AIRF calls for Hunger Strike on 9th October 2012

All India Railwaymens Federation (AIRF) has decided to organise One Day Hunger Strike on 9th October 2012 demanding settlement of urgent demands pertaining to the pay and allowances etc. More than one lakh Railway workers will participate in the dharna according to Com. Shiv Gopal Sharma, Secretary General AIRF. The Federation is also protesting against the FDI in Pension.

CITU oppose FDI in Insurance and Pension Sector – Press Statement

Secretariat of the Centre of Indian Trade Unions (CITU) has issued the following statement to the media:

CITU denounces the hosts of financial and legislative disastrous decisions mainly allowing 49% FDI in Insurance sector and providing access to Foreign Firms in Pension savings of the people taken at the marathon Cabinet meeting of Manmohan Singh Government yesterday which is abject surrender to imperialist powers led by USA and international finance capital mainly American Corporate giants.. The decision to push forward the disastrous reforms in financial sector will cause disaster to the economy of the country as a whole and cause immense harm to the mass of the people.

This decision of the UPA-II Government will ruin the largest insurance sector successfully run by public sector.  The most damaging result would be the diversion of the savings of the common people through insurance from developmental and employment generating economic activities to speculative activities. It may be noted that insurance savings provide 24.6% fund for funding Government projects.

The attack on the hard earned pension fund is more direct and dangerous. Here again foreign investment of 49% would be allowed.  The foreign pension fund operators shall lure the pension beneficiaries to be exposed to speculative market denying any insulation from liquidation of social savings due to vagaries of market.

The serious concern is that when the UPA-1 Govt. were etching for such attempts, the left and democratic people had successfully resisted which shielded the country from the avalanche of  financial market collapse in USA.

The Govt. has decided to amend Forward Contract (regulation) Act providing substantial power to the proposed Forward Marketing Commission. No consideration was made on farmers’ suicide, escalation of food price index and slide of agricultural production. The life of empty bellied people was given to speculators earlier and now it will be strengthened by creating an autonomous organization dominated by market forces beyond control of the Govt.

CITU condemns the arrogant anti-national act of the Govt to serve the interest of the foreign investors at the cost of the national economy and life and living of people. CITU calls all its affiliates and allies to react in more militant way to resist such sell out of the country to foreign investors, attempt to destroy domestic economy and enhancing misery of the people ever unheard.

Meeting of Central Board of Trustees, EPFO

Decisions of CBT meeting 200th meeting of the Central Board of Trustees of Employees Provident Fund Organization met on 7th August under the Chairmanship of Hon’ble Labour Minister, Sri Mallikarjun Kharge.The meeting paid tributes to the memory of Com. Dipankar Mukherjee, who was representing CITU in CBT from 2010.

CITU is now being represented in CBT by A.K. Padmanabhan, President.

While discussing the Action taken report of the last meeting, Trade Union representatives raised the issue of minimum pension of Rs.1000 per month, which was referred to the Govt.  It was pointed out that the decision on this is being delayed.

On behalf of the Govt., it was clarified that the Labour Ministry has already sent its proposals and also replied to the clarifications from the other ministries concerned.  This issue is under process and the decision of the Government will be known in the coming days. There are two other issues pending before the Govt. – the issue of raising the wage ceiling for eligibility from Rs.6500 to Rs.10000 and the issue of applicability of EPF to those establishments with 10 or more workers from the present 20 or more.  Trade Union representatives wanted these to be decided by the Government  without further delay.

Among the issues to be discussed in this meeting was the approval of the Application by Reliance AMC for its plan to sell 26% of its shares to Nippon Life, in insurance giant from Japan.  Reliance AMC is one of the fund managers of EPF along with State Bank of India, HSBC Asset Management (India) and ICICI Securities.  As per the terms of agreements any change in the pattern of the share holding, has to be approved by the CBT.  While it was being discussed, representatives of BMS, CITU, AITUC and AIUTUC raised apprehensions and objected to the approval while other members of CBT approved it.

On the issues of certain changes in the investment pattern, the proposals for investing in Bonds of private sector companies were adjourned for further discussions. Other proposals for recommending to the Govt., on certain changes which includes investments in Certificates of Deposits of Public Sector Banks were accepted.

It was generally stressed that the safety of the funds, the life long savings of workers, has to be given priority while deciding on investments of the funds.

NATIONAL CONVENTION OF WORKERS AT NEW DELHI

The National Convention of Workers organised under the auspices of the 11 Central Trade Unions at Talkatora Stadium, New Delhi on 4th September 2012 has chalked out agitational programmes including a two-days General Strike on 20th and 21st February 2013.

