Orders have been issued revising the Minimum Wages by the Government of Delhi with immediate effect. The following are revised rates:

Unskilled Worker: Rs. 9,174+ Rs. 390 (DA) from the earlier Rs. 9,048 + Rs. 126 (DA)   Semiskilled : Rs. 10,136 + Rs.429 from the earlier Rs. 10,010+ Rs.126 (DA)                 Skilled: Rs. 11,154 + Rs. 467(DA) from the earlier Rs. 10,998 + Rs. 156(DA)

We congratulate the Delhi Government for increasing the wages. It was very much overdue.

 

Non-Productivity Linked Bonus of 30 Days to CG Employees – Orders issued.

The Central Govt. has issued orders for payment of 30 days of Non-Productivity Linked Bonus to its employees. The order is given below:

OFFICE MEMORANDUM

Subject: – Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2014-15.

            The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2014-15 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

  1. The benefit will be admissible subject to the following terms and conditions:-

(i) Only those employees who were in service as on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-15 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500/-, Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/30.4=Rs.3453.95 (rounded off to Rs.345%)

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.12oox30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/). In cases where the actual emoluments fall below Rs.1200/- pm, the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

  1. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
  1. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.
  1. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

Huge Rally against Communalism in Kolkata

Kolkata, October 16th – Thousands of clenched handsa80fd6a55dcc8acc697d57c4cbe9100a today in Kolkata  vowed  for uprooting the evils of imperialism and communalism from the country .  The huge rally which nearly took 20 minutes to pass a given point was organized at the call of the 6 major left parties of the state and was participated by various left organizations active in the state. Red Flags flew high as was the determination of the left workers who sought immediate change of India’s foreign policy and immediate stoppage of communal riots in the country. The Rally started From Y channel at Esplanade in the heart of the city and continued up to College Square in North Kolkata . The rally was decorated by flags,festoons and placards of left organizations’ who painted the cityscape red with high flying red flags and determined slogans .   West Bengal Left Front Chairman Biman Basu , Soumen Basu (SUCI ),Partho Ghosh CPI(ML ) Liberation , RSP leader Manoj Bhattacharya , CPI leader Probodh Panda , Forward Block Leader Hafiz Alam Sairani  were amongst the front ranking left leaders who participated in the rally along with former finance minister Dr Ashim Dasgupta , CPI(M) leader Shyamal Chakraborty and other.

Left Front Chairman Biman Basu at the end the rally said that it is a matter of shame for all of us that due to India’s changed foreign policy in regard to Palestine issue , India’s President has faced serious protests  from  youths  of that country. The present foreign policy of the country surrenders our country to US imperialism and Israeli occupational forces  and hampers the security and sovereignty of the country .He also said that the continuing communal riots and incident like the Dadri incident where  a Muslim person named MD Eklakh has been lynched by a communal mob in the name of eating beef  is a direct shame to the nation.(Courtesy: Ganashakti)

 

Online withdrawal from EPF

The Employees Provident Fund Organisation (EPFO) is planning to allow online withdrawal of EPF for its subscribers in the near future. This will certainly benefit the subscribers for quick withdrawal.

Victimisation in Kerala Telecom Circle

The brutal victimisation of BSNLEU and SNEA leaders and workers in Kerala  continues. In addition to the 15 comrades already suspended, 4 more have been suspended two days back.  The  CGM,Kerala, MSS Rao, who was put in ” compulsory wait” by the Corporate office, but continues in the post on the basis of High Court order,  is trying to destroy the Kerala Telecom circle, which is the main profit making circle in BSNL.

BSNLEU, SNEA and BSNLCCWF will together fight against this victimisation and harassment of union leaders and workers. Such victimisation has been vacated in the past and will be vacated now. The fate of many such corrupt officers who harassed the workers is well known. There is no doubt that history is going to be repeated.

Absorption of Officiating JTOs – Orders issued

BSNL Management has issued orders for absorption of the officiating JTOs. A long pending demand of both the executive associations and non-executive unions is settled favourably. At last, justice has been meted out. Hearty Congratulations to the concerned officials!

Telcos will have to pay consumers on call drops, Re. one for one call drop

It is reported in the press that the TRAI is set to issue notification to the telecom companies to pay Re.1/ compensation for each call drop with a maximum of Rs. 3/- for a day. Though the telecom companies have protested, the large number of complaints on the call drops and also the assurance of the Minister that call drops will be reduced, it is almost certain that the TRAI will issue the orders.

CMD issues strict instructions for implementation of Minimum Wage, EPF, ESI etc. to casual contract workers

BSNL issues strict instructions on payment of Minimum Wages and implementation of Social Security Measures like EPF, ESI etc.

In the Parliamentary Standing Committee of Labour meeting held at Mumbai on 12.10.2015, the BSNLCCWF leaders Coms. V.A.N. Namboodiri, President and Animesh Mitra, Secretary General had brought to the notice of the Standing Committee various cases of non-implementation of labour laws, including Minimum Wage Act 1948, EPF Act, Contract Labour Act etc. CMD BSNL, Director (HR) and other top officers who attended the Standing Committee were asked to submit report on these complaints.

Now BSNL has issued ‘Top Priority’ letters asking all CGMs to immediately submit reports. Copies of the same are posted in bsnlccwf.com website of the BSNLCCWF. Kindly go through the same.

The Circle Secretaries of BSNLCCWF are requested to collect the details of minimum wage paid, EPF , ESI implemented etc. and to intimate immediately to CHQ to pursue the case with the Standing Committee.

 

All Circle Secretaries are requested to immediately intimate to CHQ whether Minimum Wages are paid, if not, how much is paid, whether EPF, ESI are implemented etc. to report to Standing Committee. <view letter-1>>

exclusion and / or segregation of the Palestinian people in West Bank and Gaza

· The withdrawal of the settlers, who live in places not in accordance with borders

· To ensure that all Palestinian refugees on the basis of the relevant United Nations resolutions
return to Palestine
· Cancellation of all military games and all military cooperation agreements with Israel

Cabinet clears Profit Related Pay(PRP) for CIL executives

The Cabinet, which met on 14th October 2015 has approved payment of Profit Related Pay (PRP) to the managerial staff, executives and supervisors (non-unionised) of Coal India Limited (CIL), the public sector coal company.

The Cabinet decision is based on the fact that the two loss making subsidiaries of CIL have improved and the loss is reduced and the performance has improved.

It is also reported that the PRP will result an expenditure of Rs. 500 crore to the CIL.
