Meeting with Member (Services), DOT

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations met Shri S.C.Misra, Member (Services), DOT and discussed about the following issues:
1. 78.2% IDA Fixation for Pensioners: Member (Services) stated that the issue is being discussed in the DOT for giving a suitable reply to the Department of Expenditure on the queries raised by them.
2. Treating the absorbed TSMs as full-fledged DOT employees for all purposes: Com. Namboodiri wanted that the TSMs absorbed in BSNL should be treated as DOT employees for all purposes including for NEPP. At present the absorbed TSMs are treated as DOT employees for pension, 50% service of TSM for pension and GPF, but is treated as BSNL appointee for NEPP.
3. Pension Contribution to be on the actual basic pay instead of the maximum of the pay scale: Com. Namboodiri demanded that the pension contribution should be only on the basis of the actual basic pay and not on the maximum and requested that the issue may be taken by DOT. The difficult financial position of the BSNL also should be considered in this respect. A copy of the letter submitted to the Secretary DOT was also handed over.

Settle Pensioners’ issues urgently – Dept.of Pension

The Department of Pension and Pension Grievances has instructed that all the pension cases should be settled without delay. A report in the press, in this connection, is reproduced below:

“Concerned over undue delay in addressing grievances of pensioners, government has directed all ministries to resolve the issues within two months of receiving the complaints.

A pensioners’ portal–www.Pgportal.Gov.In–is being run by the Department of Pension & Pensioners’ Welfare for receiving complaints and there is also a Centralised Pension Grievances Redress and Monitoring System (CPENGRAMS).

It has been found by the department that grievances are lying pending for unduly long periods and the pensioners concerned were suffering.

“Minimum courtesy of acknowledging a receipt of the complaint may be done within a period of three days of the receipt of the grievances in case of receipt of dak physically and same day in case if it is an online application,” the Department of Pension and Pensioners’ Welfare (DPPW) said.

The pensioners can also write their grievances to nodal officers of respective ministries and to the DPPW.

The grievances may be redressed within a maximum period of two months of its receipt. “Cases where it is not possible to give an immediate reply, an interim reply should be given to the applicant,” it said in a recent order.
The Department of Pension and Pension Grievances has instructed that the pension cases should be settled urgently. A report in the press, in this connection, is given below:

Any request made by a pensioner which does not fall under the ambit of pension policy would be a demand and may be tackled accordingly as they do not form part of the approved policy of the government, the order said.

“Pending vigilance or court cases cannot be included in grievances as they are dependent on the finalisation of the cases. Hence, the pensioner may be informed of the same and these grievances tackled accordingly,” the department said in the order issued to all central government ministries.

The pending grievances are being constantly reviewed by the department to ensure its redressal within a time frame.

There are about 30 lakh central government pensioners.”

EMPLOYEES PENSION SCHEME – NON-CONTRIBUTION REQUIRED AFTER 58 YEARS

EPFO (Employees Provident Fund Organisation)has clarified that according to the Employees’ Pension Scheme 1995, the employees are eligible for pension after attaining age of 58 years. They need not pay the contribution after 58 years. The EPFO has given suitable directions to all its field offices. The clarifications are issued after it was noticed that the contributions were being /collected even after attaining 58 years.

New Pension ‘Form 5’ for retired CG Employees

N EW DELHI, FEB 21:
Government today introduced a new pension form for its retired employees which simplifies the process of sanctioning pension and doing away with the requirement for submission of affidavits.

The new ‘Form 5’ has been brought for the benefit of pensioners and it will record all information on the basis of self-attestation by the individual concerned, said Sanjay Kothari, Secretary, Department of Administrative Reforms, Public Grievances and Pension.

“While changes have been made in a number of (other) forms, special change is being made only on Form-5,” he said.

The information to be filled in by retiring government employees is restricted to their name, address and bank account details, Kothari said.

