A report by PTI is  given below about the massive bribery by  MNC Wal-Mart in India. Thousands of people have been bribed to get customs clearing etc.  It is an international scandal. How to stop corruption and bribery? Will the Mody Government take action?

“New York, Oct 19 : A US government investigation is said to have found evidence of Wal-Mart Stores Inc allegedly paying thousands of small bribes to Indian officials to get customs clearances and obtain real-estate permits, the Wall Street Journal reported today.

Vast majority of payments were below USD 200 (about Rs 13,000 at current exchange rate) and some were as low as USD 5(Rs 330) but together totalled millions of dollars.

The three-year federal probe “found evidence of bribery in India, centring on widespread but relatively small payments made to local officials there”, the Journal reported citing persons it didn’t identify.

“Much of the suspected bribery investigators unearthed in India involves thousands of small payments to low-level local officials to help move goods through customs or obtain real-estate permits.

“The vast majority of the suspicious payments were lessthan USD 200, and some were as low as USD 5,” it said. “But when added together they totalled millions of dollars.”

The world’s largest retailer entered India in 2007through a supermarket joint venture with Bharti Enterprisesbut split up in 2013. Since then, it is mostly focused onwholesale business.

Wall Street Journal said investigators found similar payments in Mexico, but “the bulk of such activity seemed to be in India”. (PTI)

19 October, 2015:Massive Dharna demanding PLI (Bonus).

Massive dharnas were organized in Circes / SSAs demanding payment of Productivity Linked Incentive (PLI) / Bonus to the BSNL employees and executives. The programme was organized as per the call of the Forum of BSNL Unions & Associations.

At the Corporate Office premises, New Delhi, the dharna was participated by more than 500 employees. In addition from NTR and Corporate Office, comrades came in large numbers from Haryana and UP (West). The dharna was inaugurated by Com. V.A.N. Namboodiri, Patron, BSNLEU and was addressed by General Secretaries and Circle Secretaries of Unions and Associations. Com. Balbir Singh, President, BSNLEU, Com. K.G. Jayaraj, General Secretary, AIBDPA, Com. Islam Ahmed, President, NFTE, Com. Prahlad Rai, General Secretary, AIBSNLEA, Com. Aravind Dahiya, Joint Secretary, SNEA(I), Com. Suresh Kumar, General Secretary, BSNLMS, Com. Gautam, Dy. General Secretary, SNATTA and other leaders addressed.

Meeting with Director (HR)

Com.V.A.N. Namboodiri, President, BSNLCCWF, today, 19.10.2015, met Smt. Sujata Ray, Director (HR) and discussed the following issues.

(1)     Regularisation of casual labourers.

The Federation asked for preparing a scheme for regularisation of the casual labour as was agreed to earlier. Director (HR) stated the Management is examining the case.

(2)     Committee for fixing wages, Kerala circle.

The official committee will fix the next date for the meeting in which the Federation representatives will be called.

(3)     Implementation of Minimum wage, EPF, ESI etc.

Director (HR) stated that strict instructions have been issued to ensure that the above are fully implemented. Com. Namboodiri pointed out many places where they are not implemented. Director (HR) told the Federation to give the list where the rules are not implemented.

 

(4)     Gratuity for casual labour.

Director (HR) assured that the issue is in the agenda of the next meeting of the BSNL Board.

WFTU Message on “International Day for the Eradication of Poverty”

The world is observing “International Day for the Eradication of Poverty” on 17th October since 1993, as per the call of the United Nations Organisation(UNO). The working class have a great role in fighting against poverty. The World Federation of Trade Unions (WFTU) has given the following call on this day:

“The world class oriented trade union movement, WFTU, the 92 million
workers in 126 Countries of the world which represents have devoted
all their actions in the eradication of poverty, not only this day.

Poverty, unemployment, wretchedness are elements inherent in the
capitalist system. Billions of people all around the world live under
the official poverty line. The capitalists’ crisis forces to the side
more and more parts of the population, increasing the numbers of the
poverty stricken, and on the other hand the antilabor governments
around the world adopt measures to increase the capitalists’
profitability. The only way to fight against poverty is fighting the
exploitation of man by man, is the class-oriented fight against
capitalism.

