The Left Parties and other opposition parties have correctly demanded that the coal blocks allotted to private companies with out auction and which have incurred Rs. 1.86 lakh crore to the nation should be cancelled as was ordered by the Supreme Court in the 2G scam. It is only very reasonable and appropriate. Denial of this demand will naturally point out that this loss was incurred with the full knowledge and involvement of the government.

It is understood that the BSNL Board has approved:
1) 78.2% IDA fitment 2) NE-12 Payscale and 3) Recruitment of 2670 TTAs. The first has been part of the 13 June strike agreement. The second is on the basis of the agreement with BSNLEU on NEPP and the third is as per the requirement of the company. All the three are good decisions and I congratulate the management for the decisions which will benefit the company and the workers.
It is time to ensure better and better service to the people. The management should ensure adequate equipments for development, expansion and maintenance. That is lacking at present. Let all of us try our best to improve the services and financial position of the union.

As per latest unaudited accounts of BSNL, it is reported that Kerala, NE-I, NE-II, J&K, Assam and Odisha circles have been able to get profits for the company. In Kerala Circle, the profit for this year is Rs. 149 crore compared to last years Rs. 76 crore.
Congratulations to all the workers and management for the improvement. Let all the circles try to get profit and more profit to the company. We can Save BSNL and workers!

Full preparations are going on for he holding of the All India Conference of BSNLEU at Ludhiana from 25th to 28th September 2012. This is the 6th AIC, the first being at Visakhapatanam, second at Lucknow, the third at Gauhati, the 4th at Mumbai and the 5th and last at Thiruvananthapuram in May 2010. BSNLEU is one union which holds its conferences in time. Almost all the Circle Conferences are over. The delegates have been mostly elected.
The Reception Committee at Ludhiana is making all arrangements for the successful conduct of the AIC. Today, the CHQ leaders Com. V.A.N.namboodiri and P.Abhimanyu, All India president and General Secretary respectively had detailed discussion with Com. Moudgil and Com. Balbir Singh, Reception Committee leaders about h arrangements, programme, accommodation, food arrangements etc.
One problem the Reception Committee leaders mentioned was the large number of visitors preparing to come to the AIC. The total number may to about 4000. The problem is that the Reception Committee has arranged accommodation for only the delegates and visitors. And as such those who are other than the delegates and visitors will have difficulty. As such the Reception Committee has requested that only the delegates and visitors decided by the CHQ come to AIC.
Certainly we have to consider the request of the R/C.

Meeting with CMD BSNL on 23rd August.
Com.V.A.N.Namboodiri, Convener, Forum of BSNL Unions/Associations met Shri R.K.Upadhyay, CMD BSNL on 23rd August and discussed following issues:
1. Implementation of June strike agreements:
It was impressed upon the CMD, the need for early decision and issue of orders with regard to the 78.2% IDA fitment, implementation of Child Care Leave in BSNL as also the formation of Committee with regard to the superannuation issues of the BSNL appointed employees. CMD assured that the above issues will be discussed in the next Board Meeting for decision.
2. Observation of “ Customer Delight Year” for one more year
The decision of the Forum of BSNL Unions/Associations to continue with the programme of “Customer Delight Year “ for one more year was intimated to the CMD requesting to issue a circular in this connection directing all circle/SSA management to co-operate with the same. CMD fully appreciated the decision and assured that the circular will be issued.
3. Victimisation of leaders of SNEA(I)
The Forum conveyed its strong protest against the victimisation of leaders of SNEA(I) including its All India President and General Secretary and demanded that the same should be dropped. CMD only stated that the issue is pending in the court.

The DOT has issued instructions that the radiation norms of the mobile towers should be reduced drastically in view of the health and environment concerns. This has been done after a detailed study. The radiation level is very high compared to other countries as can be seen below (watt per square meter)
China : 0.4 Russia, Bulgaria, Poland : 0.1 Belgium : 0.045 Italy : 0.1 Switzerland : 0.095 India : 9.2
As such DOT has asked the telecom companies to reduce the radiation level to 0.92, about one tenth of the present level.
In the same way emission level of the mobile handsets also has been fixed. Presently the Specific Absorption Rate (SAR) is 2.0 watt/kg. It is to be reduced to 1.6 watt/kg.
Both these norms are proposed to be introduced from 1st September 2012. Of course, it is certain that the private telecom companies will certainly oppose these and try to get the same cancelled. But it will be a serious health risk.
In fact, it is a policy lapse on the part of the government. Before allowing the installation of towers, the DOT should have put the cap on the radiation as also in the case of mobile handsets. In the mad race for providing more connections, all international standards have been violated. At least at this stage the restriction should be strictly implemented.

A National convention of EPF Pensioners is being held at Delhi at Garwal Bhawan, today and
tomorrow. More than 800 pensioners are participating. The Convention is being presided by Shri
Jacob and S/Shri M.N.Reddy, Dharma Raj, Unni Kutty and other leaders are in the dais.
I was invited and attended the Convention. In my address to the Convention I pointed out that the
government should ensure social security for the EPF pensioners. As demanded by the Central trade
Unions, at least a minimum pension of Rs. 1,000 should be ensured for the EPF Pensioners. I also
pointed out that it is the responsibility of the workers and their unions to focus the demand of the
pensioners also. On behalf of the NCCPA, AIBDPA and BSNLEU, I conveyed our Greetings and Best
Wishes to the Convention.
It is a welcome thing that the Pensioners in various sections are organising and strengthening to
fight for their cause.

issued orders for payment of salary and pension in advance for celebrating Onam. Shri KCGK Pillai.
Director (Finance) BSNL took special interest in ensuring that the orders are issued early.

As per the decision of the meeting of the Forum of BSNL Unions held on 8th August 2012, Com.
V.A.N.Namboodiri, Convener, has intimated the CMD BSNL through a letter its decision to extend
the “Subscriber Delight Year” programme for one more year. The Forum has called upon all the
workers to implement the programme effectively by improving the services to the customers,
providing more connections, removing the faults at the earliest etc. The Forum requested the
management to co-ordinate with the programme intended for a better service and expansion of the
services to make BSNL financially viable.
