The Dharna called by the Forum on ‘Save BSNL Campaign’ for the third day is being held today, 8th January all over the country. The dharnas during the last two days have been massively participated and the same position will be today also. The Forum of BSNL Unions/Associations congratulates all our leaders and workers at all levels for their actively organising and participating in the dharna.

Full preparations have to be made for the next programme of action, the Parliament March on 25th February 2015. We have to make it a massive march.

The BSNL executives and non-executives, numbering about 2,50,000 are in a big campaign to SAVE BSNL. The Forum of BSNL Unions/Associations, the umbrella organisation of the unions and associations in BSNL has approached the Government and the BSNL management to take necessary steps, including procurement of necessary equipment, expansion of BTS and other networks for the speedy expansion. It has also demanded the government to implement its assurances on financial viability to BSNL, which was assured at the time of the formation of BSNL. The TRAI has to change its antagonistic  attitude to BSNL. This is one part of the struggle.

At the same time, it is incumbent on the workers to make all out efforts to repair the faults in time, attend to the customers in a helpful and cordial manner, attend to their works in a systematic and efficient manner and dispose of the files without any delay. Due to continuous struggles by the unions/associations, the workers are comparatively better than earlier, including wages and pension. It is only because the BSNL was profitable that the workers got the benefits. If the BSNL goes down, one after another the benefits also will disappear. We have to ensure that BSNL is made profitable.

It is possible that more efficiency can be brought in our work, if we are determined.  Can we just check up our daily work routine and try to improve it.

1. Are you attending to duty at the scheduled hours? If not, can’t you ensure it?

2. Have you cleared all the faults/files/work that have been  entrusted to you today? If not, what is the reason for the delay? When it can be rectified/completed?

3. Have you been able to attend to all the customers approached at the Customer Service Centre? Have you been able to comply with their request / requirement ? If not, what is the reason? Whether these have been brought to your superior for settlement?

4. Whether the subscribers who approached the CSC have been satisfied with your dealing of their requirements?

5. Whether the BTS/Towers in your area is working properly? Is there problem about the range and connectivity? Whether it is being monitored daily?

6. Whether the required equipment are available? If not whether it has been brought to the notice of the Management? What is their reply?

7. What is the income from the services in your SSA in a month? have you got any suggestions to improve the same? Whether you have discussed the same with co-workers and management?

At the end of the day, just make a self assessment of how much work has been done and how much is pending and how it can be completed.

I have no doubt that if all of us workers take 25% extra workload and interest, there will be improvement of the services and also increased revenues.

Let us remember that BSNL and its workers are in danger. Unless we go the extra mile, we will never reach the destination.

We have to SAVE BSNL and we are capable of doing that. Only, that dedication and determination is required. Nothing is impossible. We have made many impossible things in to possible though maximum efforts. Can’t we make BSNL healthy and viable?

YES WE CAN MAKE BSNL PROFITABLE AND PROVIDE BETTER SERVICE.

Decisions of the Forum Meeting held on 30th December 2014.

A meeting of the Forum of BSNL Unions/Associations was held on 30th December 2014 at BSNL MS Office, presided by Com. Islam Ahmad, President NFTE. The house paid homage to the memory of Com. Chhidu Singh, senior leader  and Vice-President of BSNLEU, NTR Circle, who passed away a few days back.

The Convener welcomed all and reported about the developments after the last meeting on 19-12-2014 and action taken on the decisions taken. The Memorandum to be submitted to the Prime Minister has been circulated to all the General Secretaries of Unions/Associations. As per earlier decision, the General Secretaries of all the unions/associations in BSNL have been addressed requesting to participate in the action programmes.  About 30 Members of Parliament has been addressed for supporting the cause of BSNL. More are being approached. The Central Trade Unions have been addressed as also the Independent Federations like Confederation of Central Government Employees, Unions in Railways, Postal  etc. for solidarity and support in our struggles. Wall Poster for the dharna is prepared with the demands focussed. The General Secretaries in consultation will decide about the dates of the Circle Conventions to be held to focus the issues on the revival of BSNL.  The Convener stated that this meeting has been   called to plan for the 3 days dharna from 6th to 8th January 2015, Parliament March on 25th February and Indefinite Strike from 17th March which action programmes are already decided.

All the comrades present in the meeting actively participated in the discussion and the following decisions were taken:

  1. The 3 days dharna from 6th to 8th January 2015 should be organised effectively. The dharna will be from 10.00 AM to 05.00 P.M. Participants should take leave from office and will participate the full day in dharna. All out efforts should be made to ensure that each and every employee participates in the dharna on any of the three days. Wide publicity should be given for the programme.

The Circle Secretaries of NTR and Corporate Office will meet to plan for organising the dharna effectively at Corporate Office.  Likewise, Circle Secretaries in all the circles should plan the programme and conduct the same effectively.

  1. Regarding the Parliament March on 25th February 2015, the General Secretaries will intimate the number of participants from their organisations. Their stay arrangements will be made by the concerned unions.
  2. It is suggested that the unions/associations hold their Central Working / Executive Committe meetings to discuss and plan the action programmes, including Indefinite Strike, in an effective way.
  3. While focussing on the anti-worker, anti-BSNL policies of the government, our demands for government assistance, effective management etc., we should have serious introspection and make all out pro-active efforts to improve the quality of service and ensure better service to the customers.
  4. The Signature Campaign on the Memorandum to be submitted to the Prime Minister on the day of the Parliament March should start with out any delay to ensure that as per decision, more than one crore signatures are obtained.
  5. Necessary funds for the Parliament March and other activities will be shared by the All India Unions.
  6. Another meeting will be held to discuss about the future programmes after the dharna programme.

The first programme of action leading to the Indefinite Strike from 17th March 2015, demanding immediate action from the Government and Management for the Revival of BSNL was the observation of Demands Day on 11th December 2014 by organising Lunch Hour Demonstrations. The call was given by the Forum of BSNL Unions/Associations of Non-Executives and Executives.

The reports received indicate that in almost all the  places the demonstrations has taken place. It is well and good that the call has been implemented. Many comrades have sent the photos also.

Seeing the photos and discussing with the comrades, I feel that more is to be done. The comrades participating in the demonstration seem to be only a small part of the entire workers in the place. For example, if there are about 300- 400 workers, the number in the demonstration is around 50 or 60 and that too mostly active workers and leaders. Is this a sufficient number when we are preparing for a serious struggle? Certainly, NOT!

The most important part of any struggle is that it is participated by the entire workers or the maximum of the workers. THEN ONLY IT BECOMES REALLY EFFECTIVE. Hence we have to see participation of much more employees in our agitation. I agree that it will be very difficult to bring all the workers in the demonstration, but it is utmost necessary that at least the majority workers participate. It gives encouragement to all, that the workers have taken the struggle seriously. It is not correct to compare, but a look at the demonstrations and programmes being conducted by the Bank and Insurance Employees will show, how seriously their workers are participating in the joint programmes. It is possible for the BSNL Employees also to organise in the same way. Let us try to improve the participation of workers in each and every further programme.

‘DO OR DIE’ IS THE SITUATION – EVERY WORKER HAS GOT TO BE MOBILISED.
