BSNL Management should correct its arbitrary decisions

The BSNL Management has been issuing arbitrary orders with regard to the recognition of unions and as also on the Council meetings after agreeing for recognition of two unions. Some of these are given below:
1. The Management denied nomination of other union members in the Councils, which has been allowed till now. Hence, many of the council seats are not filled up yet.
2. The Leader and Secretary of the Staff Side are to be elected by the Staff Side till now. Management issued arbitrary orders that the Secretary and Leader Staff Side will be shared by both the unions, instead of the democratically deciding these posts.
3. Equal seats were allotted to both BSNLEU and NFTE in the committees instead of according to proportionate representation.
4. Against the usual convention of mentioning the name of the Main recognised union first, the name of the second union was mentioned in some of the orders.
5. Orders were issued that only working employees are eligible to become members of the Councils.
BSNLEU expressed strong protests in the undemocratic and wrong decisions of these and other related matters. Now the management has corrected their stand on some issues. One, the members in the committees formed by the National Council will be according to the proportionate representation. Accordingly the number of members in the Standing Committee is decided as 3:2 for BSNLEU and NFTE. Secondly the name of the unions are mentioned first the main Recognised Union and then the second recognised union. Thirdly clarifications have been issued now stating that retired employees can also be members of the councils.
In the name of democratic and better functioning the other issues also should be decided and orders issued.

Kerala Circle increases its profit this year

Kerala is one BSNL circle which has maintained the profitability all these years, even when there has been loss almost in every circle. Kerala had posted Rs, 284 crore in 2012-13. Now it is understood that the profit for 2013- 14 will be around Rs. 400 crore.

Our hearty congratulations for Kerala Circle and the workers there. If Kerala can make this  progress, all other circles can also do the same thing. In many circles, the loss has come down. It is the route to make profits in future.  Let all of us put our best for the people, for BSNL.

Sir,

Sub: – Pension contribution of BSNL absorbed DoT employees – reg.

Ref: – Ministry of Personnel, Public Grievances & Pensioners, DoP&T OM No.2/34/2008-Estt.(Pay II) dated 19.11.2009

At present pension contribution of BSNL absorbed DoT employees is being remitted by the BSNL to DoT on the basis of the maximum of the pay of the scale of pay of the official.

As per DoP&T OM No. cited above (copy enclosed), the pension contribution should be on the existing basic pay of the post held by a government servant.

Hence, it is requested that necessary instructions may kindly be issued to BSNL accordingly so that the pension contribution is remitted on the actual basic pay of the official.

Meeting with Member (Services), DOT

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations met Shri S.C.Misra, Member (Services), DOT and discussed about the following issues:
1. 78.2% IDA Fixation for Pensioners: Member (Services) stated that the issue is being discussed in the DOT for giving a suitable reply to the Department of Expenditure on the queries raised by them.
2. Treating the absorbed TSMs as full-fledged DOT employees for all purposes: Com. Namboodiri wanted that the TSMs absorbed in BSNL should be treated as DOT employees for all purposes including for NEPP. At present the absorbed TSMs are treated as DOT employees for pension, 50% service of TSM for pension and GPF, but is treated as BSNL appointee for NEPP.
3. Pension Contribution to be on the actual basic pay instead of the maximum of the pay scale: Com. Namboodiri demanded that the pension contribution should be only on the basis of the actual basic pay and not on the maximum and requested that the issue may be taken by DOT. The difficult financial position of the BSNL also should be considered in this respect. A copy of the letter submitted to the Secretary DOT was also handed over.

Hundreds of BSNL employees are retiring every month on superannuation. These comrades have given life-long service to the nation and the people. Though the Government made all efforts to disinvest and later privatise BSNL, it is these comrades who stood fast and thick with the union and stopped both in BSNL. Through the sustained struggles organised under the leadership of BSNLEU, all these comrades have benefitted also through a good wage revision, Promotion Policy etc. Now these comrades are retiring.

On behalf of BSNLEU and AIBDPA and on my behalf I salute all the retiring comrades and wish them all the best in their future life.

The thinking that there is no valuable life after retirement is no more valid. There IS a life after retirement and that too precious. The world require your service as senior citizens. Your valuable experience should benefit the society. You are getting a somewhat good pension. But there is threat to it from the neo-liberalisation-privatisation policy.

To protect yourself and your family, to protect the pension and pensionary benefits, you require an organisation. Yes, fortunately it is there. It is the All India BSNL DOT Pensioners Association, which has been organising struggles on behalf of the pensioners and retirees. You should be part of this great family of pensioners. Whether you are executive or Non-Executive, whether you have been member of any union while in service – it does not matter. All are members in the AIBDPA.

We welcome all of you to become members of this mighty association of Pensioners. We Heartily welcome you!

Secretary DOT asks BSNL to expedite Projects

It is reported that Shri M.F.Farooqui, Secretary, DOT has directed BSNL to expedite its projects. As per Secretary DOT, many projects are much behind the time schedule which adversely affect the services.
During the meeting of the Forum with Secretary, DOT and other top officers of the DOT, the same point was mentioned by them.
There may be many reasons and justifications for delay, but it has to be dealt with and the projects completed in time. Then only BSNL will survive.
One top official told the Forum that the Rs.1,500 crore in lieu of ADC approved for BSNL is not being paid because BSNL is not able maintain the level of standard of service required and also lacking in completion of projects entrusted with it.

I will quote the old saying : PERFORM OR PERISH !

Com. V.A.N.Namboodiri, President BSNLEU and BSNLCCWF met Shri R.K.Goyal, GM(Estt.) and discussed about the casual workers’ issues, including the regularisation of TSM and Casual workers, implementation of IDA wages to casual workers etc. The issue of Presidential orders for the TSM promoted TMs was also discussed. Com. Namboodiri wanted that a scheme be prepared for the regularisation of the TSM and casual workers. The GM was sympathetic but did not give any assurance.

The suggestions/proposals submitted by the Forum were explained briefly by Com. Namboodiri. Director (CM) assured that the Management make all out efforts for making the company financially viable and the unions’ suggestions are always welcome.

Kerala BSNL Circle Profit for 2013-14 may reach Rs. 400 crore

When BSNL is struggling at the All India level, it is making rapid advances in Kerala circle. The profit of that circle is expected to touch Rs.400 crore for the financial year 2013-14. It is worth mentioning that the profit of Kerala circle was Rs.287 crore in 2012-13. BSNL, in Kerala circle is having a market share of 32.32%. In the land line segment it’s market share is 96.11%. In the financial year 2013-14, BSNL in Kerala has added 10,89,385 cellular connections, 78,619 land line connections, 1,68,433 broadband connections, 18,646 Wimax connections and 50,116 CDMA WLL connections. The CHQ of BSNLEU salutes the employees of Kerala circle, as well as the motivating role being played by BSNLEU and all other unions and associations. The question before us is, if Kerala circle can give such a wonderful performance, then why such a performance could not be given by the employees of other circles? Let every one of us think and act.
