New designations
The issue of giving new designations for the Non-Executive employees was taken up in the National Council long back. As per the decision of the National Council, a joint committee was constituted. The committee met a few times. Thereafter, Management stopped calling meeting of that committee. This is one issue on which dharna and hunger strike took place in November, 2011. This issue was taken up as an item for the National Council meeting held on27th February, 2012. Due to the pressure created by us, the joint committee was reconstituted and it’s meeting took place on23rd February, 2012. In that meeting proposals for new designations emerged for the four mainstream cadres, viz., Regular Mazdoor, Telecom Mechanic, Senior TOA andTTA. The proposals are as follows.

Its a high time for BSNLEU to earn some respect from the young brigade of BSNL- TTAs. I hope and pray that you can understand our viewpoint and realise our problems. Do not treat our proposal with an eye of an politician. Relate with it as an Elder colleague and mentor.
Note:- I have a bet with my BSNLEU friend, he told me that this time again you (BSNLEU) would not do anything as you (BSNLEU) have not done anything in past for TTAs. But i bet against it.

We had suggested Junior Engieer, Telecom even earlier, but the management has vehementally opposed it and is not prepared to accept the same. This has been reported even earlier also when the first committee was formed and if I remember correct SNATTA member was also there.

If JET is rejected to TTAs last time then how come BSNL Management will accept rank ended with Officer to TOAs and Engineer to TTAs.
pls elaborate the reasons of rejection. There might be strong some reason.
Sir all India staff reading your blog so pls give concrete answer. Infact we are asking junior engineer and you (BSNLEU) are proposing Engineer, it means we will get nothing this time too and this issue as with earlier issues will go to the bin. so all your exercise would be futile, so better go with consensus. Atleast three major Union and Association mainly BSNLEU, NFTE & SNATTA if jointly agrees on some designations then it will be recommended easily by Mgmt.
Every problem has some solutions only if there is willingness. The union seems to show its true colors now. We have already see the rainbow, its enough now. kindly consider and give a thought to it putting aside your Union/political affiliations.
SNATTA has already submitted their proposal to Chairman Designation Committee, kindly have a look at it.

Can you explain here why BSNL management has vehementally opposed it? What are the reasons behind it? Why you are not stick to get it from the management? If you by heartly thinking about TTA cadres and junior brothers to motivate them by providing at least one demand raised by them (Designation as Junior Engineer Telecom) which does not required to pay them any extra monitory benefits but only recognition of their dedication of work to improve the situation of BSNL, you can do it 100% successfully. Thousands of TTAs will welcomed you. While to improve the social status of any minimum diploma engineer entry cadre other PSUs like BHEL appointed them as “ASSISTANT ENGINEER, Grade II” but you are thinking about “Telecom Associate Engineer”. Even Sr TOA ‘s designation has been proposed as officer like “Telecom Associate Officer” but we are again treated as assistant or associate. So this is my humble request to you either you should fight for the proposal given by SNATTA and NFTE since you have taken the opinions from them and most of the TTAs opinions are same as “Junior Engineer Telecom” or kindly follow the other leading PSUs designation structure of any diploma engineer entry cadre. Kindly pay respect of the thousands of TTAs opinions and emotions by achieving better designation for them. Waiting for your early action.

By changing the Designation Name BSNLEU is going to do nothing for TTA’s or any Group C Employees in order run the Union and get the subscription these poor peoples are necessary so just by giving a name to these peoples BSNLEU is treating this workers as beggers.Instead of having a strong promotion policy as the officers have already EU betrayed these workers by giving just an increment in the term NEPP.Dear leader these officers who are 10 th pass but AGM at present how its possible now Phd candidate also in Gr C so if u r trying to do any good to these peoples pls get the promotion that too regular promotions every 7 or 10 or 15 years like the Officers.These officers always look abt the future increment in cadre and not just money.

Just remember that the executives (officers) had got 4 -5 promotions since the last 5 – 6 decades. But for the non-executives it was only one or two. There were dozens of cadres in non-executives for whom there was not even one promotion. There was not even the one increment on promotion at that time. It was only fixing in the next stage of increment. This was the situation until BSNLEU got recognised. Now at least every body is assured of 4 promotions after every 8 years with one additional increment of 3%. Those who look in to the past, realises how much improvement workers have got through NEPP. This was a great leap from the earlier situation. But this is not the last. The workers and their unions will be there and more gains will certainly be achieved in the future.

Why you are calling Non-Executive Promotion policy? It can be said Non-Executive Increment policy because only increment has been given but no designation change. In term of promotion means change of scale as well as change of designation like Executive are enjoying. am I right or wrong? kindly replay.

The earlier promotions were without even one increment, but only fitting in to the new scale. Compared to the earlier promotions this is far better. Change of designations for non-executives is being finalised.

The management is opposing the designation on its own opinion. They are telling that they have not finalised the executive designations. They are also afraid that this designation will result in the staff claiming higher wages. But mainly it is their mindset against the non-executives that they have not agreed for the designation. We have tried for the last few years, but they have not agreed so far.

Getting an extra increment for every 8 year, in my opinion, is not justify to call a PROMOTION. The majority of non-executive cadre is lack of awareness about what is call a PROMOTION. Almost all of them were absorbed from casual labors used to dig and lay cables and erection of telephone poles. The had never gone through any competitive exam at the time of recruitment. It is like touching sky in their life to get a job in such a big govt sector. So they thing what ever they got is enough. By saying this I am not under-estimating their contribution to the BSNL. They have been holding an irreplaceable place in the development of BSNL and no one will never forget the their contributing.
Now let me come to the point. Executives are getting promotion for every four year and granted them to enjoy the pay scale of just next to him. A JTO after eight year will get pay scale of DE ( approximately 5 increment for every four year). But in our case it it only a single increment after eight year that means only two increment in 16 year. In 16 year A JTO is lack of only two year to enjoy the pay scale of GM, but we the non executive are granted only two increment in that long year.
So please clarify why so much difference is there between Executive and non executive? Every one knows and agree that they are in higher cadre, they must have more benefit then us but the difference is very much and is beyond the acceptable limit. You might say that you had pressured a lot to the management but they denied. If management team are doing what ever they want, then what is the necessary for forming the UNION and negotiate with the management and why you are here representing us by wasting you valuable time? why did you called strikes for the demands which the management denied to accept? What is the necessary for all these things if you are going by management team?

