A report from Caracas, the capital of Venezuela, regarding the final farewell to its dear Commandate and President Hugo Chavez is given below:
Caracas, Mar 7 : The flag-draped coffin of Venezuelan leader Hugo Chavez was borne through throngs of weeping supporters yesterday as a nation bade farewell to the firebrand leftist who led them for 14 years.
His mother Elena wept over his wooden casket as a band played the national anthem outside his military hospital. Presidential guards with red berets then placed his remains on top of a black hearse, surrounded by flowers.
Chavez’ death after a two-year struggle with cancer was a blow to his adoring supporters and the alliance of left-wing Latin American powers, and plunged his oil-rich country into uncertainty as an election is organised.
His body, surrounded by soldiers, was being taken to the military academy that the former paratrooper colonel once called a second home, where he will lie in state until an official ceremony with foreign dignitaries on Friday.
People watched from their apartment windows, others climbed fences to get a better view of the hearse, many held or wore iconic images of Chavez.
The 58-year-old leader succumbed to a respiratory infection on Tuesday. A new election is due to be called within what are sure to be 30 tense days.
Vice President Nicolas Maduro, who tearfully broke the news to the nation that his mentor had lost his battle with cancer, was poised to take over as interim president and campaign as Chavez’s chosen successor.
The death brought thousands of Venezuelans to public squares across the nation, weeping and celebrating the life of a divisive figure whose oil-funded socialist revolution delighted the poor and infuriated the wealthy.
Hundreds of people spent the night in front of his hospital, waving Venezuelan flags and chanting “we are all Chavez!” A banner was hung the hospital fence, reading “Chavez lives, the battle continues!”
“I love him,” said Iris Dicuro, 62, who came from the northeastern city of Puerto La Cruz and wore a shirt with the words “Forward Comandante.” “I want to bid farewell because he was a good man who gave everything to the poor.”
The armed forces were to fire a 21-gun salute and “there will be a salvo every hour until his burial,” Defense Minister Diego Molero said.
Some of Chavez’s closest allies had already arrived today ahead of the state funeral, including Argentina’s President Cristina Kirchner, Uruguay’s Jose Mujica and Bolivia’s Evo Morales…..

International Women's Day - 8th March

“A Promise is a Promise: Time for Action to End Violence Against Women.” – UN theme for International Women’s Day 2013.

8th March is being observed as the ‘International Women’s Day’ since 1917, the year in which the USSR was formed and it decided to observe the same as such. It was declared as a Holiday in USSR after some years.
The demand for gender equality, stopping sexual assaults and attacks on women, education for women etc. have been long pending demands of women. The United Nations has been organising the IWD since 1977 in which year United Nations General Assembly invited member states to proclaim March 8 as the UN Day for women’s rights and world peace. Every year a theme is also given. The theme for International Women’s Day 2013 is ” A Promise is a Promise: Time for Action to End violence Against Women”.
The above theme is timely. All over the world crimes against women are increasing. In India every day crimes against women such as sexual assault, rape and all kinds of harassing women and even children are increasing. The recent case of a brutal assault and rape of a young woman in a bus in Delhi and her death due to the same has shocked the entire country and unprecedented and huge demonstrations have taken place shaking the entire government machinery. Every day some case of rapes and assaults are reported. No place is safe for women. Even small girl children are not safe. In such a situation, the theme given by the UN is appropriate and has to be widely publicised.
All the Women’s organisations will be observing the day with many programmes. But it need not be a women’s programme alone. It is the responsibility of men and women to ensure that women are free and that the gender inequality is put an end to.
The year 2017 will see the centenary celebration of the International Women’s Day.
On this International Women’s Day let us pledge that all of us will stand together and fight for the rights of women and their freedom from gender bias and also for equal opportunity and also make the country safe for women.

What is happening to KSRTC ?

KSRTC - PSU- Revival

What is happening to the Kerala State Road Transport Corporation, the state government PSU? It is stated that there is huge loss every day and that more than 1000/2000 trips are being cancelled every day.
Road Transport services are a public utility service and has to run effectively. In Tamil Nadu, Karnataka and A.P. states, the other three southern states, the State Road transports are stated to be running well and with profits. THen why KSRTC is in loss. It is reported that whenever LDF comes in to power KSRTC is in profit and when UDF comes it is in loss. If this is correct, there seems to be a planned move to make KSRTC a loss making PSU and close it or sell it to help the private transport companies.
The Government, the Management and the workers and their unions should sit together and find out ways and means to improve the KSRTC and strengthen it as also provide better service.

