Industrial Strike and Bharat Bandh on 9th September 1993

The call for Bharat Bandh and Industrial Strike called by the central trade unions on 09-09-1993 against the anti-worker, anti-people neo-liberal policies being pursued by the Government, was well participated all over India and was a great success. E.III (N) union fully participated in the strike.

Proposal for One Day Strike in November 1993.

The Government and the DOT was moving in the direction of bifurcating the telecom services in order to fragment and privatise it. E.III  and T.III Unions took the initiative and campaigned the necessity of fighting the ill-motivated moves of the government. The following announcement by the Chairman, Telecom Commission, N.Vittal, in a seminar pointed to the direction the government was taking:

“The Telecom sector is poised for revolutionary changes that would facilitate the entry of indigenous and multi-national companies in this sector”. Vittal also stated that DOT has decided to do away with the tendering process to grant licenses to provide Value Added Services.

Press reports indicated that in Tumkur, Bangalore (Karnataka), Tirupur, Tutucorin(T.Nadu), Ghaziabad (UP) etc. the MNCs have been invited to open new services. For this purpose, DOT has prepared two plans viz. “Build, Lease and Transfer”(BLT) and “Build, Operate and Transfer”(BOT). The name itself indicated privatization. The entire telecom workers were angry at these unexpected developments.

The assurance of N.Vittal, Chairman, Telecom Commission, that the interests of the 4.7 lakhs of telecom workers would be fully protected did not satisfy anybody. There were strong protests from workers. The proposed re-organisation of DOT was nothing short of first step towards privatization. In the meetings of the three Federations held shortly afterwards, our unions insisted for immediate protest actions to counter the privatization move.

Accordingly, the three Federations and the Unions met and decided to organize a strike in the last week of November 1993 to focus people’s attention on the policy of destabilization of telecom services in the name of liberalization and de-regulation. The demands of the strike were decided as follows:

  1. No duality / multiplicity in telecom Services
  2. Complete upgrading of skills and education of work force to change the work culture
  3. Reduce working hours as recommended by the ILO to absorb surplus staff
  4. End corruption at all levels.
  5. Provide full information to unions and hold meaningful consultations
  6. Settle all the aspects with workers’ organizations.

All the unions and Associations started full preparations for the strike.

A fatal accident

In the course of a tour programme conducted by the employees of Calcutta Telephones District, a fatal accident took place on 3rd November 1993 near Mandi in Himachal Pradesh, when the private vehicle with the employees was coming from Manali. Five employees named below died and twelve received serious injuries:

  1. Sadhok (JTO) 2. H.G.Saha (TSO) 3. Ashis Ghosh (TSO) 4. Mrs. M.Basukar (TSO) and 5. Dilip Das (Canteen employee).

The unions and the administration took immediate steps to bring the bodies, to give treatment to the injured and intimating the relatives etc. The employees of Mandi Telephone Exchange gave all help. O.P.Gupta and Moni Bose went to Mandi on 5th November and arranged necessary things and consoled the comrades in distress.

Industrial Relations Bill opposed – Dharna on 7th December 1993

The Central government was moving fast to implement its neo-liberal policies which are anti-worker and anti-people. The Sponsoring Committee of Indian Trade Unions, the co-ordination committee of the Central trade unions, called upon the workers to organize massive dharnas on 7th December 1993 in protest against the proposed Industrial Relations Bill which sought to introduce exit policy as dictated by the International Monetary Fund (IMF) and imposing several curbs on trade union rights of the workers to please the MNCs.  The Sponsoring Committee also proposed to organize an all India convention on industrial sickness in public and private sectors so that a country wide movement can be  unleashed to save the sick units.

The dharna was effectively organized by the telecom workers in all the places as directed by CHQ..

