It has been informed that the State Convention of BSNL Employees “On Revival of BSNL”, as per the call of the National Convention held at New Delhi on 3rd August, will be held at Lucknow on 15th October, 2013. The Circle leaders of the Forum of BSNL Unions/Associations are making all arrangements for the successful conduct of the Convention.

DPE issued orders on IDA from 1st October 2013.

IDA increased to 85.5%

DPE has issued orders increasing the IDA for the PSU employees with effect from 1st October 2013. The increase is 6.6% and the total IDA from 01-10-2013 is 85.5%.

Voters should be given receipt for having voted.

The Supreme Court in an important judgement has ordered that the voters after voting should be given a receipt for the fact that they have voted. I think this is a good decision. We have to see the details of the judgement to know the procedure etc. for this practice.

Telecom Commission approves Spectrum Trading and Sharing.

In a new development, the Telecom Commission has accepted the recommendations of the TRAI to allow the telecom companies to trade and share the spectrum allotted to them. Existing licencing condition does not allow spectrum sharing or trading. In fact, DOT has proceeded earlier for action against the private companies for sharing their spectrum with other private companies. The present decision will benefit the private players in a big way.

3rd round of Spectrum Auction from 7 January

The third round of spectrum auction is expected to start from January 7 as per the tentative timeline prepared by the inter-ministerial committee (IMC), which was set up by the Department of Telecom for the purpose.
The base price for the spectrum will be brought down. But to what extent will be known after the difference between DOT and TRAI is sorted out.

Forum meets on 9th October 2013.

The Forum of BSNL Unions/Associations will be meeting on 9th October 2013 (at 1600 hours ) at BSNLMS Office to review the developments after the National Convention of BSNL Employees held on 3rd August 2013 and also to plan further activities for the Revival of BSNL.
After the Convention was held, the Forum has addressed letters to about 100 prominent Members of Parliament, including Ministers, enclosing the Declaration adopted in the National convention and requesting them to pressurise the government to provide support to the telecom PSUs, BSNL and MTNL and also for solidarity and support. All the Chief General Managers of BSNL Circles also have been addressed enclosing the suggestions/proposals for the Revival of Bonus and seeking their active participation in the same.
The Forum has also written to the Chief Ministers of all the states requesting their support and also requesting to mandate that the state government departments and state PSUs should get all communications connections provided from BSNL/MTNL. Secretary Generals/General Secretaries of Confederation of Central Government Employees and Workers, AIRF, NFIR, Federations/Unions of Bank, Insurance, Defence, State Government Employees and others have also been addressed and many of them personally met for support and solidarity in our effort to strengthen BSNL. Heads of PSUs are also being addressed for their support to the telecom PSUs.
These themselves are not sufficient. All the employees of BSNL should become the Ambassadors/ publicity agents of BSNL and give wide publicity to the projects and plans of BSNL.
More than that, the image of the BSNL services has to be changed for the better with more committed service.
The General elections are coming, when one and all will be listening to the manifestos of the various parties. We have to approach them and convince them the necessity of focussing the need for a better telecom service and improving BSNL, its services and financial viability. We can not miss this golden opportunity.
The Works Committees as SSA level, where the union representatives are also present should be utilised maximum to ensure better service to the customers and expansion.
The state level conventions to explain the situation and the decisions of the National Convention should be well planned and executed with maximum participation.
All these issues will naturally come for the discussion in the meeting of the Forum on 9th October..

Aviation Minister Ajit Singh back-tracks of Air India Privatisation

Civil Aviation Minister Ajit Sinch has been compelled to back- track from his statement on privatisation of Air India. Left Parties, BJP and other leaders have severely criticised the Minister for his statement that Air India will be privatised.
After the severe criticism the Minister has disowned his statement and stated that there is no proposal for privatisation of Air India. So far, so good!

But the mindset of the Minister as well as the government is clear. They were waiting for a chance to privatise each and every PSU. To justify their intent, they are putting all obstacles in the functioning of the PSUs to make them weak and financially unviable. Only sustained struggle and mobilisation of the people will be able to stop the government from their ill-advised policy of disinvestment and privatisation.

Discussion for a non-Congress secular forces- CPI(M)

New Delhi, Oct 7 : CPI(M) is in talks with SP, JD(U),
JD(S) and BJD and other parties in a bid to forge a grouping
of non-Congress secular forces ahead of the general elections, with the first step being to ensure their participation at a convention against communalism here later this month.
“Discussions are being held with non-Congress secular
parties like the Samajwadi Party, JD(U), JD(S) and BJD to
safeguard our secular democratic republic from threats
emanating from communal forces,” senior CPI(M) leader Sitaram Yechury told a press conference here.

To questions whether this grouping would lay the foundations for a ‘Third Front’ ahead of elections, he said all this would depend on the poll outcome. “We are working for the success of the convention. That is the objective now.”

JAIPUR CEC OF AIBDPA CONCLUDED SUCCESSFULLY.

The Central Executive Committee Meeting OF AIBDPA being held at Jaipur on 5 -6 October,2013 has been concluded most successfully at 1730 on 06-10-2013.
The CEC adjourned yesterday night resumed at 0900 on today was addressed by Com.V.A.N.NAMBOODIRI,Advisor,AIBDPA and President,BSNLEU giving a good account of developments worldwide and in our country.He assured all the support for achieving the genuine demands of the pensioners including
78.2% IDA fixation to the pensioners. Com.P.Abhimanyu while addressing the Open Session yesterday had also had stated that on 78.2% BSNLEU will pursue the issue until it is achieved.
All the CHQ office bearers and Circle Secretaries participated in the discussion and Com.K.G.Jayaraj ,GS summed up.He also presented the proposal for
future course of action on the pending issues including early issuance of orders on 78.2% IDA fixation.
1.PROTEST DAY ON 25-10-2013.DEMONSTRATION AT DISTRICT/
BRANCH LEVELS AND SENDING FAX MESSAGE TO THE MINISTER
FOR COMMUNICATIONS AND DOT SECRETARY DEMANDING
IMMEDIATE ISSUANCE OF ORDER ON 78.2% IDA FIXATION TO
BOTH PRE AND POST 2007 BSNL PENSIONERS BY ALL UNITS.
2.CIRCLE/CCA OFFICE MARCH ON 28-11-2013.
