Extracts from news reports on the interview given by Shri Anupam Shrivastava, CMD BSNL:

“Backed by a new management, state-owned BSNL looks to regain lost ground by offering Wi-fi at a speed faster than 4G, across the country. In an interview with Prashant Mukherjee, CMD Anupam Srivastava says the company should witness a complete turnaround by 2017-18 with its data business.

Why did BSNL take so long to come up with a revival plan?

The triggering point was the recent changes made by the telecom regulatory body. In March, Trai came out with a new IUC (inter-connect user charge) regime, whereby any call that originates from a landline network and terminates at any other network will not invite any termination charge. Earlier, it used to be 20 per cent of `1. Therefore, if I had to make a landline call from my network to another network, I had to pay 20 paise; now I don’t have to pay anything. This was the triggering point of our revival. Recently, we made landline charges free from 9 pm to 7 am and steps will be taken to resurrect the data business.”

“We have not lost much market share because of disconnection of landlines. We have lost market share because we couldn’t progress in our mobile segment. We launched our mobile operations in 2002, and charged only `1/min tariff where other operators were charging around `20/min. And, we became the market leader in mobile service as well in 2006, far ahead of any private operator. We had a 30 per cent market share, which is higher than the present Airtel market share of 23 per cent. But after 2006, we were not successful in buying equipment; there were forces acting against us not permitting BSNL to procure the right equipment. Till 2012, private operators had a free hand. We lost business. We can say that BSNL lost the voice business from 2006 to 2012.”

“How will your new Wi-fi offer help?

This Wi-fi is going to be different from the earlier one. This is going to be a public Wi-fi that will compete with 4G from private operators. Since, the data transmission will happen from optical fibre, speed will be much faster than 4G .

Do you have enough spectrum for that?

When we roll out Wi-fi, it’s free spectrum. Wi-fi spectrum is free spectrum, 4G spectrum is bought spectrum. Being India’s largest landline operator, we are better placed than private operators to roll out Wi-fi because you need landline cable and optical fibre. Speed will be more than 4G data speed. Then, we are going to integrate the Wi-fi to the mobile network. By 2017-18, with revenues from our data business, the turnaround of BSNL will be complete.”

Department of Posts starts ATMs

Postal ATMs

Department of Posts have started installing ATMs in many cities. This is a good decision. When the PO Savings Banks  have got much more deposits than the regular banks, why can’t they function as regular banks and start all the facilities?

Discrimination against BSNL Workers by Minister?

We are glad to know that Communications Minister, Shri Ravi Shanker Prasad discussed with the Postal Federations their demands of strike and on the assurances of the Minister the strike from 6th May 2015 has been deferred.

But the same Minister could not find time to discuss the strike issues of the BSNL Employees, which resulted in successful Two Days Strike on 21-22 April 2015.

Is it because Postal is a Government Department and BSNL is a PSU? Or is it because the Secretary Posts took initiative for a meeting and the Secretary DOT did not?

Or is it that the BSNL is not a priority for the government, though the Minister had several times stated  that he will not allow BSNL to die?

Who will answer these questions?

Can BSNL reduce expense on electricity, petrol, diesel ?

After salary of the employees, the second biggest expenditure in BSNL is that of electricity, diesel and petrol.  This comes to thousands of crores of rupees. BSNL in financial crisis and the target should be to increase the revenue and reduce the expenditure.

The biggest expenditurein BSNL is the salary of the employees. It can not be reduced. However, by withdrawing Medical Allowance with out Voucher, Restricting LTC, not increasing the rates of various allowances, denying Bonus etc. the BSNL Management has reduced the expenditure, though the staff side did not agree.

Now what about the second biggest expenditure; expenditure on energy. It can  be reduced to a certain extent. Install solar energy  wherever possible. Reduce the expenditure on car by officers by sharing travel. The petrol and diesel expenditure can be reduced a lot. The lights and fans in the offices can be switched off  when nobody is there. ( In many offices, it is seen that the lights and fans are on, even when nobody is there).

By circulars and directions alone this can not be implemented. Each and every worker has to take care that energy is not wasted and is used only when required. The BSNL Management can organise a “Save Electricity Month” with careful planning and see how much  expenditure on energy can be saved. The same with petrol and diesel also.

Is there a portal for complaints by BSNL Customers? If not, why can’t it be installed?

Complaints from many BSNL customers are reaching me with regard to non-functioning of telephones, cable faults not repaired, no Modem for broadband etc. I am trying my best to see that these complaints are attended to, by contacting our circle Secretaries/District secretaries. Once the complaint is attended to, some of these subscribers contact/email me and convey their thanks.

During the travel in Air India, the staff brought some  forms and requested our feed back on the service. It seemed a good idea to find out what is the opinion of our customers about BSNL. I do not know whether any portal is there by BSNL C.O. to which people can complaint and get immediate action.

If yes, well and good. If such a system is not there, my suggestion is that BSNL Management can install a portal for this purpose and take immediate action for settling the complaints. I hope the BSNL Management will consider such an option so that we can know the ground reality and help our customers.

About 800 members of ALL INDIA LOCO RUNNING STAFF ASSOCIATION representing Loco Pilots and Assistant Loco Pilots of Indian Railways conducted MASS RALLY and DHARNA at New Delhi on 4th May 2015. The programmes was organised to focus the demands of the Association on safety measures and other demands.

The bugle blowers of imperialism and capitalism have been continuously declaring after the collapse of Soviet Union that Karl Marx and his theories have become irrelevant.
But now after the capitalist financial crisis that started in 2007, the back lash from the Latin American countries to the hegemony of US, the steady growth of Chinese economy – they  are compelled to eat their own words. The large number of republication of Marxist literature and sale have shown that Marxism is still very relevant and is a mighty force in changing the present world order fo a better one.
Today is the 197th Birth Anniversary of Karl Marx. Red Salute to the memory of the great Teacher!

78.2 per cent IDA pension Fixation

Pensioners are a patient lot. But there is a limit to patience also. BSNL pensioners are eigible for 78.2 per cent IDA pension fixation w.e.f. 01-01-2007. Whatever be the reason, even after many years no decision has been taken by the Government.
Now after two days strike by employees as per call of Forum, the DOT Secretary has assured in the meeting on 1 May 2015 that Cabinet Note for the same will be finalised in a few days and process will be speeded up.
The DOT has to keep its words and speed up.
