The pressure put by the private telecom companies and MNCs that more spectrum should be available for auction is having results. The DoT has prepared a Cabinet Note on the auction of spectrum, which will be first sent to the Defence and Finance Ministries for approval before submitting to the Cabinet. The reports indicate that there will be 5MHz in the 2100 MHz band across 17 out of 22 telecom circles for auction.

It is understood that some more spectrum will be released by the Defence for allocation for auction as required by the private telcos. There was a demand from the Cellular Operations Association of India (COAI) that some spectrum should be released from BSNL, which the BSNL management has not so far agreed. But pressure will be mounting.

The requirements of the private companies have become more important for the government, than that of its own!

Sub: SAVE BSNL – Organising Three Days Dharna from 6th to 8th January 2015

Dear Comrade,

As per the decision of the Forum, Three Days Dharna at SSA/Cirlce levels and at Corporate office is to be organised from 6th to 8th January 2015 jointly by the Forum affiliated unions/associations in support of our demands to the government and the BSNL Management on the issue of Revival of BSNL. It is in preparation for the Parliament March on 25th February and Indefinite Strike from 17th March 2015. During the period, a massive campaign among the workers and people has to be conducted and one crore signature to be collected on the Memorandum to be submitted to the Prime Minister on the day of the Parliament March on 25th February 2015.

The Dharna has to be organised with massive participation in all the centres. Within the three days, we have to ensure that all the employees are involved, meaning, that every employee participates in Dharna at least one day. This will be a commitment of each and every worker to the action programme.  One third of the workforce at least should be there in each day dharna.

Circulars and pamphlets be issued with details of our demands and agitation, which can be supplied to the public and other trade unions who visit the dharna site. The Forum leaders at Circle/District levels should contact leaders of fraternal unions and seek their support and solidarity. Signatures could be collected from people and members of fraternal unions during this period of dharna. Wide publicity should be given in the press about the demands and programme. Representatives of the people like M.P.s, MLAs, Mayor and Councilors etc may be invited to inaugurate / address the dharna in support of our campaign to SAVE BSNL. Press Conference also can be conducted, wherever feasible.

The Three Days Dharna is a major campiagn programme, after the Lunch Hour Demonstration on 11th December 2014 and has to be organised very effectively.

It is requested that the General Secretaries give direction to their Circle Secretaries to initiate the preparations immediately in co-ordination  with other Circle Secretaries.

The decision of the Forum of BSNL Unions/Associations to collect one crore signature from the public on the Memorandum to the Prime Minister demanding immediate action for Revival of BSNL and strengthen the vital telecom PSU is the most appropriate one.  BSNL has become loss making only because of the anti-PSU decisions of the governments, both UPA and NDA, in order to favour the private telecom companies as per the neo-liberal policies being adopted by them. It is only due to the sustained struggles and agitations under the Joint Forum / Forum of BSNL Unions/ Associations that BSNL is still alive. Otherwise it would have been pushed to disinvestment and gradual privatisation like VSNL.

The BSNL employees and their organisations can not allow this to happen.  BSNL has to be alive in the interest of the people, the Nation. For that, the support of the people is very much necessary. We can not sit inside the offices and hope. We have to go to the people, tell them the truth and mobilise them for the revival of BSNL. This is the immediate task.

Hence, all the BSNL employees and their organisations should immediately start meeting the people and collecting signatures in the  Memorandum given below. The General Secretaries of the Unions/Organisations might have already circulated the same to their members. Unity and Struggle and Struggle for Unity to defend BSNL.

MEMORANDUM TO THE PRIME MINISTER

SAVE BSNL – SAVE INDIA

 

To

Shri Narendra Modi,

Hon’ble Prime Minister of India,

New Delhi – 110001

Respected Prime Minister,

We, the people of this country, are very much worried about the present financial position and services of Bharat Sanchar Nigam Limited (BSNL), the telecom public sector company, which was formed in 2000 from the Department of Telecom. Most of us have been the users of the telecom service from the DoT, before corporatisation and also continue now with BSNL.

During the last few years, we understand that the market share of BSNL has come down to about 10%, the services are not as efficient as earlier and development and expansion are not taking place as it should be. There is an urgent need to improve BSNL’s services, as well as it’s development and expansion.