Solidarity with Postal Employees’ Indefinite Strike

The Postal employees went on indefinite strike from 7th December 1933 on their urgent and pressing demands, which was a complete success. The strike was withdrawn after agreement reached on 10th December 1933. Many important demands were agreed to by the Postal authorities. It was a great success.  E.III Union gave full support and solidarity to the struggling Postal employees. (To be continued)

Landslide Election Victory for Aung San Suu Kyi in Myanmar

Aungsan Suu Kyi

The National League for Democracy (NLD) headed by Aung San Suu Kyi has a landslide victory in the elections held in Myanmar defeating the present ruling party Union Solidarity and Development Party (USDP). Aung San Suu Kyi and her party have been Aungsan Suu Kyifighting for the last many years for free elections. She won in the 1990 elections with good majority, but was not allowed to rule by the Military Junta which took over. She was made a captive in her house for many years.

The people of Myanmar has given thumping majority to NLD. Now what the military junta will do has to be seen.  We hail the victory of democracy in our neighbor country

NCCPA Marches Ahead

The All India Conference of NCCPA, the united organisation of the Central Pensioners (including BSNL Retirees),
held at Kolkata on 6-7 November 2015 is a mile stone in the advance March of the senior citizens of the country.
Whether in the number of participants, the standard of discussions or the decisions taken, the AIC can be proud of. The pensioners marching through the congested and busy streets of Kolkata with the red flag of the union and shouting slogans loudly was inspiring. There was no weakness but only strength and determination in their steps.
The inaugural speech of Com. Ashim Das Gupta, former Finance Minister, W.Bengal and noted economist, lambasted the neo-liberal and anti-worker economic policies of the central government. The need to unitedly fight against it was pointed out.

Government issues orders on OROP

NEW DELHI: The government on Saturday night formally notified the one rank one pension (OROP) scheme for the over 24 lakh ex-servicemen and six lakh war widows around the country. The scheme will entail an additional outgo of around Rs 8,000 to 10,000 crore every year.
The notification is more or less in line with what defence minister Manohar Parrikar had announced on September 5, except that the clause that exempted personnel who retire voluntarily from the scheme. There had been removed after widespread outcry among the veterans over this clause.
Instead, the government has now decided that personnel who opt for “discharge henceforth on their own request will not be entitled to the benefits of OROP”. In other words, while soldiers who took pre-mature retirement earlier will get OROP, fresh cases will not. “It will be effective prospectively,” said an official.
But the veterans said they would continue with their agitation, which has entered the 146th day now, since the government had failed to resolve “any of the seven main anomalies” in the “diluted OROP” that had been notified.
“We have been cheated by the government. We will not accept it. We will meet to decide the future course of action, including the plan to return medals medals to the district commissioners or magistrates in all the 647 districts of the country on November 9-10,” said Group Captain VK Gandhi (retd) of the United Front of Ex-Servicemen (UFESM).

CPI(M) PB Statement on Bihar Elections

New Delhi, November 8 : The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The CPI(M) congratulates the people of Bihar who have given a resounding defeat to the BJP alliance in the assembly elections. They have rejected the rank communal campaign conducted by the BJP, led by the Narendra Modi-Amit Shah duo with divisive issues like cow and beef and the bogey of reservations for minorities.

The decisive victory of the JD(U)-RJD alliance is a clear indication that the BJP-RSS brand of politics is getting increasingly exposed. It is also an indication that the eighteen month record of the BJP central government which has imposed economic burdens on the people has met with disapproval.

The Bihar verdict will strengthen the fight against the right wing communal forces.

 

A visit to Comrade Sisir Bhattacharya, veteran P and T union leader

It was an educating experience to meet Comrade Sisir Bhattacharya, the senior mot leader of the P and T Trade Union movement. Today, along with Com. Mihir Dasgupta, former AGS of BSNLEU and Com. Om Prakash Singh, Circle Secretary Telecom Factory, I visited Sisirda at his residence in Kolkata.

Sisirda was happy to meet us. We discussed about the past experience in his life connected with the Union activities as well as his interest in sports. He gave us breakfast and we chatted for about two hours. I could gather a lot of information and knowledge about the trade union movement in Bengal and India.

At 95, he still maintain comparatively good health and memory to tell us the past events with full clarity.

Thank you Comrade Sisirda. Wish you good health and many more years to guide us!

NCCPA Delegate session 7 November
