Inauguration of renovated P and T House at Thiruvananthapuram

The inauguration of the renovated P and T House at Thiruvananthapuram will take place on 11th March 2015. This has been the office of the P and T Co-Ordinating Committee since 1960s. Now it is the office of both the Postal Unions Co-Ordinating Committee and BSNL Employees union.

P and T house has got a great tradition. It has always been a centre for all unions of workers to come and discuss their problems. It continues as such now also. It has been the centre where many many agitations have been planned and implemented successfully.

I have four years of happy memory of P and House, when I used to work in Thiruvananthapuram as the Circle Secretary of the All India Telecom Employees Union Class III.

Now the building has been renovated and more facilities for office and residence are provided.

My Hearty Congratulation and Best Wishes to the Kerala Postal and BSNL Union movement and the leaders who keep the unity still intact!

Com.R.K.Kohli recovering

Hearing that Com.R.K.Kohli, General Secretary NFTBE,  had an accident a few days back, I went to his house at Rohini and met him. During a function near his house, he fell down. Though no fracture was there, he was unable to walk and severe pain was there. According to the advise of Doctor, he is taking complete rest. He told that he is better and may be able to go out by one or two weeks.

We talked about the old times when in the All India Conferences there was  serious discussion on each and every policy decision, about Com. O.P.Gupta etc. We had tea together and myself returned after some time. Wish for his early recovery.

Making EPF optional is opposed.

As per the Budget Speech of the Finance Minister, it is proposed to make EPF optional for those getting wages up to Rs. 15,000. This is neither good for the worker nor to the any government which is welfare oriented.

This anti-worker move has to be opposed and defeated.

N.P.Padmanabhan - NFPTE - 1968 strike - Kerala

5th March 2015 is the 21st death anniversary of Com. N.P.Padmanabhan, former Secretary, NFPTE and the Convener of the powerful Co-ordinating Committee of P and Unions, Kerala, for a tumultuous period of more than 10 years. Meetings will be held in all centres in Kerala to pay homage to this great leader.
Com. Padmanabhan was a charismatic and revolutionary leader. Appointed as Postal Clerk in 1945 in Calicut, within no time he became active in the union. He participated in the successful Postal Strike of 1946. After the formation of UPTW, he became an active worker of the same. When NFPTE was formed in 1954, Comrade Padmanabhan along with Coms. T.M.Janardhanan Master, Ananadan Master, K.Bhaskaran Nair and others organised it in the Malabar area. When the Kerala P and T Circle unions were formed at the Trivandrum Conference in 1961, Com.N.P. was elected as the Asst. Circle Secretary of Postal Class III Union and in 1966 Kollam Conference as the Circle Secretary. Next year at the Palakkad Conference, he was elected as the Convener of the P and T Co-ordinating Committee.
THe Historical One Day Strike of 1968 became a battle ground between the Central Government and Communist Government in Kerala.Central Government wanted all state governments to crush the 19th September 1968 strike of the Central Government employees with an iron fist using the drastic Essential Service Maintenance Act (ESMA). But the Kerala Government led by Com. E.M.S.Namboodiripad bluntly refused to implement the ESMA against the striking employees. Enraged, the Central Government was proposing to dismiss the state government. Anyhow,this did not happen. But the Indira Gandhi Government at Centre saw to that maximum victimisation was imposed on the employees of Kerala. Hundreds of criminal cases were filed, thousands of Rule-14 Charge Sheets issued, 300 workers terminated and hundreds of employees suspended.Even in 1960 strike, such victimisation did not take place.
The situation was tense. All the Circle and district leaders were either under suspension or termination. To face this brutal attack was not easy. The P and T Co-Ordinating Committee under the leadership of Com. N.P.Padmanabhan organised sustained and continuous struggles against the victimisation. It took about three years to take back all the terminated employees and to reinstate the suspended. But Com. Padmanabhan was not re-instated. He was dismissed from service.
The P and T House, the office of P and T Unions at Trivandrum was the centre point of many unions to get advice and support for their struggles. He was elected as the Secretary of the NFPTE in 1978 and shifted to New Delhi. He continued in that position till 1981.
His health started deteriorating due to the hard work and strain and went back home to Kannur in the late 1980s. He continued his activities from there. On 5th March 1994, he left us forever.
Since 1958, when I joined the P and T and got transfer to Kannur from Kottayam, he had been my leader and guide. It was under his indomitable leadership that we all went on in the 1960 five days strike. I had the opportunity to work with him at Trivandrum during my tenure as Circle Secretary and till his death.
Com. Padmanabhan was a real leader in all respects. The entire P and T movement and especially Kerala comrades lost a revolutionary leader in his death. His body was cremated in the Payyambalam Beach, Kannur, where a memorial is constructed for him among the memorials of leaders of the working class like Coms. A.K.Gopalan, E.K.Nayanar and others. When I went to Kannur to attend the AIBDPA All India Conference in February in 2013, I went there and paid my homage along with Com.P.V.Chandrasekharan, Patron of AIBDPA, A.K.Bhattacharjee, President AIBDPA, K.G.Jayaraj, General secretary AIBDPA and Com. Bhaskaran AIBDPA leader at Kannur.

