Non-implementation of Labour Laws in BSNL – Discussion With Executive and Non- executive unions

As pointed out several times in this blog, brutal exploitation of casual contact workers is taking place in BSNL. We are making all efforts to put an end to this exploitation of the low paid workers. Social security measures like EPF ESI are not implemented. Workers are being  retrenched for union activities. Such atrocities can not happen in a PSU, where strong progressive unions  are there.
In my capacity as President of the BSNL Casual Contract Workers Federation, I have already met most of the General Secretaries / CHQ leaders and requested them to help in putting an end to the exploitation.
I am very happy to state that all those comrades whom I met supported me, including ITSA leaders, and assured that this evil practice should be stopped and their support is there.
I am sure this solidarity will bring some improvement. Thank you Comrades!

EPF for Casual labour from 2000 – BSNL Board Meeting today.

EPF for Casual Workers in BSNL

BSNL Casual and Contract Workers Federation has been continuously raising the issue of EPF for both casual and contract workers in BSNL. It was implemented from 2011 for both casual and contract workers; but not everywhere. The Federation is trying to get it implemented to all casual contract workers.

In the meantime, implementation of EPF for the casual workers from 2000, the year from which BSNL was formed was taken up with the Parliamentary Standing committee on Labour as also the Chief EPF Commissioner, Delhi. The latter called a meeting of both BSNCCWF and the BSNL Management in which the demand was again raised. The Management agreed to consider the same.

The BSNL Management Committee has already approved EPF for casual labours with retrospective effect from 2000. Com. V.A.N.Namboodiri President BSNLCCWF met the CMD BSNL last week and pressed  for early decision in the matter.

This issue is an item in the agenda of the BSNL Board meeting today, 9th December 2014. We hope that the BSNL Board will approve the same which is fully justified and is a long pending demand of the casual workers.

How many Government/PSU Pensioners in India?

According to a Press Information Bureau (PNB) report, there are about 1.5 crore Government/PSU Pensioners in India. The statistics are as follows:

Central Government Pensioners  : About 50 Lakh

State Government Pensioners     : About 50 Lakh

Armed forces Pensioners             : About 25 Lakh

PSU Pensioners                          : About 25 Lakh

Total                                          : About 1.5 crore

The Pensioners are further increasing with thousands of officials retiring every day. The Pensioners, with their long period of service and valuable experience are going to be an influential section in the society.

They have to utilise the situation effectively for the service of the Nation as also for the benefit of the pensioners.

Bhopal Gas Tragedy completes 30 years

Bhopal Gas tragedy

It was on the night of 2-3 December 1984 that the Bhopal Gas disaster occurred killing more than 3000 people and making many more thousands chronic patients and disabled for their life. This is the biggest such disaster in the world.

Even after thirty years, full compensation has not been given, the affected persons still suffer, and the culprits have not been punished. Justice is not meted to the affected people and to the bereaved of the gas victims.

The government should act and ensure justice to the victims and their families.

Untouchability still highly prevalent in India – A sad commentary on Indian Democracy

The sad truth has once again been confirmed. In the secular democratic republic of India, untouchability is still being practiced by about 25% of the population. it means that about 30 crores of people are still accepting this worst practice against humanity. This is based on the joint report of the National Council of Applied Economic Research (NCAER) and Mary Land University of USA.

The situation varies from states to states. The untouchability is being practiced maximum   in the Hindi belt. Madhya Pradesh tops the states with 53%, followed by Himachal Pradesh (50%), Chhattisgarh (48%), Rajasthan and Bihar (47%), U.P.(43%) and Utharakhand (40%).

While in India , the average is 25%, in Kerala it is only 2%. Kerala has the least number of people practicing untouchability. But even that is too much to be tolerated.

What the Modi government will do to improve the situation? Will it take any action at all to remove the same? Will the Party which follows the Manu guidelines on caste (Manusmriti) take any action at all ?

It is not the government alone, but the entire people should take this as a challenge and remove this black blot on the face of the Indian Republic.

Inhuman Victimisation of contract workers in Hazaribag

BSNL Management in Hazaribag, jharkhand is continuing victimisation of the casual contract workers there. All the 287 workers are kept out of work since July 2013. What is their ‘crime’? They went on strike demanding payment of minimum wage, EPF, ESI etc. as per government notifications and CMD BSNL orders. They were being paid only a fraction of minimum wage. Strike was withdrawn after assurance that orders will be implemented. But what happened is something else. All the 287 workers have been retrenched. No work is being carried out and maintenance is suffering. But the management is continuing its revenge and inhuman victimisation. The case is pending with Dy. Chief Labour Commissioner.
BSNL C.O.is keeping silence despite the same brought to its notice.
BSNLCCWF Jharkhand Circle is on the move to start agitation on these and other issues.

Convention of BSNLCCWF at Dhanbad

A state level Convention BSNL Casual and Contract Workers Jharkhand was held at Gandhi Sevasadan Dhanbad today, 28 November 2014.
Com. Sudarshan Singh, District President, BSNLCCWF, presided over the meeting. Com.B.Narayan, Vice President, BSNLEU, welcomed all. Com.VAN Namboodiri, All India President, BSNLCCWF, inaugurated the convention. He spoke in detail about the issues of the casual contract labour, strike yesterday, against victimisation and the need to strengthen the organisation. Comrades Naresh Lal, Circle Secretary, BSNLEU, Sudama Pal Circle Secretary BSNLCCWF, BN Singh, DS AIBDPA, Jameel Akthar BSNLCCFW and other comrades spoke. The doubts raised by the workers were answered by Com.Namboodiri.
Jharkhand Casual Contract Workers Federation has conducted many struggles in the past and achieved gains. At the same time, union leaders were victimised both in Jamshedpur, Dhanbad and Hazaribag. BSNLCCWF has taken up the case with C.O.

Rs. 142 crore for Advertisement for Birthday/ Death Anniversary by Central Govt.

How much Central Government is spending for advertisement in papers on birth and death anniversaries of leaders? It is a whooping Rs.142 ctores in the 5 years during 2008-2013. Cabinet Secretary Ajit Kumar Seth has given the information. For Gandhiji, Jawaharlal Nehru and Indira Gandhi alone, Rs. 53 crore has been spent.
Now BJP government is examining to reduce the advertisement for birth/ death anniversaries of Father of the Nation.
Good! Unnecessary expenditure is certainly to be avoided. But whether the present decision is politically motivated since almost all the leaders whose anniversaries are being advertised are Congress leaders?

Discussion with Casual Contract workers in Jharkhand

After reaching Dhanbad,along with Coms.Naresh Lal, Circle Secretary, B.Narayan, Vice President BSNLEU and Sudama Pal, Circle Secretary BSNLCCWF I met the large number of casual contract workers who have come from the SSAs in Jharkhand and discussed with them about the problems they are facing. While improvements have taken place, many issues are still to be settled. Minimum wage, EPF / ESI are yet to be implemented in some SSAs.
But the major issue is retrenchment. Where struggles have taken place and demands achieved, workers have been retrenched and victimised. Jamshedpur and Hazaribad are examples. All the casual/ contract workers have been retrenched at Hazaribad. Many have been retrenched and transferred in Jamshedpur. BSNLEU Dist. Secretary also has been victimised for supporting the BSNLCCWF.
We heard the reports and assured that all these cases will be taken by both BSNLEU and BSNLCCWF. The workers are ready to continue their struggle and strengthen the organisation.
A meeting is also fixed in the evening today.