We call all WFTU affiliates and friends to strengthen their fight, to
stick their necks against the capitalist class. We are confident that
the working class can and must organize in its trade unions, fight and
build another society and economy that will plan production based on
the modern needs of the workers and not of the capitalists. A society
without poverty and unemployment, a society with equality and social

Grant Adhoc Bonus to BSNL Employees, Casual Contract Workers

The Forum of BSNL Unions and Associations have demanded that Adhoc Bonus be paid immediately to the BSNL employees, since the discussion on the PLI (Productivity Linked Incentive) is still not completed. The Navaratri has already started and Vijaya Dashami, Puja  is on 22-23 October 2015. There is no further time to discuss and decide. It is therefore important that Adhoc Bonus be paid immediately.

The Bonus or PLI should be paid to the casual and contract workers also, who are the lowest paid in BSNL.

Communist Party of India completes 95 Years

The  Communist Party of India was formed in Tashkent on 17th October 1920. This 17th October 2015 is the 95th anniversary of the historic day. It was formed in a foreign country due to the special circumstances of the times, when India was under British Rule and any move for a Communist Party will be crushed. In fact it happened after the formation. Most of the leading Communists in India were arrested and charged with sedition against the government and criminal conspiracy and were punished and sent to jail for many years. Peshawar, Kanpur and  Meerut Conspiracy Cases are some of these.

The communists used the court hearings to express their views ina very effective way and thoroughly exposed the British imperialism and its rule in India. These statements in the court are parts of the history of the Communist Party.

While CPI(M) takes the position that the Communist Party of India was formed on 20th October 1920, the CPI is taking the position that it was formed in September 1925.  Both the parties agree that the formation took place in foreign soil, with the support of the Communist Party of Soviet Union after the great 1917 October Revolution.

The formation of the Communist Party of India had positive impact on  the freedom struggle and events afterwards.

Rs. 27 crores recovered from “Neer” Contractor by CBI in Delhi

It is reported in today’s newspapers that a Rs.27 crore have been recovered from a raid by the CBI from the house of a contractor of “Neer” (drinking water) being supplied to the Railway. It is estimated by the CBI that he has made about Rs. 500 crore from the contract during the last 10 years, during which period he was supplying more than 70% of the “Neer” bottle water required for the passengers travelling in the Railways. The contractor had close connection with high officers and ministers. He has floated many companies for getting the tender. It is also mentioned that the contractor was selling the bottle water for Rs. 15/- while he purchased the same at Rs.6/- per bottle and the water was not purified as required.

This raises two very important questions.How and why the Railway department was allowing the contractor to cheat the people both on the price and the hygienic condition of the water? Who are all onnected with this big scam?

Immediate action is required and the guilty, however high they may be, should be brought to book. This is an issue of the health of crores of people who travel in the railways and believe about the quality of the water and drink it.

Delhi Car Free Day on 22nd October 2015

The Delhi Government has declared 22nd October 2015 as ‘Car Free Day’ in Delhi. One main road in the capital will be free from cars on that day. Only Public transports will be available. The day is being observed as part of reducing the congestion and pollution in the city. A similar  experiment done in Gurgaon a few weeks back  was a great success and supported by the people.

Such ‘Car Free Days’ can be organised in other cities also.

Minimum Wages Revised in Delhi State

Orders have been issued revising the Minimum Wages by the Government of Delhi with immediate effect. The following are revised rates:

Unskilled Worker: Rs. 9,174+ Rs. 390 (DA) from the earlier Rs. 9,048 + Rs. 126 (DA)   Semiskilled : Rs. 10,136 + Rs.429 from the earlier Rs. 10,010+ Rs.126 (DA)                 Skilled: Rs. 11,154 + Rs. 467(DA) from the earlier Rs. 10,998 + Rs. 156(DA)

We congratulate the Delhi Government for increasing the wages. It was very much overdue.

Non-Productivity Linked Bonus of 30 Days to CG Employees – Orders issued.

The Central Govt. has issued orders for payment of 30 days of Non-Productivity Linked Bonus to its employees. The order is given below:

Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to the Central Government Employees for the year 2014-15

OFFICE MEMORANDUM

Subject: – Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2014-15.

            The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2014-15 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

  1. The benefit will be admissible subject to the following terms and conditions:-

(i) Only those employees who were in service as on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-15 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500/-, Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/30.4=Rs.3453.95 (rounded off to Rs.345%)

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.12oox30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/). In cases where the actual emoluments fall below Rs.1200/- pm, the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

  1. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
  1. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.
  1. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.
