Railway Workers take strike ballot on 21-22 December 2013

Strike ballot by Railway employees

The Railway employees will be taking strike ballot on 21-22 December 2013 on the basis of the 36 point Charter of Demands, which they have already submitted to the Government. The demands include wage rise, guaranteed pension scheme instead of contributory pension,compassionate appointments to the wards of deceased employees, special consideration for women in duties etc. The call for strike ballot has been given by the All India Railway Men’s Federation, which is the majority union in Railways. The results of the strike ballot will be announced on 23rd December, said Com. Shiv Gopal Mishra, Secretary General of AIRF.
The demands of the railway employees are fully justified and the government needs to consider the issues favourably and settle them, avoiding a strike in the biggest industry in the country employees about 12 lakhs of workers.

After the Massive Parliament March on 12th December 2013, participated by lakhs of workers who have come from all parts of the country as per the call of the 11 Central Trade Unions on the 10 points Charter of the Workers including arresting price rise, grant of a minimum wage of Rs.10,000 to unorganised workers, No disinvestment/privatisation of Public Sector Units etc. the leaders of the Central Trade Unions met Prime Minister Dr. Manmohan Singh and conveyed their dissatisfaction in not taking any decisions on the Charter of demands already submitted to him. Prime minister assured that the issues will be decided on the basis of the Committee headed by Defence Minister A.K.Antony, appointed for this purpose.

Assurances are coming one after another. But what is required is immediate action.

Historical Mammoth March to Parliament

The mammoth March to Parliament by Workers on 12th December 2013 was indeed historical. By about 0900 AM, workers started reaching the Parliament street where the rally will meet. The main jatha started from the Ramlila Grounds and marched towards Parliament. Many other jathas were coming to the Parliament by various routes. In fact, all the roads were full of workers with flags of their respective unions.

By about 1100 hours, the main rallies reached the Parliament street where it was stopped by the police with three tier barricade and lot of police officers including women police. The rally started with the leaders sitting in the ready made pandal which can be seen even from far away. The Parliament Street and both its sidewalks were thronged by people for more than one km. The red flags the unions were mingled with the BMS and INTUC flags.
BSNLEU, AIBDPA and BSNLCCWF workers started their March from Eastern Court premises. With the banners of the Unions, hundreds of workers marched to the Parliament. Coms. V.A.N.Namboodiri, President BSNLEU, Animesh Mitra, Dy.GS BSNLEU, KG Jayaraj, GS AIBDPA, Tapas Ghosh GS BSNLCCWF and other leaders were in the front. Comrades from Delhi and all near by circles came in large numbers.
The Presidents and General Secretaries of the 11 Central Trade Unions who gave the call for the Parliament March were in the dias. One after another the leaders addressed the house and congratulated the workers for the mammoth participation. They also explained the ten demands on which the rally is being held and also on which more than 12 workers participated in the 48 hours strike on 20-21 February 2013 strike. Coms Tapan Sen (CITU), Gurudas Dasgupta (AITUC) and other leaders addressed. The meeting is continuing. (to be continued)

Central Trade Unions, Parliament March on 12th December 2013

One of the biggest Parliament March is going to take place tomorrow, 12th December 2013. The Parliament March has been called by the 11 Central Trade Unions including INTUC, BMS, HMS, CITU, AITUC, UTUC etc. About 40 All India federations, including BSNLEU are participating.The demands are the same viz. against price rise, issues of unorganised workers, against anti-workers policies etc.
By the evening of today itself, thousands of workers from all over the country has reached the capital to participate in the Parliament March.
Lakhs of workers are expected to participate. BSNL workers will start from the Eastern Court by 10.00 AM. Comrades are requested to reach there in time.
Let us make the Parliament March a Historic Demonstration of the Indian Working Class!

Asia Pacific Region Meeting of WFTU 25-26 October in Malaysia

WFTU - Asia Pacific Meeting

ASIA PACIFIC Regional (APR) meeting of the World Federation of Trade Union (WFTU) was held on 25-26 October in Port Dickson, Malaysia; attended by 140 delegates from 15 countries of the region including India and its neighbours, Bangladesh, Nepal, Sri Lanka; with China, Sudan and Argentina attending as observers; and joined by several trade union internationals (TUIs) of WFTU. The Indian delegation consisted of representatives of CITU, AITUC, AICCTU and TUCC. CITU and its associated organisations were represented by Swadesh Dev Roye, Prasanta Nandi Choudhury, Debanjan Chakraborti, Pradip Biswas, Muthusundaram and Mahadevayya. The main theme of the meeting was Right to Livelihood.

