The demand of the BSNLEU for the last many years for change of designation of the four major non-executive cadres , which has been partly settled and partly pending has now been finally settled. Breakthrough reached in the change of designations issue.
CHQ congratulates the entire Non-Executive employees. The long pending issue of ‘Change of Designations’ is settled in today’s meeting. Finally, the break through is reached.
Details of the settlement:-
1) Regular Mazdoor – Telecom Assistant.
2) Telecom Mechanic – Telecom Technician
3) TTAs – Junior Engineer.
4) Sr.TOAs in NE11 and NE12 pay scales – Office Superintendent.
5) Other Sr.TOAs – Office Associate.

Comrade, the designation change of sr.toa others as office associate is not justified at all. The sr toa after NE9 was SS(o) whereas coming under office associate doesn’t make any relevance. Office word used for sr.toa is totally incorrect which will invoke protest from employees. Requested to kindly intervene and make suitable change in sr.toa cadre, We can make it as SR. telecom Associate.

agreement looks really stupid done by bsnl mgmt , in pvt cos courier boy called executive , it is a great shame staff carry big salary with no respect with designation , they should cancel the agreement ,fooled the union leader abhimanyu , supt cadre even govt scrapped BSNL mgmt don have common sense so sr toas designation to be made as Telecom officer at least for NE 12 they are in executive Payscale PSU , this was suggested by me earlier , hope u convince menagement

SR.telecom Associate when abbreviated is Sr.TA. Regular Mazdoor desgn had already been changed to Telecom Assistant(TA). Then how can TA desgn to Sr.TOA others also.

Dear Com., Its really good news. Designations name has been changed. Our sustained struggle and wonderful efforts paves way for this remarkable achievement. My heartfelt congratulations. Very much proud about the agreement. At the same time the new name for Sr.TOAs upto NE10 is not up to the mark. I believe our Union will take up the case for review of the decision and will get back some honorable name for Sr.TOAs also. We should not let off our demand of Superintendent from NE 9 at least.

Comrade again raising the question what is the meaning of office associate when a Phone mechanic in udaan is called sales associate. The designation committee has utterly failed in giving justified designation to sr.toa. It seems Unions were only concerned about phone mechanic and TTA designation, then be it but not to temper with sr.toa which is comparitively best than OA. Right from O.P Gupta period clerical cadre is being neglected so now also. Request to our leaders to kindly keep in abeyance Office Associate designation and suggest a better designation viz Jr.Manager, In charge etc which will suit the clerical cadre.

I can understanding the feeling that the changed designation for the Sr. TOA to Telecom Associate is not up to the expectation. There is appreciation for the designation ‘Office Superintendent’. It is after much discussion that the present designation agreement has been reached. The CHQ will consider all these aspects.
Super/Best designations for Non-Executives because: Telecom Assistant(TA), Telecom Technician(TT), Junior Engineer(JE), Office Associate(OA) and Office Supdt.(OS) are all not lenghty. Shorter the name and quicker the employees, customers and people get used to speaking it. Expecting the orders will be issued soon(in August itself). Very Congratulations to Shri. Com. Comrade Ganesha, the designation name is shorter which will really be easy for customers but the designation of Office Associate is not upto the mark. In udaan project the lineman and Phone mechanic is called sales associate whereas initially SS,SSS and CSS post will become OA which is highly condemnable. I think you might have reached NE11 and is satisfied with OS post but what about rest of us. Sr.TOA cadre is not satisfied with new designation ask anybody from your office then only comment on this issue please.

i ihave suggested earlier as CSE customer care executive upto NE 9 NE 10 SR ,CCE NE 11 Associate Executive NE 12 being upgraded so Associate Manager . I think union leaders are not aware of market trends both of u being HR professional myself this to be given by mgmmt but without consulting the employees u signed agreement ,TTA also res cadre got JR engineer how it is justified discrimination any how JTO cadre they get asst manager so NE 12 can be given Associate manager at least employees may not accept the present one .

Comrade Rangarajan, dont be dejected agreement is not signed yet only minutes are signed, even though agreement is signed after wards there can be amendments. So we through our posts and emails are requesting com. Abhimanyu and Com. Namboodri to kindly put in abeyance the designation of OA which can be consulted and put forth the management for their consideration. From all over the country Sr.TOA cadre are not happy with the settlement, this has been brought to the notice of Committee. Lets wait and watch the end result.
com rao ji , no one like the this kind of agreement , this issue i have taken in 2012 itself u can see my suggestion . there is stp mother treatment to sr.toas that is also res cadre these people deals with internal customer . tech , TTA all mtce people sit in dark room . so Sr toa should be given as Customer executive . NE 9 /10 Sr.CEX NE 11 Telecoms Asso Executive NE 12 to be given as Associate Manger , This they are desrve for it as far pa ysclae is concerned

Dear Comrade Raghavendra Raoji, you are right. Interacted with my colleagues. They opined that except Office Associate designation all other are welcome. Sr.TOAs from NE-7 to NE-10 scales should get Jr.Office Supdt. atleast. Came to know that the issue has reached our union HQs. I wish that the case will be taken up and come out with flying colours. What is the use of changing designation?Can this change in designation bring justice to those TTA’s who are going to face the pay loss due to one increment order as in corp off order no.1-02/2012-PAT(BSNL) ND dtd 13/7/2015.The cut off date i.e 7-5-10 mentioned in the order has raised discrimination between the TTA’s with same recruitment year,same date of written exam,same selection list, but only different training batches.This issue will surely demotivate the TTA’s who are deprived of the benefits of pay refixation as in above mentioned order.So its my humble request to please look into the matter and do the needful at the earliest..
Designation change and pay loss anomalies are entirely different subjects. We want desgn change and also pay anomalies to be rectified. Our union is taking all matters for justice before the management. We are not here for monetary benefit only. Sometimes we will suffer to keep our BSNL as government PSU.
Comrade we would like to thank Com. Abhimanyu when he visited Bangalore, the issue was discussed about designation change for Sr.TOA Cadre and promptly our GS has take the issue with Management. Your Blog has also become a important tool and bridge to take the issue with our GS, for which we shall be thankful comrade. Now that the issue is taken with the management, till sutiable suggestions are received from all the circles let the designation change of only Sr. TOA be kept in abeyance, so that other cadre will not lose the cream of their share in the designation committee decision. Once again thanking BSNLEU leadership which took the right step in talking to the management about the designation change at the right hour.

One and a half month passed since desgn agreement signed. Whether it will take like finalisation, 7 years for the management to issue orders. Management side members have agreed for a limited change in r/o NE-7 to NE-10 Sr.TOAs. I think the case is in the Management committee for approval. Since JE desgn has been given to TTAs, JS (Junior Supdt.) desgn is eligible for Sr.TOAs. As such, if agreed to, the following suggestions may be considered and problem solved and orders issued early.
Option-1

Good afternoon sir. Sir, are the orders held because of the new designation of respected Sr. TOAs having scale from NE 7 to NE 10? If this is the case then, may I suggest that, the “Executive Associate” designation can be given in place of “office Associate”. “Executive Associate” is good to hear and it feels good too. As it is been said that only minor changes will be accepted, so “Executive Associate” will be good as only one word is changed. Thank you.

The report of the Designation Committee with designation of JE for TTA is with the BSNL Management. Let us hope that it will be approved.

We are unhappy because BOD had not consider Designation Change issue in 4th march meeting.
