DOT, Where are the funds assured to BSNL ?

In the meeting with the Forum on 1st May 2015 consequent to the 2 days strike on 21-22 April and discussion later, the DOT had assured that the payment of Rs.1,250 crores approved for the financial year 2012-13 as well as part of refund of spectrum surrendered by the BSNL will be made without further delay. But so far, it is yet to be paid. Why so much delay? BSNL is in a big move to expand and improve its services to the customers. This is the time when the funds are required for the company.

The DOT should act immediately and ensure that the due funds are paid to BSNL immediately.

Kerala M.P.s meet Communications Minister on Kerala Struggle issues

M.P.s from Kerala, S/Shri K.N.Venugopal, who is also President of CCLU Kerala, C.P.Narayanan, T.N.Seem, K.K.Ragesh and K.V.Thomas met Communications Minister  Shri Ravi Shankar Prasad on 4th August 2015 and informed the grave situation in Kerala Telecom Circle due to the anti-worker actions of the CGM Kerala and demanded immediate intervention. They told the Minister that the 7,000 and odd contract workers are on strike for the last two days and the entire work is paralyzed. Circle Secretaries of BSNLEU and SNEA are on Indefinite hunger Strike against victimisation of union leaders and workers and demonstrations are going on. The action of the CGM is creating a situation, due to which the the services in Kerala, which is the circle which one profit circle in the BSNL, is deteriorating.

Minister stated that immediate action will be taken and directed the CMD BSNL, who was also present to do so.

Despite the assurance, no talks with the unions is held and the strike and the hunger strike is continuing. Large number of workers are conducting dharna. Leaders of many central trade unions and federations are visiting the hunger strike premises and extending solidarity and support. All the news papers in Kerala have given wide publicity for the justified struggle.

Land Bill – NDA Government steps down

In a major development, the NDA Government has stepped down from its arrogant position of passing the Land(Amendment) Bill moved by it in the Parliament  which was strongly opposed by Congress, Left and other opposition parties.. The government issued ordinance three times unable to get it passed in the parliament.

Now in the Joint Parliament Committee examining the bill, the ruling members have agreed to remove many of the clauses in the bill, which has been opposed by the opposition parties.

It is reported that in this scenario, the Land (Amendment) Bill may get passed. This development is a big embarrassment for the government and a victory for the opposition.

Indefinite Hunger Strike and CCLU Strike started in Kerala on 03-08-2015

The  high handed anti-worker and the most provocative bureaucratic attitude of the CGMT, Kerala is spoiling the industrial relations in Kerala Circle. No doubt, this will certainly affect the services adversely. Kerala is the only Circle which has achieved a profit of Rs.400 crore and CGMT shamelessly is not prepared to give credit to anybody else for the same . It is a well known fact that the profit could be earned due to the collective hard work of the entire staff including the casual/contract workers.

The casual/contract workers were compelled to resort to agitational programmes as the Circle Administration did not care to discuss their  genuine demands including wage hike and implementation of the agreement by the circle administration consequent on a glorious strike of 16 days in August,2013. BSNL CCLU leaders had started an indefinite fast from 9th July,2015 as the CGMT continued his negative attitude. Meanwhile a number of BSNLEU leaders including the Circle Secretary have been victimized with dies-non, show cause notice etc alleging that the have helped the CCLU agitation. Of late, one of the SNEA leader is transferred when most of the earlier cases of victimization during the SNEA agitation have not been settled despite specific directive from the BSNL corporate office.

All these compelling circumstances have contributed to launch an indefinite strike by the BSNL CCLU in Kerala Circle and BSNLEU and SNEA an indefinite fast before the CGMT office, Thiruvananthapuram from 3rd August, 2015. The Strike of the casual contract workers is full in all over the Circle.

Com.K.Mohanan, Circle Secretary, BSNLEU and Com.K.Sudheer, Circle President, SNEA have started the indefinite fast at 10AM on 3rd August. Com.M.Chandran M L A inaugurated the fast. Com.P.V.Chandrasekharan, All India Patron,AIBDPA presided. The Bhopal All India Conference October 1991

The All India Conference of the All India Telecom Employees Union Class III, affiliated to the National Federation of Telecom Employees (NFTE) was held at Bhopal, Madhya Pradesh, from 24th to 29th October 1991, which was a milestone in the trade union movement of the telecom workers. About five thousand delegates participated. All the arrangements were made under the leadership of Com. N.T.Sajwani, Secretary of the Reception Committee. Com. Homi Daji M.P., All India President of the Union, who hailed from M.P. was fully available at the Conference.

The Conference was held after a long period than provided in the constitution of the union. There were severe criticisms in the union with regard to the policies and decisions taken by the leadership. The agreement on cadre restructuring with the management was anti-worker and there was serious discontentment. Upgradation was limited to those having higher qualification or passing examination. Seniority and experience were ignored. More than one lakh existing posts were going to be reduced as per the agreement. The union compromised with the decision of the department to implement ban on recruitment.

The leaders and active workers at various levels, who were critical of the functioning of the General Secretary Com. O.P.Gupta and the policies being adopted by him, were systematically removed from the posts of office-bearers. This process was being continued for a very long time to silence all criticism against CHQ leadership. Strongly protesting against such a situation, three all India Office-bearers of the union, viz. Coms. Moni Bose, Vice-President, J.Renganathan, Vice-President and V.A.N.Namboodiri, Asst. General Secretary resigned from their respective posts and issued pamphlets exposing the compromises being made by the CHQ leadership which are against the interest of the workers.

OPG and his supporters tried to silence the delegates who were critical of him, by not allowing them to speak. However, Moni Bose, V.A.N.Namboodiri, J.Renganathan, Ananta Bhattacharjee, M.N.Reddy, Shibdas Banerjee and other leaders through their scathing attacks exposed the pro-management and anti-worker agreements made by the OPG leadership. The three office-bearers who resigned from the posts explained why they were compelled to take the drastic action.