WFTU general secretary George Mavrikos inaugurated the meeting. It was also addressed by WFTU deputy general secretary Swadesh Dev Roye, the general secretary J. Solomon of the powerful and militant national TU centre of Malaysia NUBE, the host trade union; by Yao Li from ACFTU of China and TUI (Construction) general secretary Debanjan Chakraborti.

WFTU’s Asia Pacific Region secretary Mahadevan presented report. 50 delegates participated in the discussion on the report. Delegates spoke on the experience and struggles in their countries. Many participants presented videos of workers’ struggles on streets and murderous attack of the administration. From the deliberation, the fact emerged out that the working class in the capitalist countries is facing almost similar onslaught in the current phase of capitalist crisis. Many speakers emphasized on the need for strengthening the united struggle for people oriented and working class led alternative policies.

THE meeting unanimously adopted Malaysia Declaration. The declaration noted on the present situation that the capitalist economic system failed and is unable to meet the basic needs and aspirations of the people particularly of the toiling masses. It is increasing youth unemployment; steeply raising number of casual and contract workers and drastically reducing permanent employment. The real wages is dropping substantially; exploitation of women and children is increasing; creating serious problems of migrant workers; increasing off-loading, outsourcing, sub-contracting work; causing miserable living conditions of and suicide by agricultural labour and small peasants. There are increasing attacks on the working class and its leaders by way of dismissals, retrenchment, layoff and other forms of victimization against legitimate trade union activities etc.

The governments and employers are flagrantly violating labour laws combined with judicial verdicts against the working class; are not ratifying ILO Core Conventions; are restricting formation of trade unions and resorting to infringement on the Right to Association and Right to Collective Bargaining of the workers.

The declaration also noted that the working class are resisting and are retaliating these offensives by organizing independent and joint struggles. The declaration resolved to seriously pursue demands for universal access to all essential needs namely “food, water, housing, education and health” and pursue alternative mode, the agenda of social change and end of exploitative system.

THE Declaration adopted 15 point common charter of demands and action programmes – 8h March as International Women’s Day; 1 May as International Workers Day; 12 June as Child Labour Eradication Day; 3 October as International Action Day of WFTU; and 18 December as International Day to protect Rights of the Migrant Workers; and on solidarity action with NUBE. All India Women’s Democratic Association (AIDWA), one of the biggest women’s progressive association in India, has elected new office-bearers in its 15th National Conference held at Bodh Gaya in Bihar this week.
Coms. Malini Bhattacharya has been elected as President, Jagmati Sangwan as General Secretary and P.K.Sreemathi as Treasurer.

15th International Meeting of Communist and Workers Parties

International meeting of communist parties

The 15th International Meeting of the Communist and Workers Parties, which was held at Lisbon Portugal on 8-10 November 2013 was participated by 77 Communist Parties from 61 countries. 14 Communist Parties which could not attend send letters expressing their inability to attend.
The International Meeting discussed about the present world situation and other relevant issues. After the discussions, defined the following guidelines for their common and convergent action and mandated the Working Group to plan for implementation of the following guidelines:

1. Commemorate the 100 years of First World War (1914-18) and 75 years of the II World War (1939-45) through alerting the people about the dangers of war and the new international military clashes and the need to enhance the struggle for peace which is closely connected with the struggle for socialism.
2. Mark the 15 years beginning of criminal imperialistic NATO aggression in Yugoslavia and the development of of military imperialistic strategy for occupation of countries by NATO.
3. Organise international seminar on the crisis of the capitalist and developed countries and also focussing on the issues of the developing countries.High light the ominous role of the monopolies in this connection.
4. Organise International campaign in solidarity with the ongoing processes and struggles in Latin America and Caribbean and in particular Socialist Cuba,against the Cuban blockade, the 4 Cuban patriots still in US jail etc.
5. Organising international working committee meetings to debate ideological offensive etc.
6. To celebrate International Women’s Day on 8 March 2014.
7. Observe 1 May 2014 as May Day in a befitting manner.
8. Examine the possibility of convergent actions on the combat against racism, xenophobia,fascism, stressing the importance of struggle against anti-communism etc.
9. To determine a day of action against the persecution of Communist parties and the ban on Communist symbols, affirming the solidarity with the communist parties banned in their countries.
10. Commemorate the 95th Anniversary of creation of the Communist International (March 1919) underlining, on the occasion of 90 years of Lenin’s death, his central contribution to the international communist movement.
11. Organise an international seminar on the social and national emancipation struggles of the peoples of Arab Countries and the Middle east expressing solidarity.
12. Continue to denounce the imperialist intervention against Syria and Iran and for an independent palestinian state.
13. To promote international front against and to support the anti-imperialist mass organisations, World Federation of Trade Unions (WFTU), World Peace Council(WPC), World Federation of Democratic Youth (WFDY) and Women’s International Democratic Federation (WIDF).

