Today, 9th October 2015, is the World Post Day!

‘World Post Day is celebrated each year on 9 October, the anniversary of the establishment of the Universal Postal Union (UPU) in 1874 in the Swiss capital, Berne. It was declared World Post Day by the UPU Congress held in Tokyo, Japan, in 1969.’

In India, the World Post Day is to be celebrated by strengthening the Department of Posts and the Postal Service. The government should support the DoP and enlargen its services.

78 Days Bonus for Railway Employees

The Railways have declared 78 days bonus for its employees as Productivity Linked Bonus (PLB). It is stated by the Railways that Rs. 800 crores will be required to pay bonus for the 12 lakh employees. For the last three years PLB is given for 78 days.

Central Govt. Employees postpone Strike decision

The Staff side of the Central Government Employees has decided to postpone the Indefinite Strike decided from 23rd November 2015,in view of the latest developments, including the Bihar elections, delay in submission of report etc. The strike may be organised during the Budget session in 2016, if the demands are not met by then.

Acquitted Employee entitled to Full Pay for suspension period : CAT

The Central Administrative Tribunal (CAT) has ordered that an employee is entitled to full pay and allowances during the period of suspension from the employer in case of acquittal and the grounds of acquittal have no bearing on the matter.

In its order in Mohinder Singh,  an employee of BSNL, Abhor Vs. BSNL  the CAT stated ” An acquittal whether on benefit of doubt or otherwise should lead to the same consequences. Therefore, the applicant is entitled to full pay and allowances for period of suspension ordered only because of the criminal case”.

On the basis of this order, similar cases can be taken up in CAT.

The Joint Council of Action of Income Tax Associations, an umbrella body of Income Tax employees and officers, had stated that the Income tax workers and officers will go on strike on 8th October 2015 demanding filling up the large number of vacant posts. It is stated that there are more than 20,000 posts lying vacant.

It is Good News! At last, BSNL has issued orders today, 15th September 2015 extending the upgradation of cities as per the 2011 Census to BSNL employees, which has already been implemented for the CG Employees. Accordingly Ahmedabad and Pune will now be ‘A’ / ‘X’ class cities and many other cities a ‘B’/’Y’ class cities with the HRA fixed at 30% and 20% respectively. The name of all these cities have been mentioned in the blog earlier.

6% DA increase for CG Employees from July 2015

New Delhi, Sep 9: The Centre today increased dearness allowance for its employees to 119 per cent from 113 per cent, a move that will benefit 50 lakh employees and 56 lakh pensioners.

“Every six months government reviews dearness allowance. This time we have decided to increase DA by six per cent over exiting 113 per cent rate,” Finance Minister Arun Jaitley told reporters after Union Cabinet meeting here.

An official statement said the Union Cabinet, chaired by Prime Minister Narendra Modi, has approved release of an additional instalment of Dearness Allowance to central government employees and Dearness Relief to Pensioners from July 1, 2015.

This represents an increase of 6 per cent over the existing rate of 113 per cent of the Basic Pay/Pension, to compensate for price rise, it said.

The decision will benefit about 50 lakh government employees and 56 lakh pensioners, it added

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission (CPC), it said.

The combined impact on the exchequer on account of both DA and DR will be Rs 6,655.14 crore per annum, and Rs 4,436.76 crore in the financial year 2015-16 (a period of 8 months from July, 2015 to February, 2016), it said.

As per the practice, the DA rate increase is an average of 12-month consumer price index-industrial workers from July 1, 2014 to June 30, 2015.

In April, the government had hiked DA by 6 per cent to 113 per cent of their basic pay with effect from January. DA is paid as proportion of the basic pay. (PTI)

Govt. decides for One Rank One Pension – Army Pensioners not satisfied

Prime Minister Narendra Modi has stated that the One Rank One Pension for Army Pensioners will be implemented from 2014. But the Army Veterans who are on Indefinite Hunger Strike are not satisfied by the details of the decision. While they have stated  to stop the Indefinite hunger Strike, they will continue Relay hunger Strike, till all their concerns are addressed.

Pensioners in Para Military, Defence Civilian as also CG Employees are watching the scenario. It is only justice that the pensioners in all these sectors are also granted OROP.

VII CPC tenure extended till December 2015

The tenure of the VII Central Pay Commission has been extended by four months to December 2015 by the government. It was expected that it will submit its report by 28th August 2015, but now it may be submitted only by December 2015. The recommendations are to be implemented from 01-01-2016, ten years after the last wage revision. There is a rumour that the Pay panel is going to suggest for constituting a permanent body for giving recommendations.
