A well attended meeting of the AIBDPA was held at Calicut on 7th October at the Telephone Exchange premises, presided over by Com. Prabhakaran, District President. Com.VAN Namboodiri, Advisor, AIBDPA inaugurated. Com.Namboodiri spoke about the latest developments on BSNL, issues of the pensioners and the VII CPC. Coms. M.P.Kunhanandan, Treasurer, AIBDPA, P.Kunhiraman, Circle Asst. Secretary AIBDPA, K.Rajan, Secretary CGPA, K.G.Sanjeevan, Dist. Secretary AIBDPA, Jayarajan, Dist Secretary BSNLEU and other leaders addressed.  The Meeting decided to send 16 delegates to the AIC AIBDPA to be held at Tirupati on 8-9 December 2015.

78 Days Bonus for Railway Employees

The Railways have declared 78 days bonus for its employees as Productivity Linked Bonus (PLB). It is stated by the Railways that Rs. 800 crores will be required to pay bonus for the 12 lakh employees. For the last three years PLB is given for 78 days.

Aadhar not Compulsory for Bank Accounts, telephone connections etc. – Supreme Court

The Aadhar Card cannot be used to avail more services, like opening bank accounts and getting phone connections, for now, the Supreme Court ruled today, referring a plea by the Centre to a larger bench.

Currently, the card can be used only for availing subsidies under the public distribution system and purchasing kerosene and cooking gas and that, too, voluntarily.

For now the ruling will remain, until a Constitution bench hears the case. The Centre is likely to move the court tomorrow to form the larger bench.” (Press Report)

Babri Masjid Demolished – 06-12-1992

6th December 1992 was a sad day for the country. The reactionary forces which roused serious communal tension were able to demolish the Babri Masjid in Ayodhya (Faizabad) on that day. The state government and the Central Government both utterly failed to tackle the situation, although it was well known earlier that the RSS Parivar was preparing for the same for months. The whole nation condemned the incident. It was a serious attack on the secular fabric of the nation. The demolition of Babri Masjid had serious repercussions.

Peace Movement and Demonstration on 13th December 1992

The demolition of Babri Masjit  resulted in much tension and communal disharmony in the country. Many untoward incidents happened. It was the duty of the working class to bring back normalcy and communal harmony. The Sponsoring Committee of Trade Unions called for a Peace Rally in Delhi on 13th December 1992. Although the government did not give permission for the rally, a meeting attended more than 3,000 workers were held at Mandi House, in which CG employees including telecom employees participated.

The police arrested the leaders, but were released after intervention of CITU President, E.Balanandan, M.P.

1993

Campaign for National Unity – 30th January 1993

The Sponsoring Committee of Central Trade Unions as part of its progressive movement called upon the workers to organize 30th January 1993, the death anniversary of Mahatma Gandhi, as Campaign for National Unity and to take pledge to preserve and strengthen India’s unity and communal harmony. This was implemented by BSNLEU also.

Help to Cuba – ‘Cuban Princess’

In order to help the Cuban people, who were reeling under the economic blockade of the US and other imperialist countries, Indian people decided to send a ship full of food grains   to this socialist country. The ship “Cuban Princess”, sailed from Calcutta with 10150 tons of food grains, which was received by Fidel Castro, President of Cuba, who stated that this donation will strengthen the relations between the two countries. BSNLEU comrades from many places also helped the food grain collection.

Com.A.S.Rajan, former SG NFPTE expired

Com. A.S.Rajan, former Secretary General of NFPTE as also former General Secretary of P.III Union, passed away on 10-01-1993. He was one of the veteran comrades, who along with Com. KG Bose contested against the revisionist leadership in the Federal Council 1990 and won with good majority.

Amendment to Indian Telegraph Act proposed

The central government in its move in implementing the neo-liberal policy of liberalization, globalization and privatization started targeting the telecom sector for its implementation. A committee with D.N.Nanda, Member (Telecom). DOT as Chairman was constituted to recommend amendments to the Indian Telegraph Act 1886, in order to change the act to bring in private companies. The committee submitted its report on 9th September 1992, recommending formation of a Telecom Regulator, with the aim of privatization. (To be continued)

The core committee members of Forum of BSNL Unions/Associations Com.P.Abhimayu, Convenor, Com.Chandeswar Singh, President, Com.K.Sebastian, General Secretary, SNEA and Com.Prahlad Rai, General Secretary, AIBSNLEA met Shri.Rakesh Garg,Secretary,DoT today,7th October,2015. The leaders conveyed dissatisfaction to the inordinate delay in the settlement of 78.2% IDA merger to BSNL pensioners despite assurance in the discussion on 1st May, 2015. The Secretary,DoT assured the delegation to do the needful. The leaders also met Shri.N.Sivasailam, Addl Secretary also and discussed the issue.

