms humans,” he told the magazine.
The renowned physicist maintained that while the primitive forms of AI had proven very useful, he feared the consequences of creating something that can match or surpass humans.
“It would take off on its own, and re-design itself at an ever-increasing rate,” he had said.
Hawking also warned that due to climate change, Earth will become a sizzling fireball by 2600 and humanity will become extinct.
He declared that humans must “boldly go where no one has gone before” if we fancy continuing our species for another million years.
The astrophysicist believed that humans will need to colonise another planet within the next 100 years to survive climate change, asteroid strikes, and overpopulation.
He had also warned that the aggressive instincts of humans, coupled with the fast pace of growth in technology may destroy us all by nuclear or biological war, adding that only a ‘world government’ may prevent this impending doom.
Hawking believed that humans may lack the skills as a species to stay alive amidst the challenges of climate change, population burden and misuse of technology.
“Humans, who are limited by slow biological evolution, couldn’t compete, and would be superseded,” he said.
The scientist believed a new space programme should be worked on urgently by the science community “with a view to eventually colonising suitable planets for human habitation.”
“I believe we have reached the point of no return. Our earth is becoming too small for us, global population is increasing at an alarming rate and we are in danger of self-destructing,” the cosmologist said.
Hawking also warned against announcing our presence to any alien civilisations, especially to those more technologically advanced than humans.
“Our first contact from an advanced civilisation could be equivalent to when Native Americans first encountered Christopher Columbus and things ‘didn’t turn out so well’,” Hawking said in a film.
Also performing a hypothetical flyby of Gliese 832c, a potentially habitable exoplanet located 16 light years away, Hawking noted, “One day we might receive a signal from a planet like Gliese 832c, but we should be wary of answering back.”
Despite his misgivings, Hawking invested in the Breakthrough Initiative’s project focusing on space exploration and the search for life in the Universe.(London Report)

AIBDPA Circle Branch opened in Mumbai Telecom Factory

The Circle branch of the AIBDPA was formed in Telecom Factory Mumbai on 8th March 2018, in a largely attended convention of the pensioners of the telecom factory. The union office where the convention was held could not accommodate all the comrades present and many had to sit in the open space. Com. B.H.Naikodi, senior leader presided. Com.S.D.Choudhary, Circle Secretary BSNLEU welcomed all and spoke about the need to form the circle union of AIBDPA. Coms. S.A.Tendulkar, B.P.Petkar, CHQ office-bearer, Suryavanshi, Circle President, MH Circle and other comrades addressed. Com. V.A.N.Namboodiri, Advisor, AIBDPA in his inaugural speech mentioned about the formation of AIBDPA, the activities for advancing the demands of the BSNL Pensioners and also about the issues of the wage revision / pay revision etc. He congratulated the TF Mumbai comrades for their decision to form the AIBDPA Circle Union. After discussion, it was decided to form the Circle union of AIBDPA in TF Mumbai and office-bearers with Com. Vilas Pharande as President, Com. R.Y.Wiangkar as Circle secretary and Com. M.M.Mahadik as Treasurer was unanimously elected.

An Open Session was held in the afternoon of the same day in the Conference Hall. About 150 comrades participated. Com. V.A.N.Namboodiri inaugurated. Com. Vilas Pharande, Circle President presided. Com.S.D.Choudhary and Circle Secretary welcomed all. CGM TF Smt. Sajala Garg, Comrades Balachandra Mane, ACS, BSNLEU MH Circle, B.P.Petkar, Suryavanshi, Deepak Chandrakar, V.V.Pawar (AIBSNLEA) and other leaders addressed. Officers of the BSNL were also present.

SNEA demands Pension Revision with 15% fitment as per III PRC

“GS and President met Shri Prabhash Singh, Member(T&S), Telecom Commission on 09.03.2018 and held discussions on the following issues:

a) Pension revision for the Govt pensioners retired from BSNL with 15% fitment: We explained the meeting with the Hon Minister and the Secretary on the issue on 24.02.2018 in which Hon Minister directed DoT to take actions for the pension revision. The revision is due w.e.f 01.01.2017. Pension revision is not related with the affordability or paying capacity of BSNL. Union Cabinet already decided a fitment of 15% for the pay revision which will be applicable for the pensioners also. In 2007, Cabinet approved 30% fitment for the pay revision and the same was extended to the pensioners also. Accordingly we requested to move a Cabinet note separately for pension revision of the pensioners with 15% fitment, w.e.f 01.01.2017. Member(Services) assured to do the needful and told us to meet again in the first week of April for further discussions.”

We thank the SNEA leaders for demanding and taking up the issue of Pension Revision in the correct perspective.

Kisan March in Mumbai

Kisan March in Mumbai Azad Maidan. The Govt. will be compelled to discus and settle issues of Kisan before this red sea.

Latest report:

The government met the AIKS leaders, who are leading the March  at 2 p.m. on Monday.

Irrigation Minister Girish Mahajan said the government has agreed to their demands. “The government has agreed on 100% demands, including transfer of land title,” he said.

The farmers have agreed to withdraw the protest, he said, adding that a special train has been arranged for them to return home.

The ‘kisan rally’ which started from Mulund on Saturday night, reached Mumbai on Sunday. The farmers decided to march at night in order to avoid causing inconvenience to public.

The farmers intended to gherao the Vidhan Bhavan in Mumbai on Monday and voice their demands, which include a complete farm loan waiver, implementation of the recommendations of the M.S. Swaminathan Commission, providing forest rights and better compensation for land acquired by the government.

The government was compelled to agree to the demands and the farmers have agreed to withdraw the agitation on the above assurance.