Joint Movement against Privatisation in Pakistan

Anti-Privatisation struggle in Pakistan

A strong Joint movement against privatisation has come in Pakistan. The government is proposing privatisation in a big way. Against this 31 trade unions have come together and formed an Anti-Privatisation Co-Ordination Committee which has requested the support of the opposition parties as also trade union movement against the privatisation move.
The Committee has decided to organise conferences and rallies to get more and more support for the Anti-Privatisation struggle.

The neo-liberal policies being adopted by the developing countries at the insistence and pressure of the capitalist and developed countries have put the workers on the defensive. Their labour rights are taken away, their wages are stalled and retrenchment is every where. There is no other way but to continue the struggle. Pakistan is no exception. The struggle has started there also.

UP State Employees Strike continues for the 5th Day

UP Employees strike

The State Government Employees are continuing their strike for the 5th day, since no agreement could be reached so far. It seems that no meaningful discussion has taken place so far.
The union leaders have stated that they will continue and expand the strike by bringing even those sections of departments, where the strike was not decided first.
It is reported that more than 60% of the workers are on strike out of the total 18 lakh employees.
It is high time that the UP Government discussed the issues with the unions and come to an agreement.We fully support the strike of the UP state government employees.

WFTU ASIA PACIFIC REGIONAL MEETING DECLARATION

The Asia-Pacific Regional meeting of the WFTU held at Port Dickson,Malaysia on 26th October 2013 has formulated the following demands to campaign, organise and agitate to achieve:
1. Full employment for all, aiming towards eradication of poverty, with need based salary and wages and with full security including statutory pension for all.
2. Ratification and implementation of ILO Core Conventions including Right to Organise and Right to Collective Bargaining; unfettered trade union rights for all workers.
3. Stop Privatisation and dismantling of public Sector/ Public Services
4. Stop Sub-contracting, outsourcing and off-loading.
5. Protect sovereign rights of Nations as against imperialistic hegemony/market driven policy under WTO, WB, and IMF dictates.
6. Stop unjust imperialist interventions in Syria, DPR Korea, Iran, Afghanistan etc; Respect Self-determination of political system and self-reliant economic growth without the intervention of imperialists, financial and multi-national economic institutions.
7. Ensure women empowerment through various progressive policies and extend maternity benefits to all working women; provide equal wage for equal work with out gender bias.
8. Ensure working rights and social security for all migrant workers, as per UN Charter. Abolish ‘bonded labour’ in any form and guarantee alternate employment to them; Ensure protection of migrant workers by Governments.
9. Introduce comprehensive law for social protection, to protect the rights of informal workers including agricultural workers.
10. Stop degradation of environment in the name of development and protect natural resources for the benefit of mankind.
11. Ensure occupational safety, health, environmental protections of the workers and community; MNCs/TNCs should be subjected to implement the Code of Conduct strictly.
12. Stop job cuts, closures, layoffs and all atypical forms of employment including part-time employments.
13. Abolish Child labour and guarantee free, quality education to children.
14. Fight against communalism, religious fundamentalism and their pernicious methods that divide the working class.
15. ILO should shed its partisan attitude and treat all International trade Unions judiciously.
Struggles, more struggles, militant struggles and consistent struggles uniting the broader sections of the toiling masses, youth, unemployed, women and other vulnerable sections of the society shall be the silver line in our future movement.
The meeting also declared that the following International Days will be observed in 2014 to strengthen the unity amongst the various sections of the working class:
1. 08th March 2014 : International Women’s Day
2. 01st May 2014 : International Workers day
3. 12th June 2014 : Child Labour day
4. 03rd October 2014 : International Action Day
5. 18th December 2014 : International Day to protect the rights of Migrant workers.
