A Seminar was held at Gass Memorial Hall, Raipur today, 21 February, organised under the auspices of BSNLEU, AIBDPA and BSNLCCWF, Chhattisgarh Circle Unions.
The Union flag was hoisted by Com. VAN Namboodiri, President BSNLEU and Advisor All India BSNL-DOT Pensioners Association and President, BSNLEU and BSNLCCWF. All comrades paid homage at the martyrs column.
Com. D.R.Thakur presided. Com. R.P.Atmapoojya, Circle Secretary, AIBDPA welcomed all. President, Coms. Namboodiri, S.C.Bhattacharya, Om Prakash Sahu, Circle Secretary BSNLCCWF, D.N.Bhandarkar, Vice-President, AIBDPA, Parmar, TF, Bhilai and other leaders on the dais were honoured by garlanding them.
Com.S.C.Bhattacharjee, Circle Secretary, BSNLEU and President, BSNLCCWF, inaugurated the Seminar on “Pension – Past, Present and Future”. He spoke about the background and also the present attack on pension and retirement benefits.
Com.V.A.N.Namboodiri, in his speech explained the struggles organised by the working class for pension and other retirement benefits in past and the achievements made. As part of the neo-liberal policies being implemented, attack is made on the rights of the workers and pensioners and their hard-earned rights. He spoke the situation world wide and the reports in the Trade Union International Conference of Pensioners and Retirees held at Barcelona, Spain, in February 2014. He also spoke about the Revival of BSNL, the demands of the BSNL employees and also casual and contract workers. He called upon the workers to be ready for serious struggles on the demands raised by the Central Trade unions.
Coms. Sahu, Circle Secretary, BSNL Tekha Mazdoor Union, Chhattisgarh,and other leaders addressed the seminar.
A large number of workers, pensioners and casual/contract workers attended the seminar. The seminar and discussions have given a new enthusiasm to the Chhattisgarh BSNL Unions.

Homage to Coms. Ajoy Ghosh and A.K.Gopalan on their Birthday.

Today, 20th February, is the birth anniversary of two prominent Communist leaders viz. Com.A.K.Gopalan (1904) and Com. Ajoy Ghosh (1909).
Com. Ajoy Ghosh was closely connected with Shaheed Bhagat Singh and was part of the Hindustan Socialist Republican Association. He was jailed in the Lahore Conspiracy case which was part of suppressing the Communist Party. Ajoy Ghosh was the General Secretary of the Communist party of India from 1951 till his death in 1962.
Com. A.K.Gopalan, fondly called Com. AKG was one of the tallest leaders of the working class in India. There is no limit to the militant struggles he has organised and has been part of. He was Polit Bureau Member of the CPI(M) from its inception in 1964 to 1977 till his death. He was the Leader of the Opposition in the Parliament for long years since 1954. While India celebrated Independence Day on 15th August 1947, Com.AKG was in jail. He raised the National flag in the jail.
It is a coincidence how the birthdays of these two communist stalwarts happened to be the same day.

Budget a political Statement and not facing the challenges – CPI(M)

The Press Statement issued by the CPI(M) on the Interim Budget is reproduced below:
The Finance Minister’s Speech presenting the Interim Budget for 2014-15 was more of a political statement aimed at the forthcoming elections rather than an effort to overcome the current challenges faced by the Indian Economy. On the contrary the manner in which the economy has been managed suggests the worsening of our economic fundamentals. This will mean imposing further burdens on the people who are already groaning under severe hardships, through continued price rise and contraction of employment opportunities.

The GDP growth rate has been estimated at 4.8 % and could grow up to 4.9 %. Agricultural growth is estimated at 4.6%. This means that the non-agricultural economy has stagnated at best.

The claim that there has been a fiscal consolidation with the fiscal deficit pegged at 4.6% of the GDP below the estimated 4.8% is untenable. This has been achieved by a gross reduction in budgetted expenditures, particularly in social sectors. The revised estimates show the total Central plan outlay is Rs. 66,000 crores less than the budgetary estimates. The budgetary support for the Central plan was Rs 63,575 crores less. Likewise the central assistance for plan expenditure for states and Union Territories was Rs. 17,215 crores less. Thus, the fiscal deficit has been contained through a severe squeeze in expenditures. In other words, through a budgetary contraction of the economy. The announced nominal increase in major subsidies is actually less in real terms if the inflation rate is taken into account. It is at the same proportion of 12% as in 2013-14 budget. All these means that over 2013-14, job opportunities have shrunk significantly with no increased financial support to the beleagured people.