As Devendra Fadnavis government in Maharashtra braces for a massive showdown on Monday, with farmers marching towards Mumbai from Nashik, the crowd has swelled to nearly 35,000 people demanding waiver of all farm loans and implementation of the Swaminathan Commission report.
The All India Kisan Sabha (AIKS) protest march reached Anand Nagar in Thane on Sunday, reported ANI. The AIKS is the farmer wing of Communist Party of India — Marxist (CPM). According to NDTV, the number of farmers reached close to 35,000 as more and more people joined the march on the way since it began on 6 March. The march will be attended by AIKS national president Ashok Dawale, CPM MLA JP Gavit, state president Kisan Gujar and working president Arjun Ade among others.
he huge march by farmers and Adivasis will proceed to the KJ Somaiya Ground in Mumbai before heading towards the state Legilsativ Assembly on Monday. In view of the protests, Mumbai Police has issued a traffic advisory and tightened security for Monday.
The farmers are set to enter Mumbai at 10 am through the Anandnagar toll plaza in Mulund before reaching Somaiyya ground in Sion at 9 pm, via Vikhroli, Mata Ramabai Ambedkar Nagar, Chheda Nagar and Suman Nagar.

All our support to the fighting farmers! We demand the Central and State governments to concede  the fully justified demands of the farmers.

Withdraw proposal for Reduction of retirement age of MTNL employees from 60 to 58

Communications Minster has stated in the Parliament that the government is examining the report of the Consultant to reduce the retirement age of MTNL employees from 60 to 58. The move is to be strongly protested. There is no justification to reduce the retirement age. Further when the MTNL is in financial difficulties, where is the money for paying retirement benefits including leave encashment, gratuity, PF, Commutation amount etc. for the retirees of three years viz.58, 59 and 60. With that money the present financial position of MTNL can be improved and there will be no necessity to reduce the retirement age. It was the government which increased the retirement age from 58 to 60, which was opposed by the staff side stating that it will adversely affect the youngsters’ employment opportunity. Now the employees have made all arrangements and commitments based on the retirement. Any reduction in the retirement age now will cause innumerable difficulty and misery for the employees and their families. Hence the move to reduce retirement age should be stopped.

BSNL and MTNL declared as “Incipient Sick” – Communications Minister.

“The Government has entrusted state-run BSNL with various telecom network projects around Rs 25,000 crore in works, Parliament was informed today.

The big projects include laying of optical fibre based network dedicated for use by Defence worth Rs 13, 334 crore and Rs 6,500 crore for execution of second phase of BharatNet Project, as per details shared by Telecom Minister Manoj Sinha in Rajya Sabha today.

“Optical Fibre Cable based Network for Defence Services (NFS Project) has been given to BSNL on nomination basis at the cost of Rs 13,334 crore. For execution of BharatNet project, government has provided Rs 5,744 crore in Phase-I and has earmarked Rs 6,500 crore in Phase-II for BSNL,” Sinha said.

The state-run firm has been awarded rolling out mobile networks in uncovered villages in Arunachal Pradesh and two districts of Assam at an estimated project cost of Rs 1,975.38 crore, implementation of transmission-media plan for North Eastern Region at an estimated cost of Rs 295.97 crore, laying of submarine optical fiber cable project at the cost of Rs 1,900 crore for providing connectivity to the Andaman and Nicobar Islands (ANI) and augmenting of satellite bandwidth in ANI and Lakshadweep Islands at an estimated cost of Rs 120.49 crore.

“Work of setting up of 25000 Wi-Fi Hotspots at Rural Telephone Exchanges at the cost of Rs 940 crore has been given to BSNL on nomination basis,” Sinha said.

He was replying to question over revival of state-run telecom firm BSNL and MTNL
Both public sector telecom firms have been incurring losses continuously since Financial Year 2009-10 and as per Department of Public Enterprises (DPE) guidelines, both CPSEs (Central Public Sector Enterprises) have been declared as “Incipient Sick”, Sinha said.

“Consequent upon declaration of BSNL as “Incipient Sick”, action has been initiated by the Department of Telecommunications (DoT) for preparation of a revival/restructuring plan for BSNL as per DPE guidelines. Three Indian Institutes of Management (IIM) have been requested to submit their willingness for undertaking a study and preparation of a revival/restructuring plan for BSNL,” the minister said.

An internal committee of DoT is examining the recommendations of the report prepared by the consultant to decide the path of financial, human resources and corporate restructuring for revival of MTNL.

The MTNL consultant has recommended reduction in retirement age from 60 to 58 years for employees, voluntary retirement scheme , debt restructuring and synergy in operations of MTNL and BSNL.

Besides this, the recommendation for MTNL should focus on customers and defend current revenue besides generating additional revenue through network capex investment, asset monetisation – ease, Sale of real estate, buildings, lease or sale of mobile tower, fiber, copper and active equipments, Sinha said. ”

In addition to the above fact, not a single booth office raised by the CPI(M) in 19-Charilam (ST) constituency area remains intact. All these were demolished and removed. The police administration is aware of all these incidents. The forcible occupation of CPI(M) District Committee office and arson of RSP District Office at Bishramganj took place on the eyes of the police of Bishramganj PS which is close of these offices. BJP miscreants are in frantic search of our party candidate Palash Debbarma who is practically hiding at present.

We are sure, you will agree with us that, this is not a situation conducive to hold election in the said 19-Charilam (ST) A/C in a free and fair manner. For the purpose of extracting a true popular mandate of any election, pre-requisite is the prevalence of normal peaceful atmosphere so that the electors come out to vote without any fear. Such a situation is quite absent in 19-Charilam(ST) area at present.

In view of the above situation, we urge upon you to take up the matter with the Election Commission of India to postpone the election until restoration of normal situation in that area.
