BSNL Casual and Contract Workers along with BSNL employees will March to Parliament on 22nd February 2017 on the demands of Regularisation, Implementation of Minimum Wage, EPF, ESI, Gratuity, Govt. minimum pay scale for casual labour etc. About 2000 workers are expected to participate coming from all parts of the country.

This is a fight for justice to the exploited workers. All BSNL employees and executives should support the fully justified struggle.

Telecom subscriber base in India, crossed 1.12 billion (112 crore) in November, in November 2016.
The total number of telecom subscribers in India, has reached 1.12 billion (112 crore) in November,2016. Reliance Jio alone added over 1.62 crore connections in November, taking its total subscriber base to 5.18 crore. Idea Cellular followed Reliance Jio with net addition of 25.2 lakh new customers. Bharti Airtel added 10.8 lakh customers, Vodafone 8.90 lakh subscribers, BSNL 8.31 lakh, Telenor 4. 86 lakh,. Aircel 3.02 lakh, Reliance Communications 1.56 lakh and MTNL 3,364. Railway Workers on agitation

Railway workers are on agitation against the government for the debudgetisation and unbundling of Indian Railways.

A largely attended National Convention on ‘Bibek Debroy Committee Report” was held at Ambedkar Bhawan, Delhi on 1st February 2017. In addition to the Railway workers union leaders, leaders from other trade unions also addressed. Dr. Raghunandan of Delhi Science Forum inaugurated the convention. Coms. M.Krishnan, Secretary General Confederation, V.A.N.Namboodiri, President BSNLCCWF and other leaders addressed.

The convention was very educative and was in preparation for sustained struggle against the privatisation of Railways.

Government targets for Rs. 72,500 crore through disinvestment of PSUs

Disinvestment (sale of shares) of valued Public Sector Units seems to be the most important work of the Modi government. The latest is the move of the government to disinvest PSU shares targetting about Rs. 72,500 crores, much more than the last year. NITI AYOG had recommended closure or strategic sale of about 70 PSUs.

There should be an end to the cheap sale of the ‘Family Silver’. These PSUs have served the nation in a big way and they can still help the nation for progress.

Early settelment of 78.2% IDA Pension Fixation

The 78.2% IDA Pension Fixation was ordered for BSNL pensioners after sustained struggle and strikes. It was stated in the order itself that the same should be settled before 31st December 2016. But mainly due to shortage of staff in the CCA offices, a large number of cases are still pending, although more than one month is over after the last date.

Com.V.A.N.Namboodiri, Advisor, AIBDPA today met Shri Prabhat Singh, Member (Finance) and discussed the matter. He demanded that the cases be settled without further delay by making necessary arrangements, either by posting extra staff or through deputation etc. Pensioners are very unhappy at the undue delay and their cases should settled at the earliest. Member (Finance) agreed that necessary steps will be taken in the matter.

On demand by Com.Namboodiri, Member (F) stated that the implementation of minimum pension and pension for those retired before 2006, with out the 33 years service condition, is being processed, after some CCAs have sought clarification.

Gratuity to Casual Labour in BSNL

After much persuasion on the part of BSNLCCWF, BSNL Management Committee in June 2016 approved provision of Gratuity to the casual labour. However, it was not approved by the BSNL Board, since the same was opposed by the Member from DOT. In the meantime BSNLCCWF demanded the management to at least implement the same to those retired or expired. This is being considered.

Today, 3rd February 2017, Com. V.A.N.Namboodiri, President BSNLCCWF, met Additional Secretary, DOT Shri Shivasailam, who is the Member from DOT, and discussed the matter. Com.Namboodiri pointed out that this is a statutory provision and has to be implemented. Addl. Secretary stated that he has cleared the file and it is up to the BSNL to implement the same. This is a good information. We hope that the next meeting of the BSNL Board will take the necessary decision.

Minimum wage for Contract Workers.

The Chief Labour Commissioner (Central) has issued Gazette Notification on 19th January 2017 fixing the minimum wage for the contract workers with immediate effect. The lowest daily wage for unskilled labour in C class city is Rs. 350/. The daily wage will increase for A and B class cities as also for Semi-Skilled, Skilled and Highly skilled. Com. V.A.N.Namboodiri, President BSNLCCWF today met Smt. Sujata Ray, Director (HR) and Shri Ashuthosh Gupta, Director(Restructuring), Corporate Office and pressed early implementation of the same to the contract workers in BSNL. Both agreed to issue the orders early.

BSNL should implement the VII CPC wages for Casual workers

Casual workers recruited in DOT and working in BSNL are being paid the lowest of the DOT (Govt.) wages. BSNLCCWF had earlier demanded that they should be paid the lowest wages in BSNL. The demand was not accepted by the BSNL Management stating that since they are recruited by DOT, they will be aid the government wages only. Now that the government has implemented the VII CPC recommended pay scales and the lowest wage is Rs.18,000, the same should be paid to the casual workers. It is also demanded that the CDA also should be paid.

The BSNL Management has so far not implemented the same. Instead a committee is appointed to look in to the matter. Management has agreed to pay the CDA, but so far no order is issued.

BSNLCCWF is continuously making efforts get both the above implemented at the earliest.

Reception to Com. Suresh Kumar GS BSNLMS

A largely attended meeting was arranged by BSNLMS and BTEF today at CTO Dormitory Hall New Delhi today, 30th January 2017, to give reception to Com. Suresh Kumar, General Secretary BSNLMS, who was retiring from MTNL on superannuation on 31st January 2017. Speaking on the occasion,I mentioned about important role played by Suresh Kumar in forming the Joint Action Committee / Joint Forum / Forum as also his pivotal role in the United Forum. On behalf of BSNLEU, Com. Swapan Chakraborty, DY.GS spoke. Almost all the leaders of the various organisations in BSNL and MTNL greeted Com. Suresh Kumar.

I also pointed out the urgent need for united and Joint movement of BSNL and MTNL to face the present challenges to their existence and for improving the services.

Homage to the Father of the Nation

Today, 30th January 2017, is the 69th Death Anniversary of Mahatma Gandhi, Father of the Nation. It was in the evening on 30th January 1948 that Nathuram Vinayak Godse, a Hindu fanatic and RSS worker, shot Gandhiji dead at the prayer meeting in Delhi.
