At last the government has finally decided to hold the auction for 2G and 3G spectrum in February 2015. It has also agreed to hold the auction together as demanded by the private companies, instead of its own decision to hold the auction separately, which would have got more funds to the government.

As per the Cabinet decision, spectrum in 800 MHz, 900 MHz and 1800 MHz will be put to action. The reserve price for the same are fixed at Rs. 3,646 crore, Rs. 3,980 crore and Rs. 2,191 crore respectively. According to the reports, the government is expected to get between Rs. 64,000 crore and Rs. 80,000 crore.

The payment may be in installment and the government is expected to get at least Rs. 16,000 crore in this financial year.

Spectrum Auction Plan for Cabinet Approval

29 Monday Dec 2014

The pressure put by the private telecom companies and MNCs that more spectrum should be available for auction is having results. The DoT has prepared a Cabinet Note on the auction of spectrum, which will be first sent to the Defence and Finance Ministries for approval before submitting to the Cabinet. The reports indicate that there will be 5MHz in the 2100 MHz band across 17 out of 22 telecom circles for auction.

It is understood that some more spectrum will be released by the Defence for allocation for auction as required by the private telcos. There was a demand from the Cellular Operations Association of India (COAI) that some spectrum should be released from BSNL, which the BSNL management has not so far agreed. But pressure will be mounting.

The requirements of the private companies have become more important for the government, than that of its own!

Sub:    SAVE BSNL Campaign and Programmes of Action including Indefinite Strike from 17th March, 2015 – reg.

Dear Comrade,

You may be aware that the Forum of BSNL Unions/Associations of Non-Executives and Executives has decided to organise sustained campaign and action programmes to compel the Central Government and BSNL Management to take urgent measures for the Revival of BSNL and save the telecom PSU.

The meeting of the Forum held on 19th December 2014 has decided to contact all the unions/associations in BSNL which are not affiliates of Forum and request them to be a party in the SAVE BSNL CAMPAIGN and action programmes. The Forum felt that this is very much necessary to save and strengthen BSNL and restore it to its past glory and a Better Service to the customers.

The Programmes decided by the Forum are as follows:

  1. Three Days Dharna at SSA/Circle levels and Corporate Office
  2. Parliament March on 25th February 2015 – Submission of Memorandum to Prime Minister.
  3. Indefinite Strike from 17th march 2015.

A copy of the Memorandum proposed to be submitted to the Prime Minister is enclosed herewith. All efforts are to be made to collect maximum signatures sufficiently early so that the same can be submitted to the Prime Minister on the day of the Parliament March on 25th February 2015.

I hope you will consider and take a favourable decision in the matter and convey to us early.

With Warm greetings,

Yours Fraternally,

V.A.N.Namboodiri, Convener.

Communications minister, Reliance Jio

The following report in the Financial Express indicates how even the Communication Minister himself is favouring the private telecom companies. Whether it was Dayanidhi Maran, A.Raja or now Ravi Shankar Prasad, all are there to support the private telecom companies. granting undue favours. BSNL is the orphan. Even the Minister of Communications does not take any action to revive it, except declaring that “I will not allow BSNL and MTNL to die”. See the fraction of the report in the Financial Express below:

“Aam Aadmi Party (AAP) today demanded dismissal of Telecom Minister Ravi Shankar Prasad alleging a conflict of interest that has prevented him from issuing a notice to Mukesh Ambani’s Reliance Jio on 4G issue, a charge vehemently denied by Prasad saying he never gave advice or appeared for the company.

AAP leader and advocate Prashant Bhushan also alleged that Manish Tewari, who was a Union Minister in the previous UPA government, had a retainership contract with Reliance Industries.”  (Report from Financial Express)

TDSAT cancels fines on Airtel and Vodafone

11 Thursday Dec 2014

Airtel, DOT, penalty, Vodafone

In the new dispensation it is always the corporates which get the upper hand. The latest is the decision of the TDSAT setting aside the fines put on Airtel and Vodafone for illegally providing roaming in circles where they did not have licence. Airtel was fined Rs. 650  crore and Vodafone Rs. 100 crore by DOT for causing huge loss to the government and BSNL.

Setting aside the DOT decision, the TDSAT allowed costs at Rs.25,000 for each of the petitioners ie, Airel and Vodafone.

Is it because the government and BSNL did not argue the case effectively or some compromise? Any way it is a sad affair, the complainant becoming he victims before the law.
