SBI to recruit 7200 employees

It is stated by the SBI Chairman that about 7200 employees will be recruited this financial year, considering the fact that about 8,100 employees are due to retire. Good news!

What about BSNL? About 10,000 to 15,000 are retiring every year. But almost no recruitment at all!

New Recruits are a must. Even in all private companies, whether telecom or banks, they have started recruitment in right earnest. But BSNL is still sleeping. It seems that the BSNL management is not worried about the efficiency and better service.

Govt. appoints Negotiator for Vodafone Tax Dispute

Instead of continuing with strong measures to collect the tax arrears coming to about Rs. 14,000 crore from major telecom company Vodafone, the NDA Government is becoming soft. It has now appointed a negotiator, former Supreme Court Chief Justice R.C.Lahoti to deal with the issue.

It is reported that there are similar other tax arrears, which in total, would come to about Rs. 27,000 crore, including that of Nokia, Oyj etc. All these also will go to the negotiator for settlement.

The BJP spokesmen have already indicated that the retrospective tax practice would retard the confidence of the foreign investors, which is a clear indication that the new government at the centre is prepared to adjust the tax arrears. Such a decision will result in heavy loss to the exchequer and windfall profit to the private MNCs. The government should, instead, be firm in collecting the due tax arrears.

Vodafone says, Govts. asked access to intercept its calls, messages

Vodafone, one of the biggest telecom operators in the world has revealed that India was among the 29 nations that sought access to its network to intercept calls, text messages and e—mails last year, the UK—based group said.

But it did not disclose whether the requests were met by the company or not. With regard to India also, it did not reveal the same.

The governments are illegally trying to peep in to the private lives of the people, which is against the law. And mostly, the private companies are allowing them to do so. If it is for the security of the country, it is different. But most mostly these interceptions are done for other purposes.

NEW DELHI: Consumers will soon be able to retain their cellphone numbers when they relocate to any part of the country, even if they change operators, after the government came one step closer to clearing the ‘one nation, one number’ plan aimed at simplifying mobile telephony for all.

Telecom Commission, the highest decision-making body in the telecom department, on Friday gave in-principle approval to full mobile number portability (MNP), or the facility to allow a mobile user to keep the same mobile number and weed out the hassle of buying another mobile connection on moving to another service area. Wish List of Private Telecom Companies

Private Telecom Companies are really fast. They have already decided what are their immediate demands and wish -list to be presented to the government. Reports in the media have focussed the five main demands, which are as follows:

1. Make more spectrum available for data usage

2. Rationalise the taxes and levies in the sector

3. Facilitate introduction of new and efficient technologies such as M2M and cloud computing

4. Implement the benefits of the status for the industry in parity with other infrastructure sectors in the country

5. Exploring a revenue sharing arrangement between the over the top Internet players and telecom companies.

The lines are clear. The telecom corporates want that they should be favoured and all restrictions and regulations in the sector have to be rescinded for their benefit.

What the PSU telecom companies, BSNL and MTNL, are demanding? They also have to formulate what is immediately required for the revival of BSNL and MTNL? Delay will be costly.

BSNL and MTNL workers and their organisations also have to move fast with their demands to save BSNL and MTNL and strengthen them to give a better service to the people.

Petition in SC against 4G Licence to Reliance Jio

NEW DELHI, MAY 9:
The Supreme Court on Friday sought response of the Centre and telecom regulator TRAI on a public interest litigation filed by an NGO challenging grant of 4G licences to Mukesh Ambani’s Reliance Jio Infocomm Ltd (RJIL).

A Bench of Justices HL Dattu and SA Bobde issued notice to the Centre, Telecom Regulatory Authority of India (TRAI) and RJIL on the petition of NGO, Centre for Public Interest Litigation (CPIL), which challenged the Government’s decision to allow Mukesh Ambani’s company to offer voice services on its 4G spectrum.

The PIL, filed through advocate Prashant Bhushan, also sought quashing of the permission granted by the Government to Reliance for providing voice telephony on Broadband Wireless Access (BWA) spectrum and pitched for a court-monitored CBI investigation in the alleged ₹40,000-crore scam.

The petition said that the Centre’s decision to allow voice telephony has given undue benefit of about ₹22,842 crore to RJIL and corresponding loss to the Government and “is therefore arbitrary, unreasonable and discriminatory“.

It also alleged that the company was allowed “backdoor entry” into voice telephony using BWA spectrum by paying entry fee of meagre amount of ₹1,658 crore determined way back in 2001, a figure which was rejected by the apex court in its February 2, 2012, judgement in 2G spectrum allocation scam case.