The Resolution on Policy and Programmme adopted by the All India Conference of AIBSNLCCWF held at Nagercoil on 3-4 October 2015 is given below:

Resolution on Policy and Programme

This All 3rd All India Conference of BSNL Casual and Contract Workers Federation, held at Nagercoil on 3-4 October 2015, after serious deliberations on the issues of casual and contract workers and reviewing the sustained struggles that have been organised, heartily congratulate the workers for their effective participation in the action programmes.

However, the government as well as the BSNL Management, has not taken any effective step to settles the issues. Instead, the management has started victimisation of workers, including retrenchment. In such a situation, the AIC, after detailed discussion has decided to organise agitational programmes on the following long pending demands:

Demands

  1. Regularisation of Casual and Contract Labour.
  2. Casual labour wage to be the lowest wage in BSNL, instead of in DOT
  3. Equal Pay for equal work.
  4. Minimum Wage of Rs. 15,000/-
  5. Implementation of Social security Measures like EPF, ESI, Gratuity etc.
  6. Grant of Bonus
  7. HRA/Quarter facility to casual contract workers.
  8. Leave, Paid Weekly Off and Paid Holidays.
  9. EPF Account to be opened by BSNL, instead of contractor.
  10. Issue of Identity Card by BSNL
  11. Immediate steps required, including procurement of equipment for the revival and improvement of BSNL services.
  12. Vacate Victimisation – Reinstate all retrenched workers.
  13. Compassionate engagements
  14. Funeral expenses to the family of deceased worker.
  15. Convert Part-Time workers to full time worker

Programmes of Action

  1. Immediate formation of BSNLCCWF in all Circles/SSAs, wherever it has not been formed. Make all out efforts for strengthening the organisation. Massive campaign to be organised in all circles/SSAs.    –   October, November 2015.
  2. Demonstrations in all SSAs in  November 2015. (date will be fixed and intimated)
  3. Demonstration at Circle offices – December 2015 ( date will be fixed and intimated).
  4. Relay Hunger Strike – February 2016 ( dated will be fixed and intimated).

The next CEC whis will be held in February – March 2016 will finalise the next programme of action, including strike.

In order to implement the programmes effectively, BSNLCCWF should be formed in all places, should be strengthened and all the  casual and contract workers are brought to the fold of BSNLCCWF. Serious, massive and active campaign should be organised for the purpose.

BSNL should pay Bonus to its employees

The festival season is coming. It is during the festival season, ie. October – November, that Bonus is paid to the workers/employees. For the last four years, Bonus has been denied to BSNL employees. Despite strong demand by the unions, management took a stoic silence.

This situation can not continue. BSNL Employees Union and other unions have demanded that Bonus should be paid this year. While employees/workers in all other establishments are paid bonus, why not in BSNL. The plea of the management that ‘there is no profit, hence no bonus’ is not acceptable.

A joint committee of management and staff has been appointed to discuss the issue. The Joint Committee should urgently meet and decide for the paymeent of Bonus or PLI before the festival starts.

Start Organising BSNLCCWF units in all SSAs

The 3rd All India Conference of the BSNLCCWF has called upon the workers to organise  units of the organisation in all the SSAs within a short period. The Circle Secretaries are requested to take the initiative. If all India leaders are required, Secretary General Com. Animesh Mitra or President Com. V.A.N.Namboodiri is to be contacted, who will arrange the same.

The Conference  has declared ” 2016 – Year of the Casual and Contract Labour” with the target of settling the major issues in the year. Strong organisation is required for implementing the same. Massive campaign be organised as also meeting the M.P.s, MLAs ets. Wherever, labour laws are not implemented, this should be brought to the notice of the Labour Commissioner, EPF Commissioner etc. Seek the help of BSNLEU leaders and workers in all places.

Start work now! It is the future of the casual and contract workers! It is the future of BSNL!

Parliamentary Standing Committee on Labour meets on 12th October on BSNL Casual Contract Labour issues

The Parliamentary Standing Committee on Labour will meet at Mumbai on 12th October 2015 to take evidence on the Casual contract labour in BSNL. Five-Six meetings have already been held and BSNLCCWF had given evidence every time. Com.VAN Namboodiri, President, Com. Animesh Mitra Secretary General and other BSNLCCWF leaders are expected to attend the sitting of the meeting.

 

Minimum Wage – VDA Revised from 01-10-2015