A report from the press is given below regarding another report of the CAG on the irregularity in implementing the farm debt waiver scheme. It exposes the claims of the government on the scheme.

New Delhi, Mar 5 : Expressing serious concern over the implementation of Rs 52,000-crore farm debt waiver scheme, government auditor CAG today said in several cases ineligible farmers were given benefit while deserving ones were left out.
Comptroller and Auditor General (CAG) has also found instances of tampering of records and pulled up the Department of Financial Services (DFS) in the Finance Ministry for deficient monitoring of the multi-crore scheme.

60 years after Stalin

Joseph Stalin - USSR

Joseph Stalin, the General Secretary of the Russian Communist Party and the Premier of USSR expired on 5th March 1953. He made USSR a military and economic force and had a prominent role in the defeat of Hitler and end to Fascism in the II World War ( 1941-45).
He was depicted as dictator and after his death, the next Secretary of the Party, Nikita Krushchew, attacked him on his policies and attacks on his detractors.
Whatever be his dictactorial actions, nobody can decimate his leadership in making the USSR a great force in military, science and also developmenmt.
USSR stands collapsed more than 20 years back and the bulwark against imperialism weakened. But the same people who has thrown out communism in Russia, seems to be defending the achievements that communism has brought to the country.

Four Crore Signatures Submitted to PM by Left Parties

LEADERS of the Left parties — the Communist Party of India (Marxist), the Communist Party of India, the All India Forward Bloc and Revolutionary Socialist Party — met the prime minister on February 26 and submitted a memorandum urging the government to take immediate measures to bring a food security legislation in this budget session of parliament, which would provide for a universal public distribution system and ensure 35 kg of foodgrains at not more than Rs 2 per kg. They also urged an end to the cash transfer scheme for the public distribution system.

The Left parties had conducted a signature campaign throughout the country and had collected over four crore signatures. Papers carrying these signatures were also delivered at the prime minister’s office.

Those who met the prime minister were Prakash Karat, S Sudhakar Reddy, Debabrata Biswas, T J Chandrachoodan (general secretaries of the CPI(M), CPI, AIFB and RSP respectively), Sitaram Yechury and Brinda Karat (members of the CPI(M) Polit Bureau), D Raja (leader of the CPI group in Rajya Sabha and Abani Roy (leader, RSP).

Protest against Anti-people Budget – CPI(M)

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

On the Union Budget

The 2013-14 budget fails to address the major concerns of the people and economy in the current context. The Economic Survey underlines the fact of rising prices especially food inflation, widening current account deficit, low investment and savings and increasing dependence on foreign funds. The potential workforce in the waiting should be provided gainful employment that demands public investment in sectors such as in agriculture, small scale sector and rural development. The budget however lacks imagination to think beyond the neoliberal prescriptions and relied exclusively on reducing fiscal deficits by curbing expenditures and on unrealistic projections on revenue mobilization in the context of lower growth.

The finance minister has expressed concern about the fiscal deficit whose revised estimate is Rs. 5,20,925 crore. But this is lower than the revenue forgone figure of Rs 5,73,630 crore. This implies that the fiscal deficit is primarily caused by the sops given to the rich in terms of revenue foregone and the burden of meeting this deficit is passed on to the poor by means of cutting expenditures. The revised estimates for 2012-13 shows a 4 per cent decline in total expenditure compared to budget estimates of 2012-13 which is indicative of a severe expenditure contraction. Given the overriding obsession expressed by the finance minister on keeping fiscal deficit at 4.8 per cent of GDP the proposed rise in expenditure in the current year is not likely to materialize in actual terms.