The points raised by you have already been replied when others have pointed out the same. The unions are taking issues of the workers for settlement. All the issues are not settled. Many are settled and that is why our condition is better than earlier. That does not mean whatever issue we raised will be agreed by the government/management. Some will take more time. Some may not be agreed at all. But the union has to pursue the demands continuously. The past experience show all these. It is from experience that we learn. For example see what was offered by the management in wage revision and what difference we could make for the benefit of the workers. I am not going in to detail as these have all been explained several times. Working class do not get dejected. We have to march ahead continuously on our demands accepting what is achieved and fighting for the next. How much changes have been during the last 12 years since formation is well known to you and other workers also. No need to repeat. We have to achieve more and the unions are on the job.
The proposals suggested in the designation committee meeting held on 23-2-12 is the best for Non-Executive cadres in BSNL. The plus point is that the word ‘junior’ has been completely wiped out. Wish that the proposals are approved in the next meeting. Congrats Com. V.A.N.Namboodiri.

I am working as Sr.TOA in Kerala Telecom Circle Office. The new designations proposed now are the best for Non-Executive cadres in BSNL. As usual, the Negative Federation of Telecom Employees is all bound to sabotage this also.

Interacted with my colleagues. As far as RMs, TMs and Sr.TOAs are concerned, vast majority are in favour of the new designations proposed. It is presumed that only TTAs are insisting for JET designation, due to the intervention of SNATTA. Since the management is not in favour giving them JET designation, the status quo may be maintained and in r/o RMs, TMs and Sr.TOAs new designations proposed may kindly be got approved please.

Many TTAs are also in favour of the new designation instead of TTA. No other union, even NFTE, when it was recognised did not demand for any other designation than TTA. It was only BSNLEU which demmanded for a change in designation for TTA also and many of the TTAs are also in favour of the same. It is far better than the present designation which is existing for aabout 15 years and no other union demanded for a change till BSNLEU demanded.

The Union has demanded the designation of JTE/ TJE for the present TTA for the last four years or so, but the management continuously refused and hence the present proposal of Telecom Associate Engineer, not to get further delayed. Associate is nothing less than Junior. In fact, it is higher than Junior or Assistant in usuage. One fact we have to remember. In the DOT and also in BSNL we had so many designations which are different from the other departments/PSUs like TTA, RSA, TOA etc. etc. The union is trying for better designations from the existing and the present proposed designation is far better than TTA. Nobody disputes that. At the time when the name TTA was introduced by the management, the designation was not liked by most, but from continuous usage comrades are adjusted with the same, and even many started liking it.

You might have read the earlier postings. It is only because the Official side did not agree for the JET/JTE that we have been compelled for another designation. You will appreciate that the Associate Telecom Engineer is far better than Telecom Technical Assistant, the present designation. Further, the fact is that, Associate is higher than Junior or even Asst.as per the usual gradation. In the case of Professors for example, the Associate Professor is higher than the Junior Professor or the Assistant Professor as already pointed out by another comrade in this blog.

I do not want any high rank. i want a rank which is popular and suitable as per my post and profile. pls sir, i humbly request you to rethink your decision taking consideration that all TTAs member of BSNLEU (all over India) wants this JET rank. Only 20-30% percent want other ranks. Sir i cannot face and answer my TTA friends who are member of BSNLEU and follow my advice. Sir JET, ET, Senior ET and Chief ET are the best for us as per payscale upgradation. we do not want any more luxurious and complicated rank. We are waiting for this rank since many years and now the time has come for your goodself (BSNLEU) to achieve something for us. i am in touch with few of my friends all over India. We are trying our best to get the JTO examination conducted early. BSNLEU has requested all the litigants in this matter to withdraw the cases so that the examination can be conducted early. I hope that both the parties will heed to the advice. The manmagement has already agrees that once the cases are over/withdrawn the examination will be held without any further delay. Your views on the matter od designation of TTA is well taken. The case for advance increments also has been taken by the union.
SNATTA UP West Circle STRONGLY oppose the Designation “Telecom Associate Engineer” it must be JET.

Sir , I shiv kumar kataria TTA from J&k year of rectt. 2002..With humble submission I want to bring in your kind notice and consideration that sir I had appeared in JTO LICE 2013 held on 2-6-2013 .As it is known to all that paper was set by the circles.Different circle sets diffrent level of Question paper .Our J&K Circle sets a unique question paper with lots of discrepancies but did not settel all the discrepancies as other circles do.Other circles awarded full marks for wrong questions or delete that question from total passing percentage .But our circle set a different rules for that.Moreover In J&K CIRCLE QUESTION paper there is no mention on NEGATIVE MARKING ON INSTRUSTIONS SHEET/QUESTION PAPER.It creates confusion in my/candidates mind causing wrong answer attempts .But they deduct the marks for wrong answer leaving me unsucessful by less than 3 marks.I represent for grace marks our CGM recommended for that but corporate office rejected that .my plea is that please help me to go through this and do needfull if possible to persue for grace marks or discrepancies to be reviewed .I hope SIR you will reply me and do as expected from U sir.I am working in this organisation with full dedication but frustated now due to this marginal failure.