Greece Metal Workers Martyr Mitsos Paparigas remembered

A report from Greece paying homage to the Mitsos Paparigas, leader of the Metal Workers Union, who was murdered by the government is given below:

On a day like today, February 22nd 1949, militant trade union leader Mitsos Paparigas, General Secretary of the General Confederation of Workers of Greece and cadre of the World Federation of Trade Unions (WFTU) was assassinated in Athens, Greece. He was a metal worker and president of Metal Union of Volos.

Mitsos Paparigas had been arrested in 1948 by the fascist government of Greece and suffered hard torture by the officers of the government. The period 1946-1949 was the time of civil war in Greece.

Metal worker Mitsos Paparigas stood his ground, without giving in to the fascists, not even for a moment. He stood proud in front of his torturers.

They assassinated him on February 22nd 1949, by throwing him off from the terrace of the building of the General Security of Athens, on Bouboulinas street.

In his memory, the WFTU makes this small publication, honoring this way the heroic militants of the international working class.

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

On Central Budget 2015-16

Modi government’s Budget for 2015-16 carries forward more aggressively the neo-liberal economic agenda of the earlier UPA government.  The rich, both foreign and domestic corporates, have been hugely benefited.  The budget proposals will reduce direct taxes by Rs. 8,315 crores benefiting the rich and increase the burdens on the people through indirect tax hike of Rs. 23,383 crores.  Apart from direct tax benefits, in addition, wealth tax has been abolished, corporate tax targeted to reduce from 30 to 25 per cent, greater concessions and access to FDI and FIIs, absolved of capital gains tax and minimum alternate tax (MAT).

Instead of expanding public expenditures to stimulate growth, employment and people’s livelihood, these expenditures are being squeezed.  Already in 2014-15, total government expenditure was 7 per cent lower than the last budgeted figure, i.e., 1.14 crore rupees less.  For 2015-16, the estimated gross tax revenue stands at 10.3 per cent of GDP which is less than last year’s budget figure of 10.8 per cent. Expectations of  “tax buoyancy” by FM is, hence, pure imagination.

The much tom-tomed higher allocation to the states in the name of “cooperative federalism” is nothing else but transferring the amounts from the Central schemes to the states.  The total transfers to the states, including loans and grants, as a share of GDP will, in fact, be lower than what was budgeted for 2014-15.

With the pre-occupation to contain fiscal deficit at 3.9 per cent, the budget undermines the need for stimulating domestic  demand by targeting social sectors.  The allocations to MNREGA and food subsidy has almost stagnated, in real terms, which shows that the government is not at all serious in implementing food security and generating employment. Total subsidy as percentage of GDP has come down from 2.1 percent to 1.7 per cent (Rs. 2.60 lakh to 2.44 lakh crore). The allocation for health and family welfare has come down from Rs. 35,163 crores last year to Rs. 29,653. The total budgeted figure for housing and urban poverty alleviation has come down from Rs. 6,008 crores to Rs. 5,634 crores. Similarly there is a huge shortfall in allocations for the Tribal Sub-Plan – 5.5 per cent instead of the mandated 8.2 per cent (less by Rs. 5,000 crore compared to last year). For SCs it is 8.34 per cent instead of the mandated 17 per cent (less by Rs. 12,000 crore). Even in absolute nominal terms these allocations have been cut. The Gender Budget too has been severely cut by 20 per cent (less by Rs. 20,000 crore). The ICDS programme has been halved from over Rs. 16,000 crores to Rs. 8,000 crores only.

On the other hand, the reduction in the revenue loss tax concessions given by the Central government to the rich (subsidies to the rich called “tax incentives”) are more than the actual fiscal deficit (i.e., Rs. 5,89,285.2 crores for 2014-15 as against the budget estimate of fiscal deficit of Rs. 5,55,649 crores).  Hence, our economy is suffering from a deficit burden primarily due to such subsidies to the rich, not due to subsidies for the poor.

In order to bolster further revenues, the budget has announced an aggressive disinvestment of public sector to the tune of Rs. 70,000 crores.

In sum, this budget while providing a rich bonanza for the rich – foreign and domestic corporates – ensures further widening of the already large income and wealth inequalities amounting greater burdens on the people.  So much for the slogan of achhe din aanewale hein.

Telephone Charges to increase after Budget

The increase of service tax from 12.36% to 14.0 % in the central Budget is going to result in increase of telephone bills. The private companies have already starting stating that there is no other way but to tax the subscribers for the increase in the tax. It is the duty of the government to ensure that more burden is not put on the subscriber by increase of charges.

Two Days Strike on 21-22 April 2015 by BSNL Employees on Revival of BSNL

SAVE INDIA – SAVE NATION

BSNL Employees numbering around 2,50,000 will go on a 48 hours strike on 21-22 April 2015 demanding the government to take urgent steps for the Revival of BSNL, which is in loss for the last 4 years due to the anti-PSU neo-liberal policies of the government. BSNL is a PSU which was posting very good profit till 2006-2007 and had gone on loss, mainly due to the non-purchasing of equipment and cancellation tenders for the same.

The BSNL Workers have already organised massive dharnas on 6-8 January 2015 all over the country and a Historical March to Parliament on 25th February. The next step is the 48 hours, two day strike on 21-22 April 2015. In between Circle level Conventions and signatures of the Memorandum  to the Prime Minister will be collected and remitted.

The strike proposed from 17th March was postponed to bring all the unions together and to ensure a complete strike.

Let us March ahead for a 100% strike to save BSNL.
