NEW DELHI: The Department of Telecom (DoT) has asked its monitoring wing TERM to carry out a media campaign to allay “undue apprehensions” about possible health effects of radiation from telecom towers.

In a letter to Telecom Enforcement Resource and Monitoring (TERM) Cells, the DoT said the Gujarat High Court has directed, through a judgement, that necessary steps be taken regarding awareness of general public to mitigate their general fear and apprehension about radiation from towers. (Based on reports in the press)

TDSAT cancels fines on Airtel and Vodafone

In the new dispensation it is always the corporates which get the upper hand. The latest is the decision of the TDSAT setting aside the fines put on Airtel and Vodafone for illegally providing roaming in circles where they did not have licence. Airtel was fined Rs. 650  crore and Vodafone Rs. 100 crore by DOT for causing huge loss to the government and BSNL.

Setting aside the DOT decision, the TDSAT allowed costs at Rs.25,000 for each of the petitioners ie, Airel and Vodafone.

Is it because the government and BSNL did not argue the case effectively or some compromise? Any way it is a sad affair, the complainant becoming he victims before the law.

Swapping of Spectrum between DOT and Defence

Communications Minister Ravi Shankar Prasad and Defence Minister Parikkar has met and discussed about the transfer of the spectrum with Defence to the DOT for auction and allotting of special spectrum for the Defence. However, It is reported that no agreement has been reached so far about the swapping of the spectrum.

Communications Minister stated that towers will be installed as per the present directions and if any compalint is there, it will be looked in to. ” According to DoT guidelines, if a mobile tower has 1 antenna, it should be installed at minimum distance of 20 metres from a house, in case of 2 antennas minimum distance should be 35 metres, for 4 antennas it should be 45 metres and for 6 antennas the minimum distance should be 55 metres. The guidelines say that there should be no building parallel to antenna and height of the antenna should be at least 5 metres above ground or roof top level.”

Certainly the anxiety of the people about radiation from the towers need be seriously considered.

Forum Convener meets Secretary, DOT on Revival of BSNL and grant of 78.2% IDA Fixation for BSNL Pensioners.

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations, met Secretary DOT, Sri Rakesh Garg today and discussed about the Revival of BSNL and connected matters.

Com. Namboodiri pointed out the need for urgent financial assistance to BSNL from the government so that it can purchase equipment and develop and expand the services. He stated that it was because of the equipment crunch from 2006 onward, due to the cancellation of the 45 million mobile tender, that BSNL started down sliding. He requested that the refund of spectrum charges coming to more than Rs. 6,000 crores and also the USOF allotment of Rs. 1,250 crores in lieu of ADC may be paid at the earliest. Secretary DOT stated that the government will certainly help BSNL for its revival and the issues stated will be taken care of. At the same time, he also mentioned that there are several complaints about the services to the public, which have to be improved a lot. He mentioned his own experience while in UP as also in Delhi. He appreciated the workers of Kerala for better service and profit. Com. Namboodiri explained in brief about the action and propaganda being made among the workers by the Forum for improving the services through which the services are improving.

Com. Namboodiri placed before the Secretary DOT about the hardship of the BSNL pensioners due to delay on settlement of the 78.2% IDA fixation for pre-2007 as also post-2007 pensioners. He requested that the Cabinet Note as required by the Department of Expenditure be prepared early and submitted to the cabinet for taking a decision. Secretary agreed to look in to the matter and expedite the same.
Com. Namboodiri thanked the Secretary DOT for the meeting and requested that such meetings may be granted in future also.

Govt. will spend Rs. 33,000 crore on Broadband – Secy. DOT

New Delhi, Sept 23 Government plans to spend around Rs 33,000 crore over next 3 years on broadband projects, a top official said here today.
“Government will be spending approximately Rs 33,000 crore in coming three years in these (National Optical Fibre Network, Government Users Network, etc.) programme,” Telecom Secretary Rakesh Garg said at an Assocham event.
While government has already approved Rs 21,000 crore for NOFN which aims to connect all 2.5 lakh village panchayat by March 2017, funds for GUN that will be used to deliver broadband service are yet to be approved by the Cabinet.
As per initial estimates, the capital expenditure for GUN is estimated to around Rs 4,942 crore and operational expense (opex) of Rs 2,472 crore per annum will be required.
The estimates have been sent to Expenditure Finance Committee for clearance after which it will be placed before the Cabinet for final nod.
Garg said the survey of about 2 lakh village panchayats has been completed and the work will be expedited as the rainy season is now over.
“We believe that by end of this financial, we will be completing more than 50,000 village panchayats” Garg said. (PTI)

Broadband Speed increased form 256 to 512 kbps

It is reported that the Telecom Regulatory Authority of India (TRAI) has notified that the minimum broadband speed has been raised to 512 kilo bits per second (kbps) from the earlier 256 kbps. DOT has agreed to the same. This will benefit the customers.

8% Licence Fee for Internet Services – TRAI

TRAI has recommended 8% of licence fee on Adjusted Gross Revenue (AGR) for internet service providers (ISPs), where all types of revenue from Internet services is calculated minus pass through charges and taxes.

At present the Licence Fee on Internet services is 6%. The decision is to be taken by the Department of Telecom / Telecom Commission on the suggestions of the TRAI.

Sub: – Pension contribution of BSNL absorbed DoT employees – reg.

Ref: – Ministry of Personnel, Public Grievances & Pensioners, DoP&T OM No.2/34/2008-Estt.(Pay II) dated 19.11.2009

At present pension contribution of BSNL absorbed DoT employees is being remitted by the BSNL to DoT on the basis of the maximum of the pay of the scale of pay of the official.

As per DoP&T OM No. cited above (copy enclosed), the pension contribution should be on the existing basic pay of the post held by a government servant.

Hence, it is requested that necessary instructions may kindly be issued to BSNL accordingly so that the pension contribution is remitted on the actual basic pay of the official.

Secretary DOT asks BSNL to expedite Projects

It is reported that Shri M.F.Farooqui, Secretary, DOT has directed BSNL to expedite its projects. As per Secretary DOT, many projects are much behind the time schedule which adversely affect the services.
During the meeting of the Forum with Secretary, DOT and other top officers of the DOT, the same point was mentioned by them.
There may be many reasons and justifications for delay, but it has to be dealt with and the projects completed in time. Then only BSNL will survive.
One top official told the Forum that the Rs.1,500 crore in lieu of ADC approved for BSNL is not being paid because BSNL is not able maintain the level of standard of service required and also lacking in completion of projects entrusted with it.

I will quote the old saying : PERFORM OR PERISH !

Renewable Energy for Telecom Towers -Recommendation of DoT Committee.

A committee appointed by the DoT has recommended use of renewable energy like Solar, wind, biomass, fuel cells, hybrid power systems and battery technologies to power the telecom towers in the country. The committee was appointed for recommending Implementation of Renewable Energy Technology in the Telecom Sector’. The recommendations, if implemented will reduce the cost for diesel, petrol etc. which is presently used and which is very costly.Further the pollution and green-house gases which are unhealthy can be reduced. BSNL spends huge amount towards fuel like diesel and petrol and also electricity which expenditure is only next to salary of the employees. BSNL Management should take this opportunity to change in to the renewable energy for its towers, numbering more than 62,000. There are 5.85 lakhs total towers in the country.
