National Telecom Policy 2018.

The government is in the process of formulating the National Telecom Policy 2018, it is reported.

The National Telecom Policy 1994, initiated private entry in Telecom. NTP -1999/2000 gave many subsidies to the private operators. NTP-2006 continued the same policy and in fact resulted in cancellation of BSNL tenders for mobile lines. What will the proposals in the NTP – 2018? May be more benefits to the private operators and injustice and ignoring the PSUs BSNL and MTNL?

In his letter to Com.V.A.N.Namboodiri, Convener Joint Forum and General Secretary BSNLEU, dated 04-01-2006, just before the start of the strike on 4/5 January, then Secretary DOT has given written assurance that “the views of the union will be duly considered as and when the draft of the telecom policy is formulated.” This was in addition to the assurance that there will be no disinvestment of BSNL and also that there will be no unbundling of the copper cables. The strike was withdrawn on the basis of these assurances in the last minute.

As such, the government is committed to hear the views of the unions/associations in BSNL on the formulation of the next Telecom Policy which is expected by next year.

There need not be any delay in Pension Revision of BSNL retirees

The last two Pension Revisions of the BSNL retirees were ordered after the wage revision of BSNL employees and after many struggles. IDA Pension revision is established after the last two pension revisions.

The government is committed to pay the full pension of BSNL retirees after the 21-22 April 2015 Strike, discussion with Secretary DOT and the clear order dropping the 60:40 condition.  Now during the discussion of AIBDPA leaders with CMD on 26th October, he had stated that the BSNL Board yesterday had decided for wage revision of BSNL employees with 15% fitment. We congratulated the CMD for the great decision.

Under these circumstances, there is no need for any delay in the Pension revision of BSNL retirees. During the meeting with the Secretary DOT on 25-10-2017 by the AIBDPA leaders, the demand for immediate pension revision of BSNL retirees with 15% was raised and she was in a positive mood.

It is our demand that there should not be any delay for the pension revision of BSNL pensioners w.e.f. 01-01-2017.

NTR CIRCLE BRANCH RECONSTITUTED CONSEQUENT ON MERGER OF AIBSNLPWA NTR CIRCLE WITH AIBDPA.

PENSIONERS  REALISE THE RIGHT STAND AND POLICIES OF AIBDPA.

The NTR Circle Branch of AIBSNLWA has fully merged with AIBDPA and a decision in this regard was taken unanimously in the general body meeting held on 04-10-2017. A combined meeting of both circle branches of AIBDPA and AIBSNLPWA was held 0n 24-10-2017 and the meeting unanimously decided to recosnstitute AIBDPA circle branch. Com.R.C.Malhotra presided over the meeting. Com.V.A.N.Namboodiri, Advisor inaugurated the meeting and explained the effective functioning of AIBDPA and the demand of pension revision with 15% fitment recommended by the 3rd PRC and approved by the government. Coms.K.G.Jayaraj, General Secretary, R.A.Nair, Treasurer, R.S.Chouhan, Circle Secretary, BSNLEU and D.P.S.Shishodia also addressed the meeting.

Office bearers were elected unanimously with Com.R.C.Malhotra (President), D.P.S.Shishodia (Circle Secretary) and Com.V.P.Gupta (Treasurer).

The meeting decided to participate in the NCCPA Mass Dharna on 25-10-2017 demanding implementation of Option 1, Pension Revision of BSNL retirees with 15% fitment on IDA pattern, Monthly Medical Allowance of Rs.2000 to all pensioners, Restoration of commutation after 10 years, Rs.12,000 as minimum pension/ family pension etc.

We heartily congratulate the BSNL DOT Pensioners in NTR for taking the correct decision and uniting the entire pensioners in NTR under one umbrella, the AIBDPA.

Meeting with CLC by BSNLCCWF leaders

A delegation of BSNLCCWF leaders including Coms. V.A.N.Namboodiri, President, Tapas Ghosh, Working President and Animesh Mitra, Secretary General met Additional Chief Labour Commissioner om 24th October 2017 and pointed out that the Casual labour are not being paid the minimum wage of the CG employees ie. Rs.18,000, as per the orders of the government. The relevant government orders in this connection was also handed over. It was also requested that the BSNL management be directed to implement the same. They also pointed out about the non-payment of minimum wage announced by the central government to the contract workers in U.P. Extreme exploitation is taking place. They requested for immediate action. The Additional CLC assured that the matter will be seriously taken and the Dy.Chief Labour Commissioner UP will be contacted in the matter.

BSNL Casual Contract Workers will participate in Mahapadav at New Delhi on 9-11 November 2017

BSNLCCWF in its central Secretariat meeting held at Delhi on 24th October, 2017, presided over by President Com.V.A.N.Namboodiri has unanimously decided to fully participate in the Maha Dharna being organised on the call of the Central Trade Unions at Delhi on 9-11 November 2017. The eight point Charter of Demands adopted by the CTUs on the basis of which the Dharna is being organised include the demand of Minimum Wage of Rs. 18,000, Job to unemployed, halt price rise, Equal wage for Equal Work, Minimum Pension of Rs.3,000 etc.

