7th Al India Conference of BSNLEU at Kolkata – Full preparations going on

The VII AIC of BSNL Employees Union, the biggest union in BSNL, is going to be held at Kolkata from 6th to 9th November 2014.This is the first time that an AIC of BSNLEU is being held at Kolkata. The earlier conferences were held at Visakhapatnam (March 2001 ) Lucknow (June 2003 ), Guwahati (January 2006), Mumbai (February 2008), Thiruvananthapuram (May 2010), and Ludhiana (September 2012). The AICs were held regularly in time and the present AIC is in November 2014. It will be difficult to find many other unions which hold their Conference in such a regular way.

The systematic way in which the AICs of BSNLEU is held is well known. The number of delegates and observers are calculated on the basis of the quota paid and intimated earlier so that they can be allotted accordingly.

In the delegates session, the issues are discussed seriously, at the same time in a free and frank way. Maximum time is allotted to delegates, within the limited time available. This time also Open Session, Women Session, Seminar, Procession, Cutural programme etc. are being organised.

This Conference has a special importance. It is being held in our own building and premises. It is being held at the heritage telecom Factory, Alipore, Kolkata, which was manufacturing almost all items for telephone services for a very long period. The buildings and premises will remind you about the British rule and their heritage in the country.

With only one more piece of information I will conclude. The holding of the AIC at this time in Kolkata, or for that matter in W.Bengal, is challenging. The anti-people policies of the Mamata government and the brutal attack on the democratic and left movements is well known. No government or PSU buildings are allotted for holding the conference or accommodation. The Reception Committee has to find out alternate accommodation etc.

Yes, the reception Committee and the CHQ has taken up this challenge in its right spirit and are making all efforts to make the conference a very big success.

Let us march towards AIC ! VII Kolkata AIC Zindabad !

The International Workers’ Day is being observed on 3rd October for the last few years as per call of the World Federation of Trade unions (WFTU). It was on this day that the WFTU was formed in 1945. Every year the WFTU allots a theme / slogan for the year’s International Day. Last year the theme was Water, Housing, Medicine and Education.
This year the theme is ‘unemployment’. There are millions of youngsters in the world who do not have jobs. In India, the number has reached many crores. It is increasing every year. The neo-liberal policies have resulted in reduction of jobs and increase of unemployment.Though lip-service is done by the Government, no practical action is taken to provide jobs for all. To a certain extent, this is the situation in the capitalist countries also.

This International Day of Workers will focus on the issue of unemployment. In India the Day is being observed jointly by the Left trade Unions like CITU, AITUC etc. The Independent Federations in the various sectors as also the central and State government employees are also joining. The AIBDPA, pensioners’ organisation of the DOT-BSNL and also the Casual and Contract workers in BSNL are joining in the observation of the Day.All the units of BSNLEU, AIBDPA and BSNLCCWF are requested to join the united programme of the trade unions on 3rd October. If the programme is organised on another day due to the festival on that day, we should also join the same.

In Delhi, CITU, AITUC and other Left trade Unions along with Independent Federations will observe International workers day on 4th October.A procession will start at 1300 hours from AITUC office on Deena Dayal Upadhyaya Road and hold the meeting at CITU Office.

Make all arrangements for the successful observance of the day.

BSNLEU Bangalore District Conference started.

The District Conference of BSNLEU Bangalore started today, 13th August, with an inspiring Inaugural session participated by more than 600 workers. The Varadachariar Memorial Hall, where the conference is being held, was overflowing and many comrades had to stand crowding near the entrance.As usual for Bangalore, a large number of women comrades were also present.
Com.B.T.M.Giri,District President, presided. Com.H.V.Sudarshan, Dist. Secretary, welcomed all the participants.All the leaders in the dais were honoured by shawls, bouquet etc.
Com.V.A.N.Namboodiri, All India President, BSNLEU, inaugurated the Conference.In his speech, he mentioned about issues of the workers and the Charter of Demands presented by the JAC and the negotiations,the agitations proposed etc. He also spoke on the urgency for the revival of BSNL, issues of pensioners and contract workers, the joint struggles initiated by the Central Trade Unions, VII Central Pay Commission etc.
Shri K.L.Jairam, PGM BSNL, Bangalore, who is also a BSNL absorbed ITS officer, explained the necessity of reviving the BSNL and suggested certain points. Dr.S.R.Keshav, Faculty,Bangalore University addressed and pointed out the need for motivation of the workers.

Coms. S.Prasannakumar, General Secretary, CITU, Karnataka, Prema Prakash, founder member of the union, B.P.Narayana, Circle President, C.K.Gundanna, Circle secretary, BSNLEU and other leaders were present in the dais.
The inaugural session was over by 14.00 hours.
The Annual Report and Accounts were presented and adopted after discussion.The Conference will continue tomorrow:

BSNL C.O. Issues Strict Reminders for Implementation of Minimum Wage, EPF, ESI etc. for Casual/Contract Workers.