We understand that BSNL is running in loss for the last four years since 2009-2010, with an accumulated loss of about Rs. 28,000 crore, though it was earning good profit during the earlier 9 years with a cumulative profit of Rs. 48,000 crore. We are informed that BSNL is weakened mainly due to the present Neo-Liberal policies of the government, which favours the private companies instead of its own company BSNL. The assurances like payment of ADC to BSNL, reimbursement of Licence Fee paid by BSNL to DOT and liberal grant from the USO Fund for the loss incurred by BSNL for providing connections in rural areas, as part of the universal service obligation of the government, have been stopped without any justification, causing grievous loss to BSNL. We are of the strong opinion that these assistance to BSNL should be restored and the assurances should be honoured.

The main reason for the deterioration of services is the scarcity of equipments like mobile, broadband modem, drop wire, telephone equipment, cable etc. which has seriously and adversely affected   the services. When BSNL had sufficient funds and finalised tenders for procurement of mobile equipment, which was urgently required in 2006, the same was got cancelled three times at the instance of the government to favour the private companies. Had those tenders been finalised and equipments been purchased, BSNL would have been the number one in the telecom sector. At least now, the government should facilitate BSNL to get loans from the Nationalised Banks, which will enable it purchase the required equipments, including towers, which will improve the quality of it’s services.

The proposed formation of other companies from BSNL, like Tower company etc. will only resut in disintegration and as such should be discontinued. The proposal of BSNL’s merger with MTNL, a Company with a huge liability of Rs. 20,000 crore, will seriously hamper the revival of BSNL.

Under this situation, we request that the following actions be taken immediately for the revival and strengthening of BSNL and for a better services to the people:

  1. Filling up of the posts of 2 BSNL Directors, including that of the CMD, immediately, which are vacant for months.
  2. Stop formation of a subsidiary Tower Company. BBNL should be merged with BSNL.
  3. Sufficient compensation to BSNL for providing loss making landline connections in rural areas.
  4. Procurement of equipment for development, expansion and better service with more focus on laying of optical fibre cables and installation of more towers to strengthen the transmission network.
  5. Transfer of assets to BSNL from DOT.
  6. Drop proposal of merger of BSNL and MTNL.
  7. Free Allotment of spectrum to BSNL.
  8. Provide financial assistance to BSNL to expand network.
  9. BSNL should provide 4G Services.
  10. Refund of Rs. 6,000 crore BWA spectrum charges to BSNL by the government for the spectrum surrendered by BSNL.
  11. Fresh Recruitment of staff.
  12. BSNL service to be mandatory to central/state governments and PSUs.We request once again that the Honourable Prime Minister be kind enough to do the needful so that the Public sector telecom company, BSNL, is revived and better service is provided to the people as before.

BSNL – Kerala, J and K and Odisha posts profit.

In the last financial year 2013-14  BSNL is in loss of  Rs. 7019.76 crore. This is the fourth consecutive year BSNL is in loss. The only consolation is that the loss is slightly less than last time, which was  Rs. 7884.44 crore.

Another welcome factor is that while only one circle, Kerala, was in profit in 2012-13, there are three circles this time, Kerala, J and K and Odisha. Profit of Kerala is Rs. 396.80 crore, J and K Rs. 9.37 crore and Odisha Rs. 5.16 crore.

The salary bill which was almost the same for the last three years have increased by about by Rs. 1,700 crore mainly due to the increase in wages after the implementation of 78.8% IDA merger for the employees w.e.f. 10-06-2013.

We congratulate the above three circles which had made profit. We hope that all other circles also will make maximum efforts to ensure profit in this financial year. Nothing is impossible.

Rs. 3,785 crore loss for BSNL, Rs. 1,567 crore for MTNL till September

There is no relief for BSNL and MTNL from the losses. Ravi Shankar Prasad, Communications Minister, told the Parliament yesterday (3rd December 2014) that BSNL has recorded a loss of Rs. 3,785 crore and MTNL Rs. 1,567 crore till September 2014 in the present financial year. BSNL has been posting loss for the last four years. The case of MTNL is not different.

The Minister also stated that the loss has come due to decline in Revenue and increase in expenditure. But the fact is that the expenditure has only marginally increased, whereas the revenue has gone down drastically from the earlier Rs. 40,000 crore to rs. 26,000 crore, while the expenditure is almost the same at about Rs. 34,000 crore.  The expenditure on wages has been stagnating at about Rs. 14,000 crore for the last three-four years, since  large number of employees, about 10,000 to 15,000 are retiring yearly and no recruitment is taking place.

The Forum of BSNL Unions/Associations of Non-Executives and Executives has given a call for Indefinite Strike from 3rd February 2015 to compel the government and BSNL Management to take initiative and  honour the assurances given at the time of corporatisation, so that BSNL can restore its past glory and provide a better service to the people.