 The Election of Office-Bearers

OPG got the biggest shock, when the agenda of election of office-bearers were taken up by Homi Daji, President on the last day of the Conference. In addition to the official panel with O.P.Gupta as General Secretary, another panel with Moni Bose as General Secretary was received. Negotiations failed and contest became unavoidable.

It was not an easy task to prepare for the election with about 5000 delegates. The vote of each circle/delegate has to be calculated, ballot papers prepared and polling arrangements to be made. It was a herculean task. It took hours to finalise the modalities and arrangements. This was the first time that any serious contest took place in the E-III Union, the biggest of the unions in the NFPTE/NFTE. The office-bearers were usually unanimously elected. OPG was the General Secretary since its formation in 1954.

Homi Daji, President, was nominated as the Presiding Officer to conduct he election with the help of Assisting Presiding Officer Com.J.Renganathan. Circle secretaries were authorised to look after the voting of their respective circles.

OPG, using the Circle Secretaries, who were mostly his close associates, tried every method to rig the election in his favour. Delegates were threatened to vote for OPG and team. They ridiculed Moni Bose and Namboodiri, predicted their utter defeat, stating that whoever contested OPG in E.III Union was never able to win.

On the other side, Moni Bose-Namboodiri team went to each and every delegate and explained the reasons for their contesting the posts. There was much appreciation to their stand. They organised rallies in the conference premises, which was held in a big maidan, displayed banners and posters explaining their position. The entire atmosphere was in an election mode. Though the scheduled date for the Conference was almost over, a good number of delegates stayed to cast their votes. (To be continued).

Kerala Struggle – CMD asked to intervene immediately

The BSNL employees and the casual contract workers in Kerala are in serious struggle. Due to the adamant and anti-worker actions of the CMD BSNL, Kerala, M.S.S.Rao, the entire section of workers are in direct action. The struggle which started by the Casual Contract Labour Union(CCLU) one month back on fully justified demands by hunger strike has now strengthened by Indefinite Strike from today, 3rd August. Both Com.K.Mohanan, Circle Secretary BSNLEU and Com. K.Sudheer, Circle President SNEA are on Hunger Strike from today against victimisation of the leaders and workers for supporting the CCLU struggle. It is also decided to go on ‘Non-Cooperation’ from 10th August onwards.

Com.VAN Namboodiri, President BSNLCCWF and Patron BSNLEU, who is in UK, called Shri Anupam Shrivastava, CMD BSNL, and informed about the serious situation, which is going to drastically affect the BSNL services in Kerala and the aftereffects to the BSNL itself. He asked the CMD to immediately intervene and direct the CGM to discuss the issues  with the Unions and settle them. CMD agreed that the situation is serious and the issue has to be settled. He stated that he will immediately take necessary action.

The General Secretaries  BSNLEU and SNEA in a Joint letter  have also asked the CMD To intervene and settle the issue.

‘Water water every where, not a drop to drink’ – safety of Indian forces

It is reported that the Indian forces faced the terrorists even without minimum protection equipments like bullet proof jacket. We now remember that Indian army faced the Chinese without adequate guns and ammunition. It is also reported that the best protection equuipments made in India are purcased by a large number of countries, but are not purchased by Indian government for their forces.
Central and State governments spend thousands and thousands of crores rupees for defence and security forces. Where all these funds are going if most important equipment are not purchased? A serious inquiry needs to be ordered. The valuable lives of Indian military / armed forces can not be at the mercy of the insensitive government.

Central DA to be increased to 119% from 01-07-2015 – 6% increase

According to the Labour Ministry, there will be an increase of 6% CDA for Central Government employees from 01-07, making the total to 119%. The same rate of CDA Relief will be eligible to Central Government Pensioners.

New Delhi, Aug 1 : Ahead of an all-party meet convened by the government to break the Parliament logjam, CPI(M) today blamed the BJP-led government for disrupting the House, accusing it of trying to escape from accountability behind the veil of conducting a ‘debate for debate’s sake’.

The CPI (M) stuck to its demand for the resignation of Union Minister Sushma Swaraj and Rajasthan and Madhya Pradesh Chief Ministers, saying this was necessary for an impartial investigation into the charges against them.

“The opposition correctly maintains that a parliamentary discussion cannot be a substitute for an investigation. These are serious charges that need to be investigated at the highest level.

“Till such an investigation continues, as is the norm for any government servant, the accused demits office in order to ensure strict impartiality. It is precisely this that is being asked of this BJP government,” party General Secretary Sitaram Yechury said. (PTI)

 

CCLU Kerala on Indefinite Strike from 3rd August 2015

Casual and Contract Labour Union (CCLU), Kerala, has given notice to the BSNL Management that the casual contract workers in Kerala Circle, BSNL, will go on Indefinite Strike from 3rd August 2015, against the victimisation of workers, non-implementation of the assurances given after  the earlier strike, increase of minimum wage etc. The CCLU leaders have been on hunger strike for more than  last three weeks, but the BSNL Circle Management is taking an adamant stand and victimising the workers.

It is in this context that the Circle Union of CCLU( Affiliated to  BSNLCCWF) has taken the decision to go on indefinite strike from 3rd August 2015.

BSNLEU and SNEA are also going on agitation against victimisation of their leaders and workers for having supported the struggle of the casual and contract workers. BSNLCCWF CHQ expresses its full-hearted thanks to both the unions for the solidarity and active support.

We congratulate the workers for the decision to go on struggle to achieve the justified demands. BSNLCCWF CHQ demands the CMD BSNL to immediately intervene, discuss the issue with the Federation and settle the same.