Reliance Jio reaction
“We have not received any notice of any petition so far filed by Prashant Bhushan. This appears to be one more in a series of attempts to create a controversy in a next-generation foray which Reliance is determined to create in the service of the nation,” a spokesperson of Reliance Jio said. 8% Licence Fee for Internet Services – TRAI

TRAI has recommended 8% of licence fee on Adjusted Gross Revenue (AGR) for internet service providers (ISPs), where all types of revenue from Internet services is calculated minus pass through charges and taxes.

At present the Licence Fee on Internet services is 6%. The decision is to be taken by the Department of Telecom / Telecom Commission on the suggestions of the TRAI.

Meeting with Member (Services), DOT

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations met Shri S.C.Misra, Member (Services), DOT and discussed about the following issues:
1. 78.2% IDA Fixation for Pensioners: Member (Services) stated that the issue is being discussed in the DOT for giving a suitable reply to the Department of Expenditure on the queries raised by them.
2. Treating the absorbed TSMs as full-fledged DOT employees for all purposes: Com. Namboodiri wanted that the TSMs absorbed in BSNL should be treated as DOT employees for all purposes including for NEPP. At present the absorbed TSMs are treated as DOT employees for pension, 50% service of TSM for pension and GPF, but is treated as BSNL appointee for NEPP.
3. Pension Contribution to be on the actual basic pay instead of the maximum of the pay scale: Com. Namboodiri demanded that the pension contribution should be only on the basis of the actual basic pay and not on the maximum and requested that the issue may be taken by DOT. The difficult financial position of the BSNL also should be considered in this respect. A copy of the letter submitted to the Secretary DOT was also handed over.

Indias telephone connections reach 93.19 crore – TRAI

According to TRAI, the total telephone connections in the country has reached 93.91 crore at the end of February 2014. It was 92.24 crores by the end of January 2014.
While the wireless connections increased from 89.33 crores to 90.33 crores during the period, the landline connections dwindled as usual.

The indication is that by the end of 2014, the subscriber base may reach the 100 crore target.

CAG will restart auditing of priavte telecom companies – a most welcome step

The decision of the Supreme Court allowing CAG audit of private companies is most welcome. It will expose the role of the private telecom companies which have been cheating the government of its revenue share by manipulating its accounts by showing less revenue to avoid payment of revenue share to Government. The earlier audit of a few companies have shown the cheating and penalties were imposed on them.This process was stopped after the private telcos went to the court and obtained stay. Now the stay is removed and CAG has been allowed to audit.

A detailed report on the matter published in Times of India is reproduced below:

NEW DELHI: Special teams of the Comptroller and Auditor General of India could soon be fanning out across the country to begin audit of private telecom companies in the wake of Supreme Court’s landmark order of Thursday.

While upholding CAG’s right to audit private telecom companies on Thursday, the apex court said : “When nation’s wealth, like spectrum, is being dealt with either by the Union, state or its instrumentalities or even the private parties, like service providers, they are accountable to the people and to Parliament.”

According to sources, the first results of CAG’s audit could be available within a year, since the audit body had been ready since 2010 to audit private telecom companies that give a part of their revenue to the Centre.

The audit could open up not only significant revenue for the government, but also raise questions over accounting and reporting standards of some private telecom firms. CAG had started auditing telecoms a few years ago, but the exercise got stalled when the private companies moved court.

The Delhi High Court allowed the audit in an order in January this year, but the telcos moved apex court challenging the order.

Private auditors appointed by the department of telecommunications had audited five telecom companies in the financial years 2006-07 and 2007-08. The five leading operators together understated their revenues by Rs 10,268 crore during these two years, the audit found. Based on the findings of the audit in mid-2012, DoT had slapped penalties totaling Rs 1,594 crore on the five companies.

Under the contract between DoT and telecom companies, the private entities pay 6%-10% of annual revenue as licence fee and 2%-6% as spectrum usage charges. Under-reporting of revenues would have significant adverse impact on the revenues accrued to the government.

It was at the request of telecom companies that the then NDA government, headed by Atal Bihari Vajpayee, allowed telecoms to migrate from a fixed licence fee regime to a revenue sharing one in 1999. This was provided through the New Telecom Policy of 1999.

However, when the government discovered variation in the gross revenue of certain operators as reported to the DoT, the Securities and Exchange Board of India (Sebi) and the Telecom Regulatory Authority of India (Trai), it ordered special CAG audit into books of their accounts.

Starting October 2009, the CAG began efforts to audit the private telecom companies. And, for the past three years it has also been asking DoT to nominate CAG as its auditor under the agreement between the government and the companies. However, the DoT has been reluctant about nominating CAG, while private telecom firms went to court.