It is also a matter of grave concern that the consumption expenditure which grew on an average of about 8 per cent in the last three years has only grown by 4 per cent this year as recorded in the economic survey. Despite such a contraction in consumption expenditure there has not been any check on inflation. Total subsidies declined compared to last year’s revised estimate by about Rs. 26,571 crore. The rise in the subsidies in food in the context of much touted food security is only miniscule. The Finance Minister announced an additional allocation of Rs. 10,000 crore. Last year food subsidy was Rs. 5,000 crore less as reflected in revised estimates of 2012-13. Therefore the budget actually proposes an increase of a mere Rs. 5,000 crore. There has been a sharp decline in petroleum subsidy by more than Rs 30,000 crore compared to last year’s revised estimate which would hugely burden people and cause further inflationary pressures. There has not been any additional allocation on MNERGA compared to the previous year despite the fact of rising unemployment in the backdrop of an economic slowdown. The government on the other hand proposes disinvestment of the Public Sector to the tune of Rs. 50,000 crore.

In social sectors such as health and education the budget proposals are far from what was needed. As proportion to GDP the budgetary allocation this year in health is less than the allocation as proportion to GDP last year. Similarly in the case of education the allocation as proportion to GDP, budget estimate has declined compared to last year’s budget estimates. As far as rural development is concerned figures show similar decline as proportion to GDP. In the tribal sub-plan the allocation is roughly short of Rs. 20,900 crore compared to that mandated in the constitution as proportion to planned expenditure. The special component plan for SCs has more than 50 per cent (Rs. 47,000 crores) short fall from the amount mandated by the Constitution.

Therefore the budget does not adequately respond to the urgent needs of the people. Instead it has provided sops to corporates and criminally neglected increasing public expenditures. The CPI(M) sees this Budget as patently anti-poor and unable to address what was urgently required to get out of the situation of low growth, high inflation and higher unemployment.

The CPI (M) calls upon the people to protest against the anti-people aspects of the Budget.

The Central Secretariat of the Centre of Indian Trade Unions (CITU) greets the people of Tripura for electing the CPI(M) led left front government for a fourth term. We also congratulate the working class for reelecting a government which has the notable achievements of controlling the extremist/separatist forces and implementing development policies which benefit the mass of the people.
This victory also reflects the people’s support for the innovative schemes and programmes for the welfare of the people adopted by the incumbent government which constitute an alternative to the neoliberal policies of the regime at the centre.

The red star continues its shining over Tripura. In the results declared of the Tripura Assembly elections, Left Front has won in 50 seats out of 60. CPI(M) alone got 49 seats. The Congress and other parties had to be satisfied with 10 seats only. The Left has increased its tally from the earlier elections with astounding success.
The people of Tripura despite all mal-prpaganda and money power by the Congress, has won in shining colours.
My hearty congratulations to the Left Front and Com.Manik Sarkar who have once again got the full confidence of the common people. My congratulations to the people of Tripura who have voted the Left Front once again to the ruling position.

Railway Budget – More Burden on people – CPI(M)

New Delhi, February 26: The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

More burdens on the people

The railway budget has added more burdens on the people traveling in trains. The railway minister has made the false claim that railway fares are not being increased. After increasing passenger fares by 20 per cent just two months before the railway budget, the present budget provisions will definitely increase the fares further. A fuel surcharge has been imposed which will result in raising the fares twice a year. There has been an increase in the reservation, cancellation and tatkal charges and fares of superfast trains.
The five per cent increase in freight charges across the board will have a cascading effect on inflation.

The budget has proposed to have an independent Rail Tariff Authority (RTA) which will decide on freight and tariff structure in the future. This will open the way for continuous increase in freight and passenger fares.

The railway budget has made no serious effort to overcome the financial crisis affecting the Indian railways. The criss was deliberately created in the past three years by enhancing the number of projects, spending on advertisements, foundation laying ceremonies and other activities. The railway minister has scaled down targets for the new lines, gauge conversion, allocation and acquisition of railway stock in order to reduce the operating ratio. The annual plan target was not achievable as the Public Private Partnership (PPP) has been a failure. Not a single investment has been there from the PPP model in the railways. The target for freight has been increased but the target for acquisition of wagons has been reduced by 2000, making it difficult to achieve the freight target. This has been clearly done to reduce the operating ratio.

Though there has been a serious increase in the train accidents, there are no proposals to make rail travel accident free and safe in the future.

The Polit Bureau of the CPI(M) demands that the increase in fares through various means and the rise in freight charges be dropped.