BSNL Casual and Contract Workers Federation calls upon the BSNL workers to join in this historic struggle. It was discussed in the secretariat meeting of the Federation held on 24th October, 2017 that all the circle unions will mobilise at least 300 workers in the programme. Circle Secretaries are requested to mobilise a good number of members in this 3 days relay Dharna Programme in the capital of our country.

BSNL CCWF met CMD BSNL on casual labour wages based on 7th CPC.

BSNL Casual Contract Workers Federation has expressed it’s strong resentment to the CMD BSNL for the decision taken by the Management to continue the casual labours wages based on 6th CPC lowest pay scale. Today, 26th October 2017, morning, Com. V.A.N. Namboodiri, President, Com. Animesh Chandra Mitra, Secretary General and Tapas Ghosh, Working President, met CMD BSNL in his chamber and submitted the letter on this subject. Com. Animesh Mitra has told to CMD BSNL that how the casual labours will accept to continued in 6th CPC pay scale when the High Rank Officers in BSNL are drawing the 7th CPC pay scale. They have also reminded the fact to CMD that it was a practice for BSNL to endorse the CPC recommendation to make the calculation of casual labour wages. The casual labours are getting the wages based on CPC scale since DoT period. The representatives demanded that justice be done by paying the minimum of the VII CPC scales. AIBDPA leaders Com. V.A.N.Namboodiri, Advisor and Com. R.A.Nair, Treasurer met Shri Anupam Shrivastava, CMD BSNL on 26th October 2017 and discussed about the urgency of revising the pension of the BSNL retirees on the basis of the accepted recommendations of the III Pay Revision Committee with 15% fitment. They pointed out that they have already discussed the matter with Secretary DOT and requested the CMD also to take up the matter. The justification of the demand was fully explained and the CMD appreciated the point.

They also pointed out that early wage revision in BSNL will further help in implementation of the Option I / III for the BSNL pensioners.

Coms.V.A.N.Namboodiri, Advisor, K.G.Jayaraj, General Secretary and R.A.Nair, Treasurer, AIBDPA had a fruitful meeting with Smt.Aruna Sundararajan, Secretary, DoT on.25-10-2017. The delegation handed over a detailed letter on Pension Revision of BSNL retirees with 15% fitment on IDA pattern. They also pointed out that since the pension is being fully paid by the government, the same need not wait for the wage revision of the workers. The Secretary agreed to do the needful in the matter.

The representatives also brought to her notice a very heart breaking case in Tamil Nadu Circle wherein the Principal CCA has returned the files of 687 Pensioners for 78.2% IDA pension revision with the directive to resubmit by deducting the extra increment already calculated for pension revision on 68.8%.The Secretary stated that she will examine the case.

The recently published book “P and T Trade Union Movement – A Saga of Struggle and Sacrifice” written by Com. V.A.N.Nambbodiri was presented to her which she appreciated much.

Massive Dharna of Central Pensioners in Delhi on 25th October 2017

The Mass Dharna on 25-10-2017 called by NCCPA at Meghdoot Bhawan (CPMG Office), New Delhi reflected the anger and anguish of the pensioners against the anti-pensioner and anti-worker policies of the government. More than 1000 pensioners from all over the country, representing the affiliated organisations enthusiastically participated. 357 comrades of AIBDPA actively participated.

Com.V.A.N.Namboodiri, Patron, NCCPA and Advisor, AIBDPA inaugurated the Dharna with a powerful speech. He explained the major demands raised by the NCCPA, including cancellation of the anti worker PFRDA, immediate pension revision of BSNL Pensioners on the basis of the III PRC with 15% fitment, implementation of Option I for pension revision etc. He also lambasted the anti-worker policies of the central government. He congratulated the massive mobilization for the dharna.  Com.Shiv Gopal Mishra, Chairman, NCCPA delivered the presidential address. Com.Tapan Sen MP, General Secretary,CITU, Coms.K.K.N.Kutty, Secreatry General, NCCPA, M.S.Raja, Confederation, Swapan Chakraborty, Dy General Secretary, BSNLEU ,K.G.Jayaraj, General Secretary, AIBDPA, K.Raghavendran, General Secretary, AIPRPA, M.N.Reddy, General Secretary, Telangana All Pensioners & Retirees Association and a host of leaders addressed the Dharna.

The Dharna was held as per the decision of the National Executive of NCCPA held at Nagpur on 19-08-2017 on the 10 point charter of demands including implementation of Option 1, Pension Revision of BSNL retirees with 15% fitment on IDA pattern, Fixed Medical Allowance of Rs.2000, Restoration of commutation after 10 years, Extend CGHS facilities to all central government pensioners, Grant statutory defined benefit pension to those recruited after 01-01-2004 etc.

After the Dharna was concluded at 3 PM, a delegation of leaders met the Chief Post Master General and handed over a memorandum to the Prime Minister for settlement of the demands.

BSNL Casual and Contract Workers will strike work on 12-13 December 2017

The Central Executive Committee meeting of BSNLCCWF held on 24th October 2017 at New Delhi has called upon the casual contract workers to organise a mighty successful strike on 12th and 13th December 2017 on the demands of minimum wage, EPF, ESI, Regularisation etc. All workers are requested to participate and make it successful.