This fall in employment combined with the rise in prices of essential commodities will impose further severe burdens on the people. The Consumer Price Index for food items continues to hover around double digits.

The cut in excise duties in order to give a boost to the manufacturing sector, particularly, the automobile sector can only be very transient unless the domestic demand rises significantly. On the contrary, the efforts of fiscal consolidation have led to sharp contraction of domestic demand. The announcement of further reduction of tariff protection will affect the domestic manufacturing sector adversely.

The emphasis on containing the Current Account Deficit (CAD) through attracting greater foreign investments and not through restricting unnecessary luxury imports is bound to make the Indian Economy further vulnerable to international speculative capital flows. In fact the marginal success in containing the burgeoning CAD has been mainly through hike in the import duties on gold. Overall, instead of expanding public investment thus expanding employment generation leading to a growth in domestic demand which in turn would provide the required impetus to revive the manufacturing sector and propel industry growth, this Interim Budget only compounds the crisis by contracting the economy and imposing greater burdens on the people.

In the global situation of continued economic crisis, the anticipation of further foreign capital inflows is not merely unrealistic but would mean a slew of measures for attracting foreign capital, undermining domestic manufacturing and further mortgaging India’s economic sovereignty.

In fact, the crisis in the Indian economy which is destined to further compound, is not due to any policy paralysis. It is precisely due to the policy of appeasing international finance capital at the expense of undermining India’s domestic economic fundamentals and imposing greater burdens on the people.

Com.V.A.N.Namboodiri, President, BSNLEU and Advisor,AIBDPA met Smt. Annie Moraes, Member (Finance), DOT and discussed the issues of the pensioners.
1. 78.2% IDA for Pensioners: The resentment and restiveness of the pensioners due to the delay in issuing orders for 78.2% IDA was brought to the notice of the Member (Finance).She was requested to take up the matter at Secretary level so that early approval is received from the Department of Expenditure. She agreed to do the same and make efforts for early clearance from DoE.
2. Delay in payment of pension revision cases of pre-2007 and post-2007 pensioners: Advisor AIBDPA brought to the notice of the M(F), the undue delay taken place in fixation and payment of pension arrears and requested for early settlement. Member (F) stated that the matter is being monitored on weekly basis and the CCAs have been instructed for clearance of these settlements at the earliest. BSNL Management also have been directed for suitable action in the matter.
3. The views of the union in connection with the revival of BSNL, Merger proposal of BSNL and MTNL were also discussed.

Meeting with Additional Secretary, DOT

Com.V.A.N.Namboodiri, Convener Forum of BSNL Unions and Associations met Smt. Rita Teotia, Additional Secretary, DOT, and discussed about the issues to be settled before any merger can take place between BSNL and MTNL. Addl. Secretary gave a patient hearing to the points raised by Convener. Copy of the Memorandum submitted to the Prime Minister by the Forum and also issues raised with the CMD for Revival of BSNL were handed over to the Addl. Secretary.
Smt.Rita Teotia, Addl. Secretary, explained that certain committees/groups have been formed to discuss in detail the issues concerned with the merger and the issues raised by the Forum will also be taken in to consideration. She stated that the merger is intended for the revival of both PSUs. She also stated that full co-operation of the staff is required for better service to the customers.

Odia gets Classical Language status

Odia on Thursday became the sixth language of the country to get “classical language’’ status after the Union Cabinet conceded a long-pending demand for putting it in the same league as Sanskrit, Tamil, Telugu, Kannada and Malayalam.

Odia is billed as the first language from the Indo-Aryan linguistic group and the case for making it a classical language was also premised on the fact that it has no resemblance to Hindi, Sanskrit, Bengali and Telugu. The proposal was moved by the Culture Ministry.

