More than 1,30,000 employees have retired during the period. About 30,000 recruited. In total the staff has been reduced by about one lakh ten thousand.
The time has come for recruitment. Some recruitment has taken place in Executives and TTA (Non-executive). But in other cadres in the non-executive, there is hardly any recruitment. In all cadres, there should be some recruitment to infuse fresh blood and young face.

The issue of compassionate ground appointments was discussed by the Joint Action Committee of BSNL Non-Executive Unions yesterday with the Management. As per the Supreme Court Order only 5% of the Direct Recruitment vacancies of the year can be utilised for the CGA. There are hundreds of cases of CGA, but the vacancies are very less. Further the 55 point system is also there. Hence there is very less recruitment. In fact, the Management wants to stop the CGA completely. However, the union is fighting to get more vacancies, but the situation is not good. BSNLEU will continue its efforts to get more CGA.

The Union is trying its best to get compassionate ground appointment in all the cases. But BSNL Management will give appointment only to the extent of 5% of vacancies. As such very few people only get the job. Even persons who got 70% or more could not get job due to the restriction of the government. Anyhow we will make all efforts in your case also, but we can not assure anything in the present condition.

I am sorry to hear that your father is no more. There are a lot of restrictions getting appointments on compassionate ground. No more than 5% of the vacancies can be given for compassionate ground appointments as per government orders. New vacancies are not coming. There are instructions with regard to points on various grounds to be considered. If 55 points are not reached, the application will not be considered. If your mother applies, she gets more points than you. Even after getting more than 55 points, there are hundreds of applicants who have not got jobs. Only very few get jobs. Hundreds of applications are pending with the BSNL Management. Despite maximum efforts by the union, the government is not changing its rules in this matter. What your father’s colleague say is correct that your mother has got more chance of getting a job than you. Even after getting more points by your mother, it is not sure about getting a job. But we have to try. Contact the Secretary of BSNL Employees Union there for taking up the case.

Dear Comrade, this point has been cleared many times in this column. The BSNL pensioners pension is based on the wages of the BSNL employees, but paid by the government. BSNL wage revision is w.e.f. 2017 whereas Govt. employees pension revision will be w.e.f. 2016. However. let us wait for the orders of the government in this respect.

Im very sorry to know that your father has expired may his soul RIP, my father had expired in the year 2005 i have applied for CGA right after his death but still i have been appointed even after 12 years though my name is their in waiting list which was been published in the year 2014 (Nov). My father has worked in BSNL Karimnagar (Telangana), he was passed away on 21st Dec 2017. I am trying to get Job through “Compassionate appointment” but unfortunately in BSNL no more vacancies or large size of application members are pending from past 10 years due to this it will take more time.
Let us know can we try the job in another department such as “Sate govt level departments” ?? is it any provision to get state govt departments.

any applications for compassionate appointments, like yours, are pending due to want of vacancies. There is no specific rules for grant of CGA for getting jobs in other departments for the bereaved family members of BSNL.

Thank you for replay I saw DOPT CGA rules It’s there to change the department, can let me know BSNL department will follow the DOPT rules??.
Please find below points of DOPT rules:
A) Employment under the scheme is not confined to the Ministry/ Department/Office in which deceased/medically retired Government servant had been working. Such an appointment can be given anywhere under the Government of India depending upon availability of a suitable vacancy meant for the purpose of compassionate appointment.
B) If sufficient vacancies are not available in any particular office to accommodate the persons in the waiting list for compassionate appointment, it is open to the administrative Ministry/Department/ Office to take up the matter with other Ministries/Departments/Offices of the Government of India to provide at an early date appointment on compassionate grounds to those in the waiting list.
The issue will be taken with the management by BSNLEU. But at the same time it is to be remembered that the vacancies in all the departments are very less and are not sufficient to provide CGA to the bereaved families of their own department.

Some few points in state Go’s:
1. In the reference 8th read above, the Chairman, A.P.Public Sector Employees Federation, Hyderabad, has requested the Govt. for restoration of compassionate appointment scheme State Level Public Enterprises and Co-operatives, without discrimination amongst the
employees of State Govt. and Public Sector Undertakings, as a welfare measure to mitigate the hardship to the distressed families and provide them with a social security.
2. The Government of India have issued instructions to appoint without
reference to the Employment Exchange a son/daughter/near relation of a Government servant, who dies in harness leaving his family in immediate need of assistance, where bring no other earning member in the family to a post which is required to be filled through the Employment Exchange. The Board of Revenue have suggested that the concessions available to a son/daughter/near relative of a Central Government employees, who die in harness of being appointed without reference to the Employment Exchange may be extended to a son/daughter/near relative of the State Government employee who dies in harness leaving his family in indigent circumstances.

If we fill CGA application in BSNL at GM (district level), we will ask to sent proposal to District collector, is it possible sent request to district collectors offices.

There seems to be no such provision. However you can meet the GM and try for the same.