The BSNL Management has issued stern reminder orders dated 08-07-2014,to all the CGMs directing them for payment of Minimum Wage, implementation of Social Security measures like EPF, ESI etc. to the Casual and Contract Workers. The CGMs have been asked to bestow personal attention and file returns that the effect the orders have been strictly implemented. This follows the meeting of the BSNLCCWF President Com. V.A.N.Namboodiri with the CMD BSNL, GM(Admn), GM(Estt.) and other concerned officers and discussion on the issue. The order is put in the BSNLCCWF Website bsnlccwf.com

Leaders of BSNLEU and BSNLCCWF are requested to utilise this opportunity to meet the GM and other local officers and pressurise them to pay minimum wage and implement the social security measures in their particular SSA. They are also requested to verify whether any wrong report is being sent from the SSA to higher authorities on this count. Such information may be immediately sent to BSNLEU and BSNLCCWF CHQs to pursue the case at C.O.level.

Council Seats – BSNL Management’s Stand is untenable

In the VI Membership Verification of Unions in BSNL, two unions, BSNLEU and NFTE have been granted recognition and allotted seats in the National, Circle and Local Councils at the ratio of 9:5. BSNLEU CHQ has nominated 9 names to the National Council for the allotted 9 seats. But unfortunately the BSNL management has accepted only 5, stating that the other 4 names, being members of other unions, will not be accepted. For the last more than one year after the formation of the new council, 5 seats are vacant due to the adamant stand of the management. This also is the situation in many circle and Local councils. The names nominated by BSNLEU are that of members of its allies in the verification.
From the First Membership verification onwards, the names of alliance unions were being nominated. Though the Management did not agree at first, it was compelled to accept the nominations on the strong protest from the recognised union. This convention continued till the V Membership Verification. Thus it can be seen that the stand of the Management is completely wrong.
The recognised union represents the entire workers and it has got the right to nominate any employee, whether he is a member of be the recognised union, of any other union or no member at all. It is the right of the union and it can not be objected. This is completely unfair labour practice. It is an infringement on the right of the trade union.
BSNL Management should come to its senses and take a correct decision to allow the nominated officials as Staff Side members in the National, Circle and Local Councils.

Meeting with CMD BSNL

Coms. V.A.N.Namboodiri, President, P.Abhimanyu, General Secretary and Swapan Chakraborty, AGS, BSNLEU met Shri A.N.Rai, CMD BSNL and congratulated him on his new assignment.
They also discussed the various issues of the BSNL workers in detail.These included the victimisation of workers in Jamshedpur, Special Casual leave for the Central Secretariat Meeting etc. A detailed note will be published in the BSNLEU Website.

In addition, the union leaders also stated that the management should put pressure on the DOT for issuing early orders on the 78.2% IDA Merger for Pensioners. They also demanded that the Medical Allowance without voucher be restored at least for the pensioners considering the extreme difficulties being faced them for medical treatment.

Director (HR), BSNL meets JAC today

Shr A.N.Rai, Director (HR), BSNL will be meeting the Joint Action Committee of BSNL Non-Executive unions today, 27th June, to discuss about the 30 Point Charter of Demands presented by the JAC in April 2014. The JAC includes the Non-Executive Unions in BSNL including the recognised unions, BSNLEU and NFTE. Coms. V.A.N.Namboodiri and P.Abhimanyu, President and General secretary respectively will represent BSNLEU.

The JAC had met yesterday and decided to utilise the discussion today effectively so that the long pending issues of the workers could be settled.

Com.V.A.N.Namboodiri, President BSNLEU and Advisor AIBDPA along with Com.K.G.Jayaraj, General Secretary AIBDPA met Shri M.F.Farooqui, Secretary DOT on 30th May 2014 on the issue of 78.2% IDA fixation to the BSNL Pensioners. It was pointed out to the Secretary DOT that the file is pending for months in the DOT without replying to the queries raised by the Department of Expenditure and requested for furnishing of early reply to the DoE so that decision could be taken. It was also pointed out that the discrimination of keeping the pensioners who retired before June 2013 from the benefit of 78.2% IDA fixation has already created severe heart-burning among these senior citizens.
Secretary, DOT assured that he will see that the issue is not further delayed.

As per the decision of the Rajkot CEC of BSNLEU a Circle level Convention of workers of Corporate Office was held at National Council premises. All India President, BSNLEU Com. V.A.N.Namboodiri presided. Com. Kamal Sah, Circle Secretary welcomed all. Coms. Animesh Mitra, Dy.General secretary, BSNLEU, R.L.Moudgil, AGS, R.S.Chauhan, All India org. Secretary and CS NTR and other leaders addressed. They explained about the issues of the workers, the need to fight the neo-liberal policies of the government, the efforts for Revival of BSNL etc. Circle union President proposed vote of thanks.

BSNLEU Haryana Circle is organising the BSNLEU Circle Convention as per the call of the Rajkot CEC Meeting against neo-liberalisation policy of the government, on communal harmony and on the Charter of Demands of the Central Trade Unions on 28th April 2014 at Rohtak. Com. V.A.N.Namboodiri, All India President, BSNLEU will be attending the Convention. Comrades M.S.Kadian, Circle Secretary, Haryana and Kuldeep Singh, CHQ office-bearer and other leaders from Haryana are making all arrangements for the success of the convention.