The Talkatora Stadium was filled up and was overflowing to outside the stadium by the massive participation of workers who have come from all the states, especially from the nearby  Haryana, Rajasthan, UP, Bihar, Punjab etc. More than 5,000 delegates must have attended. The entire compound and the outside of the stadium was decorated and there were large number of flags  and banners of the Central Trade Unions and the various Independent federations of workers in various sectors like Central-State governments, Postal, BSNL, Banks, Electricity, Coal, Transport, Insurance etc.

A big colourful banner was displayed in the back of the decorated stage with the name of the convention and of the Central Trade Unions. The Presidium consisting of the Presidents or senior leaders of each central trade union sat in the front row. It included Coms. A.K.Padmanabhan (CITU), Amarjit Kaur (AITUC) and others. The General Secretaries and other senior leaders sat in the second row.

The Convention was addressed by  Shri  Baidya Nath Rai, General Secretary, BMS, Dr. Sanjeeva Reddy, General Secretary, INTUC, Com. Gurudas Dasgupta, GS AITUC, Com. Tapan Sen, GS CITU and other leaders. All of them strongly opposed the anti-worker policies of the government and called upon the workers to continue the struggle against the neo-liberal policies which is causing more and more misery to the toiling masses. They impressed upon the workers the need for complete unity amongst the workers, not only at the leadership level but at all levels. Each speaker was enthusiastically applauded by the house by clapping of hands.

After the speeches were over, the Presidium moved the Resolution on programmes, which was already circulated to the delegates.  The Resolution cited the various agitational programme conducted earlier on the demands raised by the CTUs and the good support received from the workers at all levels. It was reported that more than 10 crore workers participated in the last one day strike organised on 28th February 2012.  The following demands were reiterated in the resolution:

Demands:

1)    Contract measures to contain price rise. 2). Concrete measures for employment generation. 3) Strict enforcement of Labour Laws. 4) Universal social security cover for organised and unorganised workers and creation of National Security Fund and 5) Stoppage of disinvestment in Central PSUs and undertakings.

On the above issues, the Convention demanded immediate action by the Government of India to ensure:

  • No Contractorisation of work of permanent /perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry / establishment.
  • Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs. 10,000 linked with cost price index.
  • Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
  • Assured Pension for all.
  • Compulsory registration of trade unions within a period of 45 days and immediate ratification of the ILO Conventions Nos. 87 and 98.

The National convention also adopted the following action programme to press for once again the above burning issues facing the working people:

1.     State/District/Sector level Joint Conventions during September, October and November 2012.

2.     Satyagraha, Jail Bharao/Court Arrest on 18th / 19th December 2012 in all states throughout the country.

3.     March to Parliament of 20th December 2012 ( mobilisation by the unions from the states adjoining Delhi)

4.     Countrywide Two Days General Strike on 20th and 21st February 2013.

 The resolution was supported/signed  by BMS, INTUC, AITUC, CITU, HMS, AIUTUC, TUCC, AICCTU, UTUC, LPF,  SEWA  and Independent Federations of Workers and Employees.

The programmes should be effectively organised and there should be maximum propaganda.

The National Convention was not only a show of strength and Unity but also one more historical milestone in the fight for the cause of the workers.

All India Convention on 4th September by CTUs

An All India Convention of workers called by the 11 All India Central Trade Unions including BMS, INTUC, HMS, AITUC, CITU etc. will beheld at Talkatora Stadium New Delhi on 4th September 2012. BSNLEU and other all India independent federations are also participating.

The Convention will be addressed by leaders of all the Central TUs. The convention is expected to take stock of the struggles conducted earlier including the one day strike on 28th February 2012, in which more than 10 crore workers participated, and take decision for organising further struggles on the major demands raised by the unions. The demands include controlling of the price rise, stop anti-worker policies, implement the demands of the casual-contract labours, drop the PFRDA bill etc.

The Central Trade Unions BMS, INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, AICCTU, UTUC, LPF and SEWA have decided to organise an All India Convention on 4th September 2012 at Talkatora Stadium New Delhi to plan the future agitational programmes on the major demands already raised in the 28th February Strike in which more than 10 crore workers all over India participated. BSNLEU was also was party to the decision and strike.

Despite such a strike participated by workers more than any other strike in the past, the government has not even called the leaders nor agreed for any of the demands raised in the strike. On the contrary the government is proceeding with more anti-worker actions, disinvestment programmes, and pro-corporate decisions granting subsidy after subsidy to them. No action is being taken to curb the high rising prices.The  exploitation of the crores of contract labour continues unabated.

I hope that the All India Convention will discuss all these issues and take necessary decisions on agitational and other suitable programmes. BSNLEU will also be participating in the convention.

