The 2,25,000 and odd employees of BSNL under the banner of Forum are making all out efforts to improve the services to the customers. Out of these, it is mostly the low paid employees like TM, RM, Sr.TOA, TTA and casual and Contract workers who are interacting with the customers. What is the motivation they are getting from the management for better performance?
The pay of most of the RMs is stagnated and they are not getting even normal increment. The Sr. TOA , TTA etc.who are appointed after 01-01-2007 are getting less pay than before. The agreed E1 pay scale for non-executives have not been so far. The contract workers are denied the minimum wage as per government orders.
For all employees and officers, there is no Bonus for the last 5 years. Allowances have not increased. LTC is restricted. Medical Allowance is taken away.
No discussion has yet started for the next wage revision. The DPE has not started any process for the Pay Revision Committee for the PSU executives.
The progress of the company is connected with the progress of the employees and officers. Both will have to go together. The entire employees and officers are dedicated to the improvement of the company. BSNL also have to start thinking about the rights/benefits of the workers.Both have to go together. The motivation thus initiated will go along way in strengthening BSNL.
BSNL Management and Government have to seriously consider these issues.
Where accountability and self motivation. sluggish attitude reasons failure.
It is very disheartening to say that mostly due to Linemen our BSNL is in Slump.
Ask any staff start from Operators, Clerks, TTAs, JTOs, SDEs etc.. to the TOP Management. They all will say the same.
The fault rectification per day is very low, Frequent same number of fault is high, improper fitting despite having all the resources with them, Abusive language, delay in clearing the fault, asking for money in lieu of attending fault in some areas as reported by many employees etc. are the reasons of failures.
I request all the unions to aware the Line staff to be more efficient and clear the faults on same day as our Landline, Broadband & lease Line Business suffer that earn highest ARPU among all BSNL services. Barring few, linemen are not dedicated to their services what we all observed over the few years.

I am sorry that I could not agree with you. Even if any lineman/RM is not working,it is the duty of the supervising official to ensure that the work is done. This is a cumulative failure. Lineman is in the lowest position and it is easy to put every thing on him. This is just like what the ministers do. They will do all the decisions and when there is any complaint they will put it on the officers. Officers will put the blame on the employees. It is a general line that if there is a good work, the top most officer or Minister will take the credit. If there is any fault ,it is put on the head of the person in the lowest rung. It is not to say that the lineman is perfect. It is the duty of the supervisory officer to see that the work is done correctly and in time. It is applicable to all cadres.

Your are right in some way but the Linemen staff resort to pressure tactics and stage undue protest that we will do duty as it is only. Hats off to their Unity that officers fail to get work done from them.
I am sure if proper guidelines from the your goodself were issued time to time and the respective District Secretaries take the task seriously then those who avoid fault rectification on time will make the huge difference. Infact, your goodself have admitted many times that Landline/Broadband complaints from all over India reach to your inbox daily. It is just due to pendency of faults.
Just ask any officer of any Circle/SSA about pending faults, repeated faults and clearance of faults in time. You will surprised to look at the astonishing figures. Our Broadband revenue comes from existing landline only. Unsatisfied customer never come back to BSNL again.
If we see number of Linemen in field as compare to number of Landlines then the ratio is still under control as Huge number of Landline is surrendered by our esteemed subscribers over the last decade so linemen cannot claim that there are huge landline connections exists and they can’t handle it. Sadly, huge number of landline faults in comparison to connections booked daily.
Linemen must do genuine self analysis to put BSNL back on the good days.
I know there are number of issues pending at Top Management but we cannot deny our own role.
Sincere efforts needed from one and all.

Comrade, just think how the fault which was pending for two weeks is rectified within two hours after the same is put to the notice of the CMD BSNL of the CGM. They do not call the linemen direct but the officers below them. In the same way, if the CGM/CMD can do it over phone, why it can not be done by the GM/Officers/Supervisors. The present day unions do not stand in the way of improving efficiency. If any such instance is there, it is always open for the officers to discuss the issue with the union. It is for this purpose that the works committee has been constituted. But unfortunately many of the GMs are not holding the works committees, where all issues for the development and expansion can be discussed.
This fact is even accepted by some Telephone Mechanic themselves seeing their fellows who are nil responsive while these persons toil for upliftment of BSNL.
Sorry the executives are getting transferred(500 Kms) often whereas the non-executives are permanently kept in the same division.(ie within 50Kms.). The non-executive often escape with the excuse as they are uneducated and executive is expected to carryout the work. A smooth relation and understanding each one responsibilities are the need of the hour. It is true in any organization. Mud slinging and egoism will not work. Please spell out the technique by which even if any lineman/RM is not working, it is the duty of the supervising official to ensure that the work is done.
Comrade, it is the present system. The higher officer or the supervisor has always got a right to order, advice and correct a lower official.This has to be done, as you said, in a co-ordinating manner. The lower officer or employee has got no right to order, correct the higher officer/employee. That is why, the head of the institution/ organisation is made responsible for any loss or other deficiency. In a socialist society, it will be completely different with the workers also having more rights and more responsibilities.

Most of the person who has to work in field think that the officers are sitting in the office room simply and getting paid. Physical work and mental work difference is there. Blue color job and white color job. People should understand the difference. and to carry out the work. All the persons cannot approach the CMD for getting right the faults. System should work and things to move. For Telephone Mechanic no telephone instrument is there or physical line is there. It is cable for which work is to be done.
Co-ordinated work from the top to the lowest level is required to make the service efficient.It is neither RM/TM or the GM alone, everybody has got responsibility.
After seeing all the debated we have lost the moral value of the company. The difference is all among us only, whereas the policy makers viz: ITS officers are enjoying and reaping all the benefits of the company. ITS lobby is the most powerful in our sector, these people sitting in power are making BBNL more powerful eg: ITS under the name of Digital India is utilising funds from Govt and neglecting absorbed ITS officers in all the circle in formulating policy decisions. When one CGM is transferred or retired in his place only non absorbed officer is posted even though absorbed ITS officer is senior. ITSA is restraining honest officers and those who are loyal to the company to discharge their duties efficiently. So comrades the fight is with ITS lobby only, we have to be United and fight for ITS absorbtion issue or throw them out of the company who think they can do anything by going to court to just delay their absorbtion process. It is nearly two years now the decision is pending in court now time has come to sit in Dharna in front of judges who are not able to deliver their judgement.
The judgment was already delivered on ITS issue earlier. Now it is the contempt case against BSNL and DOT. Let us wait for some more time.
