One more of the agreement reached on the NEPP has now been implemented by issuing orders on the NE – 12 payscale ( Rs.16390 – 33830) thus granting one more promotion to those who have reached NE – 11 payscale. This is a great achievement of implementing the Promotion Policy for the Non-Executives. This will be with retrospective effect from 22-02-2012. I am sure that even those pessimists who stated that the NE-12 will not be sanctioned will also be happy, because they also will get the benefit.
Congratulations go to all the BSNLEU and UF comrades who fought and who compelled BSNL for the issue. Thanks are due to BSNL management also for issue, even though somewhat delayed on administrative reasons.

NEPP is the best policy for none-executive in bsnl than what will be the my 5 promotion, if my starting scale is NE-9.
i will get 5 promotion in my career but what will be the scale i dont know.
worst thing in my knowledge about NEPP, it possible in bsnl only.
At present the NEPP provides only four promotions. As you know, there were only two promotions for Non-executives, that too after 16 and 26 years of service. Due to the sustained efforts of BSNLEU, hard bargaining and agitations, we have been able to get 4 promotions after every 8 years. But due to the change over in the promotion policy, some officilas may get 5 promotions also. For the non-executive recruited in NE – 9, the next promotions will be in NE-10, NE-11 and NE- 12 at present. NE-12 has been ordered only two days back. Our demand for JTO scale as the next promotion is pending decision. Till now our main task was to get NE – 12. Now that it is ordered our effort will be to get the next one. At present there is no official eligible to get the same since NE-12 is ordered from February 2012 only. We hope that the JTO scale promotion will be achieved, before anybody becomes eligible for the same so that there will be no stagnation.

As per the recommendations of the V Central Pay Commission, the justified payscales for TTA and SR.TOA were denied. The unions, including the AITEU Class III(N), from which BSNLEU was formed, took up the case with the government for removing the anomaly of both these cadres. After the formation of the BSNL, the Anomaly Committee formed by the Government recommended higher payscale to TTA to remove the anomaly and the same was granted w.e.f. 01-10-2000. In the case of Sr.TOA and others, the anomaly was not removed by the government.
Two wage revisions have taken place after formation of BSNL, one with effect from 01-10-2000 and next from 01-01-2007. In the first wage negotiation, all unions including NFTE and FNTO participated, since no union was recognised at that time and all demanded higher payscale for Sr. TOAs etc., but the management did not agree. During the recognised period of NFTE, it did not demand for a higher payscale the Sr.TOA. As soon as BSNLEU got recognition in 2004, it demanded for higher payscale, Rs.5000, to the SR.TOAs and other similar cadres including cable jointers who were having similar scale. After discussion in the National Council, the matter was referred to a Joint Committee. But even after all these years of discussion, it could not be settled due to the negative stand of the management. One more wage revision took place from 01-01-2007. Despite very hard bargaining and agitation, the issue could not be settled so far. As such the anomaly of the payscale started by the V CPC continues.

It is very good for all non executives that NE -12 has been introduced in NEPP.It is the result of the serious efforts of BSNLEU, undoubtly.Sir, please put your serious efforts in the direction of conducting the JTO LICE soon.As you know that thousands of direct recruitee TTAs are waiting for this very eagerly,as there is no JTO lice for more than 10 years.Now stay on JTO lice should not be any more after the judgement given on dt14/09/12 by Kerla high Court.Waiting for you kind reply with great hope.
It is only because of some court cases that the JTO examination is being not conductd.BSNLEU has been pressing strongly for conduct of the exam. and management has assured that the same will be conducted as early as possibkle after the court cases.
Sir, what is the criteria for promotion of a TTA who belongs to SC category and is an M.Tech holder in EC discipline?
Such officials are eligible to appear for the JTO examination.

Sir I have got four promotions .two LICE exam and two through NEPP till 2019. I am in group C. NOW what is next promotion by NEPP as I have achieved four promotions. Can I get next promotion as I have 14 years of service remaining in the same cadre i.e. group c .