Sub: compassionate ground case of sri p.satheesh, s/o c.punyakoti, Ex-TM,
your application for employment in bsnl on compassionate grounds has been examined in accordance with the provisions prescribed by the Bsnl Corporate office, New Delhi vide letter No.273-18/2005/pers. dated 27.06.2007. In this connection, I am directed to inform you that your case for employment in bsnl on compassionate grounds has been examined by the circle high power committee (H.P.C) in detail on 05-12-2012.
As per the policy guidelines, the yardstick to determine the economic status of the family is based on the weightage points system for arriving at the indigent condition of the applicants. According to these instructions, the cases with net weightage points “above 55” are considered as eligible for further consideration and final decision by high power committee of bsnl corporate office, New Delhi. The cases with net weight age points “below 55” are rejected by circle HPC.
Accordingly, the Circle High Power Committee examined your case and found that you are not eligible for compassionate appointment as the criterion of minimum weight age points I.e.55 is not met. Hence, it is regretted to inform you that your case for compassionate appointment is REJECTED by Circle HPC.

“As per CGA guidelines 8 th point: Where there is a problem in attributing points on any of the aspects due to peculiar circumstance in any specific case, the same may also be referred to BSNL corporate office along with supporting documents including Check list, for consideration and decision by corporate HPC.”

Respected Sir, Hi this is Abhishek Bhattacharya once again from West Bengal Circle, had a query from you, as nobody is their to listen and feel what I’m going through, HPC for CGA settlements meeting was supposed to be held tentatively in the month of June and their has been a constant reminders given to the administration this is what I have been told by the UNION, Sir with all due respect will their be any HPC meeting by the end of this year for CGA settlements or is this another false hope given by the administration to the UNION.

Dear Comrade, You are completely mistaken. It is the policy of the government to limit CGA to the barest minimum. In fact BSNL decided to stop CGA about 10 years back and it was only due to the strongest agitation that they could not stop. In many of the PSUs CGA has been stopped and some cash is being given to those very few who somehow was found eligible for CGA. In BSNL hundreds of wards of deceased staff have been got job only through the intervention of the union. Government policy is no recruitment. As per Supreme Court verdict CGA is limited to 5% of the vacancies in a year. There are very few vacancies due to the policy of no recruitment by the government. If you go through the Minutes of the National Council where the management and union discuss issues, top priority is given to the wards of the deceased. While it take years to settle the pensionary benefit of the deceased in many departs/organisations, the issues are settled quickly in BSNL due to intervention of the union. It is one of the few organisations where the funeral expense of Rs. 15,000 is paid immediately after death. There is a strong pensioners organisation, AIBDPA, looking after the issue of pensioners, including family pensioners. It is in this hard situation, even a few hundred CGA cases are settled in BSNL with much pressure. BSNL is one of the organisations where CGA is given at least for some. It is not correct to make adverse comments without knowing the full details. It may be known to you that the BJP government which promised one crore job each year did not even provide two lakh jobs in a year.We are giving the mobile number of the Circle Secretary of the BSNLEU, because he is the person taking the case with the management. CGA in BSNL is continuing only due to the strong position taken by the Union.

I am Satish.S S/o late Raghunatham worked as Ex-TT/VMD/KAA expired on 21-12-2016, while he was on duty.
As per suggested Latter No: GMTD-KAA/OP/CPGRMS/2017-18/69 date: 19-09-2017. We have already submitted a compassionate application in prescribed format with support documents on 22-08-2017 in Karimnagar GMTD office.
As per latter No: 273-18 /2013 /CGA / Estt-IV date: 05-02-2016. Please attach a report copy to my CGA application which is related to ” Accidental mishap while Attending Telephone fault & cable laying off” on 16-November-2017 ” This related investigation report already being at Karimnagar Administration department”, so that my application can be considered by CGM office.

Please find below point details of how my father died and same thing.
Accident while performing duty “Accidental mishap while Attending Telephone fault & cable laying off ” that is he was fell down from two stored building on 16-November-2016, This Accident has been witnessed by BSNL-VMD officials, They have immediately included in the SURYA NURSING HOME hospital in Karimnagar for treatment. As per the doctor’s report, there were a total of 11 side rib damages with 2 ribs severely injured. The entire treatment including rib surgeries has been carried for 15 days and doctors have suggested for 3months complete bed rest. After he got discharged from the hospital VMD JTO called to My father need to join in office My father has insufficient leave quota. ” With the lack of leaves, Los is getting the payoff ” due to this our family poor economical condition so that he was rejoined with painful condition in VMD office with the support of Rib (Chest) Belt, He again suffered from severe pains due lot of travelling from my hometown Karimnagar to Vemulawda and also due to the road route is not good between the towns. He consumed Insecticide in office premises on 16-Dec-2017 because of he goes into “Depression” due to severe chest pains, then we have readmitted to the hospital for further treatment, where he went into comma immediately. The condition has further deteriorated and was provided with a ventilator support. He died on 21-December-2016 receiving the treatment. “This related investigation report already being at Karimnagar Administration department”.

For this, I have asked many union leaders to help to sent my CGA to CGM office but no one helping even your union leaders also and the same thing I have mentioned your name also but not replied.

Respected Sir, wishing you & your family a prosperous new year, BSNL West Bengal circle has mentioned in their website that 21 CGA more names have been approved by HPC but have not published the names yet I contacted the Union regarding the issue but they are unable to tell me the names mentioned in the list, how can candidates get to know wether his name is their on the list. My query is that how can we get the list of 21 approved candidates.

Sir it’s more than a month the list has been published this has been mentioned in the website and still Union People are telling me that they still do not have the list with them. With all due respect sir West Bengal circle union is keeping candidates in dilemma.