“In addition, employees’ mobile number and e-mail id if available is also being collected for ease of correspondence in future. These steps will go a long way toward reducing inconvenience of the individual as well as making the process more transparent,” he added.(COURTESY: Business Line)

Com.V.A.N.Namboodiri, President, BSNLEU and Advisor,AIBDPA met Smt. Annie Moraes, Member (Finance), DOT and discussed the issues of the pensioners.
1. 78.2% IDA for Pensioners: The resentment and restiveness of the pensioners due to the delay in issuing orders for 78.2% IDA was brought to the notice of the Member (Finance).She was requested to take up the matter at Secretary level so that early approval is received from the Department of Expenditure. She agreed to do the same and make efforts for early clearance from DoE.
2. Delay in payment of pension revision cases of pre-2007 and post-2007 pensioners: Advisor AIBDPA brought to the notice of the M(F), the undue delay taken place in fixation and payment of pension arrears and requested for early settlement. Member (F) stated that the matter is being monitored on weekly basis and the CCAs have been instructed for clearance of these settlements at the earliest. BSNL Management also have been directed for suitable action in the matter.
3. The views of the union in connection with the revival of BSNL, Merger proposal of BSNL and MTNL were also discussed.

Germany propose to reduce retirement age to 63 from the present 67 years.

The German Chancellor Angela Merkel has proposed that the retirement age be reduced from 67 to 63 years which will benefit the workers. The pension system is also reported to be reformed which may cost the government more.
It is to be noted that sustained agitations are continuing in the Euro countries against the austerity measures imposed on the workers and pensioners by the governments. The present decision may be as a result of the agitation.

CLC Conciliation on MTNL Pension and other issues

The conciliation Meeting by the Chief Labour Commissioner on the Pension for MTNL employees as also other issues were discussed in the meeting held today, 3rd December 2013. Com. V.A.N.Namboodiri, Convener, United Forum of BSNL/MTNL Unions representatives of MTNL Unions/Associations participated. Shri S.K.Chand, Dy. CLC presided.
After discussion the meeting was postponed to 3rd February 2014 with the direction to the MTNL Management to depute a General Manager level officer who can participate and take decision during the discussion.

Com.K.G.Jayaraj, General Secretary, AIBDPA, had a talk with Shri Prachish Khanna, Director (Estt.), DOT on 25th November. Regarding 78.2% IDA, he stated that the file is yet to be sent back to DOT by the Department of Pension & Pensions Grievances.
The file on the Pay Anomaly of 2000 conversion of CDA to IDA is returned to DOT seeking certain clarifications by the Dept. of P& PG.
AIBDPA and BSNLEU are pursuing the case effectively.

4% IDA increase from July 2013

As per the calculations IDA will increase 4% w.e.f. 1st July 2013. The total IDA will come to 74.9 + 4.0 = 78.9%. This will be applicable to pensioners also. Orders are yet to be issued.

Meeting with DOT and BSNL Officers

Meeting with Additional Secretary, DOT

Com.V.A.N.Namboodiri, Convener, Forum & Advisor AIBDPA and K.G.Jayaraj, General Secretary, AIBDPA met Smt. Rita Teotia, Additional Secretary, DOT and discussed the issue of orders on 78.2% IDA fixation for the BSNL pensioners retired before 01-01-2007. They urged for issue of early orders. The issue of early payment of Rs. 1,500 crore from USOF was also pointed out for which the  Addl. Secretary assured early action and stated that only the Gazette Notification is further required in the matter.

Meeting with Member (Services) and Member (Finance)

The AIBDPA leaders met Shri S.C.Misra, Member (Services) and Smt. Sadhana Dixit, Member (Finance) and urged for necessary action for issue of necessary orders on the payment of 78.2% IDA fixation  for the pre-2007 pensioners. Copy of the letter addressed to Secretary, DOT in the matter was handed over.

Meeting with Director, Finance (BSNL)

Coms. V.A.N.Namboodiri and K.G.Jayaraj met Sri KGCK Pillai, Director (Finance), BSNL and discussed about the implementation of the orders on the payment of 78.2% IDA pay fixation. Shri R.K.Goyal, GM (Estt.) was also present. The union leaders requested that the method of fixation and connected matters be clearly directed so that there will be no confusion at the field level. Director(F) assured that this will be done.

Meeting with CMD BSNL

Coms. V.A.N.Namboodiri and K.G.Jayaraj, General Secretary AIBDPA met Shri R.K.Upadhyay, CMD BSNL and discussed about the restoration of the services in the flood and landslide ravaged Uttarakhand and HP and offered maximum support from the workers and pensioners. CMD stated that most of the towers and other infrastructure have been restored, but again due to the heavy rain, cables have been destroyed. They are also being restored. He appealed for maximum donations from the staff.

The Association leaders requested for extension of provision of concessional Broad band connections to the DOT retirees. He assured that the issue will be positively considered.