Trade Unions oppose sacking of workers in Maruti

The Central Trade Unions like CITU, AITUC etc. have sharply reacted to the sacking of 500 workers by the Maruti-Suzuki management.  A massive protest demonstration of more than 5000 was organised  two days back. The Central TUs have demanded that the workers should be reinstated and an independent inquiry to be conducted in the earlier unfortunate incident in which an officer was killed and many injured.

Massive Rally at Gurgaon in support of Maruti Workers

Gurgaon, Aug 17 : Workers from different factories in the Gurgaon-Manesar industrial belt along with trade unions cutting across political affiliations today opposed sacking of 500 workers at Maruti Suzuki India’s (MSI) Manesar plant and demanded their immediate reinstatement.     Representatives of All India Trade Union Congress (AITUC), Centre of Indian Trade Unions (CITU), Bhartiya Mazdoor Sangh (BMS), Hind Mazdoor Sabha (HMS), All India United Trade Union Centre (AIUTUC), All India Central Council of Trade Unions (AICCTU) and Maruti Udyog Kamgar Union (MUKU) held a rally here today against the MSI management decision.     It was also attended by workers from Maruti Suzuki’s Gurgaon plant, Hero MotoCorp, Rico Auto, Sunbeam Auto, Satyam Auto, Suzuki Motorcycle India Pvt Ltd, Lumax Auto, Ranbaxy Laboratories, Xerox India and Sona Koyo Steering Systems.     “We want an impartial inquiry into the violence (at MSI’s Manesar plant). We demand a CBI inquiry into the entire incident,” CITU Haryana State Secretary Raj Singh said.     Expressing opposition to the sacking of workers, MUKU General Secretary Kuldeep Jhangu said: “We demand that all the workers at Manesar plant who have been issued termination notices must be reinstated”.     Action should be taken only against the culprits and they should be prosecuted, he said, adding innocent workers must not be harassed.     “We will also give a memorandum to the company management for this. However, we will not stop work at the Gurgaon plant and we will continue to work,” Jhangu said.     Expressing similar sentiments, Hero MotoCorp Worker’s Union Vice-President Ajit Pal said: “Only those found guilty must be punished and that process is already on. What was the need for the company to sack these many workers? Yesterday, MSI Chairman had announced that the company was terminating the services of 500 workers at Manesar plant saying the management has “lost confidence in them” for their alleged involvement in the July 18 violence in which one senior executive was killed and nearly 100 others injured.     Today’s rally was attended by about 2,000 people who also highlighted the plight of workers in different factories in the region, apart from calling for abolition of contract labour.     “There have been numerous instances of exploitation by company management in this industrial belt. This should be stopped and everyone should be given equitable salaries as per the amount of work done,” CITU’s Singh said.     Demanding equitable salary for the amount of work done, Singh also said the minimum wages in Haryana’s industries must be raised to Rs 15,000 per month.     He further said the government should immediately amend the archaic labour laws, “which have many provisions that favour management”. The workers later submitted a memorandum to the Chief Minister.

Central employees and pensioners march to Parliament

The March to the Parliament by the Central Government employees and pensioners held to-day saw workers and pensioners from all parts of the country participating in a massive way. Thousands marched through the Parliament Street where they were stopped by the large police contingent. The rally was held there which was inaugurated by Com. Tapan Sen, MP and the General Secretary of CITU. He assured full support to the genuine demands raised in the March and assured that he will take the same with the government.

Coms. S.K.Vyas, K.K.N.Kutty and other leaders of the Confederation and NCCPA addressed the rally. Myself participated on behalf of the All India BSNL – DOT Pensioners Association.

The Rally took the decision to continue the agitation and organise a Token Strike on 12th December 2012, if the issues are not settled by that time.

Parliament March on 26th July by NCCPA & Confederation

A massive Parliament March will be organised by the Confederation of Central Government Employees & Workers, NCCPA and AIBDPA on 26th July 2012 on  the major issues of the Central Government Employees and Pensioners. The demands include the same which were submitted to the Prime Minister on 25-11-2012 after the March to Parliament. These include withdrawal of the PFRDA Bill, Removal of anomalies etc.

In continuation, National Co-Ordination Committee of Pensioners Association (NCCPA) and AIBDPA has decided to organise Day Long Dharna on 1st August 2012 by Pensioners at all stations and on conclusion of Dharna at the state capital should resubmit the earlier memorandum to the Governor of the particular state, requesting it to be forwarded to the Prime Minister.

The NCCPA and AIBDPA has  demanded that the PFRDA should be withdrawn and all employees to be made eligible for defined pension as earlier.

The Extended National Executive of the NCCPA will meet on 26-07-2012 after the Parliament March to discuss about the future programmes.

These programmes should be successfully implemented to make the government understand and act on the demands of the workers and Pensioners.  The NCCPA nad AIBDPA had already issued circulars in the matter.