One Day Strike by BSNL Employees and BSNL Casual and Contract Workers

The two lakh BSNL Non-Executive Employees and one lakh casual and contract workers have started their one day strike today, 27th November 2014, from 00.00 to 24.00 hours. The reports getting from various centres are very positive and a full strike is taking place. The Call is given by the JAC of Non-Executive Employees and the BSNL Casual and Contract Workers Federation.

The strike is taking place due to the utter negative and insensitive attitude of the BSNL Management in not settling the long pending issues of the non-executives, despite continued persuasion. In the case of casual and contract workers, it is mainly the non-implementation of the government and BSNL C.O. orders. The casual and contract workers engaged for more than 20-25 years are still not regularised so far.

The reports so far received indicates a full strike in all the places. The workers are angry and unhappy that the management has denied their justified demands.

Hearty Congratulations and Warm greetings to all the workers and labours, who have made the strike a mighty action.

Govt. on the move to hand over NOFN project to Private Companies.

It is reported in the press that the delay being caused in the Rs. 20,000 crore NOFN Project, being entrusted to BSNL, Railtel and Powergrid  has made the government to rethink of handing over the work to the private companies. The target of fulfilling the task of providing 2.5 lakh villages with broadband service was projected to be completed by December 2016, which now has been preponed to March 2016 by the PMO.

There seems to be a big conspiracy in the government move. Government wants all the paraphernalia in tender process to be fulfilled by the PSUs and the same time wants it to be speeded up. The private telecom companies had already protested in entrusting the project to BSNL etc. Now, on the plea of the alleged delay they want to get the project for themselves. And the Modi Government, which got huge election funds from the corporates, is willing to play its role.

The Forum of BSNL Unions/Associations strongly protest this anti-PSU move of the government and demand that the proposal to hand over NOFN project to private companies be dropped and also allow the three PSUs to continue their work with out undue hindrance as was being done. In fact, the PSUs should be assisted in their efforts to finalise the project at the earliest.

TRAI pushing government to take over Spectrum with BSNL

Rahul Khullar, TRAI Chairman, is pressurising the government to take over 1.2 Mhz spectrum with the BSNL putting the argument that the private telecom companies require more spectrum and the spectrum taking over from BSNL can be given for auction, which will give the government about Rs. 15,000 – Rs. 20,000 crore. The present TRAI Chairman has been acting as a spokesman of the private companies, and putting the same before the government.

We strongly protest against the proposal of the TRAI Chairman suggesting vacation of spectrum by BSNL. This will only further weaken BSNL.  BSNL Management should immediately react and demand the government that no spectrum could be released.

Acute Shortage of Cabin Crew delays Air India Flights.
Many air travelers are complaining that the Air India flights are delayed comparing to the private company flights. The main reason seems to be the shortage of cabin crews. There is acute shortage of cabin crews. While 700 cabin crew have been retired within the last two years, nobody has been recruited. It is reported that company is thinking of fresh recruitment.
It is not different in BSNL. During the last 14 years, about 1,40,000 employees, mostly in the non-executive cadres, who are mainly dealing with fault repair, Customer Service Centre etc. have retired. But there has been no fresh recruitment in these cadres.
BSNL Management should urgently think about fresh recruitment, failing which the service will further deteriorate.

Private Telecom Companies demand more 900 MHZ for auction – demand BSNL, MTNL spectrum also for auction

BSNL and MTNL Managements and workers are in real danger. A move has already started with the private telecom companies demanding for the auction of the 900 MHZ spectrum allotted to the BSNL and MTNL during 1996 to 2000. The TRAI has also demanded that more spectrum should be auctioned echoing the demands of the private companies.

900 MHZ spectrum is the most valuable spectrum and is in much demand by the telecom companies. This spectrum was allotted to the private companies during the 1995 – 96 period for 20 years.By 2015, the auction period will be over. Auction is scheduled to be held in 2015,but there are not sufficient spectrum as required by the telcos. Hence they are looking to grab the spectrum of the BSNL and MTNL. The private companies are demanding that these spectrum is to be vacated by BSNL and MTNL and are to be auctioned. It is true that some surplus spectrum is with BSNL, MTNL but it is required for future expansion. Once vacated, BSNL and MTNL will never be able to purchase it back in auction due to the bad financial position of these PSUs.

BSNL and MTNL Management should take strong position and demand the government not to succumb to the pressures of the TRAI and private companies and take away the existing spectrum from the PSUs.