Once a language is declared classical, it gets financial assistance for setting up a centre of excellence for the study of that language and also opens up an avenue for two major awards for scholars of eminence. Besides, the University Grants Commission can be requested to create – to begin with at least in Central Universities – a certain number of professional chairs for classical languages for scholars of eminence in the language.

The criteria for declaring a language as classical mandates high antiquity of its early texts/recorded history over a period of 1,500-2,000 years, a body of ancient literature/texts which is considered a valuable heritage by generations of speakers and a literary tradition that is original and not borrowed from another speech community. Also since the classical language and literature is distinct from the modern, there can also be a discontinuity between the classical language and its later forms or its offshoots.(Courtesy: Hindu)

Govt. considering 50%DA Merger of CG Employees

There are indications that the Central Government may approve merger of 50% DA with pay for the Central government employees. The VII CPC may consider this issue urgently. The V CPC has granted 50% Merger of DA, while the VI CPC maintained silence.
The Confederation of Central Govt. Employees and Workers has gone on strike on 12-13 February with demands including merger of DA with pay.
At present the DA for CGE is 90%. It is expected that another 10% will become due w.e.f. January 2014. In that case, the DA will reach 100%.
The government should consider merger of 100% DA itself.

7200 km State High Ways upgraded as NH

The Cabinet Committee on Economic Affairs (CCEA) has approved for declaring 7,200 km of state highways as National Highways.

With this, the total length of the state highways converted into national highways during the UPA regime would reach about 17,000 km.

About 10,000 km of state highways were declared national highways during the last 10 years.

These roads, sources said, are spread across states, including Andhra Pradesh, Madhya Pradesh, Bihar and Uttar Pradesh, besides bordering areas like Leh and Laddakh regions.

Internet Users in India cross 23.87 crore, 9.4% of population

New Delhi: India’s Internet population rose to 238.71 million last year helped by growing number of users especially in Maharashtra, Uttar Pradesh, Tamil Nadu, Gujarat and Andhra Pradesh, Parliament was informed on Wednesday. In a written reply to Lok Sabha, Minister of State for Communication and IT Milind Deora said: “As per the Census of India 2011, 9.4 per cent of households of India have access to computers and 3.1 per cent of households have Internet.”
Quoting TRAI data, the Minister added that India’s total Internet subscribers stood at 238.71 million as of December 31, 2013. Maharashtra has the largest Internet subscribers at 38.78 million followed by Uttar Pradesh (22.90 million), Tamil Nadu (19.65 million), Gujarat (17.92 million) and Andhra Pradesh (17.07 million), Deora said.
Telecom Regulatory Authority of India (TRAI) had pegged Internet subscribers in India at 164.81 million as of March 31, 2013, with seven out of eight accessing the Internet from their mobile phones. In a separate query, Deora said according to the IT hardware industry body MAIT, the IT hardware market in India is likely to reach Rs 3 lakh crore in 2013-14 fiscal. (Courtesy: IBN)

Undemocratic Scene in Parliament on Telengana Bill – CPI(M)

New Delhi, Feb 19 : CPI(M) today attacked BJP for”colluding” with Congress in getting the controversial Telangana bill passed in Lok Sabha by “violating all norms and procedures.”

“The way the UPA government has conducted itself in the matter poses a threat to democracy and the federal principle,” the party Politburo said in a statement.

Maintaining that the Andhra Pradesh Reorganisation Bill was adopted by Lok Sabha in “an undemocratic way violating all
norms and procedures,” it said no debate took place on the bill which sought to divide “the first linguistically reorganised state in India” and was thus a vitally important issue.

“No debate took place on the bill and it was adopted in the din by a voice vote. The demand for a discussion made by some opposition parties was denied. All this was done in
collusion between the Congress and the BJP,” it said.

“As the major opposition party, even though it is in favour of bifurcation, it was the BJP’s elementary responsibility to demand that a proper debate takes place on the bill. However, it chose to go along with the Congress party’s violation of all parliamentary norms,” it said.

On the blackout of the live telecast of Lok Sabha
proceedings, the Left party said it was “a surreptitious move
to prevent the people from seeing the undemocratic spectacle”.
