I had thought that BSNL being a PSU and run by committed management, there will be not much exploitation of the casual and contract workers engaged in BSNL. I thought that the field management will be able to control the contractors and ensure minimum wage, EPF etc. to the contract workers.
But, unfortunately, this has not happened. In most of the circles, the contract workers are being paid very less than the minimum wage, some times even less than one third. Even after bringing these cases to the notice of the SSA management, neither action is taken against the contractor nor the latter is compelled to pay the minimum wages fixed by the labour Department and intimated by the CMD BSNL to the Circles/Districts.
And those leaders of the casual and Contract Workers Federation(BSNLCCWF), who are raising these issues are retrenched from work.
Is the BSNL management is hearing? Will they take any action?

WHY MIDDLE MAN IS REQUIRED IN THIS MATTER? WHY THE ISSUE CANNOT BE RAISED IN ANY OTHER PLATFORM. BECAUSE FUTURE IS WITH THIS TYPE OF MIDDLE MAN(CONTRACTOR) ONLY. MOST OF THE PERSONS ARE RETIRING.
Both the Management and the Contractor are responsible for the exploitation. The licence of the contractor can be cancelled if the labour rules are not implemented. If the Contractor does not implement the laws, the BSNL Management is responsible as the Principal Employer to implement the same.
BSNL CAN NOT CANCEL THE LICENCE OF THE CONTRACTOR? IT IS FOR LABOUR DEPARTMENT WHICH HAS GIVEN THE LICENCE TO TAKE ACTION. THE LICENCING AUTHORITY IS DUTY TO BOUND TO CHECK THIS MENACE.
Both BSNl and Labour Dept. Can take action.
sir our CMD is saying that bsnl is on the path of revival…. but on the other hand casual and contract workers are intentionally being exploited by the contractors in collaboration with bsnl management… how could a psu revive itself when its workers are dying by their most vile policies??? Minister is saying that he will revive bsnl but how? killing its grass level workers by which expenditure can be reduced?
This is what exactly we were telling the BSNL Management.
sir is there any improvement of the process regarding the list of TSMs and non TSMs that has been urgently called by the corporate office which had been sent in hurry??
The list from many of the circles are yet to be received.
it is not expected sir you all should inform all the circles to take up the issue seriously and send it immediately in a sense this one of our positive achievements and we have to make it successful
