What is the nature of objections in both the case?
It is not a question of objection. The government departments work in this way. Before approving any thing the long process of examining by many sections take a lot of time. Paying even a single rupee from the government coffers is not an easy matter. Any way in both these cases, the Union is continuously putting its pressure for an early decision.
